REGULATIONS- r All announcement, for insertion in the POLICE GAZET, 1 and all kould be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, S ^ PaXu'ufarJconcerning persons whose apprehension is sought will be inserted in one issue of the ' POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. ... , 4. In all cases where a reward is offered the name and address of some person responsible Jor the payment must be given, ani the exact conditions be clearly stated. 5 Portraits of persons whose apprehension is sought for serious offences, and engravings oj ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. . 6 Every announcement, if for the apprehension of a person, must be guaranteed by the signature » fan officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements of all persons to be apprehended or of ttolen property bear a number, and are alphabetically arranged by counties. 9. the PL , .. ,...,. notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any auw< mement, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by c covering letter. 12. A working jeweller; may seek employment at pawnbrokers. His w: fe resides at 16, Coombes- street City road, and stat s that she received a letter about two months since, requesting her to write to him at the General Post Office, Soath Wales. Warrant issued. 1.— M Division.— For embezzling £ 9 12s.— FRANCIS JOHNSON, late of Silverdale Lodge, the Grove, East Dulwich, age 65, height 5 ft. 6 in., com plexion florid, hair ( bald on top), whiskers and mom tache grey, of gentlemanly appearance. A tea mer- chant's traveller. Has managed a shop at 109, Hope- street, Glasgow, where he may be found. Warrant issued. 3.— M Division.— For obtaining £ 2 5s. by fraud — R. S. KIRK ( supposed false), ape 27, height 5 ft. 9 in., complexion pale, hair ( bushy) light, speaks with a north country accent, has a habit of passing his hands through his hair when talking ; dress, black diagonal cutaway coat, dark trousers, and vest. This man calls on firms, stating he is a traveller in the employ of Messrs. Kelly and Co., 51, Great Queen- street, W. C., and is collecting subscriptions for advertisements in the Post Office London Directory for 1388. Warrant issued. 4.— P Division.— Woodcut portrait and descrip- tion of F. KIMBER, alias WILLIAM EDWARD BROOKES, whose apprehension is sought for obtaiD bridge- road. Was convicted at Surrey Sessions in March, 1886, for fraud. His wife's relations reside at Totton, Hampshire. Warrant issued. 5.— T Division.— Woodcut portrait and descrip- tion of J. T. PAGET, alias CAPTAIN PAGET, whose apprehension is sought for obtaining money, food, and lodgings by representing him. elf to be a captain in the service of Messrs. Shaw, Saville, and Co.- age 45, height 5 ft. 7 in., complexion, hair ( turning grey1, whiskers ( shaved off when last seen), and moustache A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. dark; dress, brown tweed suit, soft Yankee hat; wears a signet ring, and carries a walking- stick. C. ing £ 20 by fraud- age 28, height 5 ft. 8 or 9 in, com plexion fair, hair light brown, eyes dark ; dress, long brown overcoat, black under ditto, check trousers, brown felt hat. Recently had shops at 624, Old Kent- road, 139, Galley wall- road, and 11, Westminster- BRECONSHI RE. 7.— Hay ( County).— For obtaining goods by false pretences, 4th inst.— JOSEPH REED, alias " DORSET JOEY" and " SHINER," age 45, height 5 ft. 5 in., hair ( turning grey) brown, full red face, clean shaved; dress, dark grey mixture coat, dark brown cord waist- coat and trousers ( new), lace boots, brown bowler hat. A ganger on public works and railways ; native of Wimborne or Bournemouth. Warrant issued. Information to Supt. Joseph, Crickhowell. Sentenced at Salford on 27th February, 1892, to 5 years' penal ser vitude, and 7 years' police supervision for fraud. Information to the Superintendent Cheshire Con- stabulary, Hyde. DUMFRIESSHIRE. 10.— Dumfries ( County).— For stealing at South- woodfoot, 2nd inst.— 1 man's black repp cloth jacket single- breasted, black lining, four cloth buttons on breast and two 011 each cuff; 1 man's black repp cloth vest, buttons up to neck, cloth buttons; 1 pair man's black- brown- and- white small check tweed trousers, fly fronts, yellow buttons, " Joseph Urquhart" there- on ; 1 man's dark tweed jacket suit, dark ground with white and yeltaw threads throughout ( recovered in Carlisle); 1 pair man's dark grey coarse twead trousers, with white thread running through cloth, forming a small check, fly fronts, block metal buttons ( nearly new); 1 man's blue silk pocket handkerchief ; 8 men's linen collars, size 14^; 1 pair man's side- spring boots, plain uppers, nails round soles at heels ; and a brown hard felt hat— ROBERT WILSON, alius ROBERT BOWMAN and JOHN BOWMAN, age 40, height 5 ft. 6 in., complexion fresh, hair light, reddish whiskers and moustache; dress, black rr blue over- coat, dark tweed coat and vest, moleskin trousers ( dirty), side spring boots, rough folding cap with peak. A tramping labourer; supposed native of Blackpool, Lancashire. May be found working at somo farm. Information to Chief Constable Jones, Dumfries. ESSEX. 