REGULATIONS- « > All announcements for insertion in the POLICB GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAKD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars at to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or boivugh, as the case may be. f Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted T* the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in l he next issue. 10. In all cases, the officer signing the request for insertion of any anno. Mcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musi be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Jjrummond Sj Co.," Post Office Order payable at Charing Cross, Postal Order, or <* Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, IJJJ, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the namber at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICB GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1. America ( United States of); 2, Austria- Hungary; 3, Belgium ; 4, Brazil ; 5, Denmark ; 6, France ; 7, Ger- many ; 8, Guatemala ; 9, Hayti ; 10, Italy ; 11, Luxem- burg ; 12, Netherlands ; 13, Russia; 14, Salvador; 15, Spain ; 16, Sweden and Norway ; 17, Switzerland ; 18, Tonga. Any steps with a view to obtain the surrender of a fugitive criminal from Siam, or from the Straits Settlements, should be taken under the Fugitive Offenders Act, 1881, 44 and 45 Vic. c 69. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. APPREHENSIONS SOUGHT. Botterill, Ket- tering, to any person who shall give such information as shall lead to the discovery and conviction of the murderer or murderers; and the Secretary of State will advise the grant of Her Majesty's Gracious PARDON to any accomplice, not being the person who actually committed the murder, who shall give evidence as shall lead to the like result. YORKSHIRE ( WEST RIDING). 2.— PONTEFRACT ( County).— For the wilful murder of Edward George Copley, gamekeeper, and wounding, with intent to murder, William Illingworth, at Badsworth, near Pontefraet, at 5 a. m., 29th ult.— DAYID PILMOBE, age 25 or 26, height about 5 ft. 9 in., complexion sallow, hair ( cut short) dark brown, beard and whiskers ( slight) dark, eyes brown, thin face, prominent cheek- bones, brown mark from cut or bruise over left, eye and left temple ; dress, blue pilot jacket, dark cord trousers and vest, strong lace boots, greyish- blue peak cap- Had with him a bundle containing pit clothes. A native of Wath or Kilnhurst, near Rother- ham ; late of Cudworth, near Barnsley. — HE Nil Y ROBERTA, age 45, height 5 ft. 6 in., complexion florid, hair ( cut short) light brown, no whiskers or moustache, round face, short neck, broad shoulders, may have a wound on top of head caused by a stick ; dress, black cloth coat and vest, blue cloth trousers, lace boots, black billycock hat. A native of Gringley- on the- Hill, near Bawtry; late of Cudworth, near Barnsley. The above reward will be paid by the Justices of the Upper Osgoldcross Division of the West Riding of York- shire for the apprehension and conviction of Pilmore and Roberts, Warrant issued. METROPOLITAN POLICE DISTRICT 3,— D Division.— Woodcut portrait and descrip- tion of ERNEST CLIN, a Frenchman, whose appre- hension is sought for stealing £ 223, 16th ult.— age 49, short and stout, complexion fresh, hair and moustache dark brown ; dress, dark clothes and high or black felt hat; respectable appearance. Cannot speak English. Warrant issued. 4.— E Division.— For obtaining £ 390 by answer- ing an advertisement in the Matrimonial News— WILLIAM EWART MORAN, alias DK. BLAKE, age 50 ( looks older), height 5 ft. 5 in., complexion pale, hair ( curly at back and bald on top) dark brown ( turn- ing grey), eyes ( sunken) grey, full beard and mous- tache ( turning grey) brown, scar over left eye, large red spot on left cheek- bone, very thick and long eye- brows, prominent forehead, wears a diamond star ring on little finger of left hand, which he cannot remove without being filed off ; dress, probably, brown tweed suit, button boots, high black hat ( a tailor's name in San Francisco on tab of coat and inside hat). This man answered an advertisement in the Matri- monial News, married a woman possessed of the money, and absconded. Supposed wanted in the provinces for similar offences. Warrant issued. 5.— N Division.— For obtaining money from clergymen by false pretences— JOHN ORPIN, age 60, height 5 ft. 4 in., complexion sallow, hair and whiskers grey ; dress, dark brown overcoat, dark mixture tweed under ditto, moleskin trousers and vest, lace boots, black soft felt hat, sometimes wears gaiters, and carries a walking stick. A native of Harrold, Bedford- shire. Was last heard of at Hatfield, Herts. Gives as a reference the Rev. King Carlton, Bedford. