REGULATIONS- T All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YAHD, LONDON, S. W. ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. t. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an i the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer • of police, or his immediate deputy, of the county, city, or borough, as the case may be. V. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. • , , ,' ' „ 12. APPREHENSIONS SOUGHT. NOTICE. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1, America; 2, Austria; 3, BeJgium ; 4, Brazil; 5, Denmark; 6, France; 7, Germany; 8, Guatemala; 9, Hayti; 10, Italy ; 11, Luxemburg ; 12, Netherlands ; 13, Russia; 14, Salvador; 15, Siam ; 16, Spain; 17, Straits Settlements; 18, Sweden and Norway; 19, Switzerland; 20, Tonga. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. MURDER. METROPOLITAN POLICE DISTRICT, i.— WHEREAS, between 3.15 and 4 p. m. on the 11th ult., an attempt was made by certain persons described below, to feloniously steal from a milk- shop situate 92, Bartholomew- road, Kentish- town, a safe and its contents, the property of David Samuels, and the said persons did wilfully murder Mrs. Louisa Samuels, wife of the above- named David Samuels. The Secretary of State for the Home Department will advise the grant of Her Majesty's most gracious R D O N to any accomplice not being the person who actually com- mitted the murder, who shall give such evidence as shall lead to the arrest and conviction of the persons implicated in the commission of the crimes above referred to. DESCRIPTION of three men concerned : — Ages from 25 to 30, rather below medium height, wearing dark clothes and hard felt hats, one having the crown indented; who were seen in the vicinity of 92, Bartholomew- road, several times between 1 p. m. and 3,45 p. m. on the day of the murder, having with them a medium sized dark chestnut or brown pony, rough coat, attached to a square box cart, plain sides, painted dark, probably brown or chocolate, rather small. These men were seen to drive rapidly away from the scene of the murder shortly before its discovery. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. COOKE, age 24, height 5 ft. 9J in., com- plexion fair, hair and moustache ( slight) light brown, eyes grey; dress, brown overcoat, black diagonal under ditto and vest, brown striped trousers, brown felt hat- A native of Holybourne, Alton, Hants. Warrant issued. 4.— P Division.— Woodcut portrait anddescrip- tion of JOHN DODDS HIXON, whose apprehension is sought for stealing £ 65 since 25th December last— age 35, height 5 ft. 9j in., complexion rather pale, hair, whis- kers and moustache light, eyes blue; sharp pointed nose, large scar middle finger left hand ; dress, black cloth single- breasted overcoat, or dark blue dust ditto ; brown office jacket, brown mixture vest, black cloth trousers, amber tie, strong lace boots, brown felt hat. Is accompanied by Louisa Gladdin, age 37, tall, com- plexion fair, hair ( cut short) auburn, eyes full; dress, brown ulster, button boots, black straw bonnet trimmed black feather; and her two children— Charles, age 12, and Gertrude, age 2i. May have left the country. 5.— P Division.— For stealing a cheque for £ 145, drawn by Payne and Smith, Lombard- street, is favour of Mrs. Osmond, Lee, 3 £ 10 Bank of EngMthd notes ( Nos. 90855, 90856, and 90857), and 2 £ 5 notes ( Nos. unknown), £ 3 gold and 5s. silver— WILLIAM ALEX- ANDER, age 14 ( looks older), height 5 ft. 2 in, com- plexion sallow, hair black, eyes dark, full face, carries his head backwards ; dress, dark tweed jacket, black trousers, brown felt hat with flat brim, lace boots. May endeavour to leave the country. Absconded ' st inst. 6.