REGULATIONS- t All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THB POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if titty are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stohm property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquent!, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement fir insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Clearing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTB through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Central Office.— Woodcut portrait and de- scription of EDWIN M. CLARKE, alias W. H. ELLIS, J. R. TAYLOR, and J. W. WILLIAMS, whose appre- hension is sought at Pocklington, Yorkshire, for at- tempting to obtain charitable contributions by fraud ; It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name mnd official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to. the Colonial Polioe. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain bis surrender, a notification be made in the communi- cation sent to this Office to the effeot that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. age 41, height 5 ft. 6 in., slight, complexion pale, hair brown, eyes grey, moustache light; dress, shabby gen- teel ; frequents common lodging- houses. Previously convicted. Warrant issued. £ 200 REWARD. 2.— Central Office.— Woodcut portrait and description of WILLIAM EDWARD BAILDEN, alias ARTHUR JbOSTER, WALTER NICHOLLS, WILLIAM CRAWLEY, and FRANK FALKLAND, License Holder, Office No. C 1391, whose apprehension is sought for forgery, age 33, height 5 fc. 6 in., com- plexion sallow, hair, whiskers, moustache, and beard ( thin) dark brown, eyes hazel, retreating forehead, thin legs, slightly weak- kneed, prominent nose, long thin face. Was employed as a shorthand clerk to a solicitor in Birmingham. Has a brother at Keymer's, No. 1, East Temple Chambers, Whitefriars, and his mother resides at 123, Southampton- street, Camber welt. Has converted £ 5,200, proceeds of forgery, into gold, and may endeavour to obtain letters of credit, or change gold into bank notes, foreign money, < fcc. Was convicted at Liverpool Assizes, 6th December, 1876, and sentenced to 10 years' penal servitude in the name of FRANK FALKLAND. Will endeavour to go abroad. Has friends in Calcutta. The above reward will be paid by Messrs. White and Sons, solicitors, 11, Bedford- row, London, to any per- son giving such information as shall lead to the appre- hension and con" iction of the above and recovery of the money, or in {..- oporHoii to the amount recovered. 3.— C Division.— For conspiring to defraud by inserting advertisements in daily papers asking for loans, and giving as security pawntickets and spurious jewellery— CHARLES WILSON, age 32, height 5 ft. 6 in., stout build, complexion fresh, hair light, eyes grey.— JOSEPH ROBERTS, age 40, height 5 ft. 4 in., complexion sallow, hair and eyes dark, appearance of a foreigner— HENRY LEVI, alias LEWIS, age 30, height 5 ft. 8 in., complexion sallow, hair black, eyes dark.— DANIEL LEVI, alias LEWIS, age 35, height 5 ft. 6 in., complexion sallow, hair black, eyes dark. I— HENRY BURROWS, age 32, height 5 ft. 9 in., complexion fresh, hair light brown, eyes blue; is a betting man, and frequents race meetings. — FREDERICK NOON, age 35, height 5 ft. 8 in., com- plexion and hair dark, of Jewish appearance. All dressed respectably. O." inside; one fancy, set pearls and small diamonds; one fancy, No. 26 inside); 5 gold chains ( one 9- carat albert, curb pattern ; one 9- carat albert, twisted fetter pattern; one 18- carat double albert, fetter link pattern; and two 9- carat alberts, knotted pattern); 6 watches ( two Boston levers, marked " Elkan" ; three lady's silver ; and one gentleman's gold English lever, No. 39417, marked " Elkan "); 1 gold bracelet, chain and padlock attached; 2 gold ditto, diamond in each; 2 gentlemen's silver lockets, square pattern ; 1 diamond scarf- pin, masonic compass and square; and 1 silver necklet, gold flowers, silver locket attached— A MAN, age 24, height 5 ft. 8 in., complexion fair, hair and moustache ( slight) dark brown ; dress, dark diagonal coat and vest, black felt hat: respectable appearance. 