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. ABERDEENSHIRE. 6.— Aberdeen { City)— Woodcut portrait and description of ALEXANDER FINLAYSON, whose apprehension is sought for forging and uttering two bills of exchange for £ 200 and £ 250— age 40 to 45, height 5 ft. 9 or 10 in., complexion fresh, hair ( thin on top) dark brown, whiskers ( which he usually wore long but now said to be shaved ofl) brown, eyes ( supposed) grey, oval face, lost right hand and wrist, walks erect with a smart swinging gait, and defective arm generally in coat pocket which almost conceals the defect; dress, dark worsted cloth suit, sometimes a shooting- coat, and at other times a frock coat and high hat. A native of Aberdeen. Absconded about 7 weeks' since, and may now endeavour to leave the country. It is requested that inquiry be made at outward bound vessels, etc., and any information obtained immediately communicated to Supt. Wyness, Aber- deen. BEDFORDSHIRE. 7.— Dunstable ( Borough).— For obtaining by false pretences, 6th inst., a light chestnut Russian mare, aged, 13 hands, round white mark off fetlock ; a set of harness, brass mounts; and a small rustic cart, stained and varnished brown colour, wheels picked out chrome yellow, mail patent axle, maker " A. Kent, Dunstable," on cap— WALTER KING, age 22, height 5 ft. 9 in., complexion fresh, hair and eyes dark ; dress brown tweed jacket, black trousers, military boots ( unstitched at heels), black hard , felt hat. Supposed to have friends at Whaddon, Buckinghamshire, and to have gone to London. Information to Head Constable George, Dunstable. BERKSHIRE. 8.— Wantage ( County).— Tor stealing, 8th inst., a pair of diagonal trousers ( nearly new), flap fronts, white twiU lining, " Hatton, tailor, Wantage and Ox- ford," on band and buttons— A TRAMP, age 35 to 40, height 5 ft. 5 or 6 in., complexion fair, hair ( turning grey) brown ; dress, dark jacket, corduroy trousers, lace boots, black hard felt hat. Information to Supt. Dorrell, Wantage. 9.— Maidenhead ( Borough).— For stealing a silver watch, maker " Benson," glass chipped, with gold albert, long link pattern, attached, and £ 8 10s. gold— FRANK KENDELL, age 23, height 5 ft. in., complexion fresh, hair auburn, eyes blue, crooked nose ; dress, dark clothes, and necktie, with gilt pin, having trace bars suspended, sidespring boots, brown hard felt hat. Native of Warwick- street, Pimlico. Enlisted in the Royal Berks Regiment 7th inst., and absconded 9th inst. May be found at recruiting stations. Information to Supt. Taylor, Maidenhead. 10.— Windsor ( Borough).— For stealing a lady's black mantle, long corded silk black bugle trimmings, two rows of lace round sleeves and body— EGG- BURN, height about 5 ft. 6 in., complexion fair, hair light, dress, long black jacket, fur round sleeve3 and bottom, light dress, black hat trimmed black crape. Warrant issued. Information to Supt. Hayes, Windsor. BUCKINGHAMSHIRE. 11.— Chipping Wycombe { Borough).— For em- bezzlement— JOSEPH SEATON SLOANE, age 29 ( looks younger), height 5 ft. 5J in., complexion fresh, hair ( very thin) dark brown, moustache very slight ; dress, dark clothes, generally wears a light drab over- coat- Left Windsor 2nd inst., supposed for Chiswick. May endeavour to enlist or get employment as draper's assistant. Likely to visit Aldershot and Albany- street Barracks. A native of Bicester. Warrant issued. Information to Supt. Fraser, Chipping Wycombe. CHESHIRE. 12.— Altrincham ( County).— For stealing £ 2— PATRICK KENNA, age 14, height 4 ft., complexion fresh, hair dark brown; dress, cotton cord suit, Scotch cap with red nob on top, lace boots. A native of Tim- perley, Cheshire. Warrant issued. 13.— Altrincham ( County).— For stealing £ 17 gold and £ 1 silver — SARAH CAILCROSS alias CAMEROSS, PAPER and PARCEL, age 46, height 4 ft. 11 in., complexion sallow, hoir dark brown, eyes brown, abscess mark on forehead, lost about 4 front upper teeth, high cheek bones, narrow chin ; dress, long brown or grey ulster ( tight titting), black straw hat, trimmed black feather. Was last heard of at Sea- combe near Birkenhead. May be found on steamers or barges on canals. Warrant issued. 14.— Altrjncham ( County).— For failing to report — License Holder EDWARD F. SEAGRAYE, Office No. 32632, age 37, height 5 ft. 4 in., complexion dark, hair dark brown, eyes blue, scars left temple, left thumb and forefinger, right littls finger slightly beDt, G. L. Downes, Broxton. 16.— Stockport ( Borough).