POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 8, 1886. VOL. III., No. 290. REGULATIONS- 1. All announcements for insertion in the POLICE GAZBITTB, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. ' 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of \ tolen property, will be prominently inserted, with detailed particulars, at a cost of 15S. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. & 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted n the POLICE GAZETTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the nest issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be iri the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in 13. Advertisements are accepted for the POLICE GAZBTTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. November, 1883. 3.— It is particularly requested that any complaints aa to the non- delivery or of irregularity in the aate of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of bmaineu, if in all telegrams to Great Scotland Yard regarding criminal matters, the nameamd official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come nnder the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies, APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Convict Office.— Woodcut portrait and des- cription of Convict HARRY BENSON, alias GEORGE MARLER, GEORGE WASHINGTON MORTON, ANDREW MONTGOMERY, HENRY YONGE, MONTAGUE COSTER, and MONTAGUE POSNO, Office No. 28899, whose apprehension is sought in this district under the Penal Servitude and Prevention of Crimes Acts, age 39, height 5 ft. 4 in., complexion sallow, hair, whiskers, beard and moustache black ( may have shaved), turning slightly grey, eyes brown, ruptured left side, large burn marks on buttocks and thighs, frequently pretends lameness, stoops slightly, invariably smoking cigarettes. Sentenced at Central Criminal Court, 9th April, 1877, to 15 years' penal servitude for forgery ( Turf Frauds). Liberated on special license 9th October, 1885. Reconvicted at Brussels 13th February, 1886, and sentenced to 2 years' and 14 days' inprisonment'for forgery. This sentence was afterwards reduced, and he was liberated on 30th ult., and is stated to have gone to Quebec, Canada. If seen to be apprehended, and it is requested that any information may be immediately communicated to tfois office by wire. 2.— Convict Office.— Woodcut portrait and description of License Holder JAMES REUBEN POWELL, alias JAMES JOWELL, Office No. 30575, who is suspected to have been concerned in several burglaries which have recently been committed in the vicinity of Dorking, age 51, height 5 ft. 6 in., com- plexion dark, hair dark brown, eyes hazel, scars above right elbow, 3rd and 4th right fingers, outer side right buttock, on left knee, and back of neck, varicose veins left leg, fleshy wart right of belly. Last known address, 4, John- street, Union- street, Lambeth. This man has undergone three teams of penal servitude, and is a most determined and skilful burglar. He reported to the Police of this district on the 30th of July last his intention of proceeding to New York, but is believed to have returned to this country, and failed to notify his arrival to the Police. Has been twice convicted at the Oxon Assizes, viz., in June, 1854, and March, 1863. Term of penal servi- tude expires 5th December next, from which date he is subject to 3 years' police supervision. 3.— E Division. — For stealing 2 trunks, 30 in. long, 15 in. wide, and 15 in. deep, covered with brown canvas, " N." in white paint at each end, containing a gentleman's gold lever watch, 1 gold bracelet, 8 £ 5 Bank of England notes, several white lawn handker- chiefs, men's drawers, linen collars, and letters— MARY NUGENT, age 24, height 5 ft. 4 or 5 in., complexion florid, hair brown, eyes dark, walks erect; dress, mourn- ing dress, black bonnet trimmed crape, wore a short biack veil. A native of Vienna. Warrant issued. 4.— T Division.— For burglary, 26th nil— GEORGE SMITH, alias DARKEY SMITH, age 36 ( looks older), height 5 ft. 5 or 6 in., complexion very clear, hair, moustache, and beard ( bushy) dark ( may be clean shaved); dress, drab colour jacket, moleskin trousers, lace boots. A native of Bristol. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W BEDFORDSHIRE. 5.— Luton { Borough).— For stealing, 2nd inst., a chestnut pony, 12 hands, mouse colour legs, white mark on forehead, light mane, chipped knees, branded on one hind leg ; a small Battersea trap, light and dark mahogany, blue cushions, " Squires, maker, Luton," on wheels ; and a rough rug, leopard colour one side and black the other— A MAN, age about 25, height about 5 ft. 6 in, moustache black ; dress, black coat, grey trousers, white straw hat. Information to Head Constable Jaquest, Luton. BERKSHIRE. 