REGULATIONS- All announcements for insertion in the POLICB GAZETV % and all communications upon them should, be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, JLONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of xtolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. B. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. •?. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. i 9. The force which causes particulars concerning delinquents, or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all casts, the officer signing the request for insertion of any announcement, uitt bi wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Great Scotland Yard, by cheque, crossed " Drummond f Co.,'' Post Office Order payable at Charing Cross, Postal Order, or M Stamps. 13. NOTICE. EXTRADITION. A Declaration - was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no eaie, nor under any consideration whatever, thall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. D., C. O.— For embezzlement in Ger- many— JAN PETER LARSEN, age 20, height 5 ft. 8 or 9 in., complexion fresh, hair light, eyes blue, large ears, appearance of a newly- arrived German street musician; cannot speak English; dress, dark snit ( trousers with small blue stripe), large flat top blue cloth German cap, with glazed peak. A native of Den- mark or Germany. Extradition warrant issued. 2.— M Division— For embezzling £ 8 2s. 7d.— WALTER H. PRESTIDGE, age 22, height 5 ft. 10 in., complexion fresh, hair ( Inclined to curl) and eyes dark, mole lower part of face ; dress, black morning coat and vest, light trousers, high black hat, or light homespun suit. A native of Brentry, Westbury, near Bristol. Warrant issued. 3.— M Division.— For stealing .£ 3— GEORGE BENNETT, age 45, height 5 ft. 9 in., complexion very fair, hair ( bald on top) light, moustache very light, eyes blue ; dress, light shooting coat or long brown overcoat, dark tweed trousers, light brown felt hat. A shoemaker ; native of Nottingham. 4.— M Division.— For embezzling £ 9 12s.— FRANCIS JOHNSON, age 65, height 5 ft. 6 in., com- plexion florid, hair ( bald on top), whiskers and mous- tache grey. Is said to be carrying on business as a tea merchant in Glasgow in name of " Kirkland and Co." Is well known in the tea trade, having travelled for Johnson and Co., of London and Glasgow. Warrant issued. 5.— N Division.— For stealing, 17th inst.— 3 hcrses : 1st, black mare, 6 years, 13 hands 3 in., thick set, short tail, no shoes on hind feet; 2nd, dark bay mare, 15 hands 3 in., white star on forehead, long hair on legs, enlarged on inside near hind fetlock ; 3rd, brown cob, 14 hands, short tail, thick set, very tender feet, all in good condition— THREE MEN : 1st, age 30, height 5 ft. 5 in., complexion, small side whiskers and moustache ( slight) dark; dress, long dealer's coat, tight- fitting trousers, blue silk neckerchief, low black hard felt hat; 2nd, age 30, height 5 ft. 10 in., dressed similar to first, except hat higher in crown ; 3rd, same age and height as first. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 6.— For felony— ARTHUR MUNROE, age 15, height 5 ft. 2 in., complexion fresh, hair dark, eyes hazel, impediment in speech; dress, short black jacket, brown trousers and vest, blue- aud- white striped neck- tie, black hard felt hat. A page- boy. Parents reside at 11, Nelson- street, Commercial- road, E. 7 — For failing to surrender to his bail for fraud— JUBA KENNERLEY, an American, late of 17, Great George- street, London, S. W., and 39, Seething- lane, City, age 42, height 5 ft. 11 in., complexion fresh, hair and moustache ( turning grey) brown ; dress, blue frock coat and vest, light trousers, high black hat. Warrant issued. 