Particulars concerning persons whose apprehension is sought will be inserted in one issue of thl POLICB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, anl the exact conditions be clearly stated. 8. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, eity, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, emim alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted im the POLICB GAZETTB, must, on their apprehension or recovery, at once transmit tp the Xduuf notice of the fact, refcrri/ ig to the number of the announcement for insertion in lie next iseas. 10. In all eases, the officer signing the request for insertion of any announcement, triB It wholly responsible for any proceedings which may result f> om such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thm noon on Wednesday, and for the Tuesday edition not later than Saturday morning. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any eontideration whatever, shall the High Contracting Parties be bound to rurrertder their own subjtets, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. CAUTION. METROPOLITAN POLICE DISTRICT, i.— AGENCE FIMM3IERE OF GENEVA. This is a limited liability company, registered in Geneva on the 9th April, 1887i. The names of the registered association are as follows:— C. A. Leppert, manager. H. Stoeusse, small tradesman. H. Cartier, small tradesman. F. Willeumier, journeyman upholsterer. G. Kling, small tradesman. G. Beugg, clerk in the Agence. The majority of the members, it will be observed, are apparently not capitalists, and, in the opinion of the Swiss police, are men of straw, who have obliged Leppert by signing their names to the articles of association. Leppert is not known as a man of considerable means. He failed in business as a banker some years ago, was prosecuted for fraud, and on the 28th February, 1883, was sentenced to four months' imprisonment for having oblained 65,50' J francs by worthless cheques on a Berlin firm. None of those whose names are given above are Englishmen. The circular which has been issued is written by an Englishman, and the paper used in several of the issues is of English make, which indicates participation in the venture on the part of an Englishman or Englishmen. The style of the circular suspiciously resembles that of the late prospectus issued by Williams & Co. ( alias Murray and W. Kurr), and of the advertisements connected with the previous transactions of these persons. It has been ascertained that W. Kmr, the notorious convict, attends daily at the office of the Agence Financiere. Leppert was the banker of Williams & Co., and, in the opinion of the Swiss police, the prospectus and the funds for working the undertaking emanate from W. Kurr. The Agence commence operations in this country by issuing a circular, in which they give, as references, the names of gentlemen of the highest respectability. These gentlemen never authorised the use of their names in connection with the Agence at all. Their names were appended to the certificates of character of one of the applicants for the post of local manager of the " Agence " in this country. The Manager of the Agence has since explained that they were misled in this matter by the applicant referred to ; into the merits of this matter there is no occasion to enter; the fact remains that they issue d, as references with rpgard to the Agence, the names of gentlemen who were simply references as to tho character of an individual applicant for a post under tho Agence. Considering the auspices under which the Agence has started, the suspicions circumstances under which its operations in this country have been commenced, it B desirable that the attention of Police should be directed to the scheme of Government Bonds introduced into this country by the Agence. 