5. — G Divisio n. — For forgery— EDWIN WYBROW, alias GORDON and LAKE, age 25 to 30, height 5 ft. 5 in., complexion, hair, small whiskers, and moustache dark, thin face; dress, long dark ulster and trousers, high hat; respectable appearance. A native of London. 6. — T Division.— For obtaining food and bdgings by false pretences- JOHN HERNDMAN JOHNSON, a barrister, Northern Circuit, age 43, h ight 5 ft. 9 in., complexion sallow, hair ( turning giey) dark brown, flat- footed ; dress, black cutaway 660 coat and vest, grey trousers, low shoes, high hat with mourning band.— ROSE JOHNSON, age 30, height 5 ft. 7 in., complexion sallow, hair very light; dress, black silk dress, trimmed black lace round bottom, black fur cape, black straw hat trimmed black velvet; wears yellow silk gloves. Has with her a girl about 6 years of age. Warrant issued. 7.— T Division. — Woodcut portrait and descrip- tion of ERNEST ST. JOHN LIMPUS, alias ARTHUR TEMPLE, 1, Park Hill, Richmond, Surrey ( false), age 24 to 27, height 6 ft. 6 to 8 in., complexion ( sunburnt) fair, hair and moustache light, frowning expression; dress, green melton covert coat, brown tweed trousers, salmon- colour neckerchief, black felt hat. Stated he was a nephew of Sir R. Temple, Bart. Supposed known at Staines, Twickenham, and the Wanderers' Club, London. Warrant issued. Information to Supt. Hayes, Windsor. MORLAND, VERNON, FREEMAN, & c., whose ap prehension is sought for obtaining £ 180 by falsely stating he was about to receive a legacy of £ 500 from Messrs. Yarde and Loader, solicitors, Gray's Inn, age 21, height 6 ft. 1 in., slight, complexion very fair, hair curly, walks erect, plausible manner, and of gentle- manly appearance. Is said to be travelling from place to place, obtaining food and lodgings by false pre tences. A native of Twickenham. Not to be arrested beyond the United Kingdom. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For fraud— R. STREET, a Commission Agent, late of 69, Mark- lane, E. C., age 30, height 5 ft. 9 in., square build, complexion fair, hair and moustache light; dress, dark suit, brown felt hat. Absconded 28th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. ANTRIM. 9.— Belfast ( Toim).— For stealing, 30th Septem ber last, a registered letter containing a £ 50 note, No. 4- R 83514, and a £ 20 note, No. 63931— RICHARD McCRACKEN, alias GEORGE STEWART, a tele- graph messenger, age about 19 ( looks younger), height 5 ft. 8 or 9 in., slight, complexion fair, eyes grey, oval face, long nose, large ears and mouth, bad teeth ( several deficient in upper jaw). Is supposed to have left for Liverpool 30th September, whence it has been ascertained he left for London on 2nd October. Warrant issued. Information to the Inspector- General, Royal Irish Constabulary Office, Dublin Castle. BANFFSHIRE. 10.— Banff ( County).— WILLIAM PARK, Case No. 9, 24th September last, not yet apprehended. Information to Chief Constable Haig, Banff. CHESHIRE. 14.— B irkenhead ( County).— For arson— JOSEPH LOUVENO, age 28, height 5 ft. 5 in., com- plexion fresh, hair and moustache ( curled at ends) dark brown, eyes grey, lisps slightly, and shows his front teeth prominently when speaking ; dress, light dust or brown Chesterfield overcoat, dark trousers and vest, high silk hat or double- peaked cap. Supposed native of London. Warrant issued. Information to Supt. Hindley, County Hall, Birken- head. 15.— Runcorn ( County).— For stealing, 16th inst., a silver lever watch, No. 4173, maker, " James B. Bankes, Runcorn," gold balance, jewelled one pair extra— A MAN, age 40 to 50, height 5 ft. 9 in., com- plexion dark, hair and moustache( turning grey) brown, eyes dark brown; dress, dark monkey jacket, mole- skin trousers and vest ( buttoned up to throat), lace boots, black hard felt hat. Stated he was a stonemason, and had worked at the Mersey Tunnel, Birkenhead. Information to Supt. Hollingworth, Runcorn. 16.— Macclesfield ( Borough).— For stealing, 8th inst., 6 pairs women's side- spring boots, ri^ etted, kid tops, patent toecaps; 2 pairs women's Ifoots, cloth tops, lace up at sides, patent fronts, square toes, black soles, hand sewn, very old fashioned; 6 pairs men's strong lace boots, rivetted, heavy nailed, toecaps, tips on heels ; 2 pairs men's light lace boots, rivetted— all new— ALFRED JARVIS, alias SHAW, a saddler ( collar maker), age about 40, height 5 ft. 8 or 9 in., slight, complexion pale, hair light, whiskers ( slight) and moustache inclined to sandy, thin face.