THE1 POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 18, 1887. VOL. IV., No. 386 REGULATIONS- T. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and. address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. t. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numler, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted if the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in He next issue. 10. In all cases, the officer signing the request for insertion of any atmtMuemmt, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mart be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond % Co.,'' Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the tender are telegraphed. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT/ 1.— Central Office.— Woodcut portrait and de scription of ODILE MANGIER, whose apprehension is sought for conspiracy and forging the labels, & c., of Messrs. Moet and Chandon and Messrs. Clicquot and Co.' s champagnes— age about 40, height about 5 ft. 7 in., complexion sallow, hair ( turning grey) dark, moustache heavy and long ( may now be shaved off); dressed respectably. A Frenchman. Calls himself a wine merchant. Absconded from his bail at Marl- borough- street Police Court in January last.— CON- RAD HENZEN, age about 33, height about 5 ft. 9 in., FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies & c., whose apprehension is sought for conspiracy and fraud in connection with the Decorative Art Institute, 2, Southampton- buildings, Chancery- lane; the Tint- Oleo Company, 194, Regent- street, W.; the Crown Jewellery Company, 12 and 14, Catherine- street, Strand, W.; and 99 and 100, Strand, W.; and the St. James's Monthly Magazine Association, 81, Chancery- lane, W. C.— age about 30, height about 5 ft. 5 in., complexion fair, h? ir light brown ; dress, generally brown velvet coat and vest, light brown hat; appear- ance of an artist. Is believed to be well known in Brighton, Birmingham, and Manchester, and generally in all provincial towns. In 1880 he gave his name as John Dutton, No. 1, Clinton- terrace, Stony Stratford, Coventry. Warrant issued. 3.— Central Office.— For obtaining money by falsely stating he was a member of the firm of Messrs. John Gray and Co., confectioners, Glasgow— FOR- LIEST SUTHERLAND, age 33, height 5 ft 9 in., complexion ruddy, hair and moustache brown, high cheek- bones, prominent nose; dress, generally grey tweed suit and black hard felt hat, occasionally wears a long brown ulster. A native of London. 4.— A Division.— Woodcut portrait and descrip- slight, complexion florid, hair, whiskers, and moustache light brown. A German. About 18 months since he was connected with Verbeck at Piccadilly Hall and other places. Has friends at Windsor, Coventry, Sandown, Isle of Wight and Rugeley, also at Cardiff, supposed named Grover. A native of Coventry. Warrant issued. 5.— E Division.— Woodcut portrait and descrip- tion of a MAN calling himself the REV. JOHN family— JAMES WILLIAMS, alias " JIMMY THE CLIMBER " and " THE ROOK," age about 36, height 5 ft. 6 or 6 in., complexion sallow, hair and moustache dark brown, eyes grey. A sawyer or spade tree maker ; native of Madley, Herefordshire. Is a well- known poacher, and frequents low public- houses. Warrant issued. Information to Supt. Flye, Brecon. BATEMAN, alias REV. CHARLES KENSHAW, whose apprehension is sought for fraud by advertising in the Exchange and Mart— age 30, height 5 ft. 7 in., complexion pale, hair and moustache black, eyes hazel; dress, dark clothes, low felt hat. Is identical with George Sutherland, alias Grainger and Pank- hurst, who was sentenced to 6 months' imprisonment at Bow- street Police Court 12th October, 1885, for fraud through the Exchange and Mart. Is in the habit of having letters left at hairdressers' and other small shops where letters are taken in. Warrant issued. 6.— K Division.— For embezzling £ 20 12s.— LOUIS HEIM, age 51, height 5 ft. 5 in., complexion swarthy, hair, beard, and whiskers ( turning grey) dark, eyelids inflamed, near sighted and wears eye- glasses with gold frames ; dress, dark green overcoat, light trousers, high black hat with mourning band, wears a massive gold open link chain fastened in top buttonhole of vest. Warrant issued. 7.— R Division.— For stealing, 9th inst., a dark bay cob gelding, 15 hands, slightly over in front, off hind leg slightly swollen; a set of brass mounted har- ness ; a wagonette painted black, wheels blue picked out light blue, odd caps to wheels, " Great Yar- mouth" on one; and a rug, black one side striped the other- A MAN, who gave the name of WATSON, age 24, height 5 ft. 3 in., complexion fair, small side whis kersand tuft on chin dark ; dress, brown mixture over- coat, railway cord trousers, dark spotted tie, hard felt hat. Supposed gone into the provinces. 