— For stealing 10th inst. a lady's silver Geneva watch, No. 12134, silver albert guard with tasssel attached - THOMAS MORRIS, age 16, height 5 ft. 10 in., hair dark ; dress, dark tweed jacket, trousers, and vest, white muffler, lace boots, double peak cap. May be found at Winsford or Liver pool. Information to Lieut.- Col. Staples, Chief Constable, Stockport. GLOUCESTERSHIRE. 17— Cheltenham ( County).— For failing to report License Holder, GEO ROBBINS, Office No. 29729, age 40, height 6 ft. 5 in., complexion sallow, hair dark brown, eyes light grey, right arm injured and bent, round shouldered, nose fractured, scars centre of fore- head and right thumb ; sentenced at Gloucester, 1st July, 1880, to 7 years' penal servitude and 5 years police supervision for larceny. HEREFORD. 18.— Leominster( County).— For obtaining money by stating he was agent for the Liverpool Victoria Friendly Society— THOMAS JACKSON, alias THOMPSON, age about 38, height 5 ft. 8 in., slight, complexion swarthy, hair ( turning grey) light, whiskers and moustache sandy, eyes sunken ( blue), lisps, front teeth project; dress, plaid snuff- colour coat and vest, pepper- and salt mixture trousers. Warrant issued. Information to Supt. Strangward, Leominster. HERTFORDSHIRE. 19.— Ware ( County). — For burglary at Hatfield, 8th inst.— A MAN, age about 35, height 5 ft. 8 or 9 in.; hair and moustache ( slight) dark, very red nose and face; dress, dark clothes. Was seen at Hitchin 9th inst. accompanied by Mary Ann Smith.( Case No. 39). Information to Supt. Hilton, Ware. HUNTINGDONSHIRE. 20.— Ramsey ( County).— For obtaining a pair of boots by false pretences— SAMUEL LINES, alias SAMUEL CRANE, PETER PEARSON, < tc., age 38, height 5 ft. 5 in., complexion fresh, hair dark brown, whiskers sandy ( may have shaved), eyes grey, mole above eye, scar from abscess left javy; dress, grey jacket, cord vest, partridge cord trousers, heavy lace boots. A labourer. Has worked in the Lincolnshire Fens and tramped the country. Absconded 25th ult. Is also wanted at Watford, Herts. Warrant issued. 21.— Ramsey ( County).— For stealing a pair of black diagonal trousers ( recovered)— HENRY WAL- KER, age 25 to 30, height 5 ft 6 or 7 in., complexion fair, hair brown, moustache slight, tattooed on arm, peculiar front teeth; dress, dark coat, light striped trousers, black felt hat. A tramping painter ; sup- posed native of Birmingham. Was at Peterborough on the evening of 29th ult. Information to Supt. Hibbins, Ramsey. LANCASHIRE. 22.— Bacup ( County).— For failing to report— Su- pervisee JAMES WATSON Office No. 26468, age 46, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, fleshy lump on forehead, mole right eye- brow, left shoulder has been fractured. Sentenced at Preston 22nd May, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny. F 440. Information to Supt. Norris, Bacup. 23.— Old Trafford ( County).— For larceny ( from a child)— License Holder ELIZABETH EVANS, Office No. 32331, age 37, height 4 ft. 11 in., complexion fresh, hair light brown, eyes blue, lost 3 three top teeth, scars 1st and 2nd right fingers. Sentenced at Man- clie3ter, 3rd October, 1883, to 5 years' penal servitude and 3 years' police supervision for larceny. Licensed lst February, 1887. J 94. Sentenced at Liverpool Sessions 7th July, 1882, to 5 years' penal servitude for shoplifting. Licensed 14th October last. Sentenced at Salford Sessions 27th February, 1882, to 18 months' hard labour and 7 years' police supervision for larceny ( person).— Supervisee ELIZABETH SMITH, alias WALPOLE and SNOW- DEN, age 37, height 4 ft. 11 in., complexion fresh, hair light brown, eyes blue, mole right of chin. Sentenced at Manchester Sessions 10th April, 1879, to 15 months' imprisonment and 7 years' police supervision for larceny.— Supervisee MARTIN CULLEN, Office No. 32834, age 32, height 5 ft. 5 in, complexion fresh, hair dark brown, eyes grey, scars left of face and on eye- brows, mole right cheek, legs crooked. Sentenced at Salford Sessions 12th April, 1886, to 12 months' im- prisonment and 4 years' police supervision for larceny. — Supervisee FREDERICK HARRIS, Office No. 30958, age 2], height 5 ft. 7 in., complexion fresh, hair dark hrown, eyes brown, 2 moles left of neck, blue mark left arm. Sentenced at Salford Sessions 6th July, 1885, to 12 months' imprisonment and 4 years' police supervision for housebreaking.— Supervisee JOHN LAYHEY, Office No. 32616, age 39, height 5 ft. 11 in., complexion sallow, hair dark brown, eyes grey, scars left eyebrow, left of nose, knees, and left groin, boil marks on body, blue mark bridge of nose and [ upper lip, nose crooked. Sentenced at Preston Sessions 30th June, 1886, to 9 months' imprisonment and 4 years' police supervision for larceny.