— THOMAS HORTH or HOWORTH, a tinplate worker, age about 40, height 5 ft. 5 or 6 in., stout, complexion sallow, hair and side whiskers brown, round face, rather bow- legged. Has two children living with his mother at Stoke- on- Trent, Staffordshire. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. ffjfl 17.— Stockport ( Borough).-^ For stealing a watch and a quantity of wearing apparel ( recovered) — HANNAH or ANNIE MILNER ( supposed false), age about 35, medium height and build, hair with fringe on forehead dark ; is addicted to drink ; dress, black jacket trimmed astrachan, dirty brown skirt, old black boni » t. May be found in the company of THOMAS MTRNETT, age about 45, very stout and tall; dress, brown or dark suit, brown hard felt hat with flat top. Stated he had been manager at the Aston or Bingley Hall, near Birmingham. 18.— Stockport ( Borough).— For stealing a watch ( recovered), 16th inst. — WILLIAM WRIGLEY, age 38, height 5 ft. 2i in., complexion fresh, hair dark brown, no whiskers, eyes grey ; objectionable features; dress, tweed jacket, thick broad brown cord trousers and vest. May be found amongst potato dealers or greengrocers, and lodging at common lodging- houses. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. 21.— Brentwood ( County).— For burglary, and stealing a hat with low crown and flat brim, nearly broken through— A MAN, height 5 ft. 5 in., complexion very pale, hair and wliiskers dark ; dres3, dark clothing. Information to Supt. Dobson, Brentwood. GLOUCESTERSHIRE. 22,— Chipping Sodbury ( County).— For stealing a black leather purse and 3 half- sovereigns, at Thorn- bury, 15th inst. WARD, age 30, height 5 ft. 8 in., complexion dark, hair brown, eyes hazel, woman tattooed both arms and breast, " S. Ward " right fore- arm ; dress, short jacket ( dirty), moleskin trousers, navvy boots, black billycock hat. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. BEDFORDSHIRE. 11.— Leighton Buzzard ( County).— For stealing fowls ( recovered) at Tingrith 15th ult.— JOHN TAY- LOR, age 23, height 5 ft. 7 in., complexion fresh, hair and eyes dark drown, moustache slight, 2 thumbs on right hand, tattooed both arms, ring on one finger left hand; dress, dark coat, light slop under, light moleskin trousers, brown cap with peak. A native of Tod- dington. Warrant issued. Information to Supt. Shepherd, Leighton Buzzard. 12.— Luton ( Borough).— For stealing a lady's gold open face watch, figured back, and £ 4 3s. 6d.— ELLEN FANNING, age about 29, height about 5 ft, 2 in., complexion sallow, hair ( turning slightly grey) dark ; dress, black jacket, dark brown dress, black straw hat, trimmed satin, and red flower in front. Was rescued from the streets at Bristol by the Clewer Sisters of Mercy, but has relapsed into habits of intemperance. Sometimes takes employment as a 1 aundress. Information to Head Constable Jaquest, Luton. BERKSHIRE. 13.— Windsor ( Borough).— For obtaining £ 6 4s. ty means of a fictitious cheque on the Union Bank of London, Limited, Chancery- lane Branch, purporthg to be drawn by Alfred Edward Watts, 15th inst.— H- DEVONSHIRE. 19.— Devonport ( Borough).— For fraud— HENRY FISHER, alias MARCHANT, ageabout60, height 5 ft. 10 in., stout, complexion fresh, hair and whiskers turn- ing grey, chin shaved ; dress, black suit ( coat long and buttoned up to chin), silk hat, carried an umbrella. Stated he was the superintendent of an insurance agency, and also a book canvasser; has with him a Revised copy of the Bible. About 10 years ago he travelled for Blackie and Co., publishers, in the name of Marchant. Supposed to have recently been liber ated from prison. Warrant issued. Information to Head Constable Lynn, Devonport. HAMPSHIRE. 23.— Gosport ( CountyJ.— For stealing a silver verge watch, No. 61379, and £ 11 gold, silver, and bronze- JOHN DUFFY, age 29, height 5 ft. 8 in., oomplexion fresh, hair dark brown, moustache dark, eyes grey, ship tattooed on chest, tombstone, " In memory of my father," and woman right arm, woman left, bracelet both wrists, ring middle both hands ; dress, supposed dark cord suit, sidespring boots, round hard felt hat. A native of Abbuill, Tipperary. Warrant issued. Information to Supt. Catchlove, Gosport. 24.