REGULATIONS- All announcements far insertion in the POLICE GAZET. 1, and all communications upon them should he addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and an. alphabetically arranged by counties. 9 The force which causes particulars concerning delinquents, or stolen property to be inserted t* the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor1 notice of the fact, referri/ ig to the number of the announcement for insertion in the next issue 10. In all cases, the officer signing the request for insertion of any announcement, will at wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musi be clearly written on one side of the paper only, be in the usual form, and accompanied by t covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Iirummond § Co.," 1 Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. Jams Willing, 1^ 6, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— P Division.— Woodcut portrait and de- crip tion of F. KIMBER, alias WILLIAM EDWARD BROOKES, whose apprehension i3 sought for obtain- EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the Iligh Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. ing £ 20 by fraud— age 28, height 5 ft. 8 or 9 in, com- plexion fair, hair light brown, eyes dark ; dress, long brown overcoat, black under ditto, check trousers, brown felt hat. His wife's relations reside at Totton, Hampshire. Warrant issued. 2.— P Division.— For housebreaking at Orping- ton, and stealing £ 16 103, 25th ult— WILLIAM ATKINS, age 22, height 5 ft. 10 in, complexion fresh, hair cut short, and moustache light, high cheek bones ; dress, light brown tweed suit, coloured Oxford shirt, lace boots, black hard felt hat. A fitter. Has lived at 9, Railway- street, Newcastle, and has a brother residing in that neighbourhood. 3.— T Division.— For stealing, 27th ult, a black wooden box, 9 in. by 5 in., containing 300 francs, 1 large silver brooch, coral in centre, 2 purses ( one red, one black, steel fastenings1, and a large black bag— ALFRED MELFI, age 16, height 5 ft. 4 in, com- plexion and hair dark ; dress, black suit, white straw hat — GASPARIC MELFI, age 12, height' 5 ft. 2 in., complexion and hair fair; dress, blue sailor jacket, black trousers and hat. Both natives of Hammer- smith. 4.— T Division.— Woodcut portrait and descrip- tion of J. T. PAGET, alias CAPTAIN PAGET, whose apprehension is sought for obtaining money, food, and lodgings by representing himself to be a captain in the service of Messrs. Shaw, Saville, and Co.— age 45, height 5 ft. 7 in., complexion, hair ( turning grey), whiskers ( shaved off when last seen), and moustache dark; dress, brown tweed suit, soft Yankee wears a signet ring, and carries a walking- stick. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 5— Fcr embezzlement— JOfiN BENJAMIN PERRY, traveller, 11 A, Be'vedere- s. escent, Lambeth, age 39, height 5 ft. 8 or 9 in., complexion and hair dark, long full beard and moustache dark brown. Knits his eye- brows when talking; is addicted to drink ; dress, black diagonal frock coat an! vest, dark mixture tweed trousers, black necktie, side- spring boots, high black hat. Absconded 11th ult. May have committed suicide, his coat and hat having been found on the shore at Gravesend 16th ult. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 6.— Windsor ( Borough).— For embezz'ement— CHARLES KING, a carman, age 28, height about 5 ft. 8J in, complexion fresh, hair light brown, moustache light, slight scar over one eyebrow ; dress, black dia- gonal coat and vest, light trousers, side spring boots. Was last heard of at Portsmouth 24tb ult. Warrant issued. Information to Supt. Hayes, Windsor. CHESHIRE. 7.— Stockport ( Borough).— For stealing, 2nd inst.— 1 gentleman's black cloth dress coat; 1 pair men's fine black ribbed worsted trousers ( nearly new), raised seams, black metal buttons ; 1 pair side spring kid boots, size 3 ( partly worn); 1 pair men's low shoes size 7 or 8; 1 blue- red- and- white check cotton shirt, '• Hooley, Hosier and Co." supposed on collar— A MAN, age 45 to 50, height 5 ft. 7 in., light side whiskers, no moustache; dress, brown mixture tweed suit, tweed cap with peak; may be wearing the stolen shoes and shirt. CLACKMANNANSHIRE. 