The amended Article will henceforth read aa follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contrasting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. METROPOLITAN POLICE DISTRICT. l — Attention is called to the 11 Royal Educational Circular Guide " issued by Convict Expiree WILLIAM RIDLEY CARR, alias HENRY PARKER, Office No. 28234, of 13, Torrington- square, W. C. This publication first appeared in the latter part of the year 1885, and was announced as having been established in 1882, and circulating to the extent of 25,000 copies annually. Sums of money, varying in amount from 10s. 6d. to £ 3 3s., were obtained by Carr from a large number of persons, chiefly army tutors and the principals of schools and colleges, for the insertion of educational advertisements. Carr was convicted at the Central Criminal Court on 28th March, 1887, of obtaining money by false pretences in connection with these advertisements, it being shown that the alleged circulation of the " Royal Circular Guide" among the " nobility, clergy, and gentry " was fictitious, and that barely sufficient copies were printed to supply the advertisers with one each. It was also found upon inquiry that Carr's representation that the publication was under the patronage of H. M. the Queen, T. R. H. the Prince and Princess of Wales, and Prince Albert Victor of Wales, the Earl of Derby, Sir Matthew White Ridley, & c., was false. Owing to representa- tions that were made to the judge as to the state of the prisoner's mind, he was i released on a nominal sentence. He is now sending out circulars announcing the publication of a further issue of " The Royal Educational Circular Guide— guaranteed annual issue 25,000," and again soliciting advertisements. He also promises to introduce pupils to advertisers upon payment of a small commission. Clergymen, army and navy tutors, and the principals of schools, colleges, & c., should be cautioned respecting this man's transactions, and it is requested that any information respecting him may be forwarded to the Assistant Commissioner, Convict Office, Great Scotland Yard, London, S. It is not merely hope that we feel when the sight of a rainbow gladdens our eyes — it is confidence, assurance ; for it speaks of the faithful God, and makes us realise in a special manner the nearness of our covenant- keeping God. A rainbow is a peculiar beauty, which is only seen in the cloud," reminding us of the " treasures of darkness.^'' of Isa. xlv. 3. It is a scientific fact that no two persons, placed in different positions, see precisely the same rainbow; even so in our varied circumstances, a special word of promise is written with the finger of God across the heaveDS. Is it sin that threatens to overwhelm us? " Sin shall not have dominion over you." " He shall save His people from their sins." Is it temptation ? We read in the bow, " God is faithful, who will not suffer you to be tempted above that ye are able." " He is able to succour them that are tempted." Is it backslidingf We read, " I will heal their backsliding. I will love them freely." Is it bereavementt " The God of all comfort comforteth us." God shall wipe away all tears from their eyes." " God shall supply all your need." No weapon that is formed against thee shall Is it poverty? Is it persecution or unkindness .* prosper." Is all around dark 1 " If I say surely the darkness shall cover me; even the night shall be light about me." Are we troubled on every side, fightings without and fears within ? " Fear thou not, for I am with thee. I will strengthen thee, yea, I will help thee." Are we feeling lonely ? Lo, I am with you alway." Are we in suffering and pain ? " Thou makest all his bed in sickness." Are we tempted to think God has forsaken- us? " I will never leave thee nor forsake thee." " My kindness shall not depart from thee." " He will ever be mindful pf His covenant." Yes, far more mindful of His promises than we are to claim them. " Taking hold of His Covenant" is mentioned among things that please Him. He looks upon His promises that He may remember. Oh ! why do we not present them to Him oftener ? TADDY'S HIGH- CLASS TOBACCOS. ALL SMOKERS SHOULD TRY TADDY'S UNRIVALLED MYRTLE GROT!.