— Winchester ( City).— For stealing, 14th inst., a lady's small open- face watch, No. 80436, makers " Kendal and Dent, Cheapside " ; 1 silver twisted chain, Prince of Wales pattern, with sixpenny piece and 2 threepenny pieces attached; 1 round silver brooch, " Jenny " across centre; 1 blue silk handker- chief, and 3s. 6d.— A MAN, age about 24, height 5 ft. 6 or 7 in., complexion fair, hair brown, clean shaved, appearance of a groom or stableman; dress dark tweed suit, trousers tight- fitting, side- spring boots, black hard felt hat. Information to Head Constable Morton, Winchester. HEREFORDSHIRE. 25.— Leominster ( County).— For night poaching, 8th inst.— WILLIAM BARNETT, age 28, height 5 ft. 9 in., complexion, hair, slight whiskers, moustache, and eyes dark, first finger right hand deformed ; dress, dark jacket, dirty cord or moleskin trousers, white or blue muffler tied in sailor's knot, lace boots, black felt hat; a native of Ludlow, Salop. Warrant issued. Information to Supt. Strangward, Leominster. HERTFORDSHIRE. 26.— Ware ( Cmcnty).— Escaped from custody, at 6.30 p. m., 15th inst., whilst under remand for burglary — SAMUEL WILSON, age 49, height 5 ft. 7 or 8 in., complexion, hair ( turning grey), thick short moustache, whiskers and beard ( about a fortnight's growth) dark, eyes grey, full forehead ; dress, brown cardigan jacket, dark blue trousers and vest, blue flannel drawers and undershirt, check Oxford shirt. A native of Lincolnshire. Information to Supt. Hilton, Ware. 27 — Hertfo rd ( Borough).— For obtaining food and lodgings by false pretences— ALFRED WILSON, age 23, height 5 ft. 6 or 7 in., complexion fair, hair brown, lost second finger right hand from second joint; dress, plaid jacket, light vest, brown cord trousers, light flannel shirt, hard felt hat; wore a white apron. His practice is to take lodgings and promise to pay a set sum per week, stating he is a joiner and has come to work on some building in the neighbourhood, but after a few days decamps. Warrant issued. Information to Head Constable Jarrett, Hertford. ESSEX. 20.— Brentwood ( County). — For stealing, at Warley Barracks, 20th inst.— 1 open- face silver watch ; 1 pair men's lace boots, recently soled and heeled ; 1 check vest; 1 black twill morning coat; 1 servant's dress coat and vest, black buttons down back ; and 1 blue tie with white spots— WILLIAM ALLEN, late a private4in 3rd Battalion Rifle Brigade, age 23 ( looks older), height 5 ft. in., complexion fresh ( full colour), hair dark brown, eyes grey, tattooed both arms, key over left; dress, black coat and vest with braid, dark tweed trousers with dark stripes, lace boots with toe- caps ( recently soled and heeled), blue and white spotted tie. A native of Ashton- under- Lyne. LANARKSHIRE. 28.— Glasgow ( City).— For fraudulently obtaining a diamond ring ( recovered) from a fir m of jewellers, by means of a forged cheque on the Bank of Scot- land, Edinburgh- WILLIAM RUTHERFORD, alias STEPHEN ELLERBY, age 30 to 40, height 5 ft. 7 or 8 in., stout, complexion ruddy, broad features, hair, beard, whiskers and moustache dark brown; dress, black cloth surtout coat, stock scarf, stand- up collar, dress hat. Spoke with a Scotch accent, and had the appearance and style of a business man. On 29th June last he opened an accou nt with the Bank of Scotland, Edinburgh, depositing £ 480, and received a cheque- book, No. B. 65529- 52. He gradually withdrew all the money, and is now travelling the country obtaining goods from jewellers and others, and in payment thereof tenders forged cheques under different names. Warrant issued. Information to Chief Constable McCall, Glasgow. LANCASHIRE. 29.— Bury ( County).— Escaped from custody at Salford Railway Station, 9th inst., charged with lar- ceny— WILLIAM WILSON alias ALBERT HARRI FHIDAY, NOVEMBER 26," 1886. THE POLICE GAZETTE. 3 SON and WILLIAM JONES, age 21, height 5 ft. 5 in., complexion fresh, hair and eye3 brown, mole right cheek ; dress, dark ribbed coat, brown broad cord trousers, white silk scarf, lace boots, black felt hat. Was convicted at Strangeways, Manchester, in Febru- ary, 1883, and sentenced to 2 months' imprisonment for larceny ; at Dukinfield in May, 1884, and sen- tenced to 1 month'? imprisonment for larceny— both in the name of ALBERT HARRISON ; and at Man- chester Assizes in February, 1886, and sentenced to 6 months' imprisonment for larceny in name of WILLIAM JONES. Has also been convicted at Congleton as a reputed thief. Information to Supt. Henderson, Bury. 30.