POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SEKIES. FRIDAY, MAY 6, 1887. VOL. IV., No. 350. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered the name and address of some person responsible for the paytnent must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit it the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Brummond $ Co.,' 1 Post Office Order payable at Charing Cros's, Postal Order, or in Stamps. 13. MURDER • <£ 100 REWARD i.— NORTHAMPTONSHIRE, NOTICE. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1, America ( United States of); 2, Austria- Hungary; 3, Belgium ; 4, Brazil ; 5, Denmark ; 6, France ; 7, Ger- many ; 8, Guatemala ; 9, Hayti; 10, Italy ; 11, Luxem- burg ; 12, Netherlands ; ' 3, Russia,; 14, Salvador; 15, Spain ; 16, Sweden ana Norway ; 17, Switzerland ; 18, Tonga. Any steps with a view to obtain the surrender of a fugitive criminal from Siam, or from the Straits Settlements, should be taken under the Fugitive Offenders Act, 1881, 44 and 45 Vic. c 69. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. WHEREAS, on the night of the 24th December last, SAMUEL OSBORN, aged 78, living alone in a cottage at No. 3 Court, New land- street, Kettering, was brutally mur- dered by some person or persons unknown, A reward of £ 100 will be paid by Supt. Botterill, Ket- tering, to any person who shall give such information as shall lead to the discovery and conviction of the murderer or murderers; and the Secretary of State will advise the grant of Her Majesty's Gracious PARDON to any accomplice, not being the person who actually committed the murder, who shall give evidence as shall lead to the like result. YORKSHIRE ( WEST RIDING). 2 — PONTEFRACT ( County).— For the wilful murder of Edward George Copley, gamekeeper, and wounding, with intent to murder, William Illingworth, at Badsworth, near Pontefraet, at 5 a. m., 29th ult.— DAVID PILMORE, age 25 or 26, height about 5 ft. 9 in., complexion sallow, hair ( cut short) dark brown, beard and whiskers ( slight) dark, eyes brown, thin face, prominent cheek bones, brown mark from cut or bruise over left eye and left temple ; dress, blue pilot jacket, dark cord trousers and vest, strong lace boots, greyish blue peak cap. Had with him a bundle containing pit clothes. A native of Watli or Kilnhurst, near Rother- ham ; late of Cudworth, near Barnsley. — HENRY EOBERTS, age 45, height 5 ft. 6 in., complexion florid, hair ( cut short) light brown, no whiskers or moustache, round face, short neck, broad shoulders, may have a wound on top of head caused by a stick; dress, black cloth coat and vest, blue cloth trousers, lace boots, black billycock hat. A native of Gringley- on the- Hill, near Bawtry; late of Cudworth, near Barnsley. Warrant issued. Information to Supt. Whincup, Pontefract. METROPOLITAN POLICE DISTRICT* 3.— D Division.— Woodcut portrait and descrip- tion of ERNEST CLIN, a Frenchman, whose appre- hension is sought for stealing £ 223, 16th ult.— age 49, short and stout, complexion fresh, hair and moustache dark brown ; dress, dark clothes and high or black felt hat; respectable appearance. Cannot speak English. Warrant issued. 4.— E Division.— For obtaining £ 390 by answer- ing an advertisement in the Matrimonial News— WILLIAM EWART MORAN, alias DR. BLAKE, age 50 ( looks older), height 5 ft. 5 in., complexion pale, hair ( curly at back and bald on top) dark brown ( turn- ing grey), eyes ( sunken) grey, full beard and mous- tache ( turning grey) brown, scar over left eye, large red spot on left cheek- bone, very thick and long eye- brows, prominent forehead, wears a diamond star ring on little finger of left hand, which he cannot remove without being filed off: dress, probably, brown tweed suit, button boots, high black hat ( a tailor's name in San Francisco on tab of coat and inside hat). This man answered an advertisement in the Matri- monial Newt, married a woman possessed of the money, and absconded. Supposed wanted in the provinces for similar offences. Warrant iesued. 