8— For larceny [ servant)— WILLIAM AGER, a clerk, late of Leighton House, Hampton- road, Forest- gate, Essex, age 45, height 5 ft. 9 or 10 in., complexion, hair, whiskers, and moustache ( turning grey) dark, Wellington nose, limps a little when walking ; dress, dark clothes, high hat, respectable appearance. Warrant issued. 9. - For embezzlement — ALFRED BEARD HORNER, traveller to a firm of opticians, late of 7, Blackstock- road, Finsbury- park, age 25, height 5 ft. 5 in, thick set, hair and moustache dark, of Jewish appearance; dress, light jacket suit and low crown light coloured hat, May have is his posses- sion a quantity of gold spectacles, opera and field- glasses and tht ^ lometerg, also a light brown sample case, a black leather thermometer case, a dark morocco band, and a brown Gladstone travelling bag. C. i BUCKINGHAMSHIRE. 10 — Slough { County).— For breaking and entering a lodge at Chalfont St. Peter, 31st inst., and stealing a small gold English lever watch, a long silver chain, an enamelled brooch, with photo inside, 3 table spoons, 5 tea ditto, 2 pairs sugar tongs, all silver, 2 metal table spoons, 2 salt ditto, and a man's black overcoat, with velvet collar— TWO MEN, 1st, age about 23, height 5 ft. 9 in.; dress dark clothes; 2nd, age about 35, height about 5 ft. 4 in., complexion sunburnt. Wore a white slop; may be wearing the stolen overcoat. Information to Supt. Dunham, Slough. CAMBRIDGESHIRE. 11.— Isle of Ely { County).— For housebreaking at Chatteris, 20th inst.— A MAN, age 35 to 40, height 5 ft. 6 or 7 in., complexion and hair, beard, whiskers, and moustache, dark, scar or mark right side from kick of a horse; dress, brown sleeve vest, tattered cord trousers, lace boots, brown double peak cap. Passed through Caxton 21st inst., going towards London. Information to Inspector Dockerill, Chatteris, Isle of Ely. CHESHIRE. 12.— Nantwich ( County).— For larceny { lodger), 3rd inst.— FANNY KNOWLES, alias ANN WHITE, age about 24, height 5 ft. 3 or 4 in., complexion dark, hair ( low on forehead) very dark, eyes dark; dress, black dress, dark high narrow- crowned hat, trimmed brown or red velvet; shabby appearance. Had with her a male child about 8 or 10 months old, dark curly hair. This woman is a notorious railway platform thief, lodges at respectable houses, temperance hotels, < fcc., and leaves without paying her bills, taking with her any article of value which she may find. DENBIGHSHIRE. 14— Wrexham ( County).— For stealing, 13th inst a silver lever watch, No. 5739, gold figures and hands gold albert chain, with pendant attached, also a pair of dark tweed trousers with pocket on hip— JOHN BRADY, age about 24, height 5 ft. 5 or 6 in., slight built, complexion sallow, hair ( curly), moustache, and side whiskers dark ; dress, dark worsted coat, black cloth trousers ( patched at right knee), felt hat. Is accompanied by wife ; dress, black jacket, green dres3, and black straw hat, and a boy three months old dress, red frock and cape, trimmed cream colour lace, and white hat. Was formerly foreman at a ginger beer manufactory in Gill- street, Liverpool, where his brother is at present working. Warrant issued. • » .< Information to Deputy Chief Constable Wilde, Wrexham. DUMFRIESSHIRE. 15.— Dumfries ( County).— For stealing at South woodfoot, 2nd inst.— 1 man's black repp cloth jacket, single- breasted, black lining, four cloth buttons on breast and two on each cuff; 1 man's black repp cloth vest, buttons up to neck, cloth buttons; 1 pair man's black- brown- and- white small check tweed trousers, fly fronts, yellow buttons, " Joseph Urquhart" there on; 1 man's dark tweed jacket suit, dark ground with white and yellow threads throughout ( recovered in Carlisle); 1 pair man's dark grey coarse tweed trousers, with white thread running through cloth, forming a small check, fly fronts, block metal buttons ( nearly new); 1 man's blue silk pocket handkerchief; 8 men's linen collars, size 14} ; 1 pair man's side- spring boots, plain uppers, nails round soles at heels ; and brown hard felt hat— ROBERT WILSON, alias ROBERT BOWMAN and JOHN BOWMAN, age 40, height 5 ft. G in., complexion fresh, hair light, reddish whiskers and moustache; dress, black cr blue over- coat, dark tweed coat and vest, moleskin trousers ( dirty), side- spring boots, rough folding cap with peak. A tramping labourer; supposed native of Blackpool, Lancashire. May be found working at somo farm. Information to Chief Constable Jones, Dumfries. ESSEX. 