11.— Thorpe- le- Soken ( County).— For obtaining: food and lodgings by false pretences- H. BARRING- TON, alias H. FIELDING, age 40, height 5 ft. 7 or 8 in., complexion and hair dark, eyes dark grey, moustache curled at ends; dress, dark serge suit. Is accompanied by a boy, age 16, whom he calls Jack. Information to Inspector Willsmer, Thorpe- le- Soken. HAMPSHIRE. 12.— Aldershot ( County).— For stealing £ 22, 8th inst.— HARRY B. KAVANAGH, age 28, height about 5 ft. 6 in., complexion ruddy, long thin face, hair dark, moustache very slight, scars on face as from scrofula ; dress, brown tweed suit, hard felt hat. Has been a colour- sergeant in the Gordon Highlanders, now be- longs to the Army Reserve, and draws his pay frt m Aberdeen. Warrant issued. Information to Supt. Brinson, Aldershot. LANCASHIRE. 13.— Blackburn ( County).— For failing to report - Supervisee JAMES O'NEIL, age 21, height 5 ft. 11 in , complexion fresh, hair and eyes brown, scais on forehead and left forearm, nose short and broad, a receut wound, J O. N. ( faint), and C. O. N. J. right fore- arm, blue dot near right thumb, tattoo scars and marks left forearm, anchor back of left hand. Sentenced at Preston Sessions, 20th October, 1886, to 9 calendar months' and 4 years' police supervision for housebreak- ing. 1821— 15. Information to Supt. Sentenced at Preston Sessions, 20th October, 1885, to 9 calendar months' imprisonment and 5 years' police supervision for larceny. 1484/ 14. Information to Supt. Sentenced at Salford Ses- sions, 5th July, 1886, to 12 calendar months' imprison ment and 4 years' police supervision for obtaining money by false pretences. 1827. Information to Supt. Henderson, Police Office, Bury. 16.— Warrington ( County).— For failing to report - Supervisee THOMAS McHUGH, alias MACKIE and MICHAEL McHUGH, Office No. 26932, age 40, height 5 ft. 6 in, complexion sallow, hair brown, eyes blue, scars centre of forehead, over right eyebrow, on bridge of nose, and near left groin, mole top of right shoulder. Sentenced at Kirkdale Sessions, 17th July, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny. F 616. Information to Supt. Weir, County Police Office, Leigh, Lancashire. 17.— Boot I e ( Borough).— For obtaining money by false pretences— JAMES SMITH ( supposed false), age 28 to 30, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache dark ; dress, dark pepper and- salt mix- ture jacket suit, blue cloth- top boots, billycock hat. His modus operandi is to call at houses, inquire for the occupier, and produce a railway consignment note stating there is a parcel at the station, but that the carriage has to be paid before it etui be delivered. Information to Captain Arrowsmith, Chief Constable, Bootle. 18.— Oldham ( Borough).— For failing to report- Supervisee EDWARD LEES BARTLETT, alias EDWARD BARTLETT, Office No. 26190, age 42, height 5 ft. 10 in., complexion sallow hair dark brown, eyes grey, sears top of head, right foot, moles under left jaw, and left and back of neck. Sentenced at Wakefie'd, 18th October, 1880, to 5 years' penal servitude and 7 years' police supervision for felony. G 939.- Supervisee MALlY ANN GIBBONS, Office No. 18569, age 41, height 5 ft. 1 in., complexion fresh, hair brown, eyes grey, scar over and corner of right eye ( blue), blue mark inside left ear, third left finger crooked. Sentenced at Salford Sessions, 22nd February, 1875, to 7 years'penal servitude and 7 years' police supervision for felony. B 63. Information to the Chief Constable, Borough Police, Oldham. 19.— Rochdale ( Borough).— Woodcut portrait and description of JOSEPH SCOTT HARESCOUCH, whose apprehension is sought for stealing monies the property of the Corporation of Rochdale— age 29, height 5 ft. 6 or 7 in., complexion fair, hair light brown, eyes grey, very dull of hearing, short- sighted, and often wears spectacles, clean, smart appearance ; dress, black coat and vest, dark mixture trousers, light drab over- coat, billycock hat. A native of Rochdale. Was- em ployed by the Corporation of Rochdale as traveller for the sale of manure. Made inquiries in Leeds about a month since as to ships, other than regular passenger boats, sailing to Australia. Was next seen in York, 3rd ult., with a young woman, and on 4th proceeded from York to Selby. Warrant issued. Information, to Chief Constable Wilkinson, Rochj dale. LEICESTERSHIRE. 20.— Leicester ( Borough). — Woodcut portrait and description of WILLIAM HENRY GRAY, a clerk and cashier, whose apprehension is sought for stealing £ 70, 23rd ult.