REGULATIONS- All announcements for insertion in the POLICE OAZET. and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GIIEAT SCOTLAND YARD, LONDON, S." W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. ' 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an I the exact conditions be clearly stated. G. Portraits of persons whose apprehension is sought for serious offences, and engravings of xtolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. < J. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. • 9 Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any anncnmcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musl be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " jjrummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 145, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the Qgmber at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints AS to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- ced to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals • or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall ike High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that • either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. CAUTION. THE ROYAL EDUCATIONAL CIRCULAR GUIDE. METROPOLITAN POLICE DISTRICT. Attention is called to the " Royal Educational Circular Guide" issued by Convict Expiree WILLIAM RIDLEY CARR, alias HENRY PARKER, Office No. 28234, of 13, Torrington- square, W. C. This publication first appeared in the latter part of the year 1885, and was announced as having been established in 1882, and circulating to the extent of 25,000 copies annually. Sums of money, varying in amount from 10s. 6d. to £ 3 3s., were obtained by Carr from a large number of persons, chiefly army tutors and the principals of schools and colleges, for the insertion of educational advertisements. Carr was convicted at the Central Criminal Court on 28th March, 1887, of obtaining money by false pretences in connection with these advertisements, it being shown that the alleged circulation of the " Royal Circular Guide" among the " nobility, clergy, and gentry" was fictitious, and that barely sufficient copies were printed to supply the advertisers with one each. It was also found upon inquiry that Carr's representation that the publication was under the patronage of H. M. the Queen, T. R. H. the Prince and Princess of Wales, and Prince Albert Victor of Wales, the Earl of Derby, Sir Matthew White Ridley, & c., was false. Owing to representa- tions that were made to the judge as to the state of the prisoner's mind, he was released on a nominal sentence. He is now sending out circulars announcing the publication of a further issue of " The Royal Educational Circular Guide— guaranteed annual issue 25,000," and again soliciting advertisements. He also promises to introduce pupils to advertisers upon payment of a small commission. Clergymen, army and navy tutors, and the principals of schools, colleges, & c., should be cautioned respecting this man's transactions, and it is requested that any information respecting him may be forwarded to the Assistant Commissioner, Convict Office, Great Scotland Yard, London, S. METROPOLITAN POLICE DISTRICT. 2— F Division.— For picking pockets 28th ult. - SUSAN ASH BY, age 41, height 5 ft. 6 in., com- plexion fresh, hair ( turning grey) dark, eyes blue, small mole on right cheek, chin, and over left eye ; fashionably dressed. Is supposed to be an expert pick- pocket ; may be found at some watering place. Warrant issued. 3.— G Division— Woodcut portrait and descrip- tion of WILLIAM J. GARDENER, whose apprehen- sion is sought for fraud,— Age 30, height 5 ft. 7 in., complexion fair, moustache light, eyes brown ; dress, dark clothes; respectable appearance. A watch- spring maker; lately resided at 1, Gowrie- terrace, Cavendish- road, Tottenham. His brother- in- law lives at 1, Menell- terrace, The Elms, Ramsgate. Warrant issued. 