8.— X Division.— For stealing 8 baulks of tim- ber ( recovered)— ARTHUR GILES NORMAN, age 35, height 5 ft. 10 in., complexion fresh, hair and whiskers under chin dark brown, eyes grey ; dress, brown overcoat ( old), light suit, soft felt hat. Has been employed by the Duke of Hamilton travelling the country with a stallion, and by Patrick and Sons' Cement Works, Dovercourt and Harwich, where he is well known; may likely seek employment in that district as horsekeeper. A native of Suffolk. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BUCKINGHAMSHIRE £ 1 REWARD. 11.— Fenny Stratford ( County).— For deserting his wife and family— THOMAS JAMES COMTESS, alias COUNTESS, age about 40, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache grey, eyes light hazel, smart and good- looking ; dress, dark cloth coat and overcoat, brown cord trousers, lace boots, black hard felt hat. A painter ; has worked at Leicester, Wolverhampton, and other large towns. Warrant issued. The above reward will be paid by the Guardians of the Newport Pagnell Union for his apprehension. Information to Supt. Hall, Fenny Stratford. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For stealing, 28th ult., 2 lady's watches ( one open- face silver Geneva, No. 10877, plain case, the other engraved case); and a lady's small albert chain twisted link pattern— A MAN, who called at the house to see the water cistern, age 21, height about 5 ft. 6 or 7 in., slight, complexion fair, sharp features; dress, black cloth frock coat, dark grey mixture trousers, black hard felt hat; carried a red pocket- book in his hand, and a pencil behind his ear. ( Supposed same as described in Case No. 17, 25th ult.) Information to Chief Constable Turrall, Cambridge. CARDIGANSHIRE. 13.— Aberystwyth ( County).— For deserting his wife and family— JOHN YAUGHAN, age 40, height 5 ft. 5$ in , complexion fair, hair light, ryes blue, small mole left cheek. Is addicted to drink and very talka- tive. Was last heard of at Liverpool about three weeks since, whence he is supposed to have gone to Manchester. Warrant issued. Information to Deputy Chief Constable Lloyd, Aberystwyth. DERBYSHIRE. 14.— Langley Mi I ( County).— For embezzling £ 34 13s., 8th ult.- CHARLES STRONG, age about 40, height 5 ft. 8 in., complexion fresh, hair and eyes dark brown, good appearance, is addicted to drink ; dress, dark grey coarse cloth overcoat, black worsted suit, black hard felt hat. A commercial traveller, generally for millers and corn factors. Is well known in South Derbyshire and vicinity of Nottingham and Derby. Warrant issued. Information to Supt. Hancock, Langley Mill. GLOUCESTERSHIRE. 15.— Fishponds ( County).— For larceny ( dwelling) — LILIAN CAMPBELL, age 17 ( looks older), height about 5 ft. 3 in, complexion pale, hair brown, eyes hazel, cross- eyed, often attends Salvation Army meet- ings ; dress, long black jacket ( plain), blue serge dress, row of buttons down front and three rows black braid round skirt, black hat. A native of Bristol. Warrant issued Information to Supt. Matthews, Fishponds. LANCASHIRE. 16.— Bolton ( County).— For stealing a cold chisel six square, about 9 inches long, and a flat file about 16 inches long and 1J inch wide.— A MAN, age about 28, height 5 ft. 5 in., complexion fresh, hair light brown; dress, blue serge jacket, moleskin trousers ( dirty), French peak cap. An engine fitter, may seek employment at collieries in South East Lancashire. Information to Supt. Holland, Bolton. 17.— Rochda'e ( County).— For failing to report- Supervisee THOMAS NAYLOR alias DOWNING and JONES, Office No. 21787, age 44, height 5 ft. 3 in., CITY OF LONDON. 9.— For embezzlement — THOMAS JOSEPH SPRINGBETT, late of 6, Salters'Cottages, Forest Rise, , „ s„ Walthamstow, and Westward Ho Cottage, Thornhill1, complexion fresh, hair brown" eyes grey, nose injured! palm of left hand slightly contracted, heavy eyebrows. Sentenced at Preston, 17th February, 1875, to ten years' penal servitude and 7 years' police supervision for felony. Licensed 25th May, 1883. Information to the Superintendent, County Police Station. 18.— Manchester ( City).