REGULATIONS- % ATI announcements for insertion in the POLICE GAZBT. \ and all communications upon them thould be addressed to THE EDITOR OP THE POLICB GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. t. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer tf police, or his immediate deputy, of the county, city, or borough, as the case may be. t. Announcements concerning stolen property must be guaranteed by an qfficer of not less rank than Inspector, or analogous thereto. e. Announcements of all persons to be apprehended or of stolen property bear a number and am alphabetically arranged by counties. < ' „ 9. The force which causes particulars concerning delinquents, or stolen property to be inserted iss the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit io the Editor notice of the fact, referring to the number of the announcement for insertion in tie next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Oreat Scotland Yard, by cheque, crossed '' Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or ist Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, ljj, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. CAUTION. METROPOLITAN POLICE DISTRICT. i.— With reference " to"* caution respecting the Agence Financiere of Geneva, issued on 3rd June, the notorious convicts, Benson and Kunyaae now in custody on the Continent for a confidence trick on a large scale, in which worthless bonds from the Agence Financiere have been used to carry out the fraud. There can be no doubt that the " Agence Financiere" is nothing but a swindle, got up by Kurr and Benson, the latter of whom has been in Geneva since April last, the month when the Agence was registered. APPREHENSIONS SOUGHT. CITY OF LONDON. 2.— For embezzlement— SAMUEL H. LUMMIS, a clerk, age 22, height 6 ft., slight build, complexion and moustache ( slight) dark ; dress, dark clothes, high silk hat. Supposed to be staying at Brighton. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CUMBERLAND. 3.— Penrith ( County).— For stealing £ 7 23. 9d.— JOHN IYEY, age 33, height 5 ft. 11 in., complexion fresh, hair and eyes dark, moustache light brown, active, and square build; dress, brown check tweed jacket suit. Was recently agent at Penrith for the Singer Manufacturing Company, and previously in the same employment at Newcastle- upon- Tyne. Has been in the army, and also in the Forfar Militia. Warrant issued. Information to Supt. Fowler, Penrith. DERBYSHIRE. 4.— Derby ( Borough).— For obtaining a situation by means of a forged character— WALTER TRAF- FORD, alias W. WALTERS, and W. O'BRIEN WALTERS, age 24, height 5 ft. 8 in., complexion and hair ( thin, and cut short) dark, no whiskers or mous- tache, prominent eyes, sharp features ; dress, black Melton coat and ve3t, dark blue striped trousers, black hard felt hat. Had with him a black Cheviot coat and vest, and a pair of dark trousers with red stripe. A chemist's assistant; native of Lincoln, where his father is in business as a tailor and out- fitter. Stated he was the son of Mr. Walters, The Hall, Ballydoyle, Dublin, and has in his possessim cards and notepaper bearing that address. He also stated he was a nephew of Mr. W. O'Brien, M P. It is requested that inquiry be made at chemists, as he answers advertisements in the Chemists' Magazine. Warrant issued. Information to Lieut.- Col. Delacombe Chief Con- stable, Derby. DEVONSHIRE. 5.— Exeter ( City).— For embezzliDg £ 34 10s., 31st August last- CHARLES GARDINER, age about 30, height 5 ft. 8 or 9 in., complexion, hair ( curly\ moustache and eyes ( large) dark ; dress, dark cutaway coat and vest, dark trousers, side- spring boots, hard bowler hat. Had with him a large black box and bag. A bookbinder; native of Exeter. Is supposed to be accompanied by his wife and a child about 12 months old. Warrant issued. 6.— Exeter ( City).— For desertion, and embezzl- ing £ 130— SERGEANT THOMAS COLLINS, Devon- shire Regiment, age about 30, height 5 ft. 5 in., slight build, complexion fresh, hair and moustache brown, long neck, sloping shoulders; dress, dark coat and vest, light mixture trousers, hard felt hat. A coach trimmer. May endeavour to leave the country. Information to the Chief Constable, Guildhall, Exeter. DORSETSHIRE. 7.— Wimborne ( County).— For obtaining food by false pretences— SIDNEY COSH, age 36, height 5 ft. 9 in., complexion ruddy, hair dark brown, eyes hazel, downcast expression, very lithe and powerful, scar left wrist, blue ring on second and third fingers left hand; dress, light slop or jacket, cord tronsers, white straw hat with band ; carried a bundle. Is a thatcher, & c., and notorious poacher; native of Mil- borne St. Andrew, Dorset. Warrant issued. Information to Supt. Marsh, Wimborne. 