CAUTION. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party, shall be found within the territories of the other party." " In no east, nor under any consideration whatever, $ hall the High Coniraeting Parties be hound to surrender their ottm tubjeeit, whether by birth or naturalisation" The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. METROPOLITAN POLICE DISTRICT, it— AG- ENCE EINANCIERE OP GENEVA. • j This is a limited liability company, registered in Genera on the 9th April, 1887. The names of the registered association are as follows:— C. A. Leppert; manager. H. Stoeusse, small tradesman. H. Cartier, small tradesman. F. Willeumier, journeyman upholsterer. G. Kling, small tradesman. G. Reugg, clerk in the Agence. The majority of the members, it will be observed, are apparently not capitalists, and, in the opinion of the Swiss police, are men of straw, who have obliged Lepperf; by signing their names to the articles of association. Leppert is not known as a man of considerable means. He failed in business as a banker some years ago, was prosecuted for fraud, and on the 28th February, 1883, was sentenced to four months' imprisonment for having obtained 65,500 francs by- worthless cheques on a Berlin firm. None of those whose names are given above are Englishmen. The circular which has been issued is written by an Englishman, and the paper uted in several of the issues is of English make, which indicates participation in the venture on the part of an Englishman or Englishmen. The style of the circular suspiciously resembles that of the late prospectus issued by Williams & Co. ( alias Murray and W. Kurr), and of the advertisements connected with the preTious transactions of these persons. It has been ascertained that W. Kurr, the notorious convict, attends daily at the office of the Agence Financiere. Leppert was the banker of Williams & Co., and, in the opinion of the Swiss police, the prospectus and the funds for working the undertaking emanate from W. Kurr. The Agence commence operations in this country by issuing a circular, k which they give, as references, the names of gentlemen of the highest respectability. These gentlemen never authorised the use of their names in connection with the Agence at all. Their names were appended to the certificates of character of one of the applicants for the post of local manager of the " Agence " in this country. The Manager of the Agence has since explained that they were misled in this matter by the applicant referred to ; into the merits of this matter there is no occasion to enter; the fact remains that they issued, as references with regard to the Agence, the names of gentlemen who were simply references as to the character of an individual applicant for a post under the Agence. Considering the auspices under which the Agence has started, the suspicious circumstances under which its operations in this country have been commenced, it is desirable that the attention of Police should be directed to the scheme of Government Bonds introduced into this country by the Agence. • 24 T H E POLICE G A Z E T T E, TUESDAY, JUNE 21, 1887. THE GIFT OF GOD IS ETERNAL LIFE," Go back in history to the time when the cry came out in the London streets, •" Bring out your dead ! Bring out your dead !" That was the Plague of London. Suppose there had been a man anywhere in London who had found out a medicine that would heal the plague. To his surprise and amazement, when he was dying of the plague, he put the phial to his lips and recovered. He has found out all about it, he has known it for weeks, and he has gone into the streets and never told anybody ! His wife is dying, his children getting stark and stiff, and all those multitudes stricken, and he has never told them ! Why, if he were human, he would rush and tell all of the remedy ; if he were not possessed of an evil spirit he would make it known from end to end of the city that people could be cured. I need not translate this parable. The Empress Helena, it is eaid, being anxious to discover the Cross on which Christ was crucified, had the hill of Calvary dug up, and the three crosses taken from the ground where they were buried. In order to ascertain which was Christ's, they brought a dead man and laid him first on one cross and then © n another. When they laid him on the true cross he came to life again. This is an invention, Wut there is a sublime truth in it. Take the Cross of Christ into the homes of tlje people : they, too, will live. The remedy for the plague- stricken is found. Keep to the Gospel story. Do not leave Jesus Christ out. We need a garrison for Christ in this vast city. London is no Christian city. He who knows it best will weep over it most. We cannot go into any class of society without feeling that the notion of the total destruction of original sin, or the wonderful improvement of it, is flatly contradicted by facts. We are born, under awful responsibility. Oh, that every one would ask himself, " To what purpose was I born and for what end have I come into the world 1" Have I looked at that Cross 1 Have I received life 1 If so, have I told others of the remedy 1 SPUKGEON.
