POLICE GAZETTE, PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 29, 1887. VOL. IV., No. 348. RBGULATIONS- 1. All announcements for msertwn in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAHD, LONDON, S. W. 2. Particulars concerning persons whose apprehension it sought will be inserted » » one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. IB. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by th* chief officer of police, or his immediate deputy, of the county, city, or boi% ugh, as the ease may be. t. Announcements concerning stolen property mutt be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabeticalIp arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to he inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in ihe next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not l* ter than Saturday morning. They muii be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or M Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may oe at once noti- fied to the Editor. NOTICE. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treatie3 on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties ooncluded between Her Majesty's Government and other countries :— 1. America ( United States of); 2, Austria- Hungary; 3, Belgium ; 4, Brazil : 5, Denmark ; 6, France ; 7, Ger- many ; 8, Guatemala; 9, Hayti; 10, Italy ; 11, Luxem- burg ; 12, Netherlands ; 13, Russia; 14, Salvador; 15, Spain ; 16, Sweden and Norway ; 17, Switzerland ; 18, Tonga. Any steps with a view to obtain the surrender of a fugitive criminal from Siam, or from the Straits Settlements, should be taken under the Fugitive Offenders Act, 1881, 44 and 45 Vic. c 69. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. The notice which appeared in the POLICE GAZETTE oj 1st, 8th, and 15th inst. is cancelled. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— Central Office— Woodcut portrait and description of Expiree PERCY F. S. ROBINSON Office No. 27321, whose apprehension is sought for forging a cheque for £ 1,000, age 55, height 5 ft. 8 in., complexion dark, hair, whiskers, and moustache grey, eyes blue, peculiar formation back of head, boil scar back of neck, anchor tattooed left breast, 2 anchors, Union Jack, and " E. M. Y." right arm, " C. B. M.," skull and cross- bones left arm ; well educated, and of gentlemanly appearance ; dressed respectably. Fre- quents billiard- rooms. Has friends at Westbourne- park and Hornsey, London. Sentenced at the Central Criminal Court Sessions, November, 18Q9, to 2 years' imprisonment for bigamy ; at Dublin, November, 1857, to 3 years' penal servitude for forgery; and at the Central Criminal Court Sessions April, 1877, to 10 years' penal servitude for a similar offence. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W., or to the Chief Constable, Doncaster. 2 . Central Office.— For stealing a quantity of jewellery ( recovered) and £ 152 10s. gold— JOHN R. CLARKE, age 24, height 5 ft. 6 in., complexion sallow, hair, moustache and small side whiskers dark brown, eyes' ( small and sunken) dark, bald patch left side of head, walks quickly ; dress, dark grey overcoat, black under ditto, grey mixture trousers, brown hard felt hat, wears a red and black silk muffler, respectable appearance. A native of Croydon. 3,— D Division.— Woodcut portrait and descrip- tion of ERNEST CLIN, a Frenchman, whose appre- hension is sought for stealing £ 223, 16th ult.— age 49, short and stout, complexion fresh, hair and moustache dark brown ; dress, dark clothes and high or black felt hat; respectable appearance. Cannot speak English. Warrant issued. 4.— E Division.