5/- G Division.— For stealing, 26th ult.- A lady's gold open- face Geneva watch, gold dial, a long gold fancy link pattern neckchain attached, 2 lady's gold rings ( one 18c. set corals and diamond, 1 blue stones, one stone deficient), 1 round gold brooch, ear- rings to match, 1 black velvet hat ( trimmed black satin, beads), and £ 3 gold— EMILY SPINALER, cook, age 35, medium height and build, complexion fair, hair ( cut short}, fringe on forehead, light dress, black skirt, brown linsey polonaise, and the stolen hat. A native of Birmingham. 6.— G Division.— For forgery and fraud— ROBERT WILLIAM FENDALL, age 40, height 5 ft. 7 in., complexion fair, hair and tuft on chin light; dress, dark clothes, respestabje appearance; served in the 11th Hussars. Warrant issued. 7.— P Division.— For larceny ( servant)— FRANK COLLETT, alias SMERRICK, age 44, height 5 ft. 4 in., complexion fair, hair grey, long face, scar under left eye, pockpitted, clean shaved, flat nose, high forehead ; dress, blue serge coat, brown trousers, lace boots, hard felt hat. A butcher. Is well known at Bristol and Birmingham. 8.— P Division.— For stealing 1 gold watch, 1 silver ditto, and some clothing, 18th ult.— SUSAN WRIGHT, age 18, height 5 ft- 4 in., complexion fair, hair light, eyes blue ; dress, dark clothes. Is known to Mrs. Cork, 38, Kemp- street, Trafalgar- street, Brighton whom she may visit. 9.— V Division.— For larceny ( servant) ( see case No. 5, 7th January last)— ALFRED ROWE, age about 30, height 6 ft. 10 or 11 in., complexion sallow, hair dark brown, eyes brown, thick set, rather large face, slight hesitation in speech. Has been employed as inspector of the Royal Society for Prevention of Cruelty to Animals, and stationed at Brighton, East- bourne, Hastings, Yarmouth, Northampton, Bristol, and Chichester, where he is well known to the police. Has friends residing at Ampfield, Hampshire, and Tredegar- place, Newport, Monmouth. Warrant issued. 10.— V Division.— For stealing a quantity of linen from furnished apartments— FLORENCE H. THOM- SON, age about 45, height 5 ft. 4 in., complexion and hair dark, quiet spoken ; dress, velvet jacket, trimmed astracan, light skirt, green spots down front, black silk polonaise ( much worn), black beaded bonnet and veil. Supposed native of Bootle. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CHESHTRET 11.— Broxton ( County).— For stealing a silver lever watch, No. 41506, maker " Wolfe, Manchester,' engine- turned case, white dial, steel hands— HARRY MILLS, Private, No. 2443, Cheshire Regiment, age 21, height 5 ft. 8} in., complexion swarthy, hair dark brown, eyes hazel, pockpitted, " G. Oliver," " H. Mills," and '• T. L." left forearm ; dress, supposed, brown tweed jacket and vest, light tweed trousers, side- spring boots. Stated he was a native of 14, View- street, High- street, Putney. Warrant issued. Information to Supt. Downes, Broxton. ESSEX. 12.— Brentwood ( County).— Forstealing a silver watch ( recovered), 28th ult.— WILLIAM McGREGOR, a navvy, age about 50, height 5 ft. 7 or 8 in., complexion fresh, hair dark, whiskers ( cut short) and turning grey ; dress, blue cloth coat, light speckled tweed vest, dark striped moleskin trousers. Information to Supt. Dobson, Brentwood, HAMPSHIRE. 13.— Portsmouth ( Borough).— For forging and uttering a cheque on the London and Westminster Bank ( Lothbury Branch)— T. W. ANDERSON ( sup- posed false), age about 38, height 5 ft. 8 or 9 in., com - plexion, hair, and moustache dark, long neck, mole on cheek ( supposed left), nods his head and has nervou3 twitchings of right eye and face when talking, haggard look, of military appearance and good address; fre- quents public- house bars, and is of rather intemperate habits; dress, dark lounge suit, dark spotted necktie, white turn- down collar, side- spring boots, brown felt hat or braided cap with peak, carried a medium- sized black portmanteau. Stated he was a traveller in the wine and spirit trade. Warrant issued. Information to Chief Constable Cosser, Central Police Station, Portsmouth. LANCASHIRE. 