6.— Newbury ( County).— For stealing a pair o£ boots ( recovered), 10th ult.— GEORGE BENNETT, a tramping journeyman shoemaker, age about 40, height 5 ft. 6 or 7 in., complexion, hair ( bald on top), and moustache dark, walks badly, sickly appearance ; dress, brown coat and vest, speckled trousers, blue- and- white scarf, side- spring toots, with piece cut out of left to FRIPAT, OCTOBER 8, 1886. ease toe joint, black hard felt hat. Absconded 11th ult. Warrant issued. Information to Supt. Bennett, Newbury. BUCKINGHAMSHIRE. 8.— Slough ( County).— For stealing at Beacons- field, 30th ult., ahorse, recovered at Bracknell 1st inst. — A MAN, age about 27, 5 ft. 5 or 6 in., complexion fair, hair brown; dress, short, dark brown coat, light brown trousers, black billycock hat ; carried a long coat. Information to Supt. Dunham, Slough. DEVONSHIRE. £ 200 P. BWAED. 9.— Stonehouse ( County).— Woodcut portrait and description of JOHN EDWARD CURTEIS, whose apprehension is sought for forgery, age about 45, height about 6 ft., complexion very fair, hair ( very thin and almost bald on top) light, eyes grey, flesh mole on right cheek close to nostril, ears in- clined forward, speaks in a jerky manner, and usually toys with his watch- chain, which extends from both pockets ; dress, when last seen, dark grey tweed suit; wore a plain gold ring, with diamond in centre ; usually wears a white necktie passed through plain gold ring, and, after dark, a soft hat or peak cap, and white muffler round neck. Had with him a port- manteau and a paper parcel containing 3 white and 3 coloured shirts, and 12 collars marked " The Premier Shirt, Sydney Chai- le3, 77, Strand, London." Is sup- posed to have taken the 9.32 p. m. train for Folkestone or Dover, 15th ult. May endeavour to leave the country. A solicitor, late clerk to Stonehouse Local Board ; native of Brecon. In the event of his arrest in a foreign country where an Extradition Treaty exists, his extradition will be demanded by Her Majesty's Government. The above reward will be paid by Dr. C. Bultell, Stonehouse, for his apprehension. Warrant issued. Information to Major Brutton, Superintendent, Stonehouse. ESSEX. 10.— Braintree ( County).— For obtaining money by false pretences at Wethersfield COX, age about 40, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, supposed slightly pockpitted ; dress, light coat and trousers, light felt hat. Is accompanied by his wife, and a boy and girl, ages 10 and 3 respectively, and travels the country pretending to take photo- graphs, obtains payment for same, and then decamps. Warrant issued. Information to Supt. Elsey, Braintree. HEREFORDSHIRE. 11.— Led b u ry ( Cov. nty).— For fraudulently obtain- ing money by representing himself to be the manager of the Equitable Insurance Company, 50, Foregate- street, Worcester- A. P. WATKINS ( supposed false), age 35, height about 5 ft. 8 in., complexion fresh, hair and small side whiskers turning grey; dress, black suit, low silk hat; carried a small parcel. Supposed native of Wiltshire. Information to Supt. Smith, Ledbury. LANARKSHIRE. 12.— Glasgow ( City).— For embezzling £ 500— JOHN HENDERSON FERGUSON, an accountant, late of 45, West Nile- street, Glasgow, age 33, height 5 ft. 8 in., complexion deep ruddy, hair and moustache light; dress, navy blue overcoat with velvet collar, dark shooting coat and vest, striped trousers fashion, able appearance. Is a prominent football player, fast in his habits, and somewhat addicted to drink. Absconded 15th ult., and may endeavour to leave the country. Warrant issued. Information to Chief Constable McCall, Glasgow. LANCASHIRE. 13.— Bacup ( County).— For failing to report License Holder WILLIAM SMITH, alias CROOK and COOK, Office No. 29076, age 41, height 5 ft. 4 in., complexion fair, hair light brown, eyes blue, scars back of head, back of left ear, outside right wrist, back of right hand, on right thigh and instep, centre of back, left hip, left thumb, knee, and elbow, lost all top teeth. Sentenced at Preston Sessions 2nd January, 1878, to 10 years' penal servitude for laroeny. Licensed 21st October, 1885. E 77. Information to Supt. Norris, Bacup. ^' 14.