8.— Alloa ( Burgh).— For obtaining 15s. and3gold rings ( one mourning, set pearls, " In memory of" in centre) by false pretences- JAMES KING BROWN, age about 23, height 5 ft. 8 or 9 in., hair ( cut short) light, no whiskers or moustache, walks erect with a heavy step, speaks with a Scotch accent; dress, brown check coat ( dice pattern), tweed trousers and vest, white satin tie with black spots, stand- up collar, brown felt hat, wears spats. Was lately employed as traveller by Messrs. Robert McNish and Co., tea merchants, East Howard Street, Glasgow. Absconded 22nd ult. Not to be apprehended beyond the United Kingdom. Warrant istued. Information to Supt. Nicol, Burgh Chambers, Alloa. CUMBERLAND. £ 1 REWARD. 9.— Cockermouth ( County).— For deserting his wife and family, 11th ult., leaving them chargeable to the Cockermouth Union.- WILLIAM HODGSON, alias " FORTY POCKETS," age 32, height 5 ft. 3 or 4 in, hair light brown, moustache ( slight) light, eyes grey, long thin face ; dress, fustian jacket and trousers, cord vest, black felt hat and clogs. A native of Cockermouth. May be found at common lodging- houses, and likely to be employed at stables or carry- ing parcels for travellers. May be accompanied by Elizabeth Welsh, age about 35, short and stout, pock- pitted, who has 4 children with her. Warrant issued. Information to Sup't. Taylor, Cockermouth. ESSEX, 10— Brentwood ( County).— For stealing from Warley Barracks, 29th ult., 1 double peak cap, 1 blue serge jacket, 1 pair cord trousers and vest, and 1 pair blue worsted stockings— WILLIAM CURTIS, age 23, height 5 ft. 1\ in-, complexion fresh, hair and mous- tache brown, eyes hazel, anchor tattooed left arm, skull and crossbones right, E. back of left thumb, scar from burn on abdomen ; dressed in stolen clothes. A native of King's Lynn, Norfolk. Information to Supt. Dobson, Brentwood. GLOUCESTERSHIRE. 11.— Gloucester ( County).- For failing to report - License Holder GEORGE SHAW, Office No. 33,204, age 38, height 5 ft. 5 in., complexion fresh, hair brown ( turning grey), eyes brown, scars on forehead, nose, below right shoulder- blade, centre of back, right hip, and below left shoulder- blade, lost left hand and wrist; dress, blue serge jacket, light cord trousers, two- peaked cap, brown top cricket shoes, and red neckerchief. Sentenced at Stafford Assizes 19th March, 1878, to 10 years' penal servitude for house breaking. Licensed 1st July last. W E 647. HEREFORDSHIRE. 12.— Bromyard ( County).— For obtaining money by stating he was agent for the United Kingdom Assurance Corporation Society ( false)— JOHN WIL- SON, age 40, height 5 ft. 9 in., complexion fair, hair light brown, moustache light, eyes grey, small thin features, peculiar teeth, rather round- shouldered, speaks with a North- country accent; dress, dark coat and vest, light grey tweed trousers, white straw hat, with red and black band. Warrant issued. Information to Supt. Ovens, Bromyard. KENT. 13.— Mailing ( County).— For attempted rape on a girl, age 5- GEORGE LEE, a tramping tailor, age 30, height about 5 ft. 7 in., complexion pale, hair ( inclined to curl at sides) dark brown, eyes ( piercing) dark, walks erect, with his hands in his coat pockets; is suffering from venereal disease, and may call at hospitals for treatment; is addicted to drink, and visits low lodging- houses and beerhouses ; dress, short grey jacket, dark plaid trousers, low shoes, with toe- caps, black hard felt hat. A Scotchman, and speaks with a strong Scotch accent. Is accompanied by a woman, age about 3G, short, complexion sallow, hair ( curly and short) black, eyes dark, large scar over right eye; speaks with a strong Scotch accent. Warrant issued. Information to Supt. Hulse, Mailing. LANCASHIRE. 14.— Manchester ( City).— For stealing £ 1,000- JAMES S. MORLEY, age 20, height 5 ft. 6 in., com- plexion sallow, hair dark brown, eyes brown, large aquiline nose, thin lipg, deep chin, large feet, spray footed, large head, is an inveterate smoker; dress, light brown dust coat, dark coat and vest, brown trousers, and hard felt hat. Wears a diamond ring on left hand, and carries a leather hat- box. A native of Bury. Warrant issued. 15.