POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 25, 1887. VOL. IV., No. 338. REGULATIONS- X All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the • POLICE GAZETTE, if they are sufficient to enable action to be taken upon them- by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward ti offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of xtolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisit ion must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analaaous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted is the POLIO GAZSTTB, must, on their apprehension or recovery, at once transmit te the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any awUMietment, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mwt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Or eat Scotland Yard, by cheque, crossed " Drummond £ CO.," Post Office Order payable at Charing Cross, Postal Order, er in Stamps. 13. " Terror " at Bermuda and embezzling £ 169— FREDE- RICK LESLIE, age 21, height 5 ft. 6 in., complexion fair, hair auburn, eyes grey, freckled. A native of Glasgow; last known address, Denmark road, Cam- ber well. His father is stated to be a public singer in London, where he may probably come, having sailed from Bermuda for New York about the middle of last month. 2.— Central Office.— Woodcut portrait and de scription of ODILE MANCIER, whose apprehension slight, complexion florid, hair, whiskers, and moustache light brown. A German. About 18 months since he was connected with Verbeck at Piccadilly Hall and other places. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied wiU be forwarded on appli- cation in the form set forth in my circular of the7tnof November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLIOK GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in aU telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the. tender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLIOK GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Oflfrce to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLIOK GAZETTE is ciroulated in the Colonies ' is sought for conspiracy and forging the labels, Ac., of Messrs. Moet and Chandon and Messrs. Clicquot and Co.' s champagnes— age about 40, height about 5 ft. 7 in., complexion sallow, hair ( turning grey) dark, moustache heavy and long ( may now be shaved off); dressed respectably. A Frenchman. Calls himself a wine merchant. Absconded from his bail at Marl- borough- street Police Court in January last.— CON- RAD HENZEN, age about 33, height about 5 ft. 9 in, & c., whose apprehension is sought for conspiracy and fraud in connection with the Decorative Art Institute, 2, Southampton- buildings, Chancery • lane; the Tint- Oleo Company, 194, Regent- street, W.; the Crown Jewellery Company, 12 and 14, Catherine- street, Strand, W.; and 99 and 100, Strand, W.; and the St. James's Monthly Magazine Association, 81, Chancery- lane, W. C.— age about 30, height about 5 ft. 5 in., complexion fair, heir light brown ; dress, generally brown velvet coat and vest, light brown hat; appear- ance of an artist. Is believed to be well known in Brighton, Birmingham, and Manchester, and generally in all provincial towns. In 1880 he gave his name as John Dutton, No. 1, ClintoD- terrace, Stony Stratford, Coventry. Warrant issued. 4.— Central Office.— For obtaining money by means of a fictitious cheque on Messrs. Cox and Co., Army Agents, 1 and 2, Craigs- court, S. W.- FRANK T. ELWOOD, age 40, height 5 ft. 8 or 9 in., com- plexion fair, slight colour on cheeks, hair and moustache ( heavy) dark, of military appearance; dress, dark overcoat, dark brown trousers, side- spring boots, high hat, carried a black bag. A native of London or Chatham. Warrant issued. 5.— D Division.— For stealing £ 223, 16th inst.