— Burnley ( County).— For failing to report- Supervisee JAMES FERRIMOND, Office No. 30475, age 47, height 0 ft. 6| in., complexion dark, hair dark brown ( turning bald), eyes hazel, part man's head on right wrist, ring 2nd right finger, part circle left wrist. Sentenced at Wigan 28th April, 1879, to 7 years' penal servitude and 5 years' police supervision for felony. W F 798.— Supervisee THOS. FOSTER ROWELL, alias JAS. WILLIAMS, Office No. 30025, age 26, height 5 ft. 9 in., complexion fresh, hair brown, eyes grey, face blotched. Sentenced at Salford 23rd February, 1885, to 12 calendar months' imprisonment and 4 years' police supervision for larceny. 7058.— Supervisee EDMUND WATERHOUSE, Office No. 24151, age 34, height 5 ft. 9 in., complexion fresh, hair light brown, eyes grey, scar between eyebrows. Sen- tenced at Salford 28th May, 1883, to 9 calendar months' hard labour and 3 years' police supervision for larceny. 972. Information to the Superintendent, Burnley. 31.— Leigh ( County).— For failing to report— Supervisee WILLIAM TOMLINSON, OfficeNo. 31415, age 36, height 5 ft. 5 in., complexion fresh, hair sandy, eyes hazel, scars on forehead and outer corner of right eye ( blue). Sentenced at Liverpool 10th Maroh, 1885, to 18 calender months' hard labour and 7 years' police supervision for larceny. 4293. States he is a groom, and native of Mansfield, Nottingham ; that he was formerly groom to Lord Newark ; and being the son of a wealthy gentleman, received £ 2,000 to go abroad, but spent it all, and required assistance to take him home. Fond of conversing upon cricketing matters, and appears to be personally acquainted with the Nottingham County eleven. Seems to know London and Nottingham well. Both had the appearance of mechanics, one carried a basket, and the other 2 or 3 paper parcels. Two men answering these descriptions left Brighton by train at 6.25 the same morning. THE LOVE OF CHRSST. Right here I want to ask you if Christ is worth having 1 I imagine some of you will say that this is a strange question. Perhaps it is, but it does seem to me that a great many men do think that Christ is not worth having. If they do really want Him, let them take Him. He was God's greatest gift to the world. He is there for you and for me to accept. Christ wants to be a Saviour to every one of us. You must first meet Him at Calvary, first see Him on the cross. Mind, I do not ask you to trust in the mere form of godliness— thousands make that great mistake. Come to Him as a personal Saviour. I do not know how many times I have heard men say, " I would come to Him and love Him, but I don't think I could hold out." But He is not only a Saviour, but a deliverer. He can deliver us from the power of sin— from Satan. There is not a guilt, crime, trouble, or trial from which the Son of God is not able to deliver us. Then Christ is the way. When a man goes into the wilderness to hunt, he takes a hatchet with him, and cuts the bark off the trees, they call it " blazing "— and thus he can find his track out, or others can follow in his track. So Christ has blazed the way along. He has gone up on high, and He says, " Follow Me." More than this, He is the light upon our way. I heard of an infidel once who said, " Look at your convert, it is all moonshine ;" and the young convert replied, " I thank you for the compli- ment ; we are willing to be called that. The moon borrows the light from the sun, and so we borrow ours from Christ." He is thy keeper ; He is thy shepherd, and the shepherd takes care of the sheep. Did you ever hear of the sheep taking care of the shepherd? " I shall not want." I will not speak of His wisdom, righteousness, strength, and power. It would take eternity to tell all about Christ. But I want to speak of one other thing that the Lord is ; He is a burden- bearer. There is not a poor sin- weary mortal that may not at once cast his burden upon Christ. People sometimes pray to have their burden taken from them ; and then they will rise up and take their burdens on their shoulders and go away unre- lieved. Cast all your burden upon the Lord.
