REGULATIONS- I All announcements for xntertxon w the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, GREAT SCOTLAND YAED, LONDON, S. W. ' ' 5. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of itolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. f. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to he inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referri/ tg to the number of the announcement for insertion in He next issue. 10. In all cases, the officer signing the request for insertion of any aimoMicement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not tpter than Saturday morning. They tnuil be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Lrummond £ Co.," Post Office Order payable at Charing Cross, Postal Order, or id Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. In case of desertion a reward not exceedin g 31 may, at the discretion of the Captain of the Ship, or in his absence { he Commanding Officer, be paid to the Constable or other pewon, ( except as provided for in Article 729), by whom a ie » erter is brought on board the Ship to which he belongs, or delivered up to any Naval Officer or other person duly authorised to receive him, whether any reward has been effered or not; provided he is apprehended within two years fro ™ the date of his desertion. The amount of reward payable in each case, where no re- ward has been offered, should be determined by tho attendant droumstances, and in considering these, the zeal ihown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the case of a deserter voluntarily surrendering himself at any Police Station, or to any Constable 3t other recognised authority, unless it can be clearly shown 3hat such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In cases where persons have been more than two years in a state of desertion, no reward i9 to bo paid without previous reference as above ; and it has h^ en notified to tho Constabulary generally that when deferters are apprehended in the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty has been communicated with. ***** 3. A reward, not exceeding 37, may also be paid for the apprehension of any person who, without, in the opinion of the Captain of the Ship to which he belongs, being guilty of desertion, commits any one of the following offences, the par- ticulars of which are to be stated in the offer of reward;— ( a.) Breaks out of his Ship. ( b.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( u.) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed; provided that the fact of tho Ship being under Bailing orders was generally known. A reward, not exceeding 1/, may be paid for the appre- hension of any man who overstays his leave. In giving these rewards, the same considerations as govern tho payment of rewards for the apprehension of deserters are to bo taken into account, both as regards arrest and voluntary surrender. 728- In addition to the foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgment, subsistence, and travelling, as may appear to have been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - ( As an ordinary rule, Railway Fare ( single) of Deserter or \ not to exceed Id. Straggler - - - - - ' per mile. Othor sums expended in tho actual carriage of tho Deserter or Straggler, such as for tho hire of Cabs, Boats, & c. Subsistence of Deserter or Straggler. Subsistence of Escort Not exceeding Is. while under detention, or 2s. 6d. a di> y when travelling. At the same rate as that allowed for Petty Officers under Article 1396, according to the time necessarily occupied in convoying the Deserter or Straggler to his destination and returning ; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 5s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more than 9 hours, tho full time for which 5s. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and a fee of 2s. 6d. to any medical practitioner by whom tho Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to be entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should bo directed, in addition to the above itemj, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unable to settle the question, will forward it for the decision of the Admiralty. ***** The Governor of the gaol will furnish a statement of tho number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. ***** C. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should be informed that it is desirable that the men should be sent in the custody of the Constables who actually apprehended them. 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, wlien tho following course is to bo observed :— No payment is to be mado by the Accountant Officer in respect of the expenses incurred by the Constable, or of any reward which may bo due to him. The Constable will fill up a form, prepared for the purpose, which he is to produce, and in which he will include the whole of his expenses, and certify that they were necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with the sum shown thereon, to- gether with any reward, if due, and note in the space provided on the form the fact of the charge having been made. Tbo form is then to be returned to the Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the Commissioner of Police. 729. No reward, except as provided in the following para- graph, is in any case to be paid to a person belonging to the Fleet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port f r place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other persons in the Fleet, are sent on shore for the express purpose of collecting Deserters or Stragglers, they are to be paid tho amount of extra pay provided for by Article 1372, provided the Captain ia satisfied with tho manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to encourage the Local Police at the Home Ports in searching for and apprehending Deserters and Stragglers, a reward, not exceeding 5s. for each person ap- prehended, within the limit of two years, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commanders- in- Chief at the Ports, be paid to any Constable of Local Police who arrests a Deserter or Straggler. 3. THE POLICE GAZETTE. 7 MISSING.— POLLY HUGHES AND her TWO CHILDREN, wife of HENRY HUGHES, carpenter.— HENRY HUGHES, carpenter, left Cambridge oil March the 10th and came to London in search of work. The same night he wrote for his wife and two children, arranging to meet her at Stratford Station on the Satur- day. He failed to find her there, however, but on writing to Cambridge learned that ahe started with her. two children— Henry, a boy aged six months, and a girl aged tihree years. It was subsequently ascer- tained by the police that Mrs. Hughes was fbund wandering about the East- end ill and destitute, and was taken to the White- dhapel Workhouse Infirmary for the night. She persisted in leaving on the next day, Sunday, in search of her husband, and has not been heard of since. Description of Polly Hughes, & c. :— Height about 5 ft. 2 in., complexion fair, light brown hair, blue eyes ; had on black hat trimmed, black jacket faded rather green; the baby wrapped in a black- and- white shawl, com- plexion fair; the girl, aged three years, had on a violet hood and cape, complexion fair.