— ERNEST CLIN, a Frenchman, age 49, short and stout, complexion fresh, hair and moustache dark brown ; dress, dark clothes and high or black felt hat, respect- able appearance. Cannot speak English. Warrant issued. The above reward will be paid by Mr. Henry Her- mann, 29, Dodd- street, Limehouse, for his apprehension 7.— P Division.— Woodcut portrait and descrip- tion of JOHNDODDSHIXON, whose apprehension is CUMBERLAND. 9.— Whitehaven ( County). — For stealing £ 3 17s. 6d., 9th inst.— WILLIAM KERR, age 33, height 5 ft. 9 or 10 in., hair ( parted in centre) and moustache dark brown, high cheek bones, square shoulders, walks erect; dress, brown overcoat, black hard felt hat, carried an umbrella with black handle and silver band. Was employed as County Court Bailiff, has been a soldier, and in the Edinburgh and Ashton- under- Lyne Police Forces ; was also employed as detective on the North British Railway at Berwick on- Tweed. A native of Glasgow. Absconded 19th inst. May endeavour to leave the country. Warrant issued. Information to Supt. Thornburrow, Whitehaven. DENBIGHSHIRE. 10.— Wrexham ( County).— For stealing 3 watches ( 2 recovered), 21st inst.— THOMAS GRIFFITHS, age about 35, height 5 ft. 6 in., hair, moustache and side- whiskers dark, high forehead, turns his right foot out a little when walking, right foot much smaller than left, and stumpy ; dress, dark overcoat, trousers and vest. A gardener ; has been employed at Manchester Botanical Gardens. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 11.— Langley Mill ( County).— For embezzling £ 34 13s., 8th ult.— CHARLES STRONG, age about 40, height 5 ft. 8 in., complexion fresh, hair and eyes dark brown, good appearance, is addicted to drink ; dress, dark grey coarse cloth overcoat, black worsted suit, black hard felt hat. A commercial traveller, generally for millers and corn factors. Is well known in South Derbyshire and vicinity of Nottingham and Derby. Warrant issued. Information to Supt. Hancock, Langley Mill. GLOUCESTERSHIRE. 12.— Fishponds ( County).— For larceny ( dwelling) — LILIAN CAMPBELL, age 17 ( looks older), height about 5 ft. 3 in., complexion pale, hair brown, eyes hazel, cro3s- eyed, often attends Salvation Army meet- ings ; dress, long black jacket ( plain), blue serge dress, row of buttons down front and three rows black braid round skirt, black hat. A native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 13.— Stroud ( County).— Woodcut portrait and de- scription of THOMAS MASLIN, whose apprehension ( dirty), French peak cap. An engine fitter, may seek employment at collieries in South East Lancashire. Information to Supt. Holland, Bolton. 16.— Old Trafford ( C0Mnfy)._ For stealing silver trowels, < fcc. ( Case No. 51, 11th inst.) which he offered for sale at Stockport— A MAN, age 35 to 40, height 5 ft. 4 or 5 in., hair, whiskers, and moustache dark; dress, black ribbed morning coat, light trousers, white collar and front ( similar to those worn by priests), black billycock hat. Information to Supt. Bent, Old Trafford. 17.— Pemberton ( County).— For committing a rape, at Lower Ince, 18th inst.— JOHN WAGNALL, alias TWIG, age about 40, height 5 ft. 4 or 5 in., hair, whiskers, and moustache red, drags his right foot a little and walks lame ; dress, dark clothes, cap with peak, and clogs. A native of Ince- in- Hakeifield, near Wigan. Warrant issued. Information to Supt. Weir, Pemberton. 18.— Accrington ( Borough).— For deserting his wife and children, 7th inst.