16.— Saffron Walden ( County).— For stealing at Berden Hall, 25th ult., an old silver English lever watch, No. 3402, maker, " Fehrenbach," steel chain with double links attached — AN UMBRELLA HAWKER, age about 21, height 5 ft. 8 or 9 in., com- plexion pale, moustache slight; dress, brown coat with large bright pearl buttons, cord trousers, billycock hat. Supposed to travel with an old man named Aaron Bung, a tinker and razor- grinder, who travels in Hertfordshire. Information to Supt. Womack, Saffron Walden. GLAMORGANSHIRE. £ 1 REWARD EACH. 17.— Neath ( Borough).- Escaped from the Gla- morganshire Reformatory School, Ty Segur, 12th and 13th inst.— W. H. COKER, age 15, height 4 ft. 6 in., hair brown, eye3 grey. A native of Swansea.— H PARRY, age 15, height 4 ft. 8 in., hair dark brown, eyes brown. A native of Swansea; was seen near Llandaff,— LEYSHON THOMAS, age 12, height 4 ft., hair light, eye3 grey. A native of Neath.— W. W. PRICE, age 14, height 4 ft. 6 in., hair brown, eyes hazel A native of Aberdare; both supposed gone towards Pontypridd. All dressed in cord jacket and trousers and Scotch cap marked " G. R. S.," buttons marked " Reformatory, Neath." Information to Head Constable Phillips, Neath, by whom the above reward will be paid for their appre- hension. HAMPSHIRE. 18— Aldershot ( County).— Woodcut portrait and description of HARRY B. KAVANAGH, whose ap prehension is sought for stealing £ 22 gold and silver — age 28, height about 5 ft. 6 in., complexion ruddy, very thin long features, hair dark or black, moustache very slight, scars as from scrofula on face ( supposed left side); dress, brown tweed suit, black hard felt hat. Has been a sergeant in the Gordon Highlanders, and now belongs to the Army Reserve. Lately em- ployed as clerk at the Junior Army and Navy Stores, Aldershot Branch. Warrant issued. Information to Supt. Brinson, Aldershot. 19.— Alton ( County). — NEWMAN MELLUES, Case No. 22, 9th ult. Warrant withdrawn. 20.— Lyndhurst ( County).— For wilful damage— JOHN CLARK, a navvy, age 50, height 5 ft 8 in. complexion dark, hair ( turning grey) brown, thick grey beard and moustache, eyes hazel, walks badly dress, rusty brown monkey jacket, dirty moleskin trousers and vest, with white buttons, black soft felt hat. Warrant issued. Information to Supt. White, Lyndhurst. 21.— Winchester ( City).— For deserting his three children, leaving them chargeable to the New Win Chester Poor Law Union- GEORGE CURTIS, age 35 height 5 ft. 4 in., complexion fresh, hair dark brown moustache ( long) sandy, eyes hazel, face and arms freckled, scar left leg; dress, dirty brown coat, cord trousers, high crowned soft folt hat. A native of New Forest. Is a notorious poacher, and has been several times convicted for that offence. Warrant issued. 22.— Winchester ( City).— For deserting his wife — EDWIN NARROWAY, age 39, height 5 ft. 9 in. complexion, hair, and moustache dark, eyes grey dress, black suit, side- spring boots. A shoemaker native of Oxford. Has served 10 years in the King's Royal Rifles. May endeavour to go to America. Warrant issued. Information to Head Constable Morton, Winchester 23.— Winchester ( City).