4.— P Division.— For stealing .£ 12 13s., 9th inst. - FREDERICK BRIGGS, age 35, height 5ft. 1 in., com- plexion fresh, hair light, eyes blue, moustache light ( may have shaved), thin features, hollow cheeks; dress, black diagonal coat, black vest, dark striped tweed trousers ( patched at knees), cloth cap. A native of Great Yarmouth. Is known to Mrs. Perdue, 24, Duke- street, Lowestoft; at the" Steam Packet on Hill," the " Farrier's Castle," Agate street, and " Lon- don Tavern," Norwich; the " Crown" public house, Bintry, near Foulsham, and the " King's Head," or " Gist Swan," Foulsham. His mother is said to reside in Dereham- road, Norwich. ( See Case No. 114.) 5.— V Division— For larceny and embezzlement — J. E. CLARKE, age 50, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, thin face ; dress, black diagonal coat and vest, brown tweed trousers, lace boots, black hard felt hat. A native of Cam- bridge. 6— W Division.— For obtaining money by false pretences— O'BRIEN TRAFFORD, age 24, height 5 ft 5 in., complexion sallow, hair ( cut short) and moustache dark, prominent teeth ( decayed); dress, rough pilot jacket, dark trousers, black felt hat, respectable appearance. A native of Lincoln. His practice is to call upon wholesale chemists and druggists, representing himself as an assistant at " Butler's Medical Hall, Dublin," but that he has lost his purse and is unable to return. Warrant issued. 7.— X Division.— For stealing a chestnut mare, 15 hands, 2 forelegs over, a set of silver- plated harness, and a high dog- cart, painted light brown, picked out red— C. BROWN, age 28, height 5 ft. 5 in., complexion fair, hair light brown, eyes blue; dress, light grey coat and black felt hat. Stated he was a builder's traveller. Warrant issued. 8— X Division.— For obtaining £ 2 by means of a fictitious cheque on London and South- Western Bank, Hammersmith— RICHARD FRANK HAYES, a cheesemonger, 10, York- road, Battersea, age 40, height 5 ft. 7 in., complexion, hair, whiskers, and moustache dark; dress, black diagonal cloth mourning coat and vest, grey tweed trousers, black hard felt hat. • | Warrant issued. , Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. CITY OF LONDON. 9.— For perjury- REES LODWICK PRICE, an auctioneer, late of Church- street, Cardiff, age 32, height 5 ft. 6 in., complexion sallow, hair and mous- tache ( small) dark ; dress, tweed suit and brown felt hat. His mother resides at Glyleigh House, Plymouth- road, Penrith. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 10.— Newbury [ County).— For fraudulently ob taining two sums of £ 15 each, upon bills payable seven days after date, 25th ult.— F. J. SCOTT, alias SAMUEL JAMES SCOTT, age 36 to 38, height 5 ft. 7 in., complexion, hair ( straight), mous tache ( imperial), and eyes dark, high cheek bones, low forehead, over which skin appears tightly drawn; apparently much addicted to drink ; dress, yellow grey overcoat, light grey trousers, lace bcots with plaid cloth tops, white necktie with small imitation diamond pin, deerstalker hat. Gave as his private address, 63, Myddleton- square, and office address, 54, Albion- grove, Barnsbury, London. Warrant issued. Information to Supt. Bennett, Newbury. 11.— Maidenhead [ Borough).— For stealing, 13th inst., a light bay cob horse, aged, 14 hands 1 inch ; a set of silver- plated harness, buff enamelled winkers and pad ; and a light dog cart, red wheels, American beech side panels, dark mahogany sides, maker " Warner, Maidenhead."— A MAN, age 23, height 5 ft. 4 or 5 in., complexion fresh, hair dark, moustache ( slight) brown; dress, dark coat, light check trousers, black hard felt hat. BRECONSHI RE. 12.— Brecon ( County).