— R Division,— Woodcut portrait and descrip- tion of FREDERICK H. MOSEY, who apprehension is sought for embezzling £ 104— age 27, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, high cheek- bones, scar on forehead, cartilage of nose prominent; dress, dark brown overcoat, respectable eyes hazel, small cut centre of forehead, scar right wrist and first finger right hand ; dress, supposed stolen articles, and brown trousers with large holes on knees, brown hard felt hat. Has been employed as boots at hotels in Liverpool and Birmingham. A native of Stafford, where his father residus. Previously convicted at Llandudno, 15th November, 1886, and sentenced to 1 month's imprisonment for larceny. Information to the Chief Constable, Carnarvon. £ 20 REWARD. 2.— K Division.— Woodcut portrait and descrip- tion of LOUIS HEIM, whose apprehension is sought for embezzling £ 20 12s.— age 51, height 5 ft. 5 in., com- plexion swarthy, hair, beard, and whiskers ( turning grey) dark, eyelids inflamed, near sighted and wears DORSETSHIRE. appearance. CITY OF LONDON. 7.— Woodcut portrait and description of HENRY 11.— Wimborne ( County).— For obtaining money by fraud, 28th February last— H. L. ELLIOTT, age about 40, height 5 ft. 7 or 8 in., rather stout build, complexion, hair ( turning grey), and few side whiskers dark ; dress, black diagonal coat and vest, mixture trousers, round hard felt hat. Lately resided at War- minster, Wiltshire, where he was employed as traveller by Messrs. J. Hall and Co., Oil Merchants. Supposed to have been at one time an auctioneer in Exeier. Warrant issued. Batty, Wimborne. 12.— Weymouth ( Borough).— For stealing, 1st inst., £ 15 gold, 1 pair plain oval gold sleeve links, and 1 silver pen and pencil- case combined, turned handle ( top screws off, leads inside)— PRIVATE HENRY STRATFORD, 1st Battalion Dorset Regiment, ag& about 20}, height 5 ft. 4J in., complexion fresh, hair black, moustache ( slight) dark, eyes hazel, scar on right eyebrow; dress, dark pepper- and- salt mixture coat and vest, light tweed trousers, turn- down collar, striped tie, black bowler hat. Sentenced at Exeter Assizes 22nd July, 1856, to penal servitude for life for murder. Licensed 29th April, 1884. JAMES PONSONBY ANGLEY, a bank clerk, late of Hill Cottage, Dermody- road, Lee, Kent, whose appre- hension is sought for stealing a large sum of money— age 31, height 5 ft. 4 in., very stout, complexion fair, moustache ( long) light, no whiskers; dress, black Melton overcoat, dark trousers, brown gaiters, high hat. CARNARVONSHIRE. 10.— Carnarvon ( County).— For burglary, and stealing at Llandudno, 5th inst., 1 black ribbed over- coat, 1 pair side- spring boots, size 9, straight toe- caps, patch on right; 1 pair lace boots, 1 Japanese silk hand- kerchief, brown and gold ; and a small silver Geneva watch, swivel broken ofl— WILLIAM DAY, age 23, height 5 ft. 7i in., complexion fresh, hair dark brown, 14.— Durham ( County).— For failing to report— License Holder EDWARD WILLIAMS, alias WIL- LIAM EDWARDS, Office No. 31811, age 2G, height 5 ft. 7 in., complexion sallow, hair dark brown ( parted in centre), eyes hazel, scars lip, chin, right cheek, and back of head, 2 blue dots left arm, 4 ditto left. Sen- tenced at Surrey Sessions 4th December, 1882, to 5 years' penal servitude for larceny. Licensed 17th November, 1886. Information to Supt. Dunn, County Constabulary Office, Durham. ESSEX. 15.— Epping ( County).— For stealing a horse ( re- covered) at Ongar, 21st ult.— A MAN, age about 30, height 5 ft. 5 in., complexion very pale, hair brown, slight side whiskers, moustache stubby, surly features, fuU face, broad shoulders, thick set, short neck, appear- ance of a horse dealer; dress, brown suit ( coat with raised seams and buttons thickly set down front), tight- fitting trousers, brown hard felt hat with broad brim and flat crown. Concerned with Moser Street* sentenced at Chelmsford Quarter Sessions, 6th inst., to 9 months' imprisonment. Information to Superintendent Lennon, Epping. 