14.— Bacup ( County).— For failing to report— License Holder THOMAS BARNES, Office No. 32462, age 40, height 5 ft. 4 in., complexion sallow, hair dark brown, eyes grey, scars back of head, left eyebrow, left of nose, and knuckle of first left finger, moles right armpit, between shoulders, and near navel. Sentenced at Preston Sessions 2nd July, 1879, to 10 years penal servitude, and 7 years police supervision for housebreaking and larceny. Licensed 4th March last. Y F 752. Information to Supt. Norris, Lancashire Constabu- lary, Bacup. 15— Bury ( County).— For obtaining money by stating he was sent by the landlord to collect the rent — A MAN, age about 20, height about 5 ft. 6 or 7 in., complexion fresh, no whiskers or moustache, full face, appearance of a dyer, as his hands were stained a yellow or orange colour ; dress, black ribbed coat, light cloth vest and trousers, white silk tie, lace boots, black billycock hat. Information to Supt. Henderson, Town Hall, Bury. 16.— Liverpool { City).— For obtaining money by false pretences— JOHN G. TOOMEY, age about 21, height 5 ft. 8 in., clean shaved, small eyes, large mouth; dress, dark blue serge suit, and steward's cap. His practice is to call upon naval officers and clergy- men, represent himself to be a ship's steward, and that he is about to join H. M. S. Penelope at Harwich, but is without funds to cover his travelling expenses. Information to Chief Supt. Williams, Liverpool. 17.— Salford ( Borough).— Woodcut portrait and description of CHARLES PREST, whose apprehension is sought for forging a cheque for £ 273— age 29, height 5 ft. 8 or 9 in., complexion sallow, hair and moustache ( slight) light, little or no whiskers, takes long strides when walking, and leans slightly to right side, slight impediment in speech ; dressed respectably, usually in black frock coat. Is said to be in bad health, and is now assuming the appearance of an old man, probably disguised with grey or white whiskers. Is suppposed to be accompanied by a woman, age about 45, height 5 ft. 5 or 6 in., complexion fresh, hair nearly white ; dressed respectably, and has the appearance of a nurse- Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 18.— Lincoln ( City).— For embezzling £ 27— WILLIAM HENRY HOPTON, colour- sergeant, Depot Cheshire Regiment, age 29, height 5 ft. 7 in., com- plexion swarthy, hair and moustache black, abscess scar on left cheek ; dress, light dust overcoat, light FRIDAY, MAY 6, 1887. T H E POLICE GAZETTE. 3 check suit and necktie, fawn- colour hard felt hat Had with him a black hand- bag supposed to contain his regimentals. Was previously a sailor, and speaks with a slight American accent. Absconded 30th ult. Warrant issued. Information to Chief Constable Mansell, Lincoln. MONMOUTHSHIRE. 19.— Pontypool ( County).— For stealing a gold watch and several silver watches entrusted to him to repair, 5th ult,— JOHN" FORRESTER, a clock cleaner, age about 41, height 5 ft. 4 or 5 in., complexion sallow, hair ( rather curly) dark brown, eyes dark walks a little lame. Supposed native of Manchester or neighbourhood. Has worked at Hull, St. Helen's, and Cardiff. His wife anu children are now supposed to be living near Wednesbury. Warrant issued. Information to Supt. Whitfield, Pontypool. 20.— Newport ( Borough).— For failing to report- License Holder JOHN SMITH, alias THOMAS EVANS, GEORGE WILLIAMS, GEORGE THOMAS, and JAMES PARRY, Office No. 3- 2303, age 37, height 5 ft. 6 in., complexion fresh, hair light brown, eyes grey, scars left of head, left cheek, back of right hand and left shin, several moles left of neck. Sentenced at Gloucester Assizes, 13th February, 1883, to 5 years' penal servitude for larceny. Licensed 31st January last. A J 415. Information to Head Constable Sinclair, Newport, Monmouthshire. NORFOLK. 21.— Holt ( County).