— For failing to report- License Holder EDWARD CRAVEN, Office No. 32145, age 25, height 5 ft 7 in., complexion dark, hair dark brown, eyes hazel, scars under chin and on right shin ( abscess), anchor and V left wrist, blue dot left forearm. Sentenced at Manchester 7th February, 1883, to five years' penal servitude and 7 years' police Road, Leyton; age 32, height 5 ft. 5* in, complexion fair, hair light brown, eyes grey ; dress, black melton overcoat, black cutaway under ditto and vest, check trousers, black felt hat. Was formerly a member of the Local Fire Brigade, Leyton. Is an amateur boxer, and may be found in the company of boxing and betting men. v Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. c BRECONSHIRE. 10.— Brecon ( County).— For deserting his wife and supervision for fraud. Licensed 11th January last.— Supervisee THOMAS MORAN, Office No. 30943, age 21, height 5 ft. 3 in., complexion dark, hair dark brown, eyes brown, scar left eyebrow, Victoria Cross and E. D. inside left arm, T. M. and heart inside right arm. Sentenced at Salford 11th January, 1886, to 6 months hard labour and 1 year police supervision for stealing lead.— Supervisee MARY DOYLE, alias HUDSON, Office No. 31633, age 21, height 5 ft. 2Hn., complexion dark, hair dark brown, eyes brown, scars right of forehead and left cheek. Sentenced at Man- chester 14th October, 1885, to 12 months' hard labour and 1 year police supervision for larceny ( person).— Supervisee JAMES MOLLOY, alias THOMAS TRAVIS, Office No. 22231, age 23, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes blue, " T " and blue dots left arm, " T. T." back of left hand, " J. O." inside left wrist. Sentenced at Salford 12th April, 1886, to 9 months hard labour and 3 years police super- vision for larceny. Information to Detective- Supt. Hicks, Manchester. 19.— Accrington ( Borough).— For deserting his wife and children, 7th inst.— DANIEL JACKSON, a strap piecer at machine works, age about 35, height 5 ft. 3 or 4 in , complexion very fresh, hair light brown, moustache brown ; dress, supposed dark suit, black billycock hat, may be wearing a blue ribbon in his coat. Is accompanied by Mary Ann Turner, age about 44, height about 5 ft. 3 in., complexion sallow, hair very dark brown ; dress, black dress and reversible shawl ( brown on one side, and black with red stripe running through it on the other), and black bonnet, who has with her 3 children— 1st, Nellie, age about 12; 2nd, Polly, age about 9; both dressed in brown ulsters and black sailor's hats trimmed crape ; and Albert, age about 6, supposed dressed in prey suit. It is requested that inquiry be made at shipping offices, machine shops, & c. Warrant issued. Information to Chief Constable Beattie, Accrington. 20.— Salford ( Borougli).— For larceny— A MAN, age 40 to 50, height 5 ft. 10 in., stout, hair ( curly) dark, left eye glides slightly, speaks with a Yorkshire accent; dress, dark cloth suit. Information to the Chief Constable, Town Hall, Salford. 21.— Warrington ( Borough).— For stealing a silver English lever watch, No. 350, gold hands, white dial, plain case— WILLIAM EILEY, alias BLADDER, age 32, height 5 ft. 8 in., complexion fresh, hair ( cut very short) brown, eyes grey ; no beard or whiskers. A bricklayer's labourer ; native ofJ Warrington. Has been previously convicted, and is well- known in low localities of Manchester, Salford, Stockport, and other large towns. Warrant issued. Information to Chief Constable Hunt, Warrington. NORTHAMPTONSHIRE. 22.— Oundle ( County).— For night poaching, at Aldwinckle, 22nd ult.- GEORGE WATSON, alias BOSS WATSON, age about 35, height 5 ft. 7 or 8 in., complexion, hair ( cut short), moustache ( slight), and eyes ( small) dark, walks quickly ; dress, brown vel- veteen coat, dark brown cord trousers, double- peak cap with flaps tied over top, lace boots. An ironstone- worker ; supposed native of East Dereham, Norfolk. Has resided at Woodford for the last five years, and previously worked for the Newbridge Iron Ore Com- pany at Staveley, Derbyshire, where his wife's rela- tions reside. Warrant issued. Information to Deputy Chief Constable Noble, Oundle, or to Inspector Tarry, Thrapston. STAFFORDSHIRE. 23.— Burslem ( County).— For larceny ( bailee), 10th December last— DAVID WESTON, age 28, height 5 ft. 6 or 7 in., complexion fair, hair ( curly) light, eyes blue, stylish appearance ; dress, dark cloth overcoat with wide collar, striped trousers ( bell bottoms), lace boots, wears hat back of head. A native of Hanley. Warrant issued. Information to Supt. Hill, Burslem. 24.— Stafford ( County).— For misappropriating £ 1037 15s., with intent to defraud— THOMAS ROBIN- SON, age 65, " height about 5 ft 7 in., complexion pale, hair ( very bald on front and top), whiskers, and moustache brown, chin shaved, eyes hazel, round- shouldered, inclined to stoop, thin face, long front teeth, walks with a swinging gait ; dress ( supposed), Newmarket overcoat, greyish colour, velvet collar, black frock coat, dark plaid trousers, high silk or black soft mushroom hat. A solicitor; native of Eccleshall, Staffordshire. Photograph can be seen on application. Warrant issued. FRIDAY, FEBRUARY 25, 1 8 8 7. T H E P O L I C E GAZETTE. 