NOTICE, CAUTION. METROPOLITAN POLICE DISTRICT. l.— EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1, America ( United States of); 2, Austria- Hungary ; 3, Belgium ; 4, Brazil ; 5, Denmark ; 6, France ; 7, Ger- many ; 8, Guatemala ; 9, Hayti; 10, Italy ; 11, Luxem- burg ; 12, Netherlands ; 13, Russia; 14, Salvador; 15, Spain ; 16, Sweden and Norway ; 17, Switzerland ; 18, Tonga. Any steps with a view to obtain the surrender of a fugitive criminal from Siam, or from the Straits Settlements, should be taken under the Fugitive Offenders Act, 1881, 44 and 45 Vic. c 69. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. Attention of Police of Counties and Boroughs is called to an Advertisement emanating from the Agence Einan- ciere Geneva, Director. Charles A. Leppert. The Circular gives a list of favourable investments in Government Guaranteed Premium Loans, and gives a long list of 16 References/' including the names of several mem. bers of Parliament. Two members of Parliament have already publicly disclaimed all connection with this " Agence," and I have ascertained that the names of other gentlemen have been given as references without their per- mission. Further enquiry is being made regarding this Agence of Geneva, and in next issue of GAZETTE more information will be given, Meanwhile attention is directed to it, and caution in dealing with the Agence without the fullest inquiry being made is recommended.
