RBGULATIONS- « , AU announcements for insertion in the POLICE GAZETTE, and all communications upon them fhould be addressed to THE EDITOR OP THB POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as lo stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; avid, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged bi) counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in ihe next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly responsible for any proceedings which may result from such publication. 11. Announcetnents for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Wilting, I25, Strand, London, the sole Agent, who will furnish the rates on application. 14. CAUTION METROPOLITAN POLICE DISTRICT. L— NOTICE. AGrENCE - EINANCIEEE OF GENEVA. This is a limited liability company, registered in Greneya on the 9th April, 1837, The names of the registered association are as follows:— C. A. Leppert, manager. H. Cartier, small tradesman. G. Kling, small tradesman. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1, America ( United States of); 2, Austria- Hungary ; 3, Belgium ; 4, Brazil ; 5, Denmark ; 6, France ; 7, Ger- many ; 8, Guatemala ; 9, Hayti; 10, Italy ; 11, Luxem- burg ; 12, Netherlands ; 13, Russia; 14, Salvador; 15, Spain ; 16, Sweden and Norway ; 17, Switzerland ; 18, Tonga. Any steps with a view to obtain the surrender of a fugitive criminal from Siam, or from the Straits Settlements, should be taken under the Fugitive Offenders Act, 1881, 44 and 45 Vic. c 69. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. H. Stoeusse, small tradesman. F. Willeumier, journeyman upholsterer. The majority of the members, it will be observed, are apparently not capitalists, and, in the opinion of the Swiss police, are men of straw, who have obliged Leppert by signing their names to the articles of association. Leppert is not known as a man of considerable means. He failed in busiuess as a banker some years ago, was prosecuted for fraud, and on the 28th February, 1883, was sentenced to four months' imprisonment for having obtained 65,500 francs by worthless cheques on a Berlin firm. None of those whose names are given above are Englishmen. The circular which has been issued is written by an Englishman, and the paper used in several of the issues is of English make, which indicates participation in the venture on the part of an Englishman or Englishmen. The style of the circular suspiciously resembles that of the late prospectus issued by Williams & Co. ( alias Murray and W. Kurr), and of the advertisements connected with the previous transactions of these persons. It has been ascertained that W. Kurr, the notorious convict, attends daily at the office of the Agence Financiere. Leppert was the banker of Williams & Co., and, in the opinion of the Swiss police, the prospectus and the funds for working the undertaking emanate from W. Kurr. The Agence commence operations in this country by issuing a circular, in which they give, as references, the names of gentlemen of the highest respectability. These gentlemen never authorised the use of their names in connection with the Agence at ail. Their names were appended to the certificates of character of one of the applicants for the post of local manager of the '' Agence" in this country. The Manager of the Agence has since explained that they were misled in this matter by the applicant referred to ; into the merits of this matter there is no occasion to enter; the fact remains that they issued, as references with regard to the Agence, the names of gentlemen who were simply references as to the character of an individual applicant for a post under the Agence. Considering the auspices under which the Agence has started, the suspicious circumstances under which its operations in this country have been commenced, it is desirable that the attention of Police should be directed to the scheme of Government Bonds introduced into this country by the Agence. 2 THE POLICE GAZETTE. CITY OF LONDON. 6.