— For obtaining £ 390 by answer- ing an advertisement in the Matrimonial News— WILLIAM EWART MORAN, alias DR. BLAKE, age 50 ( looks older), height 5 ft. 5 in., complexion pale, hair ( curly at back and bald on top) dark brown ( turn- ing grey), eyes ( sunken) grey, full beard and mous- tache ( turning grey) brown, scar over left eye, large red spot on left cheek- bone, very thick and long eye- brows, prominent forehead, wears a diamond star ring on little finger of left hand, which he cannot remove without being filed off ; dress, probably, brown tweed suit, button boots, high black hat ( a tailor's name in San Francisco on tab of coat and inside hat). This man answered an advertisement in the Matri- monial News, married a woman possessed of the money, and absconded. Supposed wanted in the provinces for similar offences. Warrant issued. 5.— N Division, — For larceny ( servant) — GEORGE CASBON, age 15J, height 4 ft. 7J in., com- plexion fresh, hair brown, eyes blue; dress, brown tweed coat and vest, light trousers, side spring boots, hard felt hat. A native of Tottenham; absconded 13th inst. May be found at Broad Green, Folbourne, Cambridgeshire. 6.— P Division.— For stealing, 24th inst., a black morocco leather jewel- case, lined blue satin ; 1 gentle- man's large open face gold lever watch; heavy gold curb chain, with spade guinea, Amerifcan gold coin, 4 dollar piece, half sovereign, gold fiddle, and gold key attached ; 1 large plain gold brooch; 4 pair gold ear- rings ( two made of German marks, one long drops, blue enamelled; and one pair plain); 1 lady's long gold neckchain; 1 thin wedding- ring; 7 George sovereigns; 1 gold pencil- case, with stone at end, initials " M. CITY OF LONDON. 7.— Woodcut portrait and description of HENRY JAMES PONSONBY ANGLEY, a bank clerk, late of Hill Cottage, Dermody- road, Lee, Kent, whose appre- hension is sought for stealing a large sum of money- age 31, height 5 ft. 4 in., very stout, complexion fair, moustache ( long) light, no whiskers; dress black Melton overcoat, dark trousers, brown gaiters, high hat. BEDFORDSHIRE. 8— Bedford ( Borough).— For stealing, 2nd inst.— 1 gold ring, double, hair inside and cluster of pearls outside; 1 small gold ring, set red stone and diamonds in cluster; 1 gold ring, set turquoise and pearl; 1 gold ring, set turquoise ; 1 gold ring, hair with pearl in centre ; 1 gold ring, double, with hair between; 2 plain gold bracelets; 6 plain gold brooches ; 1 plain silver bracelet; 1 lady's gold chain, plain; 1 silver Geneva watch, No. 8184 ; 1 silver wire trinket; 1 silver Latin cross, " Jesu " one side and a dove on the other ; 1 engraved gold locket, containing photo of a lady, and hair— A MAN, who stated he came to examine the water cistern, age about 25, height 5 ft. 3 or 4 in. ; hair dark, moustache slight; dress dark suit, black hard felt hat. BERKSHIRE. 9.— Windsor ( Borough).— For arson— JANE TEDDER, age 26, very tall, complexion dark, ear split; dresj, long black jacket, high button boots, black hat. Absconded 15th inst. CAMBRIDGESHIRE. 10.— Isle of Ely ( County).— For stealing 4 stones of mutton— URIAH SMITH, a gipsy, age 21, height 5 ft. 5 in., complexion dark, hair ( very low on forehead) and eyes black; dress, fustian jacket and trousers, heavy nailed shoes, soft felt hat, all old. Warrant issued. Information to Supt. Wright, Ely. 11.— Cam b rid ge ( Borough).— Forforgery- JOHN DANIELS SAUNDERSON, a billiard- marker, age 19, height 5 ft. 7 or 8 in., complexion fair, hair light brown, eyes blue; dre3S, brown check suit, black hard felt hat. Absconded 16th inst. Had in his possession a black diagonal cloth coat and vest, and a pair of grey check trousers. Information to Chief Constable Turrall, Cambridge. CARNARVONSHIRE. 12— Carnarvon fCounty).- Yor burglary, and stealing at Llandudno, 5th inst., 1 black ribbed over- coat, 1 pair side- spring boots, size 9, straight toe- caps, patch on right; 1 pair lace boots, 1 Japanese silk hand- kerchief, brown and gold ; and a small silver Geneva watch, swivel broken ofl— WILLIAM DAY, age 23, height 5 ft. 7J in., complexion fresh, hair dark brown, eyes hazel, small cut centre of forehead, scar right wrist and first finger right hand ; dress, supposed stolen articles, and brown trousers with large holes on knees, brown hard felt hat. Haa been employed as boots at hotels in Liverpool and Birmingham. A native of Stafford, where his father resides. Previously convicted at Llandudno, 15th November, 1886, and sentenced to 1 month's imprisonment for larceny. Information to the Chief Constable, Carnarvon. CHESHIRE. 