16.— Colchester ( Borough).— For uttering a ficti- tious cheque on the London and Westminster Bank, Lothbury Branch— R. C- CROSBIE ( supposed false), age about 35, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, moustache heavy, rather long neck, mole on face ( supposed left cheek), blinks his eyes when talking ; of military appearance; dress, brown overcoat, dark serge suit, side- spring boots, dark brown hat, wore a steel chain with locket attached, and carried a medium- sized black portmanteau. GLOUCESTERSHIRE. 17.— Dursley ( County).— For stealing at Berkeley, 31st ult.— 1 small silver sauce ladle, 1 small silver sugar sifter, 1 old- fashioned cream jug, boat shape, very much discoloured, 1 meerschaum cigar- holder and case, 1 small pocket telescope, and 2$ yards claret colour cloth, double width ( new)— A MAN, age 25, height 5 ft. 8 or 9 in., complexion fair, hair light, eyes blue, clean shaved, smart appearance, slight impedi- ment in speech ; dress, 2 coats ( one light brown, the other dark), brown trousers, lace boots, black hard felt hat, carried a small bag made of striped bed FRIDAY, APKIL 15, 1887. HAMPSHIRE. 19.— Romsey { County).— For stealing 1 Water- bury watch and a leather purse, steel clasp knob fastening, 10th inst.— WILLIAM EASELL, age 35, height 5 ft. 7 in., complexion fresh, hair brown, moustache light, eyes grey; dress, black cloth jacket and vest, light trousers, black hard felt hat. A native of Chichester or Chester ; was formerly a corporal in 2nd Battalion Cheshire Regiment, and now belongs to the Army Reserve. Information to Captain Forrest, Chief Constable, Winchester, or to Inspector Russell, Romsey. 20.— Portsmouth { Borough).— For embezzlement — THOMAS COOK, age about 34, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, small side whiskers and moustache, eyes hazel ; dress, blue cloth • overcoat, black- and- brown plaid Scotch tweed walking- coat and vest, dark brown tweed trousers, lace boots, black hard felt hat. Has been a stationer's traveller. Is fond of betting, and associates with low- class betting men ; of nervous temperament, and speaks quickly. Warrant issued. Norris, Bacup. 24.— Old Trafford { County).— For stealing at Prestwich, 11th inst., £ 10 gold and silver— SUSANNAH MORRIS, age about 22, short, com- plexion fresh, hair dark, good looking; dress, dark ulster and dark crimson velveteen hat. Has been a prostitute in Manchester, where she was known as " Dorah," but was lately an inmate of Emden- street Penitentiary, Manchester. Information to Supt. Bent, Old Trafford. 25.— Rochdale { County).— For stealing a silver watch ( recovered)— GEORGE THOMAS PULLARD, alias WILLIAM TAYLOR, age 32, height 5 ft. 8 in., complexion fair, hair and moustache ( heavy) light brown, bare spot top of head caused by old wound; dress, dark brown jacket and vest, dark tweed trousers, hard felt hat. Has served fn the 60th Rifles in the name of Taylor, and is novr in the Army Reserve. 26.— Rochdale { County).— For stealing a suit of workhouse clothing, stamped " Stamford, Rochdale, Union Workhouse," 9th January and 2nd March— WILLIAM GRIME, age 64, height 5 ft. 9 or 10 in., stout, complexion fresh, hair and moustache dark, walks with an awkward gait.— JAMES BRIERLEY, a tramp, age 45, height 5 ft. 5 or 6 in., whiskers and moustache sandy. Was lately employed at a tailor's shop at Hereford, where he gave his name as Buckham, but left 25th ult. Warrant issued. Information to Head Constable Johnson, Leo- minster. KENT. 22.