— For indecently assaulting and attempting to carnally know his daughter, age 14 — GEORGE HENRY CAWSTON or CARSTON, age 52, height 5 ft. 11 in., complexion sallow, hair ( turn- ing grey) dark, eyes ( sunken) brown, small side whiskers, thin oval face, sharp chin, knock- kneed; dress, white navvy's slop, mended with sacking at back, cord trousers, heavy lace boots, soft felt hat. A native of Felbrigg, Norfolk. May be found at rail- way works or brick- fields. Has worked in Essex and Yorkshire. Warrant issued. Information to Supt. Parr, Holt. 22.— Great Yarmouth ( Borough).— On a warrant of commitment— JOHN COOPER, a printer, and late overseer of the Borough, age 66, height 5 ft. 10 in., very stout, complexion fresh, hair ( turning grey) brown, slight side whiskers, flat- footed ; dress, brown overcoat, black cloth suit, silk hat. Has a son a clergyman near Whitehaven, Cumberland, and one at Halifax, York- shire ; also one walking one of the London hospitals. Absconded about 26th March last. Information to Chief Constable Brogden, Great Yarmouth. ROXBURGHSHIRE. 23.— Jedburgh ( County).— For embezzlement— CHARLES PATTERSON, age 43, height 6 ft., com plexion fair, hair brown, eyes grey, whiskers and mous tache reddish, thin face, walks very erect, smart ap- pearance ; dress, dark tweed suit, brown or dark hard felt hat. A native of Roxburghshire. May be found hawking drapery goods or tea, or employed on some hill farm during the lambing season. Warrant issued. Information to Chief Constable Porter, Jedburgh. SHROPSHIRE. 24.— Oswestry ( County).— For stealing 1 brown cloth coat, 1 pepper- and- salt mixture vest, 1 woollen scarf, 1 red- and- brown mixture shirt, 2 cotton hand- kerchiefs, a double- peak cap, and £ 1 10s., 14th ult.— THOMAS JONES, age 25, height 5 ft. 10 in., hair and moustache ( slight) light, blind left eye, large round features ; dress, light grey jacket, cord trousers, cap and clogs. A labourer; native of Trefonen. Took train from Shrewsbury to Cardiff 14th ult. May be found at Salvation Army meetings. Information to Deputy Chief Constable Gough, Oswestry. STAFFORDSHIRE. 25.— N'Bwcastle- under- Lyme ( Borough).— For obtaining by fraud, llth ult., a bay cart- horse, 4 years, 15 hands, white face, scar below fetlock near hind leg — THOMAS HOLMES ( supposed false), a low horse dealer, age about 50, height 5 ft. 7 or 8 in., stout build, complexion fresh ; dress, brown or frieze overcoat, black hard felt hat. Stated he was an auctioneer, and came from Manchester.— JOHN KEY, age 45 to 50, height 6 ft, complexion fresh, whiskers dark ; dress, black cloth suit, black soft felt hat. A low horse- dealer ; attends markets and fairs. Warrant issued. Information to Chief Constable Dutton, Newcastle- under- Lyme. SUSSEX ( EAST). 26— Hailsham ( County).— For embezzlement— JOHN BURGESS, age 4C, height 5 ft. 6 or 7 in., com- plexion fair, hair ( thin on top) light brown, whiskers and moustache light, bow- legged. Warrant issued. Information to Supt. Renville, Hailsham. 27.— Brighton ( Borough). — For housebreaking and stealing £ 225 gold and £ 25 Bilver- GEORGE PESKETT, age 18, height 5 ft. 7 in., complexion dark, hair dark brown, eyes hazel, scar on upper lip near right corner of mouth ; dress, blue uniform coat, hooked to neck, with old brown coat over, slovenly appearance. A native of Brighton. Information to Chief Constable Terry, Brighton. WARWICKSHIRE. 28.— Coventry ( City).— Woodcut portrait and description of WALTER WILLIAM NEALE, a soli citor, whose apprehension is sought for forgery, fraud, and embezzlement— age about 42, height about 5 ft. 3 in., complexion sallow, hair ( rather thin on top) brown, moustache ( slight) sandy, no beard or whiskers, very round head, sloping forehead, broad fat flabby face, flat nose slightly indented, dimple in chin, stout and thick set, short thick neck, large fat hands. Ab- sconded 24th ult. Warrant issued. Information to Chief Constable NorrLs, Coventry. 29.— Leamington ( Borough).