— age 32, height 5 ft. 6 in., com- plexion pale, moustache dark, beard on chin about a fortnight's growth ; dress, grey alpaca jacket, grey trousers, black billycock hat, respectable appearance. May endeavour to leave the country. Warrant issued. Information to Htad Constable Duns, Leicester. NORFOLK. 21.— East Harling County). — For stealing, 7th inst., a brown cob, 9 years, 14 hands, short tail, low back, slight enlargement on one fore ankle ; a square cart, painted brown, picked out red, " Arthur Holl, New Buckenham," painted on side; a set of plated har- ness, rush collar lined red, riding saddle and bridle, 2 2 cloth rugs and one waterproof ditto.— THREE MEN, 1st, age about 30, height 5 ft. C or 7 in., stout build, rather long sharp nose; dress, dark check suit and black felt hat; 2nd, age about30, height 5 ft. 2 or 3 in., whis- kers ( slight) light; dress, light check suit as worn by low horse dea'ers, and light cap with peak. These two, one of whom had a revolver in his possession, which he fired at a Police Constable, came into the county of Norfolk from the direction of Bury St. Edmunds, 5th inst., going towards Norwich via Kenninghall and New Buckenham, driving a bay or brown mare and gig cart, with a black gelding, apparently in a tired and exhausted condition, tied behind. Spoke with a London accent, and were constantly using obseene language. Were traced as far as Elvedon, Suffolk, going towards London driving the stolen cob and cart. The third was traced to Stuston, Suffolk, driving the bay mare and gig, with one shaft newly broken and tied with string. Are supposed to- be professional horse stealers. Information to Supt. Starke, East Harling. STAFFORDSHIRE. 22.— Burslem ( County). — For stealing £ 23, a cash box, and a bank book— JOHN ALBERT CRANE, age 22, height about 5 ft. 4 in., complexion sallow, hair light, eyes grey, turns right toe inwards ; dress, brown cloth jacket, black ribbed trousera ( patched at knees), white collar and tie, side- spring boots, black hard felt hat. A native of Burslem. Warrant issued. Information to Chief Supt. Hill, Burslem. 23.— Burton- on- Trent ( Comity).— For stealing a silver verge watch, 2nd inst.— WILLIAM SACKERS, alias WILLIAM STEVENS, age 54, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache giey ; dress, drab check tweed coat, trousers, and vest, red- and- white check cotton shirt, lace boots, light brown hard felt hat. A basket maker. May be found work- ing at his trade. Warrant issued 24— Burton- or.- Trent ( County).— Woodcut por- trait and description of WILLIAM DEAN, private, 3rd Battn. North Staffordshire Regiment, whose ap- prehension is sought for stealing a purse containing £ 30 from the Whittington Barracks, 7th ult.— age 23, height 5 ft- in., complexion freckled, hair brown, eyes hazel, short stiff neck and cannot turn his head sharply without moving his body, turns his feet out when walking ; dress, black corded coat, dark trousers with red specks, black hard felt hat. A native of Longton, Stafford.— WILLIAM WOOD, private, 3rd Battn. North Staffordshire Regiment, age 26, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, cicatrix over right lung, W. W. tattooed right forearm ; dress, black coat, military shirt and boots, light brown soft hat, A native of Cheadle, Stafford- shire. SUFFOLK. 27.— Halesworth ( County).— For stealing at Bul- camp, 7th intt , a dark mare donkey, 18 months, no shoes, in good condition, has never been worked— A " MAN, age 20, height 5 ft. 8 or 9 in., complexion fair, hair, moustache, and few side whiskers light; dress, dark brown check coat, with white pearl buttons down front, and four behind, fine cord trousers, new boots, black wideawake hat. Information to Supt. Rumsby, Halesworth. SUSSEX ( EAST). 28.-— Uckfield '( County). — For embezzlement, 10th March last— ALFRED HOBDEN, age 23, height ' 5 ft. 6 in., completion fresh, hair light, no ' Whiskers or moustache ; dress, dark clothes. A- grocer's warehouse- man. Absconded 26th- tflt. Warrant issued. Information to Supt. Taoker, Udkfield. WARWICKSH IRE. 29.— Atherstone ( County).— For stealing a metal verge watch, No. .7- 74, with steel chain attached— . License Holder THOMAS RANDALL, Office No. 33213, age 53, height 5 ft. 5 in,, hair light brown, eyes grey, schooner on right ' arm, bracelet, cross swords, and 4 dots back of left hand. Sentenced at Hertford on 23rd July, 1883, to 6 years' penal servitude for fraud. Licensed 30th June, 1887. Warrant issued. Information to the Superintendent, Warwickshire Constabulary, AtherstOne. ( See Case No. 40, 7th January last). Age 36, height 5 ft. 7 in , slight build, complexion sallow, hair dark brown, Several of the stolen notes are in circulation in London. It is requested that special inquiry be made for this man, and any information obtaiced immediately communicated to Captain Gurney, Chief Constable, Hull, by whom the above reward will be paid for his apprehension and conviction. YORKSHIRE ( WEST RIDING). 33.— Huddersfield ( Borough).— For stealing £ 16 — THOMAS W.