2 THE POLICE GAZETTE, FKIDAY, JUNE 17, 1887. WATERMAN alias RICHARD SULLIVAN, RAYMOND SULLI- VAN, and RAYMOND FENTON, Office No. 31340, whose apprehension is sought for stealing, 25th ult., from furnished lodgings, 2 purses ( one brown Russia leather, old, one common brown leather), containing £ 9 and 6d. gold and silver, 2 silver bracelets ( one buckle pattern, one plain band), and one small gold watch key- age 36, height 5 ft. 10 in., complexion fresh, hair brown, eyes light hazel, clean shaved, long and prominent nose, scars back of head and outside left leg, blue cross upper part of right arm, birthmark right buttock, double ruptured. 2nd, EMILY FENTON, age 30, tall, rather stout, complexion and hair ( cut short) dark; wears a white sailor straw hat, trimmed red ribbon. Can be identified. 3.— Criminal Investigation Department, C. O.- For forgery- EDWARD ORD, age 37, height 5 ft. 9 or 10 in., complexion ruddy, hair light, eyes blue, stoops, is addicted to drink ; dress, light tweed suit, black hard felt hat. A native of Cowbridge, Glamorganshire, where he was formerly engaged as solicitor, but was struck off the rolls 3rd March, 1886. Warrant issued. 4— C. I. D., C, 0.— For stealing, 23rd ult, a bright chestnut mare, about 15 hands, hind fetlocks white, white zigzag blaze down face, scar on off side under saddle ( result of fractured rib when a yearling), value £ 200; a saddle and bridle, bridle has white front- A MAN, age 38, height 5 ft. 7 in., fair, full face, no whiskers, left eye weak ; dress, light stable suit, hard felt hat. 5.— C I, D,, C. O.— Woodcut portrait and de- scription of GEORGE HENRY MILNES, a'ias MARGETSON, whose apprehension is sought for muti- lation of books and embezzlement, age 50, height 5 ft. 10 in., stout, complexion very fresh, hair light brown, side whiskers ( very slight) and moustache ( cut short) light, prominent eyes, draws his mouth slightly on one side when talking, gentlemanly appearance ; dress ( supposed), dark plaid 3uit, light steel grey overcoat, round felt hat. A native of Huddersfield. Was for- merly a schoolmaster, but lately employed as cashier to a woollen manufacturer. Warrant issued. — C. I. D., C. 0 — Woodcut portrait and de- scription of WILLIAM JOHN BARTHORPE, a bank clerk, whose apprehension is sought for stealing £ 200 and bills of exchange for £ l0,000- age 35, height 5 ft. 9 in., complexion fair, hair brown, moustache light, eyes dark, face sometimes flushed from drink, very small wart on front of neck, s: aron chin, sniffles when 11.— W Division— For carnally knowing a girl, age 14 years and 11 months— DANIEL REARDON, floorcloth printer, age 38, height 5 ft. 8 in., com- plexion dark, hair and heavy moustache very dark, no whiskers ; dress, dark coat and vest, light trousers, side- spring boots ( imitation luttons), black hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDOINL ' 12.— Detective Department.— Absconded 28th ult., wanted for forgery— EDMUND F. DELA ROQUE, a clerk, late of 172, Hollydale Road, Peckham, age 30, height 5 ft. 6 in., square build, complexion fresh, hair, whiskers, beard and mous- tache very light, eyes blue ( one slightly disfigured) ; dress, black frock coat, light trousers, light slate colour overcoat; carried a small black leather bag, and had in his possession a large amount of gold. Formerly in the service of the Allan Steamship Company, and holds a first mate's certificate. Warrant issued. 13.— For fraudulent bankruptcy— FERDINAND CLIFFE, alias BLUT or BLUTH, a tobacconist, lato of 36, Wilson- street, Finsbury, age about 33, height 5 ft. 9 in., complexion sallow, hair ( cut short, curly), and mutton chop whiskers light brown, protruding upper lip. A Russian Pole, but speaks English fluently. Absconded about the beginning of April last, accompanied by a lady. Warrant issued. 14— For fraud— WALTER A. BINGHAM, alias ADAMS, nn agent, late of 27, Bouverie- street, City, and 41, Markham- square, S. W., age 25 to 28, height 5 ft. 10 in., complexion fair, hair, beard ( full) whiskers and moustache brown, good looking, few spots on forehead, walks wide ; dressed respectably. Absconded 8th inst. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 15.— Maidenhead ( Borough).