— For failing to report- Supervisee GEORGE GILLARD, alias MATHEWS alias CHRISTOPHER DUMAS, Office No. 33307, age 49, height 5 ft. 7 in, complexion sallow, hair brown, eyes grey, 4th right finger contracted, crown back of left hand, lost part of first left finger D. left side ; dress rough serge suit. Sentenped at Dorchester, 5th Jan., 1886, to 18 months' hard labour and 2 years' police supervision for housebreaking. 1433. Information to the Head Constable, City Police, Winchester. HEREFORDSHIRE. 24.— Hereford ( County).— For housebreaking at Aconbury, 21st inst., and stealing 1 black diagonal cloth coat, two pockets behind, one inside and one out- side left breast; 1 pair light Scotch tweed trousers 1 pocket- bo- k, containing receipts and one 10 cent coin— TWO TRAMPS, ages 25 to 30: 1st, height about 5 ft. 8 or 9 in., complexion fresh, small brown whis ker3; dress, dark jacket, white moleskin or cord trousers, hard felt bat. 2nd, height about 5 ft. 6 or 7 complexion fresh, small whiskers ; dress, dark suit, hard felt hat. Information to Deputy Chief Constable Cope, Here ford. •• SS- gp" KENT. 25.— Dover ( Borough).— For Etealing a gold watch and chain, a broad gold band rir. g with Arabic inscrip- tion, about £ 7, and a black Gladstone bag— JOHN WILLIAM RYDER, gunner Royal Artillery, age 23, height 5 ft 8 in., complexion fresh, hair brown, eyes blue, anchor, cross and J. V. tattooed right arm, star back of hand ; dress dark tweed suit, light necktie, patent leather shoes. A native of North Shields. Booked by express train at 5.30 p m. for London. Warrant issued. Information to Chief Superintendent Sanders, Dover. 26.— Margate ( Borough).— For stealing from a swimming- bath, 11th inst., a gold English lever stop watch, gold albert chain ( fetter link pattern, each link marked 18- carat) and guinea attached ; a gentleman's gold single stone diamond ring, claw setting ; and a heavy gold signet ring, with masonic crest ; also ob- taining a white cob mare, aged, about 14 hands, in good condition; a set of plated harness, and a rustic cart painted black, pickcd out vermilion, initials " W. H. N." thereon— A MAN, age about 30, height 5 it. 9 or 10 in., stout, moustache light brown, of military appearance ; dress, drab coat and trousers with brown stripe, blue waistcoat with white stripes and brass but- tons, brown hard felt hat. Is an expert swimmer, and will likely frequent first- class baths. Supposed wanted for similar offences. Information to Head Constable Romanis, Margate. LANARKSHIRE. 27.— Glasgow ( City).— For embezzling £ 480— DONALD JAMES ROSE MACLEAN, age 21, height 5 ft. 10 in , complexion pale, hair auburn ; dress ( sup- posed), light tweed suit. Was lately employed as clerk and cashier by the County Fire and Provident Life Insurance Companies, 32, Renfield- street, Glasgow. Absconded 9th inst. It is requested that inquiry be made at hotels, ship- ping offices, outward bound vessels, < fcc. Warrant issued. Information to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. 28.— Bury ( County).— Woodcut portrait and des- c cription of RICHARD ROBINSON LEAVENS, whose apprehension is sought for embezzlement— age 40 to 45, height 5 ft. 9 or 10 in., complexion sallow, thin face, prominent nose, high cheekbones, sunken cheeks, hair ( long behind and inclined to curl), whis- kers ( short on cheeks and long on chin) dark brown, walks very erect, smart appearance and of good address, is fond of billiard playing; dress, blue cloth reefer jacket, black cloth trousers, side- spring boots, brown felt flattop hat. A native of Amsworth- road, Radclifle, near Bury. His father resides at Chester, and he has a brother at 299, Stretford- road, Manches- ter. Is in the habvt ofv Visiting friends at Northwich. May endeavour to leave the country. Warrant issued. Information to Supt. Henderson, Bury. JE3 REWARD 29.— Old Trafford ( County).