13.— Stockport ( Borough).— For larceny — A woman, who gave the name of ELLEN ANN, age about 20, medium height, hair dark brown, long coarse fea- tures, weak eyesight and wears spectacles ; mark under right jawbone ; dress, long plain black jacket, light green bodice, brown skirt, black straw hat, points on brim, trimmed bead lace and bows in front; had a imall red knitted handkerchief, and wore a red flannel round her throat, carried a black fancy basket. Stated she was a factory operative, and native of Marple, Cheshire. Information to Lieut.- Colonel Staples, Chief Con stable, Stockport. DERBYSHIRE. 14.— Bakewell ( County).— For breaking into a rail way office at Mousal Dale— THOMAS HOADLEY, age 25, height 5 ft. 4 or 5 in., complexion pale, hair brown, cast in eyes, slightly round- shouldered; dress, long dark overcoat ( old), dark trousers, hard felt hat. Warrant issued. Information to Supt. Barker, Bakewell. DORSETSHIRE. 15.— Beaminster ( County).— For stealing sheep- skins ( recovered)- JOHN ALFRED FAR WELL, age 35 to 40, height 5 ft. 8 or 9 in., complexion fair, hair ( inclined to sandy) brown; dress, brown overcoat, light suit, heavy boots. A native of Bridport, Dorset. Warrant issued. Information to Supt. Freeman, Beaminster. 16.— Wi mborne ( County).— For obtaining money by fraud, 28th February last— H. L. ELLIOTT, age about 40, height 5 ft. 7 or 8 in., rather stout build, complexion, hair ( turning grey), and few side whiskers dark ; dress, black diagonal coat and vest, mixture trousers, round hard felt hat. Lately resided at War minster, Wiltshire, where he was employed as traveller by Messrs. J. Hall and Co., Oil Merchants. Supposed to have been at one time an auctioneer in Exeter. Warrant issued. Information to Supt. Batty, Wimborne. 17.— Weymouth ( Borough).— For stealing, lst inst., £ 15 gold, 1 pair plain oval gold sleeve links, and 1 silver pen and pencil- case combined, turned handle ( top screws off, leads inside)— PRIVATE HENRY STRATFORD, lst Battalion Dorset Regiment, age about 20J, height 5 ft. 4J in., complexion fresh, hair black, moustache ( slight) dark, eyes hazel, scar on right eyebrow; dress, dark pepper- and- salt mixture coat and vest, light tweed trousers, turn- down collar, striped tie, black bowler hat. A groom ; native of Faringdon, Berkshire. Enlisted at Eastbourne, 14th April, 1885. Warrant issued. Information to Head Constable Vicory, Weymouth. DUMFRIESSHIRE. 18.— Dumfries ( County).— For failing to report- Supervisee JAMES BURKE, Office No. 31667, age 18 height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey.' H. and 3 blue dots on left arm, scars over left eye and on right cheek. Sentenced at Preston 30th June, 1886, to 4 calendar months' and 2 years' police supervision for larceny. Information to the Chief Constable, Dumfries. ESSEX. — Epping ( County).— For stealing a horse ( re covered) at Ongar, 21st ult.— A MAN, age about 30, height 5 ft. 5 in., complexion very pale, hair brown, slight side whiskers, moustache stubby, surly features, full face, broad shoulders, thick set, short neck, appear- ance of a horse dealer; dress, brown suit ( coat with raised seams and buttons thickly set down front), tight- fitting trousers, brown hard felt hat with broad brim and flat crown. Concerned with Moser Street, sentenced at Chelmsford Quarter Sessions, 6th inst., to 9 months' imprisonment. Information to Superintendent Lennon, Epping. 20 — Colchester ( Borough).