— For stealing £ 30 gold— JOHN EDWARD GOMERSAL, or JOHN EDWARD GOMMER, a painter, age 33 to 37, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) and mous- tache light, small thin features, speaks with a northern accent; dress, cream colour jacket ( new), dark trousers and vest, low shoes, light cap, with peak. Stated he came from York, and that his brother keeps a shop there. Information to Supt. Flye, Brecon. CAMBRIDGESHIRE. 13.— Cambridge [ County).— For conspiring with three others to obtain 2 fillies by fraud at Reach Fair, 16th ult. — GEORGE BECKLEY, alias GEORGE HICKEN and FATTY, age 50, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey) brown, eyes ( peculiar) grey, clean shaved, puffed face ; dress, long dealer's coat, tight- fitting cord trousers and black billycock hat with large brim. A low horse- dealer; attends fairs and markets. Warrant issued. Information to Deputy Chief Constable Stretten, Castle Hill, Cambridge. CUMBERLAND. 14.— Wigton ( County)— For stealing at Silloth Dock, 11th inst.— A gold- chased hunter watch, No. 21026, " Dent's chronometer " on dial, " Makers to the Queen" on dial, and a 9 carat gold albeit, with 20 dollar piece, 50- franc piece, and guinea attached — TOMMY THE GEESER," age about 30, height 5 ft. 7 in., complexion fair, hair ( bushy) light, squints one eye; dress, light check suit, and light brown hard felt hat. A native cf Glasgow.—" BILL," age about 30, height 5 ft. 8 or 9 in., complexion dark, hair dark brown; dress, dark clothes and hat, respectable appear- ance. Betting men; frequent race- courses, billiard- rooms, and bowling- greens. Information to Supt. Brown, Wigton. DENBIGHSHIRE. 15.— Wrexham ( County).— For failing to report- Supervisee THOMAS TLLNN, alias FLYNN and JOHN HANDLING, Office No. 33304, age 53, height 5 ft. 3 in., complexion swarthy, hair dark, eyes grey, scars on forehead and back of neck, nose crooked, 3rd and 4th right fingers contracted, wart between shoul- ders. Sentenced at Preston, 5th January, 1887, to 6 months' hard labour and 1 year police supervision 2424- 15. Information to the Deputy Chief Constable, Wrex- ham. DURHAM. 16.— Durham ( City).— For conveying a letter into H. M. Prison at Durham, contrary to the regulations— ROBERT NAISBITT STEVENS, late assistant warder, age 32, height 5 ft. 10J in., complexion fresh, hair light brown, eyes grey, long face, shaven on chin. A mason and bricklayer. Native of Osmdth'etley, Yorkshire. Has worked at the N. E. Railway shops at York and Northallerton. His mother, brother, and sisters reside at Burythorpe, near Malton. Left Durham by the 2 9 p. m. train for Malton, 9th ult., accompanied by his wife and 4 children, the oldest a boy age 9 ; and on the following morning left there for Leeds, having with them 1 tin box, 1 wooden box, 1 mason's tool box, 1 sewing- machine, bed and cloth- ing and a violin. Warrant issued. Information to Chief Constable' Smith, Durham, x 17.— Gateshead ( Borough).— Woodcut portrait and description of WILLTAMu CHAPMAN, whose apprehension is sought for embezzling the moneys of the Corporation, age 27, height about 6 ft. 2 in., square build but very slight, hair cut very short, moustache slight, stoops a little when walking ; dress, generally short light overcoat, light tweed jacket Suit ( trousers tight- fitting), hard felt hat, respectable appearance. Was seen about a fortnight since at 47, Crouch Hill Road, Hornsey, London, N. May endeavour to go to New York. Warrant issued. Information to Chief Constable Elliott, Gateshead. ESSEX. 18.— Chelmsford ( County). — For stealing at Broom field, 6th inst., a dark bay horse cob, aged, about twelve hands, lump below tail, grey hairs on head, short tail, crib biter, front teeth worn away, chipped knees; a set of harness, " Albert Guilters " on brass rosettes; and a green cart with red wheels and shafts, tail- board about six inches lower than sides, " Thomas Sayers, Terling," on off side, odd nuts on wheels— CHARLES LITTLE, age 18, height 5 ft. 3 in., slight, complexion fresh, hair brown, eyes hazel, scar knuckles left forefinger ; dress, tweed waistcoat with sleeves, black- and- white plaid trousers ( patched all over), lace boots, black hard felt hat ( broken in crown). A grcom ; native of Terling, Essex. May be found hawking green peas. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 19.— Epping ( County).— For stealing a pony and trap ( recovered)— JOSEPH PEARCE, alias CORPORAL LAW, age 23, height 5 ft. 4 or 5 in., complexion pale, hair ( very short) brown, moustache ( slight) light, eyes grey, very erect; dressed in the uniform of the Army Service Corps ( blue, with white stripes). A native of Holloway. Stated he was on fur- lough. ( Supposed same as described in Case No. 30, 29th April last). Warrant issued. Information to Supt. Lennon, Epping. 20.— Southend ( County). —* For embezzling £ 188 2s 3d— CHARLES HENRY PULLON, age 37 to 40, height 5 ft. 10 to 11 in., complexion fresh, hair, side whiskers, tuft on chin, and moustache ( may now be shaved clean) sandy, eyes hazel, thick upper lip erect figure ; dress, light tweed jacket, white check trousers, black tie, white straw hat. Warrant issued. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 21.— Cheltenham ( County).— Escaped from cus- tody at Tewkesbury, 16th inst., charged with larceny - JOHN HURCOMBE, age 23, height 5 ft. 5j in., complexion sallow, hair and eyes brown, moustache slight, front teeth decayed ; dress, grey suit, side- spring boots, black bowler hat. A confectioner; native of Tewkesbury. 22.— Cheltenham ( County).— For stealing a truck ( recovered)— ARTHUR TOBIAS, age 27, height 5 ft. 3f in., complexion dark, hair dark brown, eyes blue, moustache sandy. A chimney- sweep ; native of Chel- tenham. Warrant issued. , Information to Supt. McRae, Cheltenham. HAMPSHIRE. 23.— Aldershot ( County).— Woodcut portrait and description of WILLIAM HENRY KELLY, private Scots Greys, whose apprehension is sought for stealing, between 15th and 21st ult., 2 gentlemen's gold rings, " God's providence is our inheritance," or " Time shall tell I love thee well," engraved inside ; 1 lady's slender gold ring, set single diamond ; 1 lady's plain gold ring, set single diamond ; 6 £ 5 Bank of England notes, Nos. ' 39— W 33127 to 33132, dated 13th December, 1886, all stamped " Capital and Counties Rank, Limited, Aider- shot " ; a cheque for £ 7 14s. on Cox arid Co.' s bank, FBIDAY, JULY 15, 1887. Stated to be a native of Kelso, Scotland. Warrant issued. Information to Supt. Brinson, Aldershot. 24.— Andover ( County).— For embezzling from .£ 500 to £ 1,000— CHARLES SELL, age about 35, height 5 ft. 8 or 9 in., complexion fair, hair light, eyes greyish blue, round features, of good address ; dress, light dust overcoat, black hard felt hat. A farm bailiff. Native of Royston, Cambridgeshire. Warrant issued. Information to Supt. Duke, Andover. 25.— Winchester ( County).— For stealing 2 ponies ( recovered) at Otterbourne, 18th inst.— TWO MEN : 1st, age about 30, height 5 ft. 9 in., complexion fresh, clean shaved ; dress, light tweed suit and white hard felt hat. 2nd, age about 50, short, clean shaved dress, brown suit and peak cap. Had with them a very powerful light brown horse and a dog- cart painted brown ; also a bay horse with bridle and saddle, which one of the men rode. ( See Case No. 85 and 100.) Information to Supt. Sillence, Winchester. 26. — Portsmouth ( Borough). — For fraud — WILLIAM HENRY LEWIS, alias WILLIAMS and THOMPSON, age about 27, height 5 ft. 3 or 4 in., complexion ( sunburnt) and eyes ( rather full) dark, hair black, very thick lips; dress, black diagonal cloth coat, dark mixture jacket under, dark vest, and dark mixture trousers with bluish stripe, black cloth peaked cap ( occasionally wears gold lace round same), silver or metal masonic pin. Has the appearance of a merchant seaman, and stated that he has. served as engineer in a steam yacht, and had recently returned from China. Had with him a partly silver- plated Royal Meteor tricycle, front steerer, wheels 44 in. high, painted black ; makers, Stanley and Sutton, on plate on the axle, which he had hired. Warrant issued. Information to Chief Constable Cosser, Portsmouth. KENT. 30.