— For stealing, 13th inst, a gentleman's gold chronometer balance stop watch, No. 2194, " Harris, Manchester" engraved on works, gold albert chain with Indian gold coin at- tached— A MAN, age about 28, lieigho 5 ft. 8 in., com- plexion pale, no whiskers or moustache; dress, daik clothes, hard felt hat. The above reward will be paid by Mr. Samuel Butterwortli, 7, Rushcroft- road, High Crompton, near Oldham, for the apprehension and conviction of the thief and recovery of the property. Information to Supt. Bent, Old TrafFord. 30.— Rochdale ( County). — For committing a rape at Chadderton, 15th inst. - EDWARD FLANNAG- HAN, a factory operative of Oldham, age 27, height ft. 3 in., complexion and moustache dark, has lost all his right ear with the excepti n of the soft part at bottom. Warrant issued. Information to Supt. Tindall, Rochdale. 31— Liverpool ( City).- For failing to report and stealing a cash box- Supervisee RICHARD STUR- GESS, alias HAMMOND, Office No. 31066, age 4 , height 5 ft. 8 in., complexion fresli, hair brown (. bald , ship on right arm, rings second and third left fingers, D. D. left side. Sentenced at Birmingham 16th Octo- ber, 1885, to 9 months' imprisonment and 2 years' police supervaion for larceny. 32.— Liverpool ( City).— For failing to report- License Holder RICHARD PREECE, alias GOLDBY* Office No. 33039, age 59, height 5 ft. 5 in., complexion fresh, hair grey, eyes hazel, mole left eyebrow, boil scar on light shin. Sentenced at Hereford, 2nd July, 1883, to 5 years' penal servitude and 5 years' police supervision for larceny ( person). Licensed 7th June, 1887. J 531. Information to the Chief Superintendent, Detective Department, Liverpool. 33.— Liverpool ( City).— For office breaking and forgery— JAMES ROSS, alias ROBERTS and JOHN- SON, a clerk, age 38 to 40, height 5 ft. 6 in., hair ( bald on top), whiskers and moustache brown, eyes grey, prominent features, sunburnt ; dress, brown and white striped trousers, greasy red necktie, lace boots, hard felt hat. A Scotchman. TUIISDA*, AUGUST 16, 1887. T H E POLICE GAZETTE. 77 His modus operandi is to conceal himself in the building, and afterwards break into the different offices get blank cheques, which he fills up and usually cashes at public- houses. Previously convicted at Manchester, 9th November, 1877, for larceny ( servant), and sentenced to 3 months' imprisonment; at Liverpool Assizes, July, 1879, for forgery, and sentenced to 6 months' imprisonment at February Sersions, 1884, for stealing tools, and sen tenced to 8 months' imprisonment; and at March • Sessions, 1886, for office- breaking, and sentenced to 12 months' imprisonment. Information to Chief Supt. Williams, Liverpool. 34.— Bootle ( Borough).— For obtaining money by talse pretences— JAMES SMITH ( supposed false), age 28 to 30, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache dark ; dress, dark pepper- and- salt mix ture jacket suit, blue cloth- top boots, billycock hat. His modus operandi is to call at houses, inquire for the occupier, and produce a railway consignment note stating there is a parcel at the station, but that the carriage has to be paid before it can be delivered. Information to Captain Arrowsmith, Chief Constable, Bootle. 35.— Salford ( Borough).— For obtaining £ 3 by false pretenses- JOHN TOMLINSON, alias HENRY NEWMAN, a book canvasser, age 35, height 5 ft, 8 or 9 in., complexion fresh, hair dark, whiskers andmous tache dark brown ; dress, black cloth suit- Warrant issued. Information to the Chief Constable, Town Hall Salford. LEICESTERSHIRE. 36.— Leicester ( Borough).— For stea ing about .£' 20 gold— CHARLEJ WOODCOCK, a cashier, age about 50, height 5 ft. 5 or 6 in., complexion fresh, hair dark, whiskers and moustache ( cut short) turning grey ; dress, dark clothes, respectable appearance, of good address, is very talkative, and fond of taking snuff. Absconded 13t'i inst.