— For fraudulent bankruptcy- FERDINAND CLIFFE, alias BLUT or BLUTH, a tobacconist, late of 36, Wilson- street, Finsbury, age about 33, height 5 ft. | 9 in., complexion sallow, hair ( cut short, curly), and mutton chop whiskers light brown, protruding upper lip. A Russian Pole, but speaks English fluently. Absconded about the beginning of April last, accompanied by a lady. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 7.— Maidenhead ( Borough).— For fraudulently obtaining £ 7 by means of inserting an advertisement in a local paper— MRS. J. WILSON, age 37, height 5 ft. 5 in., complexion florid, hair ( supposed short) brown, rather eccentric, of ladylike appearance ; dress, long black silk jacket trimmed with deep mourning, black dress, turban hat,. and veil. Warrant issued. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE. 8— Chipping Wycombe ( Borough).— For steal- ing a brown- red- and- black tweed jacket and a black hard felt hat, 9th ult.- JOHN SMITH, Private 3rd Battn. Oxford Light Infantry, age 30, height 5 ft. 6 in., complexion sallow, hair brown, eyes grey ; dress, supposed stolen jacket and dark trousers. A shoemaker ; native of Olney, Buckinghamshire ; may endeavour to enlist. Information to Head Constable Fraser, Chipping Wycombe. CAMBRIDGESHIRE. 9.— Bottisham ( County).— For perjury— MARK WATTS, a labourer, age 25, height 5 ft. 4 in., com- plexion fresh, hair, whiskers ( slight), and moustache sandy, eyes hazel, freckled'; dress, black or brown jacket, black double- breasted vest, light drablet trousers and light cloth cap with peak. Was recently seen at Stratford, Essex, singing in the streets, accom- panied by his wife and 3 children. Warrant issued. 10.— Botii'sham ( County).— For fowl stealing at Swaffham, Bulbeck, 7th ult.— WILLIAM COOPER, a labourer, age 47, height 5 ft. 6 in., complexion fair, hair light sandy, eyes grey, front teeth deficient, turns his feet out when walking ; dress, rusty pilot jacket, white slop, cord trousers and light cap with peak. Warrant issued. Information to Supt. Redhouse, Bottisham. 11.— March ( County).— For deserting his 2 chil- dren, 19th April last- JAMES WOODBINE, age 37, height 5 ft. 5 in., complexion, hair, side whiskers, and moustache dark, large mouth, scar on cheek, cast in one or both eyes, is addicted to drink ; dress, drabbet jacket, cord trousers, leather leggings, black soft felt hat. A brickmaker ; native of March. Information to Supt. Burrows, March, Isle of Ely. CARDIGANSHIRE. 12.— Aberystwith ( County).— For stealing a horse ( recovered), at Tregaron, 23rd ult.— DAVID WIL- LIAMS, alias DAVID JONES, age 30, height 5 ft. 5 in , complexion dark, hair dark brown, whiskers and moustache dark, eyes grey. " B" tattooed left arm ; dress, dark cloth jacket and vest, dark broad ribbed cord trousers, dark brown waterproof overcoat, black bowler hat. Sometimes works as striker to a blacksmith. A native of Llanellweth, Radnorshire. Was convicted at Brecon in October, 1884, for horse- stealing, and at Newtown, Montgomeryshire, in the same year in name of James Parry. Warrant issued. Information to Deputy Chief Constable Lloyd. Aberystwith. CHESHIRE. 13.— Runcorn ( County).— For obtaining money by false pretences— GEORGE FISHER alias PARKIN- SON, age about 35, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache ( slight) brown, eyes dark ; dress, dark brown plaid suit, stand up collar, hard felt hat. PORTER alias PARKINSON, age 50 to 60, height 5 ft. 5 or 6 in., complexion pale, hair ( turning grey) and side whiskers brown, small features ; dress, dark coat and vest, dark plaid trousers, stand up collar, high hat, wore a gold chain. Their practice is to call upon farmers and others, stating that they are endeavouring to raise money for Porter's brother, who is in difficulties, and as a security for the money thus obtained, leave a piece of cloth, which turns out to be of inferior quality and almost useless. Same as described in case Mo. 25, 20th ult. Warrant issued. Information to Supt. Hollingworth, Runcorn. 14.— Stockport CBorough).— For failing to report — Supervisee WILLIAM ASHWORTH, Office No. 32838, age 21, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes brown, blue scar right eyebrow, blue mark back of left forearm. Sentenced at Salford Sessions 12th April, 1886, to 12 calendar months and 4 years' police supervision for felony. Well known at Bury and Heywood. Information to the Chief Constable, Borough Police, Stockport. DORSETSHIRE. 