— For stealing, 16th ult., a silver open- face Geneva watch, crystal glass, " O. Court" scratched inside case ; silver albert chain, curb pattern, with locket attached ; 1 black cloth ribbed morning coat and vest; 1 red silk handkerchief, flowered ; I white silk muffler, with stripes; 1 white handkerchief, blue spotted border; 1 china vase, finger pattern, lilies of the valley painted thereon— A MAN, age 38, height 5 ft. 3 or 4 in., stout build, com- plexion fair, long straight nose, hair and moustache ( heavy) sandy, whiskers about a week's growth; dress, brown plaid jacket, drab vest, light trousers, lace boots. Carried a square brown basket with handle at top and two straps round, and a large green carpet- bag. Stated he was a second- hand clothes dealer, and resided in Summer- lane, Birmingham. WILTSHIRE. 80— Hindon ( County).— For larceny— JOHN CHRISTOPHER, age 30 to 35, height 6 ft., complexion fair, hair brown, eyes grey, moustache long ; dress, white slop, black coat, grey cloth trousers, lace boots, soft felt hat. A native of Chesilborne, Dorset. Warrant issued. Information to Supt. Bull, Hindon. 31.— Warminster ( County).— For embezzling £ i 14s. 6d— HENRY LEY ELLIOTT, an ironmonger's clerk, age 40 to 45, height 5 ft. 7 in., complexion, hair ( turning grey), small whiskers round face, and mous- tache dark, eyes brown, false tooth in front upper jaw ; is addicted to drink, and was formerly in business at Exeter as an ironmonger; dress, black cloth frock coat, dark mixture trousers, high black hat. A native of Exeter. Warrant issued. Information to Supt. Perrett, Warminster. WORCESTERSHIRE. 32.— Bromsgrove ( County).— For horse stealing and larceny— GEORGE VINCENT ROSE, age about 45, height 5 ft. 7 in., complexion fresh, hair brown, cut mark right side of neck, lame right foot, may have shoe cut in front. A farm labourer ; native of Broadway, Worcestershire. Warrant issued. Information to Supt. Jeffrey, Bromsgrove. YORKSHIRE ( EAST RIDING). 33.— Patrington ( County).— For obtaining 4 tons of hay by false pretences- GEORGE SHEARSMITH, age 35 to 40, height 5 ft. 4 or 5 in., hair brown, whiskers light brown ; dress, brown overcoat, blue jacket, cord trousers, brown cloth cap ( all old). A hay cutter and trusser; late of Hull. May seek employment near large towns to cut and truss hay. Warrant issued. Information t Supt. Blanchard, Patrington. 34. — H u 11 ( Borough). — For embezzlement— GEORGE WILSON, age 43 to 45, height 5 ft. 6 in., oomplexion sallow, hair light brown, short full brown beard, whukers, and moustache, gentlemanly appear- ance ; dresg, drab melton overcoat and hard felt hat. A commercial traveller; native of HulL Travelled the country in the general drysalting business, and is well known in the trade. Absconded about 14th ult. Warrant issued. Information to Captain Gurney, Chief Constable Hull. ' , YORKSHIRE ( WEST RIDING). 35.— Otley ( County).— For failing to surrender to his bail at Wakefield General Quarter Sessions, 6th ult, for conspiracy and obtaining money by false pre- tences- JOSEPH HENRY SOBELL, alias JOSEPH HYMIN LEVI and HENRY LEVER, age 33, height 5 ft. 5 in., complexion very dark, hair ( turning slightly grizzled and inclined to curl) black, eyes dark. Well educated and of good address; foreign or Jewish appearance. A native of Birmingham. Warrant issued. Information to Supt. JOHN HASTINGS and ARTHUR CROMPTON, showmen of Leicester, appeared at Norwich Assizes and pleaded guilty to keeping a booth for the purpose of exhibit- ing an indecent, disgusting and loathsome perform- ance, in which a man named WILLIAM STAINTON was exhibited as " The Fat Woman." The prisoners were discharged on their own recog- nisancee on promising not to continue this exhibition. It is requested that communication may be made to R. And then I saw from that saying, ' He that cometh to Me shall never hunger, and he that believeth on Me shall never thirst,' that believing and coming was all one; aiid that he that came, i. e., ran out in his heart and affections after salvation by Christ, he indeed believed in Christ.