— For uttering a ficti- tious cheque on the London and Westminster Bank, Lothbury Branch— R. C. CROSBIE ( supposed false), age about 35, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, moustache heavy, rather long neck, mole on face ( supposed left cheek), blinks his eyes- when talking ; of military appearance; dress, brown overcoat, dark serge suit, side- spring boots, dark brown hat, wore a steel chain with locket attached, and carried a medium- sized black portmanteau. Warrant issued. Information to Chief Constable Coombs, Colchcster. GLOUCESTERSHIRE. 21.— Chipping Sodbury ( County).— During the night of 7th inst., Hichard Rugman, aged 80, and Eliza Smith, aged 76, living in a cottage at Moreton, near Thornbury, were brutally assaulted by being beaten about the head with a stick by a TALL MAN, unknown. The former has since died from the injuries- received. Information to Supt. Critchley, Chipping Sodbury. 22.— Dursley ( County).— Forstealing at Berkeley,. 31st ult.— 1 small silver sauce ladle, 1 small silver sugar sifter, 1 old- fashioned cream jug, boat shape, very much discoloured, 1 meerschaum cigar- holder and case, 1 small pocket telescope, and yards claret colour cloth, double width ( new)— A MAN, age 25, height 5 ft. 8 or 9 in., complexion fair, hair light, eyes blue, clean shaved, smart appearance, slight impedi- ment in speech ; dress, 2 coats ( one light brown, the other dark), brown trousers, lace boots, black hard felt hat, carried a small bag made of striped bed ticking. Stated he was agent for Singers' Sewing Machine Company, and that he occasionally cleaned clocks. Supposed to have come from Monmouth to Berkeley. Information to Supt. Harrison, Dursley. HAMPSHIRE. 23.— Bournemouth ( County). — For larceny— JOHN DANIELS, age about 34, height 5 ft. 4 or 5 in.,, complexion fresh, hair and moustache light brown, eyes blue ; dress, black overcoat trimmed fur, grey suit, black hard felt hat. A native of Bournemouth- Absconded 26th inst. Warrant issued. Information to Inspector Alexander, Bournemouth. 24.— Romsey ( County).— For stealing 1 Water- bury watch and a leather purse, steel clasp knob fastening, 10th inst.-.- WILLIAM EASELL, age 35, height 5 ft. 7 in., complexion fresh, hair brown, moustache light, eyes grey ; dress, black cloth jacket and vest, light trousers, black hard felt hat. A native of Chichester or Chester ; was formerly a corporal in 2nd Battalion Cheshire Regiment, and now belongs to the Army Reserve. Information to Captain Forrest, Chief Constable, Winchester, or to Inspector Russell, Romsey. 25.— Portsmouth ( Borough).— For embezzlement — THOMAS COOK, age about 34, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, email side whiskers and moustache, eyes hazel; dress, blue cloth overcoat, black- and- brown plaid Scotch tweed walking- coat and vest, dark brown tweed trousers, lace boots, black hard felt hat. Has been a stationer's traveller. Is fond of betting, and associates with low- class betting men ; of nervous temperament, and speaks quickly. Warrant issued. Information to Chief Constable Cosser, Portsmouth. 26.— Southampton ( Borough).— For stealing, 11th inst., a Rover Safety bicycle, 28- in wheels, plated in parts, " Coventry Cycle Company and Perambulator Works, Southampton," on brass plate LAW- RENCE ( false) age about 30, height 5 ft. 6 in., beard, whiskers, and moustache sandy ; dress, dark coat, light trousers, black hard felt hat. Information to Head Constable Breary, Southamp- ton. 27.— Lyndhurst ( County).— ALFRED THOMP- SON, alias PENFOLD, Case No. 25, 29th October, 1886. Warrant withdrawn. KENT. 28.— Tonbridge ( County).— Forstealing from an hotel, 11th inst., 2 lady's open- face gold watches, 1 gold chain, small link pattern, with gold key attached ; 1 gold chain, large link pattern with gold locket, horseshoe one side and chased the other, attached, con- taining photos of 2 girls ; 1 plated neck- chain with large locket containing the photo of a man and woman, and 1 gold ring set 5 pearls— A MAN, age 50 to 60) height about 5 ft. 6 in., hair, whiskers and moustache grey, lost upper front teeth, spoke with a French accent; dress, 2 dark overcoats, red- and- black necktie with horseshoe pin set pearls, black felt hat, respect- able appearance. Information to Supt. Barnes, Tonbridge. 