15.— Sturminster Newton ( County).— For steal- ing a large sum of money from the National Provincial Bank of England, Stalybridge, 14th ult.— WILLIAM HENRY BREWER, bank accountant, age 45, height about 6 ft., complexion fresh, hair, whiskers, and beard ( turning grey) dark, large peculiar eyes, wears spectacles; dress, brown plaid suit, red tie, black bowler hat. Left Stalbridge by the 6.30 p m. train, 14th inst., having with him a large brown Gladstone bag, and a small black hand bag. Warrant issued. Information to Supt. Grant, Sturminster Newton. HAMPSHIRE. 17.— Portsmouth ( Borough). — For larceny — OLIVER ARTHUR CHARLES, a clerk, baker, and pastrycook, age about 28, height 5 ft. 10 in., complexion fair, slight colour on cheeks, Roman nose, soft voice, quick walk. Has served in the Medical Staff Corps, and is believed to be now attached to that branch of the Army Reserve. Is accompanied by his wife, a native of Ireland, age about 26, height 5 ft. 5 in., com- plexion and hair rather dark. Absconded 11th inst. Warrant issued. 18.— Portsmouth ( Borough),— For forging and uttering promissory notes with intent to defraud— O. WILKINSON, alias HARRIS ( false), age about 44, height 5 ft. 6 or 7 in., complexion very dark ( some- what bronzed and colour on cheeks), high cheek bones, long heavy dark moustache (. drooping at corners), APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT* 2.— Central Office.— Woodcut portrait and de- scription of GEORGE HENRY MILNES, alien MARGETS0N, whose apprehension is sought for muti- lation of books and embezzlement, age 50, height 5 ft. 10 in., stout, complexion very fresh, hair light brown, side whiskers ( very slight) and moustache ( cut short) light, prominent eyes, draws his mouth slightly on one side when talking, gentlemanly appearance ; dress ( supposed), dark plaid suit, light steel grey overcoat, round felthat. A native of Huddersfield. Was for- merly a schoolmaster, but lately employed as cashier to a woollen manufacturer. Warrant issued. 3.— Central Office— Woodcut portrait and de- scription of WILLIAM JOHN BARTHORPE, a bank clerk, whose apprehension is sought for stealing £ 200 and bills of exchange for £ 10,000— age 35, height 5 ft. 9 in., complexion fair, hair brown, moustache light, eyes dark, face sometimes flushed from drink, very small wart on front of neck, scar on chin, sniffles when talking; well dressed, generally wears button boots and light kid gloves- Absconded 7th ult. May en- deavour to go abroad. Is known at Dover, and sup- posed also at Brighton, Margate, and Folkestone. At present he may be residing at some quiet place just out of the Metropolitan Police District. Warrant issued. 4.— G Divisio n.— For larceny ( serwnO— ALBERT LIDDLE, age 18, height 5 ft. 2 or 3 in., complexion f& ir, hair light, eyes blue, oval face, black mark on chin Worn wart; dress, light check jacket, light tweed trou- sers and vest, black felt hat. A native of London; has travelled with Bailey's Steam Circus. 5.— K Division.— Woodcut portrait and descrip- deposit receipt for £ 750, at Portobello, 10th ult., forg- ing the endorsement thereon, and obtaining from the Bank of Scotland— A deposit receipt dated 10th inst., in favour of George Hay, 17, Keir- street, Edinburgh, for £ 160, 100 £ 5 Bank of Scotland notes, 14 £ 5 Bank of England notes, £ 7 10s. golJ, and 9s. silver— age 30, height 5 ft. 6 in., stout build ( inclined to corpulency), hair ( bald on top) and moustache brown, large eyes, wears glasses, full pale face, high formation of head, stoops when walk- ing, with head supposed slightly inclined to right; dress, black suit, blue tie with white spots, lace boots, black felt hat, respectable appearance ; speaks with a Scotch accent. Has been three times confined as a lunatic ( once in an American asylum), and being addicted to fast living, his brain may again be affected. May be found at hotels, etc., spending money freely, or endeavour to leave the country. The above reward will be paid by the Bank of Scot, land to any person ( other than a Police Officer) for the apprehension and conviction of Hay and recovery of the money, or in proportion to the amount recovered. It is requested that inquiry be made at hotels, out- ward bound vessels, < kc., and any information obtained immediately communicated to Chief Constable Hen- derson, Edinburgh. EDINBURGHSHIRE. £ 20 REWARD. 