18 25.— Stafford ( County).— For stealing at Stafford Fair, 2nd October last, a horse ( recovered at Birming- ham)— JOHN FOX, age 40, height 5 ft. 9 or 10 in., slight, complexion dark, hair whiskers and moustache dark brown ; dress, dark cloth jacket and vest, black hard felt hat, wears a heavy gold watch guard, long link pattern. A native of Leicester. Is known as the associate of a gang of horse copers who frequent English fairs. Warrant issued. Information to Capt. Congreve, Chief Constable, Stafford. SURREY. 26.— Dorking ( County).— For stealing at Forest Green, Abinger, 9th inst., 1 brown mixture dust coat, 1 straw hat with pink ribbon band, 2 counterpanes ( one patchwork, one white), 1 white vest, 2 white pctticoats, and 4 antimacassars— TWO MEN, 1st, age about 30, height 5 ft. 7 in., complexion fair ; supposed wearing stolen coat and hat; 2nd, age about 30, height 5 ft. 7 in., stout, whiskers and moustache black ; dress, dark jacket and trousers, black hard felt hat. Were traced to Horsham. May be found in some village singing " The ship that never returned." Information to Supt. Lambert, Dorking. 27.— Reigate ( Borough).— For stealing at Reigafe Union Workhouse, 12th ir. st., 30s.— GEORGE COT- TELL, age 60, height 5 ft. 7 in., complexion ( wrinkled) sallow, hair ( thin on top) dark brown ; dress, old mili- tary overcoat; was seen at Victoria Station at 1 p. m., 12th. May be found at common lodging- houses. Information to Supt. Rogers, Redhill. SUSSEX ( EAST). £ 1 REWARD. 28.— Hastings ( Borough).— For deserting his wife and family last June— JOSEPH CAREY, age 39, height 5 ft. 9 or 10 in., slight, hair and moustache brown, walks erect, tattooed " a mermaid" and " Joseph Carey, A. B., Royal Artillery," and rings on fingers ; dress, blue cloth jacket, fustian trousers and vest, billycock hat. An excavator ; served in the Royal Horse Artillery. Warrant issued. The above reward will be paid by Mr. A. Inskipp, Clerk to the Guardians, Hastings, for his apprehension. 29.— Hastings ( Borough).— For embezzlement— HENRY HUGGINS, a jobbing gardener, late of Silverhill, Hastings, age about 52, height 5 ft. 9 or 10 in., complexion pale, hair and whiskers dark brown, eyes hazel, is addicted to drink ; dress, black cloth coat and vest, mixture tweed trousers, black soft felt hat, or a shabby grey tweed suit. Warrant issued. Information to Chief Constable Glenister, Hastings. WORCESTERSHIRE. 30.— Worcester ( County).— For stealing a set of harness ( recovered) at Claines, 3rd ult.— JOHN BOOTH, age about 48, height 5 ft. 6 or 7 in., stout, complexion fresh, moustache dark sandy, nearly bald, round- shouldered, lost left eye, right arm paralysed and writes with left hand, generally carries a whip ; dress, dark green dust overcoat, raised seams, small brown plaid coat and vest, dark trousers with light stripes, lace boots, hard felt hat. Supposed native of Bristol. Travels the country hawking mats, oilcloth, & c., with a dark chestnut or bay horse, aged, about 16 hands, chipped knees, in poor condition ; and an open- fronted butcher's trap, painted chocolate, panel sides, straight ash shafts. Generally puts up at public- houses. Is accompanied by a woman, whom he calls ' Polly," age about 35, tall, complexion fair, hair light, walks lame ; dress, black ribbed ulster, light dress, sugar- loaf hat turned up at sides ; a boy, age 6 or 7, who wears a green shade over one eye ; and a man called " Dick," who acts as servant, age about 24, height 5 ft. 4 or 5 in. complexion sallow, little or no whiskers ; dress, sleeve vest, light tight- fitting trousers ( dirty), black hard felt hat. Warrant issued. Information to Deputy Chief Constable Checketts, Worcester. 31.— Dudley ( Borough).— For larceny ( hotel)— JOSEPH CASH ( supposed false), age 30 ' o 35, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( long and curled at ends) light brown; dress, long light brown overcoat, high silk hat. _ Information to Chief Supt. Burton, Dudley. YORKSHIRE ( EAST RIDING). 32.— Huli CBorough).— For failing to report- License Holder GEORGE STOGDEN, OflSce No. 32382, age 25, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars on head right shoulder, and each buttock, mole left side. Sentenced at Leeds, 1st January, 1883, to 5 years' penal servitude and 3 years' police supervision for larceny ( ship). Licensed 4th February last. Information to the Chief Constable, Hull.
