RBGULATIONS- AU announcements for insertion in the POLICE GAZET. \ and all communications upon them thould be addressed to THE EDITOR OP THE POLICE GAZBTTB, GKBAT SCOTLAND YARD, LONDON, S. W. j. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. ( I. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of % tolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. i Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. . 8. Announcements of all persons to be apprehended or of stolen property bear a number, and or* alphabetically arranged by counties. « . 9. The force which causes particulars concerning delinquents, or stolen property to be inserted u> the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They murt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond 4 Co.," Post Office Order payable at Charing Cross, Postal Order, or m Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, lgg, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the Gazkttk beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the Police Gazette, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party ehall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE HISTRICT. 1.— C. I. D., C. O.— For embezzlement in Ger- many— JAN PETER LARSEN, age 20, height 5 ft. 8 or 9 in., complexion fresh, hair light, eyes blue, large ears, appearance of a newly- arrived German street musician; cannot speak English; dress, dark suit ( trousers with small blue stripe), large flat top blue cloth German cap, with glazed peak. A native of Den- mark or Germany. Extradition warrant issued. 2.— B Division.— For failing to surrender to his bail for keeping a brothel— AGESTINI AUTONI, alias AUTONI AGESTINI, ege about 29, height 5 ft. 2 or 3 in-, complexion fair, hair and moustache slight, brown, high round shoulders, dressed respectably. Is very fond of dogs, and describes himself as a dog dealer. May be found in the neighbourhood of Brighton.— HELINE MENLEMONS, alias Madame AUTONI, age 26, height 5 ft., complexion fresh, hai light brown ; dressed respectably. A prostitute. May be found in the neighbourhood of Brighton following that calling. Both Germans. Warrant issued. 3.— D Division.— For larceny — EDWARD ROTHE, age 32, height 5 ft. 4 in., complexion fair, hair light brown, eyes blue, beard ( pointed), whiskers ( full), and moustache light brown, slightly lame; dress, light cloth covert coat, brown mixture trousers, hard felt hat. A surgeon ; native of Dublin. May visit his stepmother at the Grange, Boreham, Dublin; his uncle, Dr. Rothe, at Bray or Kingstown; and his cousin, Miss Kate Doyle Cintra, 24, Booterstown, or Richmond Hospital, Dublin. Warrant issued. 4— V Division.— For stealing £ 28, 22nd ult.— SIDNEY SMITH, alias EATON, EDEN, ELVIN, and LAWRENCE, age 19, height 5 ft. 6 in., com plexion and hair dark, eyes blue, turns his right foot in when walking ; dress, black frock coat and vest, dark mixture trousers, lace boots, hard felt hat. 5.— R Division.— For stealing £ 30, the moneys of " The One and All Horticultural and Agricultural Association "— SYDNEY HERBERT FRANCIS, age 29, height 5 ft. 6 in., complexion fair, hair and mous tache light brown, eyes grey, spongy wart on right thumb; dress, dark tweed morning suit, lace boots, black felt hat. A native of Peckham ; absconded 5th ult. 6.— W Division.— For fraud, by means of a false cheque— HENRY FROOME, alias R. SELMAN, age 30, height 5 ft. 9 in., complexion sallow, hair dark ; dress, light tweed suit, high black hat with mourning band, or cap with peak. Supposed to be travelling in the provinces soliciting orders for a Universal Direc- tory. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BRECONSHIRE. 7.— Brecon ( County).— For obtaining a pair of side- spring boots by false pretences, at Cwmtaff, 22nd July last- ROBERT SMITH, a fitter, age 50 to 55, height 5 ft. 9^ in., complexion fresh, hair turning grey and tuft on chin grey, eyes ( large and full) blue, thin features; dress, blue serge jacket, dark trousers and vest, red neckerchief, b'ack soft felt hat, dirty appear- ance. Has been previously convicted in Glamorgan- shire for felony. Warrant issued. Information to Supt. Flye, Brecon. DEVONSHIRE. 8.— Exeter [ City).— For larceny, 19th July last— GEORGE WALLING, alias JOHN SMITH, age about 30, height 5 ft. 6 or 7 in., whiskers and moustache sandy; dress, dark cutaway coit and vest, dark trou- sers, hard felt hat ( all much worn). A labourer; native of Moretonhampstead. Served in the Rifle Brigade, und now belongs to the Army Reserve. Is also wanted \ t Drc vsteignton for felony. Information to the Chief Constable, Guildhall, Exeter. HAMPSHIRE. 9.— Aldershot ( County).— Woodcut portrait and description of HARRY B. KAVANAGH, whose ap- prehension is sought for stealing £ 22 gold and silver — age 28, height about 5 ft. 6 in., complexion ruddy, very thin long features, hair dark or black, moustache very slight, scars as from scrofula on face ( supposed left side); dress, brown tweed suit, black hard felt hat. Has been a sergeant in the Gordon Highlanders, and now belongs to the Army Reserve. Lately em- ployed as clerk at the Junior Army and Navy Stores Aldershot Branch. Warrant issued. Information to Supt. Brinson, Aldershot. 