— Manchester ( City).— For shopbreaking and shooting police— C. L. H. ROBERT HORRIDGE, alias JOHN HORRIDGE, age 38, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, scalp wounds both sides of head, scars from burns right leg and arm, slight shortening of left leg from paralysis, contraction of hand and arm from gunshot, slight impediment in speech, upper part of back pock- pitted. A native of Manchester. Information to Deputy Chief Constable Smith, Manchester. 16.— Ashton- under- Lyne ( Borough).— For car- nally knowing a girl under 13 years of age— JOHN MORTON, a collier, age 19 or 20, height 5 ft. 4 or 5 in., complexion fresh, hair brown ; dress, black worsted suit, lace toots, hard felt hat. Warrant issued. Information to Chief Constable Dalgliesh, Ashton- under- Lyne. 17.— Rochdale ( Borough).— Woodcut portrait and description of JOSEPH SCOTT HARESCOUCH, whose apprehension is sought for stealing monies the property of the Corporation of Rochdale— ago 29, height 5 ft. 6 or 7 in., complexion fair, hair light brown, eyes grey, very dull of hearing, short- sighted, and often wears spectacles, clean, smart appearance ; dress, black coat and vest, dark mixture trousers, light drab over- coat, billycock hat. A native of Rochdale. Was em- ployed by the Corporation of Rochdale as traveller for the sale of manure. Made inquiries in Leeds about a month since as to ships, other than regular passenger boats, sailing to Australia. Was next seen in York, 3rd ult., with a young woman, and on 4th proceeded from York to Selby. Photographs will be forwarded on application. Warrant issued. North Staffordshire Regiment, whose ap- prehension is sought for stealing a purse containing £ 30 from the Wliittington Barracks, 7th ult.— age 23, height 5 ft. 4£ in , complexion freckled, hair brown, eyes hazel, tliort stiff neck and cannot turn his head sharply without moving his body, turns his feet out when walking ; dress, black corded coat, dark trousers with red specks, black hard felt hat. A native of Longton, Stafford.— WILLIAM WOOD, private, 3rd Battn. North Staffordshire Regiment, age 26, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, cicatrix over right lung, W. W. tattooed right forearm ; dress, black coat, military shirt and boots, light brown soft hat. A native of Cheadle, Stafford- shire. STAFFORDSHIRE. 21.— Brierley Hill ( County). — For embezzling 12s. 6d. at Hart's Hill 12th ult.— ISAAC MILLICHIP, age 33, height 5 ft. 3f in., complexion fair, hair light brown, eyes blue, blue scar right eyelid, scar back of neck, scald mark right arm, brown birthmark on belly, scar left shin ; dress grey suit, much worn. A native of Brockmoor, Staffordshire. Warrant issued. Information to Supt. Woolaston, Brierley Hill. 22— Burton- on- Trent ( County).— Woodcut por- stealing from a hotel, 21st ult., a black . Gilbride, Burton- on- Trent. 24.— Longton ( County).— For carnally knowing a girl under 16 years of age, 26th June and 12th ult.— SAMUEL SALT, a collier, age 32, height 5 ft. 7 or 8 in., complexion sallow, hair dark brown, eyes ( cast in left) very full, clean face; dress, light grey cloth jacket, black clotli trousers and vest, side- spring boots, dark cloth cap, all old. Warrant issued. Information to Supt. Evans, Longton. 25.— West Bromwich ( County).— For obtaining money by fraud— ARNOLD CHURCHILL, age about 35, height 5 ft. 7 or 8 in., complexion dark, hair ancl whiskers ( cut short) dark brown, of Jewish appear- ance. Was employed until recently by a firm of publishers at West Bromwich to solicit advertisements for the " Jubilee Album." Was last heard of on 22nd ult., at Ryde, Isle of Wight. Warrant issued. T H E POLICE GAZETTE. 3 SURREY. 26.— Guildford { Borough).— For fraud, 26th ult.— THOMAS WATKINS, a groom, age about 24, height 5 ft 4 or 5 in., complexion, hair, and small side • whiskers dark ; dress, dark mixture suit, black felt hat, with wide brim. Stated he was going towards Reading. Has resided at Salisbury, and has relations at Knighton, Radnorshire. Warrant issued. Information to Supt. Berry, Guildford. " WESTMORELAND. 27.— Kendal ( Borough).