16.— Edinburgh ( City).— Woodcut portrait and description of GEORGE CORNELIUS SMITH HAY, whose apprehension is sought for stealing a TUESDAY, JUNE 7, 1 8 8 7. T H E POLICE GAZETTE. 3 medium build, broad shoulders, slightly bow- legged ; dress, military cap with gold band ( gold knob on top and gold- edged peak), dark blue braided coat with two stars and crown on shoulders, trousers to match, side- spring boots and gilt spurs ( uniform of colonel Royal Engineers). Had with him a brown hard felt hat, pair of brown ( large cheek) trousers, and brown over- coat. Left behind a medium size black portmanteau, brown felt hat, dark grey mixture ribbed suit ( old, common, and worn' 1, and an Army List. Promissory notes purport to be drawn by W. J. Stuart, colonel Royal Engineers, Woolwich. Absconded 20th ult., and stated to have gone to Waterloo. Information to Chief Constable Cosser, Portsmouth 19.— Southampton ( Borough).— For stealing, 23rd ult., a grey pony, aged, 12^ hands, hog mane, tail cut short, in good condition ; a set of black leather harness, brass mounts, red head front on bridle ; and a village cart, painted black, chocolate wheels picked out red no back to seat, and a waterproof apron, plaid lining — A MAN, age about 40, height 5 ft. 6 in., complexion dark, moustache brown, thin weather- beaten face, very narrow- chested, stoops ; dress, dark clothes, brown kid gloves, brown felt hat. Information to Head Constable Breary, Southamp- ton. LANARKSHIRE. 20.— Shettleston ( County).— For several charges of housebreaking committed during the last 12 months— DAVID NAPIER McGREGOR, an iron moulder or quay labourer, age 38, height 5 ft. 6 or 7 in., complexion fresh, hair and small side- whiskers brown, ( otherwise shaved), eyes hazel, round face, broad nose, two fiDgers right hand bent, scar back of head, inside right thigh, left wrist, left leg, and out- side left foot below ankle; dress, short light- grey overcoat, corded suit, hard telt hat, generally wears a collar and scarf. Is a notorious housebreaker ; was convicted before the High Court of Justiciary at Edinburgh 9th June, 1879, and sentenced to 7 years' penal servitude and 5 years' police supervision. Has failed to report himself since October, 1885.— JOHN HARDHIE, age 25 to 30, height 5 ft. 9 in., stout build, complexion ruddy, hair dark brown, moustache light, eyes blue, full round face, stoops slightly when walk- ing, speaks with a Glasgow accent, and is generally hoarse ; dress, black corded jacket and vest, light grey tweed trousers, lace boots, and black hooked- down cap. A quay labourer or fireman ; native of Kinning Park, Glasgow.— CHARLES HUME, alias McDONALD, age 23, height 5 ft. 3 or 4 in., moustache ( slight) light; dress, black corded coat and vest, black cloth trousers, red woollen muffler, lorne shoes, sometimes wears a collar and tie, black hooked- down cap. A rivetter; native of Kinning Park, Glasgow.— JESSIE EWART, alias BRANNIGAN, a prostitute, age 21, height about 5 ft., hair ( cut short in front) light, full round face, lost one tooth in front upper jaw ; dress, black striped shoulder shawl, thibet petticoat, having small white and lavender stripes through dark ground. Warrant issued. Information to Supt. Sentenced at Manchester Sessions, 16th April, 1886, to 5 months' imprisonment and 1 year police supervision forlarceny.— Supervisee JOSEPH THOMAS DRAKE- FORD, Office No. 32960, age 41, height 5 ft. 3 in., com- plexion fresh, hair light brown, eyes grey, small blue scar corner of left eye, cut right forefinger, back of left shoulder, and top of right shoulder ( blue). Sen- tenced at Stafford Sessions, 11th February, 1886, to 15 months' imprisonment and 3 years' police supervision for larceny as bailee.