— Church ( County). — Woodcut portrait and description of SAMUEL EMPSALL, whose appre- hension is sought for embezzling £ 300, age 38, height 5 ft. 10 in., complexion fair, hair and moustache light brown, tender eyes, lost several teeth. A native of Brighouse Fields. Was employed as clerk and col- lector to the Church Local Board. Absconded 5th alt. Warrant issued. Information to Supt. Eatough, Church. 15.— Rochdale ( County)— For failing to report- Supervisee THOMAS NAYLOR, alias DOWNING and JONES, Office No. 21787, age 43, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, left calf de- formed, nose injured, palm of left hand slightly con- tracted, heavy eyebrows. Sentenced at Preston Ses- sions 17th February, 1875, to 10 years' penal servitude and 7 years' police supervision for felony. B 197. Information to Supt. Tindall, County Policj Office, Rochdale. 16.— Liverpool ( City).— For forging and uttering a cheque, 24th ult.— GEORGE McMINN, age about 42, height 5 ft. 7 in., whiskers all round face, very thin, and moustache black, aquiline nose, prominent cheek bones, very thin face and neck, very nervous, fingers slightly discoloured as though from French polish ; dress, black frock coat, Shakespeare collar, high silk hat; carried an umbrella. He is using a cheque- book on the Birmingham and Midland Bank, Limited, number from A 07050, pur- chases goods, and tenders in payment a cheque for a larger amount than the purchase, and receives the balance. Warrant issued. 17.— Liverpool ( City).— For failing to report- Supervisee JOSEPH SHARPE, alias JAMES JACK- SON KING, Office No. 26269, age 23, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, blue dot between right thumb and forefinger, blue cut right of forehead. Sentenced at Liverpool Sessions 23rd October, 1883, to 12 months imprisonment and five years police supervision for receiving. L 2346.— License Holder PAUL THOMPSON, alias JOHN ROBERTS, Office No. 31405, age 53, height 5 ft. 5 in., complexion fair, hair brown ( turning grey), eyes grey, ship tattooed on left arm, scar over left eyebrow. Sentenced at Liverpool Sessions 7th December, 1881, to 5 years' penal servitude for shoplifting. Licensed 16th ult. WH 1145. Information to the Chief Supt., Detective Depart- ment, Liverpool. 18.— Manchester ( City).— For failing to report- Supervisee WILLIAM HENRY LEWIS, alias WM. MORRISON, age 35, height 5 ft. 2 in., complexion pale, hair brown, eyes light blue, scars top of head, on left thumb, and left of forehead, moles on right jaw, left cheek, bend of right arm, right of belly, and back of neck. Sentenced at Worcester Assizes, 19th October, 1885, to 9 months' imprisonment and 2 years police supervision for larceny. Information to Detective Supt. Hicks, Manchester. 19.— Accrington ( Borough). — For larceny— JOHN SCOTT, a cabinet maker, age 39, height 5 ft. 4 in., complexion fresh, hair sandy, moustache light, oval face, scars on nose, right cheek, right arm and left wrist; dress, blue pilot jacket, dirty cord trousers, clogs, black skull cap. Is well known to the Bury and Blackburn police; was convicted at Preston Sessions in 1881, and sentenced to 9 months' imprison- ment and 3 years' police supervision for larceny at Blackburn. His wife and family reside at Bury. 20.— Accrington ( Borough). — For obtaining money by false pretences, 3rd inst.— A MAN, age 30 to 35, height about 5 ft. 4 in., complexion fresh, hair ( turning grey) black, eyes dark; dress, dark brown tweed suit, low shoes, black billycock hat. His modus operandi is to enter a house and state that he is a foreman for the telegraph authorities, and that he was sent there by the postmaster to get lodgings, but that his box was at the station, and being short of money he required a small sum to remove it, on receipt of which he decamps. Information to Chief Constable Beattie, Accrington. 21.— Ashton- under- Lyne ( Borough).— For steal- ing ( 5th inst.) a female child, about nine months old, afterwards found alive in a ditch in Lees- lane; also a red knitted woollen shawl, and a blue bonnet, which the child was wearing— A WOMAN, age about 23, height 5 ft. 1 or 2 in., complexion fresh, hair with fringe on forehead, dark brown; dress, black shawl worn over her head, dark dress, and lace boots ( old). It is requested that inquiry be made at pawnbrokers for the stolen articles, and at common lodging- houses for the woman. 22.— Ashton- under- Lyne ( Borough).— For steal- ing £ 40 gold, 2nd inst.— HANNAH WEBB, alias WILLIAMS, age 35 to 40, complexion fresh, hair dark brown, very high shoulders, short thick neck, full round face, double chin ; is addicted to drink ; dress, black dolman, black dress and bonnet, red and black shawl; may purchase new clothing. Has been in service at Southport and other places. A native of Stafford, where her brothers and sisters reside. 