— DANIEL JACKSON, a strap piecer at machine works, age about 35, height 5 ft. 3 or 4 in., complexion very fresh, hair light brown, moustache brown ; dress, supposed dark suit, black billycock hat, may be wearing a blue ribbon in his coat. Is accompanied by Mary Ann Turner, age about 44, height about 5 ft. 3 in., complexion sallow, hair very dark brown ; dress, black dress and reversible shawl ( brown on one side, and black with red stripe running through it on the other), and black bonnet, who has with her 3 children— 1st, Nellie, age about 12; 2nd, Polly, age about 9; both dressed in brown ulsters and black sailor's hats trimmed crape ; and Albert, age about 6, supposed dressed in grey suit It is requested that inquiry be made at shipping offices, machine shops, & c. Warrant issued. Information to Chief Constable Beattie, Accrington. 19.— Ashton- under- Lyne ( Borough).— Woodcut portrait and description of THOMAS TAYLOR, late sought for stealing £ 65 since 25th December last— age 35, height 5 ft. 9J in., complexion rather pale, hair, whis- kers and moustache light, eyes blue; sharp pointed nose, large scar middle finger left hand ; dress, black cloth single- breasted overcoat, or dark blue dust ditto ; brown office jacket, brown mixture vest, black cloth trousers, amber tie, strong lace boots, brown felt hat. Is accompanied by Louisa Gladdin, age 37, tall, com- plexion fair, hair ( cut short) auburn, eyes full; dress, brown ulster, button boots, black straw bonnet trimmed black feather ; and her 2 children— Charles, age 12, and Gertrude, age May have left the country. 8.— R Division.— Woodcut portrait and descrip- tion of FREDERICK H. MOSEY, who apprehension is sought for embezzlement— age 37, height 5 ft. 9 or 10 in., complexionpale, hairand moustache light brown, eyes grey, turns his left foot in when walking, finger nails bitten very short, full fat face, small fleshy sub- stance on white of eyes, sings at concerts ; dress, sup- posed, brown overcoat, dark clothes, black hard felt hat; wore a ring with initials " T- M." Left Stroud for Paddington by 11.45 p. m. train 17th inst. May en- deavour to leave the country. Warrant issued. Information to Supt. Philpott, Stroud. is sought for embezzling £ 104— age 27, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown high cheek- bones, scar on forehead, cartilage of nose prominent; dress, dark brown overcoat, respectable appearance. A native of West Hartlepool; was em- ployed as traveller to a timber merchant. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. HAMPSHIRE. 14.— Alton ( County).— For fraud — WILLIAM SHALDEN SMITH, age 44, height 5 ft. 8 in., very stout, complexion fresh, hair brown, eyes blue, side whiskers very slight, full round face ; dressed respect- ably, of gentlemanly appearance. A native of Shalden, Hants. Was formerly major in the Hants Militia. Warrant issued. Information to Supt. Rapkins, Alton. LANCASHIRE. 15.— Bolton ( County).— For stealing a cold chisel six square, about 9 inches long, and a flat file about 16 inches long and li inch wide— A MAN, age about 28, height 5 ft. 5 in., complexion fresh, hair light brown; dress, blue serge jacket, moleskin trousers clerk and cashier in an estate office, whose apprehen- sion is sought for embezzling £ 21 6s., 15th June last— age 33, height 5 ft. 6 or 7 in., complexion fair, hair light brown, moustache light, eyes blue, full round features, walks erect with a swinging gait, is fond of company, and may endeavour to obtain relief at Masonic Lodges ; dress, usually brown mixture suit, black hard felt hat. A native of Ashton- under- Lyne ; his wife keeps a boarding- house in Southport, and he also has a brother in London employed in some railway office. Warrant issued. Information to Chief Constable Dalgleish, Ashton- under- Lyne. 20.— Sal ford ( Borough).— For larceny— A MAN, age 40 to 50, height 5 ft. 10 in., stout, hair ( curly) dark, left eye glides slightly, speaks with a Yorkshire accent; dress, dark cloth suit. Information to the Chief Constable, Town Hall, Sal ford. 21.— Warrington ( Borough).