— Supervisee JOHN LYCETT, alias WILLIAMSON, LACY, and DYSON, Office No. 23497, age 33, height 5 ft. 7 in./ complexion sallow, hair dark brown, eyes hazel, scars on head, left eyebrow, cheek, and knee, forehead and right knee, lost 1st left finger. Sentenced at Salford Sessions, 22nd May, 1876, to 7 years' penal servitude and 7 years' police supervi- sion for larceny ( person). Information to the Detective Superintendent, City Police, Manchester. 24.— Liverpool ( City).— For failing to report- License Holder ELIZABETH MOOIIE, alias DALEY and ESTHER KENNEDY, Office No. 31896, age 54, height 5 ft. 1 in., complexion sallow, hair dark brown, eyes brown, pockmarked, scar on noee and right fore- arm, lost 3 top teeth. Sentenced at Surrey Sessions, 6th April, 1880, to 10 years'penal servitude for larceny ( person). Licensed 7th December last. X G 16.— Super- visee JOHN DAVIES, alias WILLIAM WILLIAMS, Office No. 29694, age 69, height 5 ft. 7 in., complexion fresh, hair grey, eyes blue. Sentenced at Birkenhead Sessions, 26th June, 1885, to 6 months' imprisonment and 5 yearfa' police supervision for larceny. Information to the Chief Superintendent, Detective Department, Liverpool. LANCASHIRE. £ 2 REWARD. 21.— Kirkham ( County).— For stealing, 18th ult., a cripper tricycle with bicycle handle, bright steel axle, brass centrfs to driving wheels, plated centres to small wheels, spokes in driving wheels bright, black painted frame, new vibrating handle bar which moves np and down in socket, " Parr's Patent" on knob of steering handle DIPTHONGE, age about 42, height about 5 ft. 7 or 8 in., complexion sallow, side whiskers brown, speaks with a strong foreign accent; dress, brown tweed suit, black hard billycock hat. Stated he was an interpreter and could speak several languages. The above reward will be paid by Mr. J. Collier, Blackpool, for the apprehension and conviction of Dipthonge and recovery of the tricycle. Information to Supt. Stafford, Kirkham. 22.— Prescot ( County).— For larceny ( dwelling)— THOMAS SIDWELL, age 33, height 5 ft. 5 in., com- plexion pale, hair and moustache brown, whiskers very slight, eyes grey, sickly appearance, slightly bow- legged, is fond of playing billiards and pool; dress, dark clothes, respectable appearance. A native of Aigburth, near Liverpool. Warrant issued. Information to Supt. Barker, Prescot. 23.— Manchester ( City).— For failing to report— Superv" s3e LOTTIE ROSS, Office No. 26424, age 25, height 6 ft. 3 in., complexion fresh, hair brown, eyed blue. Sentenced at Salford Sessions, 3rd December, 1883, to 12 months' imprisonment and 4 years' police supervision for larceny. — Supervisee SARAH COWARD, alias RAMFORD, Office No. 27457, age 39, height 5 ft. 1 in., complexion fresh, hair brown, eyes grey, scars on forehead, left temple, bridge of nose, and back of left thumb. On that memorable night, when Israel was redeemed through the blood of the Lamb, God's word of promise was that He would pass through the land to smite the Egyptians : " and when He seeth the blood upon the lintel and on the two side posts, the Lord will pass over the door and will not suffer the destroyer to come in . . . to smite you." The words are more literally translated, Jehovah will spring forward before the door," conveying the forcible idea of Jehovah, shel- tering, by His own outspread wings, the blood- sprinkledhome and thus intercepting the stroke of the destroyer. This brings out the very truth we so much need- viz , that the Lord has placed Himself between the sinner and the slayer. God s law was bound to smite, and smite it did. But whom ? Not the guilty sinner but the guiltless substitute, tha Lord Jesus. He bared His own bosom to the sword which should have pierced me. He groaned beneath the curse which must have overwhelmed me. Ho drank the cup of wrath which must have meant hell for me. And having accomplished this glorious salvation for us, think how, on one hand He yearns that we should rcceive and enjoy it, and on the other, how terrible will he the guilt of those who refuse or neglect. The receiving ; oh ! how easy, lhe missing of the blessing, no less easy. And then the link between Exod. xii. and Isai. xxxi.
