POLICE GAZETT PUBLISHED BY AUTHORITY. NEW SEBIES. FRIDAY, JULY 29, 1887. VOL. IV., No. 374. REGULATIONS- All announcements for insertion in the POLICE GAZET. 1, and all communications upon them should be addressed to THE EDITOR OP THE POLICB GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the natne and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property tear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to It inserted Im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or HI Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, LGJJ, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2,— Any additional copies of the GAJZETTE beyond the tiamber at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. CAUTION. THE ROYAL EDUCATIONAL CIRCULAR GUIDE. METROPOLITAN POLICE DISTRICT. Attention is called to the " Royal Educational Circular Guide " issued by Convict Expiree WILLIAM RIDLEY CARR, alias HENRY PARKER, Office No. 28234, of 13, Torrington- square, W. C. This publication first appeared in the latter part of the year 1885, and was announced as having been established in 1882, and circulating to the extent of 25,000 copies annually. Sums of money, varying in amount from 10s. 6d. to £ 3 3s., were obtained by Carr from a large number of persons, chiefly army tutors and the principals of schools and colleges, for the insertion of educational advertisements. Carr was convicted at the Central Criminal Court on 28th March, 1887, of obtaining n. oney by false pretences in connection with these advertisements, it being shown that the alleged circulation of the " Royal Circular Guide" among the " nobility, clergy, and gentry " was fictitious, and that barely sufficient copies were printed to supply the advertisers with one each. It was also found upon inquiry that Carr's representation that the publication was under the patronage of H. M. the Queen, T. R. H. the Prince and Princess of Wales, and Prince Albert Victor of Wales, he Earl of Derby, Sir Matthew White Ridley, & c., was false. Owing to representa- ions that were made to the judge as to the state of the prisoner's mind, he was released on a nominal sentence. He is now sending out circulars announcing the publication of a further issue ol " The Royal Educational Circular Guide— guaranteed annual issue 23,000," and again soliciting advertisements. He also promises to introduce pupils to advertisers upon payment of a small commission. Clergymen, army and navy tutors, and the principals of schools, colleges, & c., should be cautioned respecting this man's transactions, and it is requested that any information respecting him may be forwarded to the Assistant Commissioner, Convict Office, Great Scotland Yard, London, S. CLARKE, age 30, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, thin face ; dress, black diagonal coat and vest, brown tweed trousers, lace boots, black hard felt hat. A native of Cam- bridge. May be found at 11, Lower Lyon- street, Southampton ; has been employed as a grocer's porter, and is supposed to belong to the Army Reserve. CITY OF LONDON. 4.— For perjury- REES LODWICK PRICE, an auctioneer, late of Church- street, Cardiff, age 32, height 5 ft. 6 in., complexion sallow, hair and mous- tache ( small) dark; dress, tweed suit and brown felt hat. His mother resides at Glyleigh House, Plymouth- road, Penrith. Warrant issued. Information to Inspector MeWilliam, 26, Old Jewry, E. C. BERKSHIRE. 5.— Newbury { County).— For fraudulently ob- taining two sums of £ 15 each, upon bilh payable seven days after date, 25th ult.- F. J. SCOTT, alias SAMUEL JAMES SCOTT, age 36 to 38, height 5 ft. 7 in., complexion, hair ( straight), mous- tache ( imperial), and eyes dark, high cheek- bones, low forehead, over which skin appears tightly drawn; apparently much addicted to drink ; dress, yellow grey overcoat, light grey trousers, lace boots with plaid cloth tops, white necktie with small imitation diamond pin, deerstalker hat. Gave as his private address, 63, Myddleton- square, and office address, 54, Albion- grove, Barnsbury, London. Warrant issued. Information to Supt. Bennett, Newbury. BRECONSHIRE. 6— Brecon ( County).— Tot stealing £ 30 gold— JOHN EDWARD GOMERSAL. or JOHN EDWARD GOMMER, a painter, age 33 to 37, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) and mous- tache light, small thin features, speaks with a northern accent; dress, cream colour jacket ( new), dark trousers and vest, low shoes, light cap, with peak. Stated he came from York, and that his brother keeps a shop there. Information to Supt. Flye, Brecon. CAMBRIDGESHIRE. 7.— Cambridge ( County).— For conspiring with three others to obtain 2 fillies by fraud at Reach Fair, 16th ult.