— For stealing a silver English lever watch, No. 350, gold hands, white dial, plain case— WILLIAM RILEY, alias BLADDER, age 32, height 5 ft. 8 in., complexion fresh, hair ( cut very short) brown, eyes grey ; no beard or whiskers. A bricklayer's labourer ; native ofjWarrington. Has been previously convicted, and is well- known in low localities of Manchester, Salford, Stockport, and other large towns. Warrant issued. Information to Chief Constable Hunt, Warrington. NOTTINGHAMSHIRE. 22.— Nottingham ( Borough).— For failing to re- port.— License- holder GEORGE WELSH, alias " JACK THE DONKEY," Office No. 31861, age 31, height 5 ft. 4in., complexion ruddy, hair light brown, eyes grey. Hing on second right finger, scars on left eyebrow and shin. Sentenced at Nottingham, 6th 3 November, 1882, to 5 years' penal servitude fo robbery. Licensed 25th November, 1886.— Z. I. 250. Information to the Chief Constable, Nottingham. NORTHAMPTONSHIRE. 23.— Oundle ( County).— For night poaching, at Aldwinckle, 22nd ult.— GEORGE WATSON, alias BOSS WATSON, age about 35, height 5 ft. 7 or 8 in., complexion, hair ( cut short), moustache ( slight), and eyes ( small) dark, walks quickly; dress, brown vel- veteen coat, dark brown cord trousers, double- peak cap with flaps tied over top, lace boots. An ironstone- worker; supposed native of East Dereham, Norfolk. Has resided at Woodford for the last fire years, and previously worked for the Newbridge Iron Ore Com- pany at Staveley, Derbyshire, where his wife's rela- tions reside. Warrant issued. Information to Deputy Chief Constable Noble, Oundle, or to Inspector Tarry, Thrapston. SOMERSETSHIRE. 24.— Somerton ( County).— For stealing 11 heifers ( recovered)— ED WARD JOHN GUPPY, age 33, height 5 ft. 8 or 9 in., complexion fair, hair, beard, and whis- kers ( cut short) dark brown, no moustache, eyes hazel, one or two front teeth deficient in upper jaw, lisps slightly ; dress, light overcoat with band, light suit, short leggings, lace boots, hard felt hat. A native of Melborne Port. Warrant issued. Information to Supt. Giles, Somerton. STAFFORDSHIRE. 25.— Brownhills ( County).— For attempting to commit a rape, 14th inst.— THOMAS COLEY, age 30, height 5 ft. 8 or 9 in. complexion sallow, hair, whis- kers, and moustache dark, eyes grey ; dress, black cloth jacket, small grey and green plaid vest, moleskin trousers, lace boots, black hard felt hat. A native of Great Bridge, Tipton. Warrant issued. Information to Supt. Barrett, Brownhills, Walsall 26.— Burslem ( County).— For larceny ( bailee), 10th December last— DAVID WESTON, age 28, height 5 ft. 6 or 7 in., complexion fair, hair ( curly) light, eyes blue, stylish appearance ; dress, dark cloth overcoat with wide collar, striped trousers ( bell bottoms), lace boots, wears hat back of head. A native of Hanley. Warrant issued. Information to Supt. Hill, Burslem. 27.— Stafford ( County).— For misappropriating £ 1037 15s., with intent to defraud— THOMAS ROBIN- SON, age 65, height about 5 ft 7 in., complexion pale, hair ( very bald on front and top), whiskers, and moustache brown, chin shaved, eyes hazel, round- shouldered, inclined to stoop, thin face, long front teeth, walks with a swinging gait; dress ( supposed), Newmarket overcoat, greyish colour, velvet collar, black frock coat, dark plaid trousers, high silk or black soft mushroom hat. A solicitor; native of Eccleshall, Staffordshire. Photograph can be seen on application. Warrant issued. 28.— Stafford ( County).— For stealing at Stafford Fair, 2nd October last, a horse ( recovered at Birming- ham)— JOHN FOX, age 40, height 5 ft. 9 or 10 in., slight, complexion dark, hair whiskers and moustache dark brown ; dress, dark cloth jacket and vest, black hard felt hat, wears a heavy gold watch guard, long link pattern. A native of Leicester. Is known as the associate of a gang of horse copers who frequent English fairs. Warrant issued. Information to Capt. Congreve, Chief Constable, Stafford. SURREY. 