— For fraudulently obtaining £ 7 by means of inserting an advertisement in a local paper— MRS. J. WILSON, age 37, height 6 ft. 5 in., complexion florid, hair ( supposed short) brown, rather eccentric, of ladylike appearance ; dress, long black silk jacket trimmed with deep mourning, black dres3, turban hat, and veil. Warrant issued. 16.— Maidenhead ( Borough).— For stealing, 8th inst., a black heavy mare, aged, hind feet and off fore- foot white, off fetlock joint stiff, white star on fore- head ; 1 bridle head, hemp halter, very old saddle with single girth— FRANK PRENTICE, age 24, height about 5 ft. 7 in., complexion pale, hair dark brown, no wiskers or moustache, " Love" marked on one wrist with a bracelet above, epeaks sharply; dress, light jacket, dark trousers ( much worn at seat), scars with a rent at back of neck, supposed hard felt hat. Has served onboard H M. S. Impregnable. Native of London. Seen riding the mare in the direc- tion of Ascot. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE, 17.— Chipping Wycombe ( Borough).— For steal- ing a brown- red- and- black tweed jacket and a black hard felt hat, 9th ult.— JOHN SMITH, Private 3rd Battn. Oxford Light Infantry, age 30, height 5 ft. 6 in., complexion sallow, hair brown, eyes grey ; dress, supposed stolen jacket and dark trousers. A shoemaker ; native of Olney, Buckinghamshire ; may endeavour to enlist. Information to Head Constable Fraser, Chipping Wycombe. CHESHIRE. 18.— Birkenhead ( County).— Forstealinga boo li ( recovered), 4 lamps, with reflectors, at New Brighton— THOMAS JAMES, age ahout 35, height 5 ft. 10 in , complexion dark, hair and moustache dark brown, eyes ( large and projecting) hazel, slouching walk, round- shouldered, nose rather flat, red, and watery ; dress, black woollen coat and vest, large grease stain on right shoulder, dark striped trousers, lace boots, billycock hat. A native of Kentish Town or Deptford. Warrant issued. Information to Supt. Hindley, County Hall, Birken- head. 19.— Runcorn ( County).— For obtaining money by false pretences— GEORGE FISHER alias PARKIN- SON, age about 35, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache ( slight) brown, eyes dark; dress, dark brown plaid suit, stand up collar, hard felt bat. PORTER alias PARKINSON, age 50 to 60, height 5 ft. 5 or 6 in., complexion pale, hair ( turning grey) and side - whiskers brown, small features; dress, dark coat and vest, dark plaid trousers, stand up collar, high hat, wore a gold chain. talking; well dressed, generally wears button boots and light kid gloves. Absconded 7th ult. May en- deavour to go abroad. Is known at Dover, and sup- posed also at Brighton, Margate, and Folkestone. At present he may be residing at some quiet place just out of the Metropolitan Police District. Warrant issued. 7.— B Division— For obtaining £ 30 by fraud — G. GRAHAM ( right name supposed " MEAD ") age 45 to 50, height 5 ft. 8 in., complexion florid, hair, whiskers, and moustache dark ( turning grey), peculiar cast in right eye; dressed respectably. Is known at the Royal Hotel, Aldershot, and may be found at some wateiing- place. Warrant issued. 8.— J Division.— Woodcut portrait and descrip- tion of JOSEPH WELLER, alias JOSEPH MIT- CHELL, whose apprehension is Eought for stealing .£ 20, age 35, height 5 ft. 6 in., complexion fair, hair, beard, and moustache light brown, eyes grey, oval face; dress, black overcqat and trousers, black hard felt hat with mourning band. Absconded 2nd inst. 9.— K Division.— Woodcut portrait and descrip- tion of HENRY EDWARDS, late station- master at Bow Station, North London Railway, whose apprehen- sion is sought for stealing £ 97 15s , age 55, height 5 ft. 7 in , complexion fresh, hair, moustache ( turning grey) and eyes dark, red nose, flat- footed ; dress, short brown morning coat, black trousers and vest, lace boots, hard felt hat. 10— T Division.— For stealing a red cow and calf, 9th inst.— JAMES ADAMS, age 40, height 5 ft. 9 in., complexion fair, hair, whiskers, and moustache brown, eyes blue; dress, dark speckled coat and vest, cord trousers, lace boots, black hard felt hat. 3 Their practice is to call upon farmers and others, stating that they are endeavouring to raise money for Porter's brother, who is in difficulties, and as a security for the money thus obtained, leave a piece of cloth, which turns out to be of inferior quality and almost useless. Same as described in case No. 25, 20th ult. Warrant issued. Information to Supt. Hollingworth, Huncorn. DURHAM. 