- GEORGE BECKLEY, alias GEORGE HICKEN and FATTY, age 50, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey) brown, eyes ( peculiar) grey, clean shaved, puffed face ; dress, long dealer's coat, tight- fitting cord trousers and black billycock hat with large brim. A low horse- dealer; attends fairs and markets. Warrant issued. Information to Deputy Chief Constable Stretten, Castle Hill, Cambridge. CUMBERLAND. 8.— Wigton ( County).— For stealing at Silloth Dock, 11th inst.— A gold- chased hunter watch, No. 21026, " Dent's chronometer " on dial, and " Makers to the Queen" on works, and a 9- carat gold albeit, with 20 dollar piece, 50- franc piece, and guinea attached— THOMAS PEARCE, alias " TOMMY THE GUESSER," License Holder I 1146, age 35, height 5 ft. 8 in., complexion fresh, hair light, eyes light hazel, scar front of head, blue scar right side of forehead and bridge of nose, lost top of fourth right finger, cataract left eye. A native of Shrewsbury.— WIL- LIAM DAVIS, alias " GENTLEMAN DAVIS," age 29, height 5 ft. 10 in., complexion fair, hair dark brown, eyes grey, scar centre of forehead, corner of left eye, and centre of left cheek. A native of Birmingham. Betting men; frequent race- courses, billiard- rooms, and bowling- greens. Information to Supt. Brown, Wigton. DERBYSHIRE. 9.— Chesterfield ( Borough).— For stealing a silver Geneva lever watch, No. 12352, " Thompson, Chesterfield," engraved inside case, white dial, gold hands— WILLIAM GRAY, age 18 to 21, height 5 ft. 6 in. or 7 in., complexion fresh, moustache slight ( dark), scar centre of lower lip ; dress, dark jacket and trousers, dark tie with light stripes, low shoes ( worn at heels), black hard felt hat, wore a ring on little finger, and carried a macintosh. May be found lodging at caf£ s. Stated he came from Liverpool. Information to Head Constable Emery,. Chesterfield. ESSEX. 10.— Chelmsford ( CountyJ.— For highway rob bery at Margaretting, 22nd inst., and stealing a lady's silver Geneva watch ( nearly new), No. 48631, maker " Grant Bros., London "; case engraved with flowers, and crown around both keyholes— JOE , a tramp, age 35 to 40, height about 5 ft. 7 in., complexion ruddy, moustache sandy or light, very thick upper lip, large scar on face ( supposed left cheek), slightly round shouldered, appearance of an old soldier ; dress, cardigan jacket, navy blue trousers, boots cut across toes, cap with peak. Supposed to be an Irishman or Scotchman. Information to Deputy Chief Constable Somerset, Chelmsford. 11-— Epping ( County).— For stealing a pony and trap ( recovered)— JOSEPH PEARCE, alias CORPORAL LAW, age 23, height 5 ft. 4 or 5 in., complexion pale, hair ( very short) brown, moustache ( slight) light, eyes grey, very erect; dressed in the uniform of the Army Service Corps ( blue, with white stripes). A native of Holloway. Stated he was on fur- lough. ( Supposed same as described in Case No. 30, 29th April last). Wa- rant issued. Information to Supt. Lennon, Epping. 12.— Southend ( County). — For embezzling £ 188 2s 3d.— CHARLES HENRY PULLON, age 37 to 40, height 5 ft. 10 to 11 in., complexion fresh, hair, side whiskers, tuft on chin, and moustache ( may now be shaved clean) sandy, eyes hazel, thick upper lip erect figure; dress, light tweed jacket, white check trousers, black tie, white straw hat. Warrant issued. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 18.— Cheltenham ( County).— Escaped from cus- tody at Tewkesbury, 16th inst., charged with larceny - JESSE HURCOMBE, age 23, height 5 ft. 5f in., complexion sallow, hair and eyes brown, moustache slight, front teeth decayed ; dress, grey suit, side- spring boots, black bowler hat. A confectioner; native of Tewkesbury. 14.— Cheltenham ( County).— For stealing a truck ( recovered)— ARTHUR TOBIAS, age 27, height 5 ft. 3} in., complexion dark, hair dark brown, eyes blue, moustache sandy. A chimney- sweep ; native of Chel- tenham. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 15.— Aldershot ( County).— Woodcut portrait and description of WILLIAM HENRY KELLY, private Scots Greys, whose apprehension is sought for stealing, between 15th and 21st ult., 2 gentlemen's gold rings, " God's providence is our inheritance," or " Time shall tell I love thee well," engraved inside ; 1 lady's slender gold ring, set single diamond ; 1 lady's plain gold ring, get single diamond ; 6 £ 5 Bank of England notes, Nos. S9— W 33127 to 33132, dated 13th December, 1880, all stamped " Capital and Counties Bank, Limited, Aider- shot "; a cheque for £ 7 14s. on Cox and Co.' s bank, drawn by Captain Middleton, payable to self or bearer; and several pounds gold and silver— age 28, height 5 ft. 10 in., complexion fresh, hair brown, eyes blue, moustache dark ( may have shaved), rather broad, flat features ; dress, black coat and vest, dark grey check trousers ; wore a new silver hunting watch and silver albert chain. Stated to be a native of Kelso, Scotland. Warrant issued. Information to Supt. Brinson, Aldershot. 