10.— Portsmouth ( Borough).— For stealing, 13th ult., a lady's small open- face gold Geneva watch, No. 4111, with small knob pattern gold neckchain at- tached ; 1 gold keeper ring, set purple stone, sur- rounded with pearls; 1 ditto, with letters " R. E. G." in blue or green stones; 1 ditto, chased, " A. L. A gasfitter, but has served in the army and is now believed to be employed as agent for the British Endorsing Stump Company— OLIVE SMITH, age about 21, height 5 ft. 2 or 3 in., complexion sallow, hair ( cut short) brown, rather full flat face; dress, long black jacket, green dress trimmed velvet, and black straw hat. Information to Chief Constable Cosser, Portsmouth LANARKSHIRE. 11.— Glasgow { City).— For stealing £ 886, con- sisting of 500£ 1 British Linen Company's Bank notes: 85 £ 5 notes, 271 .£ 1 various, and 30 £ 5 Bank of Eng land notes— FOUR MEN, 1st, age about 35, height 5 ft. 8 or 9 in., whiskers ( cut short) dark brown, mous- tache ( heavy) dark ; dress, dark tweed suit, black hard felt hat. 2nd, about same age and height; dress, brown tweed suit and black felt hat. 3rd, age about 40, tall and stout, round full face, moustache ( heavy) dark brown; dress, dark tweed coat and vest, light trousers, black felt hat. 4th, age 35 to 40, short and stout, whiskers and moustache dark brown ; dress, dark tweed suit, black felt hat. All spoke with a Blight foreign accent ( supposed German), and one carried a small leather bag. While 3 of them kept the bank teller and clerk in conversation at the front of the counter, the fourth went behind and stole the notes. It is requested that inquiry be made at bankers, money changers, hotels, & c.; and any information obtained immediately communicated to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. 12.— Bury [ County).— Woodcut portrait and des- cription of RICHARD ROBINSON LEAVENS, whose apprehension is sought for embezzlement— age 40 to 45, height 5 ft. 9 or 10 in., complexion sallow, thin face, prominent nose, high cheekbones, sunken cheeks, hair ( long behind and inclined to curl), whis- kers ( short on cheeks and long on chin) dark brown, walks very erect, smart appearance and of good address, is fond of billiard playing; dress, blue cloth reefer jacket, black cloth trousers, side- spring boots, brown felt flattop hat. A native of Amsworth- road, Radcliffe, near Bury. His father resides at Chester, and he has a brother at 299, Stretford- road, Manches- ter. Is in the habit of visiting friends at Northwich. May endeavour to leave the country. Warrant issued. Information to Supt. Henderson, Bury. 13.— Church [ County).— For failing to report- Supervisee HENRY HAWORTH, alias NAYLOR, age 34, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, scar on left chcek, mole right forearm, and anchor on left. Sentenced at Preston on 17th Febru- ary, 1886, to 9 months' hard labour and 3 years' police supervision for larceny. Information to the Superintendent, County Police Office, Church. » £ 3 REWARD. 14.— Old Trafford [ County).- Yot stealing, 13th ult, a gentleman's gold chronometer balance stop watch, No. 2194, " Harris, Manchester" engraved on works, gold albert chain with Indian gold coin at- tached- A MAN, age about 28, height 5 ft. 8 in., com- plexion pale, no whiskers or moustache; dress, dark clothes, hard felt hat. The above reward will be paid by Mr. Samuel Butterworth, 7, Rushcroft- road, High Crompton, near Oldham, for the apprehension and conviction of the thief and recovery of the property. Bent, Old Trafford. 15.— Rochdale [ County).— For committing a rape at Chadderton, 15th ult.— EDWARD FLANNAG- HAN, a factory operative of Oldham, age 27, height 5 ft. 3 in., complexion and moustache dark, has lost all his right ear with the exception of the soft part at bottom. Warrant issued. Information to Supt. Tindall, Rochdale. 16.— Manchester [ City).— Woodcut portrait and description of THEODORE TRAGHEIM, a jeweller's traveller, whose apprehension is sought for embezzle- ment and larceny— age 29, height 5 ft. 7 in, plight build, complexion dark, long features, cast in left eye, very much pockpitted. His modus operandi is to call at a house, inquire for the occupier, and produce a railway consignment note stating there is a parcel at the station, but that the carriage has to be paid before it can be delivered. JE1 REWARD. 18.— Bourne ( County).— For deserting his children at Billingborough, 5th ult.— WILLIAM WOOD- FORD, a labourer, age 23, height 5 ft. 5 in., com- plexion fresh, hair ( curly) dark brown, eyes grey, scar left hip ; dress, drabbet jacket, black waistcoat, light trousers and cap. Supposed to be working as a dock labourer at Hull. Has been in the army, and now belongs to the army reserve. Warrant issued. The above reward will be paid by J. L. Bell, Esq., clerk to the guardians, for his apprehension. Information to Supt. Brown, Bourne. 