2 T H E POLICE G A Z E T T E. FRIDAY, SEPTEMBER 2, 1887. GLOUCESTERSHIRE. 12.— Cheltenham ( County). — For stealing ill lis.— REGINALD MARK CHARLES WOLF, a draper, age about 34, height 5 ft. 8 in., complexion fresh, hair, side whiskers, moustache, and eyes dark. A native of London. Warrant issued. Information to Supt. McRae, Cheltenham. HEREFORDSHIRE. 13.— Hereford ( County).— For housebreaking at Aconbury, 31st ult, and stealing 1 black diagonal cloth coat; 1 pair light Scotch tweed trousers, and a pocket- book ( case No. 24, 26th ult.)— JOHN JAMES, age about 30, height 5 ft. 7 or 8 in., complexion fair, hair brown, moustache heavy ; dress, dark jacket and vest, blue loose fitting serge trousers, blue muffler with white spots, brown felt hat. Has been in the army, and now belongs to the Breconshire militia. Information to Deputy Chief Constable Cope, Here- ford. 14.— Leominster ( County).— For stealing a dark green and red mixture suit ( trousers fall fronts), 1 pair lace boots, with toecaps, and 1 silver brooch set in gold— ARTHUR ALFRED WILLIAMS, age 24, height 5 ft. 9 in., complexion swarthy, hair black, small side whiskers and moustache dark, eyes hazel, burn mark under left jaw, left arm deformed ; dress, dark grey cloth suit ( worn), lace boots, hard felt hat. A native of Pencombe, Herefordshire. May be wearing the stolen articles. Information to Superintendent Strangward, Leo- minster. KENT. 15.— Canterbury ( County). — For stealing 10 rabbits ( recovered)— FREDERICK FARROW, alias LORD, age 42, height 5 ft. 8} in., complexion fresh, hair ( bald on top), whiskers, and moustache sandy, eyes hazel, forehead and arms freckled, 2 moles right fore- arm, scar left forearm, 2 sears lower part of belly, top of second finger, left hand fractured. A native of Elmswell, Suffolk. Has been convicted at Ipswich Assizes, July, 1861, for placing an obstruction on the railway, and sentenced to 4 years' penal servitude; at Bury St. Edmunds, July 1886, for sheep- stealing, to 2 years' imprisonment; at Chelmsford Sessions, October, 1869, for horsestealing, and sentenced to 7 years' penal servitude; and at Chelmsford Sessions, January, 1877, for larceny, and sentenced to 10 years' penal servitude. Information to Supt. Wood, Canterbury. LANARKSHIRE. £ 100 REWARD. 16.— Glasgow ( City).— For stealing £ 886, con- sisting of 500 £ 1 British Linen Company's Bank notes, 85 £ 5 notes, 271 £ 1 various, and 30 £ 5 Bank of Eng- land notes— FOUR MEN, 1st, age about 35, height 5 ft. 8 or 9 in., whiskers ( cut short) dark brown, mous- tache ( heavy) dark; dress, dark tweed suit, black hard felt hat. 2nd, about same age and height; dress, brown tweed suit and black felt hat. 3rd, age about 40, tall and stout, round full face, moustache ( heavy) dark brown; dress, dark tweed coat and vest, light trousers, black felt hat. 4th, age 35 to 40, short and stout, whiskers and moustache dark brown ; dress, dark tweed suit, black felt hat. All spoke with a slight foreign accent ( supposed German), and one carried a small leather bag. While 3 of them kept the bank teller and clerk in conversation at the front of the counter, the fourth went behind and stole the notes. The above reward will be paid by the Bank Directors British Linen Company's Bank for the apprehension and conviction of the thieves, and recovery of the money. It is requested that inquiry be made at bankers, money changers, hotels, & c.; and any information obtained immediately communicated to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. 17.— Bolton ( County).— For failing to report- License Holder ALBERT GREENHALGH, Office No. 32552, age 24, height 5 ft. 4 in., complexion fair, hair light brown, eyes grey. Sentenced at Salford, on 23rd May, 1881 to 7 years' penal servitude and 7 years' police supervision for felony. Information to the Superintendent County Police, Bolton. 18.— Bury ( County).— Woodcut portrait and des- cription of RICHARD ROBINSON LEAVENS, whose apprehension is sought for embezzlement— age 40 to 45, height 5 ft. 9 or 10 in., complexion sallow thin face, prominent nose, high cheekbones, sunken cheeks, hair ( long behind and inclined to curl), whis- kers ( short on cheeks and long on chin) dark brown, walks very erect, smart appearance and of good address, is fond of billiard playing; dress, blue cloth reefer jacket, black cloth trousers, side- spring boots, brown felt flattop hat- A native of Amsworth- road, Radcliffe, near Bury. His father resides at Chester, and he has a brother at 299, Stretford- road, Manches- ter. Is in the habit of visiting friends at Northwich. May endeavour to leave the country. Warrant issued. Henderson, Bury. £ 3 REWARD. 19.— Old Trafford ( County).