16.— Alton County).— For stealing mare ( Case. No. 100,22nd inst.), recovered at Boston— TWO MEN 1st. age about 30, height 5 ft. 6 or 7 in., stout build, com- plexion fresh, hair brown, no whiskers or moustache short nose; dress, drab cloth coat with flaps ( black mark across back), cord trousers, heavy lace boots, with pieco cut out of left, drab soft felt hat; 2nd, age about 30, height 6 ft. 5 or Gin., complexion fresh, clean shaven; dress, brown coat and vest, grey cloth trousers, brown hard felt hat. On 18th inst. they sold the mare by auction at Spilsby Fair, Lincolnshire, but it was bought in by one of them. On 20th they took it to Boston, - where it was sold, one of the men afterwards going in the direction of Boston Railway Station, carrying a bridle and saddle, and stated he was going to Peterborough. The horse and cart is believed to have been left at some intermediate town or station, and the mare taken on to Spilsby by train. Information to Supt. Rapkins, Alton. 17.— And over ( County).— For embezzling from £ 500 to £ 1,000— CHARLES SELL, age about 35, height B ft. 8 or 9 in., complexion fair, hair light, eyes greyish blue, round features, of good address ; dress, light dust overcoat, black hard felt hat. A farm bailiff. Native of Royston, Cambridgeshire. Warrant issued. Information to Supt. Duke, Andover. 18.— Winchester ( County).— For stealing 2 ponies ( recovered) at Otterbourne, 18th inst.— TWO MEN : 1st, age about 30, height 5 ft. 9 in., complexion fresh, clean shaved ; dress, light tweed suit and white hard felt hat. 2nd, age about 50, short, clean shaved ; dress, brown suit and peak cap. Had with them a very powerful light brown horse and a dog- cart painted brown ; also a bay horse with bridle and saddle, which one of the men rode. ( See Case No. 85 and 100.) Information to Supt. Sillence, Winchester. 19. — Portsmouth ( Borough). — For fraud — WILLIAM HENRY LEWIS, alias WILLIAMS and THOMPSON, age about 27, height 5 ft. 3 or 4 in., complexion ( sunburnt) and eyes ( rather full) dark, hair black, very thick lips ; dress, black diagonal cloth coat, dark mixture jacket under, dark vest, and dark mixture trousers with bluish stripe, black cloth peaked cap ( occasionally wears gold lace round same), silver or metal masonic pin. Has the appearance of a merchant seaman, and stated that he has served as engineer in a steam yacht, and had recently returned from China. Had with him a partly silver- plated Royal Meteor tricycle, front steerer, wheels 44 in. high, painted black ; makers, Stanley and Sutton, on plate on the axle, which he had hired. Not to be apprehended beyond the United Kingdom. Warrant issued. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 20.— Watford ( County).— For fraud— DOUGLAS GORDON, age about 40, height about 5 ft. 8 or 9 in., complexion fair ( very clear), hair sandy, eyes light, light side whiskers and moustache, high cheek bones, Roman nose, good- looking ; dress, navy blue jacket, light washing vest, light trousers, billycock hat ( Yankee style), wore a gold albert, and carried a brown silk umbrella. His practice is to call at a house, and hiring furnished lodgings agrees to pay a month in advance, tenders a fictitious cheque for more than the amount, and receives the balance. Was accompanied by a woman. Information to Supt. Hummerstone, Watford. KENT. 21.— Mailing ( County).— For attempted rape on a girl, age 5— GEORGE LEE, a tramping tailor, age 30, height about 5 ft. 7 in., complexion pale, hair ( inclined to curl at sides) dark brown, eyes ( piercing) dark, walks erect, with his hands in his coat pockets; is suftering from venereal disease, and may call at hospitals for treatment; is addicted to drink, and visits low lodging- houses and beerhouses ; dress, short grey jacket, dark plaid trousers, low shoes, with toe- caps, black hard felt hat. A Scotchman, and speaks with a strong Scotch accent. Is accompanied by a woman, age about 36, short, complexion sallow, hair ( curly and Bhort) black, eyes dark, large scar over right eye; speaks with a strong Scotch accent. Warrant issued. Information to Supt. Hulse, Mailing. £ 2 2s. REWARD. 22— Wingham ( County).