— License Holder JOSEPH WHITE, alias MYCOCK and KEN- YON, Office No. 32276, age 41, height 5 ft. 6 in., com plexion fair, hair dark brown, eyes blue, marks of corporal punishment, anchor, cable, cannon, boat, bird, and flower right arm, crossed flags back of right hand, sailor, crossed flags, sword, bust, and sailor with cutlass left forearm. Sentenced at Salford Sessions 23rd June, 1881, to 7 years' penal servitude and 7 years' police supervision for fowl- stealing. Licensed 31st January, 1887.— License Holder JOSEPH SPELLMAN, alias SHELLMAN, Office No. 31241, age 28, height 5 ft. 3 in., complexion fresh, hair dark brown, eye3 hazel, scars top and back of head, fore- head, end of right middle finger, end of left thumb, left foot, and back of left hand. Sentenced at Man Chester Sessions, 10th February, 1881, to 7 years' penal servitude and 7 years' police supervision for larceny. Licensed 7th August last. Information to the Deputy Chief Constable, City Police, Manchester. 26.— Salford ( Borough).— Woodcut portrait and description of CHARLES PREST, whose apprehension to be accompanied by a woman, age about 45, height 5 ft. 5 or 6 in., complexion fresh, hair nearly white; dressed respectably, has the appearance of a nurse. Warrant issued. Information to the Chief Constable, Town flail Salford. is sought for forging a cheque for £ 273— age 29, height 5 ft. 8 or 9 in., complexion sallow, hair and moustache ( slight) light, little or no whiskers, takes long strides when walking, and leans slightly to right side, sligLt impediment in speech ; dressed respectably, usually in black frock coat. Is said to be in bad health, and is now assuming the appearance of an old man, probably disguised with grey or white whiskers. Is suppposed LEICESTERSHIRE. 27.— Leicester ( Borough).— For forgery and steal- ing a cheque for .£ 18 16s. lOd , 27th ult.— A MAN age about 30, height 5 ft. 8 or 9 inches, complexion fair, moustache ( slight) and side whiskers light; dress dust overcoat, dark suit, lace boots, black billycock hat; appearance of a commercial traveller. Carried a small black bag. Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 28.— Lincoln ( City).— For embezzling £ 27— WILLIAM HENRY HOPTON, colour- sergeant, Depot Lincolnshire Regiment, age 23, height 5 ft. 7 in., com- plexion swarthy, hair- and moustache black, scar left cheek from small shot wound, A. L. tattooed on one arm ; dress, light dust overcoat, light check suit, nearly white necktie, fawn- cplour hard felt hat. Had with him a black hand- bag supposed to contain his regi- mentals. Was previously a sailor. Absconded 30th ult. Warrant issued. Information to Chief Constable Mansell, Lincoln. APPREHENSIONS SOUGHT EDINBURGHSHIRE. £ 20 REWARD. 73.— Edinburgh { City).— For stealing a deposit receipt for £ 750, at Portobello, 10th inst., forging the endorsement thereon, and obtaining from the Bank of of Scotland— A deposit receipt dated 10th inst., in favour of George Hay, 17, Keir- street, Edinburgh, for £ 160, 100 £ 5 Bank of Scotland notes, 14 £ 5 Bank of England notes, £ 7 10s. gold, and 9s. silver— GEORGE CORNELIUS SMITH HAY, age 30, height 5 ft. 6 in., stout build ( inclined to corpuleucy), hair ( bald on top) and moustache brown, large eyes, wears glasses, full pale face, high formation of head, stoops when walk- ing, with head supposed slightly inclined to right; dress, black suit, blue tie with white spots, lace boots, black felt hat, respectable appearance ; speaks with a Scotch accent. Has been three times confined as a lunatic ( once in an American asylum), and being aIdicted to fast living, his brain may again be affected. May be found at hotels, etc., spending money freely, or endeavour to leave the country. The above reward will be paid by the Bank of Scot- land to any person ( other than a Police Officer) for the apprehension and conviction of Hay and recovery of the money, or in proportion to the amount recovered. Their practice is to call upon clergymen, farmers, and others, carry ing with them two or three parcels of cloth wrapped in black linen, and solicit orders for suits of clothes representing that Fisher is in great trouble through having become security for his brother- in- law, that the creditors are pressing him for the auount, and in order to save his business he is endeavouring to raise sufficient money to meet their demands; also, that his wife is in an asylum, having lost her reason through this trouble. On the strength of this statement they usually obtain an order, but stale they are in very straitened circumstances, and ask that the whole or portion of the money may be advanced, on receipt of which they immediately decamp.