— For stealing, 13th ult, a gentleman's gold chronometer balance stop watch, No. 2194, " Harris, Manchester" engraved on works, gold albert chain with Indian gold coin at- tached— A MAN, age about 28, height 5 ft. 8 in., com- plexion pale, no whiskers or moustache; dress, dark clothes, hard felt hat. The above reward will be paid by Mr. Samuel Butterworth, 7, Rushcroft- road, High Crompton, near Oldham, for the apprehension and conviction of the thief and recovery of the property. 20.— Old Trafford ( County).— For stealing, at Eccles, 31st ult.— A lady's brown silk umbrella, a plain muslin apron, and a pair of lady's low shoes.— MARGARET VERNON, age about 20, complexion pale, hair cut short in front; dress, short brown jacket with bronze buttons, grey dress, black and white speckled straw hat ( sailor pattern). Stated she had a sister residing at 78, Church Street, Bradford, Manchester. Information to Supt. Bent, Old Trafford. 21.— Rochdale ( County).— For committing a rape at Chadderton, 15th ult- EDWARD FLANNAG- HAN, a factory operative of Oldham, age 27, height 5 ft. 3 in., complexion and moustache dark, has lost all his right ear with the exception of the soft part at bottom. Warrant issued. Information to Supt. Tindall, Rochdale. 22.— Manchester ( City).— Woodcut portrait and description of THEODORE TRAGHEIM, a jeweller's traveller, whose apprehension is sought for embezzle- ment and larceny— age 29, height 5 ft. 7 in, plight build, complexion dark, long features, cast in left eye, very much pockpitted. Was accompanied by a boy, age 14, short, complexion fresh, slightly bow- legged ; dress, dark jacket and vest, cord trousers ( torn at knees), side- spring boots ( too large). Last seen going in the direction of Rochdale, about 2 p. m. 27th ult. Warrant issued. Sentenced at Salford on 17th August, 1885, to 9 months' imprison- ment and 3 years' police supervision for larceny. — WALTER ATKINS, alias GEORGE ARM- STRONG, age 24, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scars on forehead and neck. Sentenced at Manchester on 14th October, 1886, to 9 months' imprisonment and 3 years' police supervision for housebreaking. — THOMAS HYMAN, Office No. 32888, age 30, height 5 ft. 2 in., complexion dark, hair FEIDAY, SEPTEMBER 9, 1887. J61 REWARD. 25.— Bourne ( County).— For deserting his children at Billingborough, Bth ult.— WILLIAM WOOD FORD, a labourer, age 23, height 5 ft. 5 in., com plexion fresh, hair ( curly) dark brown, eyes grey, scar left hip ; dress, drabbet jacket, black waistcoat, light trousers and cap. Supposed to be working as a dock labourer at HulL Has been in the army, and now belongs to the army reserve. Warrant issued. The above reward will be paid by J. L. Bell, Esq. clerk to the guardians, for his apprehension. Information to Supt. Brown, Bourne. MONTGOMERYSHIRE. 26.— Welshpool ( County).— For stealing a pair of trousers, 18th July last— JOHN REES, alias " BRIS- TOL JACK," age 27, height about 5 ft. 5 in., complexion fresh, hair, moustache ( slight) and eyes brown, little or no whiskers ; dress, brown small plaid cloth suit, tight- fitting trousers, blue neckerchief, black felt hat. A tramping groom, native of Aberystwith. Formerly belonged to the Carnarvon Militia. Was traced to Derby, and is now supposed to be in North Wales. Warrant issued. Information to Supt. Ellis, Welshpool. NORFOLK. 27.— East Harling County).— Woodcut portrait and description of License Holder JOHN RAITH, alias ERRINGTON, Office No. 32207 ( see Case No. 28, 19th ult.), whose apprehension is sought for shooting at police at New Buckenham, and stealing, 7th ult., a brown cob, 9 years, 14 hands, short tail, low back, slight enlargement on one fore ankle, small white spot of hair on hind part of off fore- foot ( this hoof, which is smaller than the other, has a little white upon it), two • white hind feet; a set of plated harness ; a square cart, painted brown, picked out red, " Arthur Holl, New Buckenham," painted on side; a riding saddle and bridle ; 2 cloth rugs and 1 waterproof ditto. Age 31, height 5 ft. 5 in., complexion fair, hair light brown, eyes blue, clean shaved, scar right side of forehead and chest, mole above collar- bone, right side of belly, and right thigh, long nose, rather full face ; dress, brown coat, cord trousers ( mended at bottom), cap or straw hat. A native of Loughton, Essex. Has a brother residing at Kingston- on- Thames.— OSCAR THOMAS BEAD WELL PIPE, alias TOM PIPE, age about 30, height 5 ft. 3 or 4 in., complexion dark, hair and mous- tache ( slight) brown, sharp nose with lump ereon, sharp features ; dress, blue check suit, hard felt hat. A native of Cockfield, Suffolk. Information to Supt. Starke, East Harling. NORTHAMPTONSHIRE. 28.— Northampton { Borough).— For stealing a pony and phaeton, 1st inst.