— For stealing, at West- gate- on- Sea, 1st inst., a new tricycle, the '' Talisman," No. 4, the '* Howe Machine Company, Bridgton, Glas- gow," in gold letters thereon— A MAN, age 18, height 5 ft. 6 or 7 in., complexion fresh, thin face ; dress, dark brown tweed jacket, lighter trousers, button boots, dark helmet hat. Slept at Ashford on night of 1st inst., and proceeded next morning on the London road. Stated he was in the employ of Tarn and Co., London. Information to Supt. LANARKSHIRE. 23.— Glasgow { City).— For obtaining 100 barrels of sugar by fraud— DANIEL FINDLAY, alias DANIEL ANDERSON FINDLAY, age 55, height about 5 ft. 9 in., complexion swarthy, hair, beard, whiskers, and moustache ( turning grey) dark, head shakes slightly when walking ; dress, black corded frock coat, dark trousers, and satin or felt hat. A native of Glasgow. Absconded 16th inst. Information to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. 24.— Bacup ( County).— For embezzling £ 173— ROBERT BALL, age about 33, height 5 ft. 1 or 2 in., complexion dark, hair, whiskers and moustache very dark brown ( cut short), eyes hazel, slightly bow- legged, thumb nail ( supposed left) injured, walks with a short quick step, and is generally smoking ; dress, brown plaid suit and billycock hat. Was lately employed aa traveller for a stone merchant at Rawtenstall, and is well known in Warrington and Liverpool districts. Warrant issued. Information to Supt. Norris, Bacup. 25.— Burnley { County).— For failing to report License Holder ALFRED BARRON, Office No. 33186, age 36, height 5 ft. 2 in., complexion sallow, hair and eyes grey, scars right of forehead, on and behind right • ear, right wrist, back of first right finger, and on left buttock, right arm withered. Sentenced at Preston Sessions, 4th April, 1883, to 5 years' penal servitude and 7 years' police supervision for larceny. Licensed 17th June last. J 294. Information to Supt. Barnett, County Police Office, Burnley. 26.— Old Trafford { County).— For stealing, 18th inst-, at Moss Side, a man's red- and- blue striped cotton shirt ( nearly new); 2 pairs men's white cotton drawers ; 3 white liolland pinafores, blue horse shoe and blue ring pattern; 1 white cotton skip; 1 cotton chemise ; 1 pair girl's cotton drawers ; 1 pair small stays, red- and- white stripes ; 1 red- and- blue Jersey jacket, to fit a girl age 5 ; 1 white holland carriage apron, trimmed red braid— EMILY FORDEN, alias " DARK EMILY," age 25, height 5 ft. 1 or 2 in., complexion and hair very dark ; dress, short black jacket, black skirt, and hat turned up at one side. Information to Supt. Beni^. Old Trafford. 27.— Liverpool { City).— For failing to report- License Holder REBECCA STEWART, alias MARY JANE ARMSTRONG and CUTHBERT, Office No. 32698, age 35, height 5 ft. 6 in., complexion fair, hair auburn and wavy, eyes grey, small tumour left side of neck, scar left cheek. Sentenced at Liverpool Assizes, 11th June, 1878, to 10 years' penal servitude for lar- ceny ( person). Z E 139.— License Holder SUSAN LIVINGSTONE, alias ROGERS, KELLY, HANLON, and MARY A. McDERMOTT, Office No. 31611, age 68, height 4 ft. 10 in., complexion dark, hair grey, eyes hazel, scars on forehead, nose, left cheek, and arms. Sentenced at Liverpool Assizes, I6tli December, 1879, to 10 years' penal servitude and 5 years' police super, vision for larceny ( person). X F 97.— Supervisee JOHNTYRELL, Office No. 33290, age 33, height 5 ft. 8 in., complexion fair, hair light brown, eyes hazel, T. T. left arm, soar each side of forehead. Sentenced at Liverpool County Sessions, 11th July, 1882, to 5 years' penal servitude and 7 years' police supervision for stealing tools.— Supervisee JOSEPH GOUGH, Office No. 21641, age 24, height 5 ft. 2 in., complexion fresh, hair and eyes brown, small mole above left elbow, Sentenced at Liverpool County Sessions, 1st Novem- ber, 1881, to 18 months' imprisonment and 5 years' police supervision for housebreaking.— Supervisee MARY ANN ROBINSON, alias CERRINO, Office No. 25207, age 35, height 5 ft., complexion fair, hair light brown, eyes dark grey, left ear torn. Sentenced at Wakefield Sessions, 21st February, 1881, to 5 years' penal servitude and 5 years' police supervision for larceny ( person). H 85 — Supervisee HENRY JOHN- SON, alias EDWARD WINHAM, WILLIAM TAY- LOR, JOHN DIXON, and GEORGE TATE, Office No. 29285, age 22, height 5 ft. 1 in., complexion fresh, hair brown, eyes grey, 2 scars right temple. Sentenced at Salford Sessions, 23rd February, 1885, to 9 months' imprisonment and 2 years' police supervision for lar- ceny ( person). 6692.— Supervisee JAMES CLIFFORD, alias HARTFORD and EDWARDS, Office No. 33147, age 35, height 5 ft. 6 in., complexion fresh, hair and eyes brown, scrofula marks left side of neck, small scar left of chin.