— Mailing ( County).— For attempted rape on a girl, age 5— GEORGE LEE, a tramping tailor, age 30, height about 5 ft. 7 in., complexion pale, hair ( inclined to curl at sides) dark brown, eyes ( piercing) dark, walks erect, with his hands in his coat pockets; is suflering from venereal disease, and may call at hospitals for treatment; is addicted to drink, and visits low lodging- houses and beerhouses ; dress, short grey jacket, dark plaid trousers, low shoes, with toe- caps, black hard felt hat. A Scotchman, and speaks with a strong Scotch accent. Is accompanied by a woman, age about 36, short, complexion sallow, hair ( curly and short) black, eyes dark, large scar over right eye; speaks with a strong Scotch accent. Warrant issued. Information to Supt. Hulse, Mailing. £ 2 2s. REWARD. 31 — Wfngham ( County).— For stealing, at West- gate- on- Sea, 1st inst., a new tricycle, the '' Talisman," No. 4, the " Howe Machine Company, Bridgton, Glas- gow," in gold letters thereon— A MAN, age 18, height 5 ft. C or 7 in., complexion fresh, thin face ; dress, dark brown tweed jacket, lighter trousers, button boots, dark helmet hat. Slept at Ashford on night of 1st inst., and proceeded next morning on the London road. Stated he was in the employ of Tarn and Co., London. Information to Supt. Kewell, Wingham, Sandwich, by whom the above reward will be paid for the appre- hension and conviction of the thief, and recovery of the property. LANCASHIRE. 32— Bacup ( County).— For embezzling £ 173— ROBERT BALL, age about 33, height 5 ft. 1 or 2 in., complexion dark, hair, whiskers and moustache very dark brown ( cut short), eyes hazel, slightly bow- legged thumb nail ( supposed left) injured, walks with a short quick step, and is generally smoking ; dress, brown plaid suit and billycock hat. Was lately employed as traveller for a stone merchant at Rawtenstall, and is well known in Warrington and Liverpool districts. Warrant issued. Information to Supt. Norris, Bacup. 33.— Manchester ( City).— For stealing £ l, 000: JAMES S. MORLEY, age 20, height 5 ft. C in., com- plexion sallow, hair dark brown, eyes brown, large aquiline nose, thin lips, deep chin, large feet, spray footed, large head, is an inveterate smoker; dress, light brown dust coat, dark coat and vest, brown trousers, and hard felt hat. Wears a diamond ring on left hand, and carries a leather hat- box. A native of Bury. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. 34.— Accrington ( Borough).— For failing to report— Supervisee THOMAS JOSEPH SENNETT, Oflice No. 24107, age 31, height 5 ft. 3 in., complexion pale, hair brown, eyes grey, mole on right cheek. Sentenced at Salford Sessions, 26th February, 1883, to 12 calendar months' imprisonment and 4 years' police supervision for larceny ( person). 10262. Information to the Chief Constable, Borough Police, Accrington. 35.— Rochdale ( Borough).— Woodcutportraitand description of JOSEPH SCOTT HARESCOUCH, LEICESTERSHIRE. 36.— Leicester ( Borough)— For obtaining a rait of clothea, 11th ult., by means of a forged cheque, No. C 0.844962, on the London and Westminster Bank, drawn by Barkeley, Son, and Co., in favour of " A. A. Copeley, Esq.," or bearer, and endorsed " A. A. Cope- ley "- A MAN, age about 40, height 5 ft. 8 in., com- plexion fresh, hair dark, moustache ( heavy) light • dress, dark pea jacket suit and black billycock hat • carries a stick with dog's head handle, or an umbrella with silver top and band. Stated he was a licensed victualler's agent, that he was guing to work up a wine and spirit trade, and that he had a brother in the Bond Stores, London, where it is believed he went on 13th ult.