— For failing to report— License Holder HECTOR McNEIL, alias ANDREW PHILLIPS, Office No. 33,189, age 32, height 5 ft. 7 in., complexion dark, hair dark brown, eyes hazel, scars left of head, bridge of nose, right elbow, right shoulder blade, right middle finger, and on left hip, small circular birth stain below left breast. Sentenced at Berwick- upon- Tweed Sessions, 29tli June, 1883, to 5 years' penal servitude for larceny. Licensed 25th June last. J. 328. Apprehension also sought by the Wigan Borough Police for felony. Information to the Chief Constable, Borough Police, Kendal. YORKSHIRE ( EAST RIDING). 28.— Beverley ( Borough)— For stealing £ 10 gold and silver, 15tli ult.- JAMES KILKENNY, age 27, height 5 ft. 7 or 8 in , complexion fair, hair and mous- tache brown, eyes blue, scar of burn back of right leg and thigh. A plasterer; native of Skerton, near Lancei s er, wli< re his wife i esides. Is well known at Bradford and Orrell, near Wigan. Information to Head Constable Knight, Beverley. YORKSHIRE ( WEST RIDING) 29.— Settle ( County). — For stealing cattle ( re- covered)— 1" WETHERILL," of Deer Park, Settle ( false), age about 30, height 5 ft- 10 in., complexion fresh, hair, whiskers ( very slight), and moustache sandy, flesh or burn mark on face ( supposed left cheek) : dress, dark brown or grey tweed jacket, drab cord knee breeches and leggings of same material, grey double- peak cap; speaks with a North Yorkshire accent. CAMBRIDGESHIRE. 30.— Isle of Ely ( County).— Committed for trial at Ely Quarter Sessions, 19tli October next, for obtain- ing food and lodgings by false pretences— THOMAS SMITHER ROUTLEDGE, age 60, height 5 ft. 8| in., complexion pale, hair, whiskers, and moustache grey, blind left eye, scar over left eyebrow; dress, grey tweed suit, respectable appearance. Is well known at Bedford and West Riding of Yorkshire. Information to Inspector Dockerill, Chatteris, Isle of Ely. CARNARVONSHIRE. 31.— Carnarvon ( County).— Remanded till 6th inst., for stealing an overcoat— ROBERT FARRELL, age 37, height 5 ft. 51 in., complexion fair, hair light brown, moustache ( slight) sandy, eyes hazel, thin features ; appearance of a groom. States he is a painter, and native of New Cut, London; has been employed at shooting galleries. Information to Colonel Ruck, Chief Constable, Carnarvon. CHESHIRE. 32.— Birkenhead ( County).— Remanded till 5th inst., for obtaining money and goods by false pretences — JAMES McCUNE, alias GUINNESS, CLARKE, and BOUTE, age 22, height 5 ft., complexion fresh, hair, moustache ( slight), and eyes brown, smart appear- ance, two upper front teeth rather large ; dres3, dark ribbed cloth suit, red- and- white striped tie, white shirt, side- spring boots, brown hard felt hat. Supposed native of Dublin. Information to Supt. Hindley, County Hall, Birken- head. CUMBERLAND. 33.— Penrith ( County).— Sentenced to 14 days' imprisonment for larceny — EDWARD LINDSEY, age 20, height 5 ft. 11 in., complexion fair, hair light, mole on cheek, anchor and cross right wrist, scar left cheek, large scar below left knee; dress grey tweed coat, black cloth trousers, grey tweed ditto under, hard felt hat. A fisherman. Native of Kendal. — MARY ANN LINDSEY, age 20, height 5 ft. 1 in., complexion dark, hair ( wavy) brown, eyes blue, boil marks on neck ; dress, tartan shawl, brown skirt with black waist, and white apron. Both supposed pre- viously convicted. Information to Supt. Fowler, Penrith. ESSEX. 34.— Braintree ( County).— Sentenced to 21 days' imprisonment, 2nd inst., for begging— ARTHUR RANKHORN, age 29 ( looks older), height 5 ft. in., complexion sal'ow, hair ( turning grey) brown, eyes blue ; dress, light brown mixture coat, dark pepper- and- salt check trousers and vest, white cotton shirt, hard felt hat. This man presented a letter and asked for assistance as a discharged soldier. The divine power never runs short. Not just so much need, so much s lpply, but " abundantly." Which class are we like of those who saw this desert, experience and heard this desert teaching? Some fancied they had found just the thing they would like. They mistook Him and He withdrew Himself from them. The disciples accepted Him as He was in His humiliation, and they followed Him, learning more and more of His power over nature, over sin, over disease, over death.