— Tonbridge { County)— For stealing from an hotel, 11th inst., 2 lady's open- face gold watches, 1 gold chain, small link pattern, with gold key attached; 1 gold chain, large link pattern with gold locket, horseshoe one side and chased the other, attached, con- taining photos of 2 girls ; 1 plated neck- chain with large locket containing the photo of a man and woman, and 1 gold ring set 5 pearls— A MAN, age 50 to 60, height about 5 ft. 6 in., hair, whiskers and moustache grey, lost upper front teeth, spoke with a French accent; dress, 2 dark overcoats, red- and- black necktie with horseshoe pin set pearls, black felt hat, respect- able appearance. LANCASHIRE. 23.— Bacup { County).— For larceny { bailee), 26th ult.— A MAN, age 48, height 5 ft. 8 in., complexion fair, hair, beard ( slight), and moustache brown, round- shouldered, knock- kneed ; dress, black coat and trou- clerk and cashier in an estate office, whose apprehen- sion is sought for embezzling £ 21 6s., 15th June last— age 33, height 5 ft. 6 or 7 in., complexion fair, hair light brown, moustache fight, eyes blue, full round features, walks erect with a swinging gait, is fond of company, and may endeavour to obtain relief at Masonic Lodges; dress, usually brown mixture suit, black hard felt hat. A native of Ashton- under- Lyne ; his wife keeps a boarding- house in Southport, and he also has a brother in London employed in some railway office. Warrant issued. Information to Chief Constable Dalgleish, Ashton- under- Lyne. 28.— Blackburn { Borough).— For embezzling £ 90, 27th ult.— EDWIN BAILEY, age 31, height 5 ft. 8 or 9 in., complexion fresh, hair and short side whiskers brown, otherwise clean shaved, smart appearance, slightly bow- legged ; dress, dark tweed rough nap suit, white collar, black- and- amber tie, black billycock hat. A butcher; native of Leicester. Has worked in Birmingham, Nottingham, Liverpool, Manchester, and London. May be found in the company of pros- titutes. Warrant issued. Information to Chief Constable Ward, Blackburn. 29.— Salford ( Borough).— For failing to report- Supervisee MARY ANN TAYLOR, alias CARR, Office No. 31071, age 23, height 5 ft. 2 in., complexion sallow, hair black, eyes brown, scar centre of fore- head. Sentenced at Salford 26th October, 1885, to 9 months' hard labour and 2 years' police supervision for larceny ( person). Liberated 25th October, 1886. 1797. 30.— Salford ( Borough).— For housebreaking, and stealing a quantity of bottled stout and draught beer — JOHN DOWNING, alias DOWNIE, age 27, height 5 ft. 4 in., complexion fresh, hair dark brown, mous- tache black, eyes brown, anchor tattooed right fore- arm, 5 blue dots left arm, 4 blue cut marks corner of left eye; dress, black coat, corduroy trousers, and clogs.— ALFRED GORTON, a labourer, age 31, height 5 ft. 7 in., slight, complexion fresh, hair brown, mous- tache dark, eyes blue. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 31.— Leicester ( Borough).— For embezzling £ 180 - THOMAS LUCAS ORDISH, a brewer's traveller, age 28 to 30, height about 5 ft. 7 in., complexion fresh, hair ( thin and parted in centre) brown, moustache ( slight) light, thin features, sharp pointed nose, rather round- shouldered; dressed respectably; has been wearing an olive green overcoat, Has a large sum of money in his possession, and may endeavour to leave the country. Last seen 25th ult. It i3 requested that inquiry be made at hotels, & c., and outward- bound vessels. Warrant issued. Information to Head Constable Duns, Leicester. NOTTINGHAMSHIRE. 32— Newark ( Borough).— For stealing £ 3 13s. 9d„ 21st ult.— ARTHUR STEWART, age about 20, height about 5 ft., slight, no whiskers or moustache, rough blotched skin, long face, one knee weak ; dress, brown or yellow check ulster, dark jacket, snuff- colour trousers, boots with toecaps, brown hard felt hat ( too large). Warrant issued. Information to Chief Constable Liddell, Newark.