20.— Gateshead { Borough).— Woodcut portrait and description of WILLIAM CHAPMAN, whose apprehension is sought for embezzling the moneys of the Corporation, age 27, height about 6 ft. 2 in., square build but very slight, hair cut very short, moustache slight, stoops a little when walking ; dress, generally short light overcoat, light tweed jacket suit ( trousers tight- fitting), hard felt hat, respectable appearance. Was seen about a fortnight since at 47, Crouch Hill Road, Hornsey, London, N. May endeavour to go to New York. Warrant issued. Information to Chief Constable Elliott, Gateshead. EDINBURGHSHIRE. £ 20 REWARD. 21.— Edinburgh ( City).— Woodcut portrait and description of GEORGE CORNELIUS SMITH HAY, whose apprehension is sought for stealing a deposit receipt for .£ 750, at Portobello, 10th ult., forg- ing the endorsement thereon, and obtaining from the Bank of Scotland— A deposit receipt dated 10th inst., in favour of George Hay, 17, Keir- street, Edinburgh, for £ 160, 100 £ 5 Bank of Scotland notes, 14 £ 5 Bank of England notes, £ 7 10s. gold, and 9s. silver— age 30, height 5 ft. 6 in., stout build ( inclined to corpulency), hair ( bald on top) and moustache brown, large eyes, wears glasses, full pale face, high formation of head, stoops when walk- ing, with head supposed slightly inclined to right; dress, black suit, blue tie with white spots, lace boots, black felt hat, respectable appearance ; speaks with a Scotch accent. Has been three times confined as a lunatic ( once in an American asylum), and being addicted to fast living, his brain may again be affected. May be found at hotels, etc., spending money freely, or endeavour to leave the country. The above reward will be paid by the Bank of Scot- land to any person ( other than a Police Officer) for the apprehension and conviction of Hay and recovery of the money, or in proportion to the amount recovered. It is requested that inquiry be made at hotels, out- ward bound vessels, < fcc., and any information obtained immediately communicated to Chief Constable Hen- derson, Edinburgh. ESSEX. 22.— Latchingdon ( County).— For stealing, at illingham, 31at ult., a pilot jacket, velvet collar,, pockets on hips and . left breast, bone buttons ; 3 men's blue- striped shirts, 2 cotton pocket handkerchiefs ( one white and one red), and 1 small pocket- knife— STEPHEN SMITH, age 30, height 5 ft. 7 or 8 in., full face, clean shaved ; dress, stolen jacket, brown tweed vest, hard felt hat, and supposed military boots; has been in the army. Information to Supt. Simmonds, Latchingdon. GLAMORGANSHIRE, 23.— Swansea ( Borough).— For obtaining goods and money by false pretenees- Captain J. T. PAGET, alias WILSON, age 40 to 45, height 5 ft. 4 or 5 in., complexion, whiskers ( short), and moustache dark; dress, dark grey plaid suit and black I owler hat, or black coat, white vest, striped trouser3, and high hat; wore brown kid gloves, a signet ring, and carried a walking stick. Stated he was captain of the s. s. " Venus" Had with him a square white basket, a black American trunk, with leather handles, and a small leather hat box. Carries a silver matchbox with his name engraved thereon. Warrant issued. Information to Captain Colquhoun, Head Con stable, Swansea. HAMPSHIRE. 24.— Portsmouth ( Borough.),— For forging and uttering promissory notes with intent to defraud— C. WILKINSON, alias HARRIS ( false), age about 44, height 5 ft. 6 or 7 in., complexion very dark ( some- what bronzed and colour on cheeks), high cheek bones, long heavy dark moustache ( drooping at corners), medium build, broad shoulders, slightly bow- legged ; dress, military cap with gold band ( gold knob on top and gold- edged peak), dark blue braided coat with two stars and crown on shoulders, trousers to match, side- spring boots and gilt spurs ( uniform of colonel Royal Engineers). Had with him a brown hard felt hat, pair of brown ( large check) trousers, and brown over- coat. Left behind a medium size black portmanteau, brown felt hat, dark grey mixture ribbed suit ( old common, and worn\ and an Army List. Promissory notes purport to be drawn by W. J. Stuart, colonel Royal Engineers, Woolwich. Absconded 20th ult, and stated to have gone to Waterloo. Information to Chief Constable Cosser, Portsmouth. 