29.— Dover ( Borough).— For embezzling £- 20— FRIDAY, APRIL 29, 1887. T H E POLICE GAZETTE. - JOHN ATTWOOD, age 25, height 5 ft. 7 or 8 in . complexion fair, hair ( curly) light ; dress, dark over- coat, black cloth suit, hard felt hat ( which he wears at back of head, showing a curl on forehead). Sanders, Dover. 80.— Gravesend { Borough).— For stealing a pony and cart ( cart recovered in Holloway)— JOSEPH PEAROE, age 23, height 5 ft. 5 in., complexion pale, hair brown ; dress, black overcoat, black cord trousers, hard felt hat. Was convicted for horse- stealing at the • Central Criminal Court Sessions, 26th November, 1884, and sentenced to 2 years' imprisonment. A native of Holloway. Warrant issued. Information to Chief Constable Berry, Gravesend. LANCASHIRE. 31.— Bury ( County).— Forfaiting to report— Super- visee JOHN ENTWISTLE, Office No. 27011, age 35, height 5 ft. 1 in., complexion fresh, hair ( bald on top) brown, eyes grey. Sentenced at Salford 14th April, 1884, to 9 months' hard labour and 3 years' police supervision.— Supervisee HENRY OLDHAM, Office No. 22274, age 20, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey, scar right temple. Sentenced at Salford 7th July, 1834, to 9 months'hard labour and 4 years' police supervision for larceny.— Supervisee ELIZABETH BARSTOW, Office No. 26000, age 24, height 5 ft., complexion pale, hair light brown, eyes brown, lost upper front teeth. Sentenced at Salford 7th January, 1884, to 9 months' hard labour and 3 years' police supervision for larceny. 32— Bury { County).— For obtaining money by stating he was sent by the landlord to collect the rent A MAN, age about 20, height about 5 ft. 6 or 7 in., • complexion fresh, no whiskers or moustache, full face, appearance of a dyer, as his hands were stained a yellow or orange colour ; dress, black ribbed coat, light cloth vest and trousers, white silk tie, lace boots, black billycock hat. Information to Supt. Henderson, Town Hall, Bury. 33.— Old Trafford { County).— For stealing at Prestwich, 11th inst., .£ 10 gold and silver— SUSANNAH MORRIS, age about 22, short, com- plexion fresh, hair dark, good looking ; dress, dark ulster and dark crimson velveteen hat. Has been a prostitute in Manchester, where she was known as Dorah," but was lately an inmate of Emden- street Penitentiary, Manchester. Information to Supt. Bent, Old Trafford. 34.— Rochdale { County).— For stealing a silver watch ( recovered)- GEORGE THOMAS PULLARD, • alias WILLIAM TAYLOR, age 32, height 5 ft. 8 in, complexion fair, hair and moustache ( heavy) light brow » , bare spot top of head caused by old wound; dress dark brown jacket and vest, dark tweed trousers, har i felt hat. Has served in the 60th Rifles in the name of Taylor, and is now in the Army Reserve. c6— Liverpool { City).— For obtaining money by false pretences— JOHN G. TOOMEY, age about 21, height 5 ft. 8 in., clean shaved, small eyes, large mouth ; dress, dark blue serge suit, and steward's cap. NORFOLK. 123.— Norwich ( City).— The attention of police is directed to an indecent exhibition which was recently closed in Norwich, when the proprietors. JOHN HASTINGS and ARTHUR CROMPTON, showmen of Leicester, appeared at Norwich Assizes and pleaded guilty to keeping a booth for the purpose of exhibit- ing an indecent, disgusting and loathsome perform- ance, in which a man named WILLIAM STAINTON was exhibited as " The Fat Woman." The prisoners were discharged on their own recog- nisancee on promising not to continue this exhibition. It is requested that communication may be made to R. Hitchman, Esq., Chief Constable, Norwich, in the event of these men opening or attempting to open the exhibition in any other district. FRIDAT, APRIL 2 9 , 1887. T H E POLICE GAZETTE.