19.— Lincoln [ City).— For stealing 9s., 20th ult.— WILLIAM GOULDING, a ropemaker's heckler, age about 25, height 5 ft. 8 in., stout build, complexion fresh, hair dark brown, moustache ( slight) dark, scar on neck ; dress, dark coat, pockets on hips, cord trou- sers, hard felt hat. May seek employment at rope- makers. Warrant issued. Information to Chief Constable Mansell, Lincoln. NORFOLK. 20.— East Harling County).— Woodcut portrait and description of License Holder JOHN RAITH, alias ERRINGTON, Office No. 32207 ( see Case No. 28, 19tA ult.), whose apprehension is sought for shooting at police at New Buckenham, and stealing, 7th ult., brown cob, 9 years, 14 hands, short tail, low back, slight enlargement on one fore ankle, small white spot of hair on hind part of ofF fore- foot ( this hoof, which is smaller than the other, has a little white upon it), two white hind feet ; a set of plated harness ; a square cart, painted brown, picked out red, " Arthur Holl, New Buckenham," painted on side; a riding saddle and bridle ; 2 cloth rugs and 1 waterproof ditto. Age 31, height 5 ft. 5 in., complexion fair, hair light brown, eyes blue, clean shaved, scar right side of forehead and chest, mole above collar- bone, right side of belly, and right thigh, long nose, rather full face ; dress, brown coat, cord trousers ( mended at bottom), cap or straw hat. A native of Loughton, Essex. Has a brother residing at Kingston- on- Thames.— OSCAR THOMAS BEADWELL PIPE, alias TOM PIPE, age about 30, height 5 ft. 3 or 4 in., complexion dark, hair and mous- tache ( slight) brown, sharp nose with lump thereon, sharp features ; dress, blue check suit, hard felt hat. A native of Cock field, Suffolk. Information to Supt. Starke, East Harling. FRIDAY, SEPTEMBER 2, 1887 T H E POLICE GAZETTE. 3 OXFORDSHIRE. 21.— Watfington ( County).— For obtaining a horse by false pretences— GEORGE RUSHER, hawker, of Wallingford, Berkshire, age about 22, height 5 ft. 6 in., complexion fresh, hair dark brown ; dress, drab cloth coat with raised scams, and tight- fitting trousers, Attends fairs, & c., Lei ling cocoanuts, ifcc. Supposed gone into Wiltshire. Warrant issued. Information to Supt. Hawtin, Watlington. STAFFORDSHIRE. 22.— Burslem ( County).— For embezzling £ 18— CHARLES ROBERTS, age 26 to 28, height 5 ft. 6 or 7 in., complexion and eyes dirk, hair dark brown, moustache black, slightly bow- legged ; dress, brown tweed jacket and vest, dark mixture trousers, black hard felt hat. A native of Hanley. Warrant issued. Information to Supt. Hill, Burslem. 23.— Longton ( County).— For stealing at Fenton, 29th ult., a light bay mare, 4 years, 15 hands, in good • condition; a cart, bridle, and a suit of clothes LEWIS JAMES, age 35, height 5 ft. 7 or 8 in., com- plexion, hair, beard, whiskers, moustache and eyes dark, turns his right foot out when walking ; dress, grey tweed suit, lace boots, black hard felt hat. Warrant issued. Information to Supt. Evans, Longton. SUSSEX ( WEST). 24.— Steyning ( County).— For horse- stealing at Ashurst, 27th ult.— JOE KELLY, age 30 to 35, height 5 ft. 8 or 9 in., complexion dark, nose eaten with smallpox, one nostril closed, malformation of face, • whiskers and moustache black, chin shaved; dress, grey tweed jacket, light sleeve vest, tight fitting wor- sted cord breeches, black legging, white cloth cap. Information to Supt. Ford, Steyning. YORKSHIRE ( EAST RIDING). 25.— H Ull ( Borough).— For unlawfully and mali- ciously publishing a certain defamatory libel, 3rd ult. — RICHARD P. DENT, age about 40, height 5 ft. 6J in., complexion fair, hair, beard, and moustache brown, of gentlemanly appearance; dress ( when last seen at Newcastle- upon- Tyne about six weeks since), slate or light colour dust overcoat, dark tweed suit, hard felt hat, supposed with mourning band, generally wears a gold scarf pin, set diamonds, and invariably carries a stick or umbrella. Was accompanied by a tall young woman, age 28 to 30, well dressed. Was formerly a saw- mill proprietor at Hull, but is now a commission agent. Is well known amongst commer- cial travellers, and when in London usually stays at 35, Arundel- street, Strand. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Captain Gurney, Chief Constable, Hull. YORKSHIRE ( WEST RIDING). 26.— Bradford ( County).— For embezzlement— ALEXANDER THOMAS PHIPPIN, age 35, height 5 ft. 5 or 6 in., complexion sallow, hair dark ; dress, light tweed suit, lace boots, billycock hat. What are you ? A careless sinner— an undecided hearer— or a thorough Christian? Only the last are right— only the last are sife. Let me advise you to be thorough— one thing or the other. Enjoy the world or the things of God. Enjoy carnal pleasure if you despise true happiness. Of all folly this is the greatest, to stand betwen Christ and the world, enjoying neither. Be decided for God, or for the world. You may think this strange advice, but the Lord Jesus gave it before me, and with His wordsl close.