25.— Southam pton ( Borough).— For stealing, 23rd ult., a grey pony, aged, 12| hands, hog mane, tail cut short, in good condition ; a set of black leather harness, brass mounts, red head front on bridle ; and a village cart, painted black, chocolate wheels picked out red, no back to seat, and a waterproof apron, plaid lining — A MAN, age about 40, height 5 ft. C in., complexion dark, moustache brown, thin weather- beaten face, very narrow- chested, stoops ; dress, dark clothes, brown kid gloves, brown felt hat. Information to Head Constable Breary, Southamp- ton. KENT. 26.— Dartford ( County).— For burglary and steal- ing, 9th inst., an iron safe containing 10 £ 5 Bank of England notes, No. 53604 to 53613, date 11th December, 1886.— TWO MEN ; 1st, age about 19, height 5 ft. 5 or 6 in. ; dress, black cloth sleeve vest, black cord trousers ( torn at bottom), black hard felt hat; 2nd, age about 18, height 5 ft.; dress dark clothes, hard felt hat; both were very dirty and smelt strongly of soot. Information to Supt. Webster, Dartford. 27.— Dover ( Borough).— For neglecting to main- tain his family, leaving them chargeable to the Dover Union— ALFRED PIKE, age 30, short and stout, complexion fair, hair brown, eyes hazel, weak eyes, near- sighted. A fisherman ; native of Dovt r. Warrant issued. Information to Chief Supt. Sanders, Dover. LANCASHIRE. 28.— Blackburn Higher Division ( County).— For stealing, 18th ult., 25 gold wedding rings, 9 carat; 20 gold keeper ditto; 6 wedding rings, 22 carat; 4 Canadian gold lockets, diamond patterns one side; 3 ladies' Canadian gold alberts ( one curb, two link pattern, tassels at ends), 3 gents' breast pins, imita- tion dead gold, stone in centre of each ; 1 lady's silver albert, small fine links ; 2 ladies' dress rings, one set with blue stones and pearls, one set maroon and white stones, 9 carat — A MAN, age about 22, height 5 ft. 5 or 6 in., complexion dark, no whiskers or moustache ; dress, dark jacket, light check trousers, shoes ( much worn), hard billycock hat. Carried a black leather bag. Information to Supt. Barnett, Burnley. 29.— Bury ( County).— For stealing £ 49 gold— RICHARD BIRCH, age 22, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes blue ; dress, black ribbed worsted suit, lace boots, black hard felt hat. Has been employed as cook on board steamers. May endeavour to leave the country. Warrant issued. Information to Supt. Henderson, Bury. 30.— Chorley ( County).- For stealing at Standish, 29th ult., a silver lever watch, No. 30357, maker " Charles Johnson, Wigan," cream colour dial; a silver watch chain, old pattern ( to go round the neck); a pair of neck beads, common blown, to imitate pearls, with gold clasp— A MAN, age 25 to 30, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache light; dress, long overcoat, light shoes, black billycock hat. Information to Supt. Beetham, Chorley. £ 2 REWARD. 31.— Kirkham ( County).— Fcr stealing, 18th ult., a cripper tricycle with bicycle handle, bright steel axle, brass centrts to driving wheels, plated centres to small wheels, spokes in dri. ing wheels bright, black painted frame, new vibrating handle bar which moves up and down in socket, " Parr's Patent" on knob of steering handle— — DIPTHONGE, age about 42, height about 5 ft. 7 or 8 in., complexion sallow, side whiskers brown, speaks with a strong foreign accent; dress, brown tweed suit, black hard billycock hat. Stated he was an interpreter and could speak several languages. The above reward will be paid by Mr. J. Collier, Blackpool, for the apprehension and conviction of Dipthonge and recovery of the tricycle. Information to Supt.