29.— Reigate ( Borough).— For stealing at Reigate Union Workhouse, 12th inst., 30s.— GEORGE COT- TELL, age 60, height 5 ft. 7 in., complexion ( wrinkled) sallow, hair ( thin on top) dark brown ; dress, old mili- tary overcoat; was seen at Victoria Station at 1 p. m., 12th. May be found at common lodging- houses. Information to Supt. Rogers, Redhill. SUSSEX ( EAST). 30.— Hastings ( Borough).— For embezzlement— HENRY HUGGINS, a jobbing gardener, late of Silverhill, Hastings, age about 52, height 5 ft. 9 or 10 in., complexion pale, hair and whiskers dark brown, eyes hazel, is addicted to drink ; dress, black cloth coat and vest, mixture tweed trousers, black soft felt hat, or a shabby grey tweed suit. Warrant issued. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 31.— St ratfo rd - o n - Avo n ( Borough) .— For stealin g a horse ( recovered) 15th inst.— A MAN who gave the name of JOHNSON, age about 40, height about 5 ft. 6 in., stout, complexion ruddy, hair ( turning grey) dark, beard dark brown or sandy, eyes grey; dress, brown or snuff- colour overcoat, check suit, round felt hat, wore a large gold horseshoe scarf- pin. Warrant issued. Information to Chief Constable Rowley, Stratford- on- Avon. WORCESTERSHIRE. 32.— Worcester ( County).— For stealing a set of harness ( recovered) at Claines, 3rd ult.— JOHN BOOTH, age about 48, height 5 ft. 6 or 7 in., stout, complexion fresh, moustache dark sandy, nearly bald, round- shouldered, lost left eye, right arm paralysed and writes with left hand, generally carries a whip ; dress, dark green dust overcoat, raised seams, small brown plaid coat and vest, dark trousers with light stripes, lace boots, hard felt hat. Supposed native of Bristol. Travels the country hawking mats, oilcloth, < fec., with a dark chestnut or bay horse, aged, about 16 hands, chipped knees, in poor condition ; and an open- fronted butcher's trap, painted chocolate, panel sides, straight ash shafts. Generally puts up at public- houses. Is accompanied by a woman, whom he calls " Polly," age about 35, tall, complexion fair, hair light, walks lame ; dress, black ribbed ulster, light dress, sugar- loaf hat turned up at sides ; a boy, age 6 or 7, who wears a green shade over one eye ; and a man called " Dick," who acts as servant, age about 24, height 5 ft. 4 or 6 in. complexion sallow, little or no whiskers ; dress, sleeve vest, light tight- fitting trousers ( dirty), black hard felt hat. Warrant issued. Information to Deputy Chief Constable Checketts, Worcester. 33.— Dudley ( Borough).— For larceny ( hotel)— JOSEPH CASH ( supposed false), age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( long and curled at ends) light brown; dress, long light brown overcoat, high silk hat. Information to Chief Supt. Burton, Dudley. YORKSHIRE ( WEST RIDING.) 34.— Halifax ( County). — For embezzlement— WILLIAM NUTTALL, age about 40, height 5 ft. 3 in., stout, complexion dark, hair dark brown, eyes brown, slightly pockpitted on nose ; dress, dark grey mixture overcoat, dark mixture coat and vest, blue and black stripe trousers, lace boots, black billycock hat. An insurance agent, native of Todmorden. Warrant issued. Information to Supt. Carr, Halifax. 35.— Sheffield ( Borough).— For embezzlement— HENRY LIGHT, age42, height 5 ft. 6 in., complexion sallow, hair ( turning grey), whiskers and moustache dark, eyes sunken, high cheek bones, long features, supposed suffering from rheumatism either in knees or ankles. A native of Berkeley, Gloucestershire. Warrant issued. 36.— Sheffield ( Borough).— For embezzlement— FREDERICK CURTIS, [ age 27, height 5 ft. 7 in., complexion and hair dark, eyes brown, small bare patch top of head, lost first joint of one fingtr, round features; dress, brown coat and vest, light trousers with dark stripe, lace boots.