23.— Ashton- under- Lyne ( Borough).— For steal- ing, 5th inst.— 1 green stuff skirt ( partly worn); 1 short black cloth jacket trimmed with feathers; 1 large family bible with 5 names inside ; 1 black fur tippet; 1 gold ring with cross and anchor on front, and some hair inlaid; 1 black cloth coat and vest; 1 brown tin trunk, about 2 ft. long by 18 inches deep ( lid bent in)— A MAN, age about 30, height 5 ft. 5 or 6 in., complexion fresh, side whiskers and moustache curled at ends, dark. Is known by the names of CHARLES FREDERICK MORTIMER, WILLIAM- SON, BATTY, LEMAIR, and MASSEY. Is accom- panied by Sarah Elizabeth Davis, age 22, height 5 ft. 4 or 5 in. very slight, complexion pale; dress, short black jacket, black dress, black velvet hat, with yellow feather and beads in front. Supposed to have gone either to London or Manchester. Information to Chief Constable Dalgliesh, Ashton- under- Lyne. 24— Rochdale ( Borough).— For embezzling £ 10— JOHN HENRY BODDINGTON, a clerk, age about 34, height 5 ft. 7 in., complexion fresh, hair, slight whiskers, and moustache brown, eyes ( full and promi- nent) hazel; dress, dark cloth suit, respectable appear- ance. Frequents billiard rooms. Warrant issued. Information to Chief Constable Wilkinson, Rochdale_ LINCOLNSHIRE. 25.— Lincoln ( City).— For forgery— CHARLES WALTER MONTAGUE, late Paymaster 10th Regi- mental District at Lincoln, age 30, height 5 ft. 6 in., hair light brown, eyes brown, anchor and C. M. tattooed left forearm. Supposed native of Staines, Middlesex. Deserted 29th March last. Photograph will be forwarded on application. Warrant issued. Information to Chief Constable Mansell, Lincoln. 26.— Grantham ( Borough). — For stealing, 5th inst.— A silver Geneva watch, j- plate, No. 3005, maker " R. Scott, New Briggate, Leeds," twisted mohair guard attached- FREDERICK SUTCLIFFE, age 26, height 5 ft. 7 or 8 in,, complexion dark, hair dark brown, 4 or 5 false teeth in upper jaw ; dress, black serge coat and vest, small brown check trousers, white collar and cuffs, lace boots with toe- caps, black hard felt hat. Stated he was a native of Halifax. Warrant issued. Information to Chief Constable Pemberton, Grant- ham. LINLITHGOWSHIRE. 27.— Linlithgow( County).— Woodcut portrait and description of JAMES DONALDSON, whose appre- hension is sought for rape on a girl age 13, age 32 ( looks older), height 5 ft. 8 or 9 in., complexion sallow, hair ( slightly mixed with grey) very dark brown, whiskers ( bushy) dark brown or black ( may new be shaved), eyes blue, full face, thick heavy lips, walks with a slouching gait, of respectable appearance; dress, dark brown tweed suit, side- spring boots, brown felt hat. Is addicted to drink and betting, and suffering from venereal disease. Was recently bank AO rupt, and proposed going to London. Is married ; wife and family left behind. A hawker of cloth ; native of Galashiels or Selkirk. Was for several years em ployed as engine- fitter. His father is Station Agent at. E& kLridge, North British Railway. Absconded from Bathgate, 26th August last. Warrant issued. Information to Lieut.- Colonel Borthwick, Chief Con- stable, Linlithgow. NORFOLK. 28.— North Walsham ( Couny).— For attempted rape, at Runton, 2nd ult.— A NAVVY, age about 30, height 5 ft. 6 or 7 in., stout, complexion fresh, hair and moustache very dark, full face ; dress, dark velvet coat and vest, light cord or moleskin trousers, lace boots, black billycock hat. Warrant issued. Information to Supt. Woolnough, North Walsham NORTHAMPTONSHIRE. 29.— Northampton ( Borough).— For stealing, 4th inst.— A silver lever watch, No. 126142, maker " J. Reid and Co."; gold albert, small link pattern, with book locket attached; 1 brown single- breasted Chester- field overcoat, two pockets at sides, one outside left breast, and ticket ditto ; 1 black coat, pockets outside, black bone buttons, " Shemeld, Sheep- street," on collar ; and 1 pair black trousers and vest— A MAN, age about 33, height 5 ft. 5 in., rather stout build, whiskers and moustache sandy, eyes blue; dress, tweed coat, brown trousers, black billycock hat. A chimney- sweep ; may be wearing some of the stolen property. Information to Chief Constable Keenan, North- ampton. 34.— Wincanton ( County).— For disobedience to summons for gaming at Henstridge, 21st August last— FRANK WILLIAMS, age about 20, height 5 ft. 5 in., complexion fair, no whiskers or moustache, full features ; dress, brown mixture suit, black hard felt hat. Supposed native of Shaftesbury, Dorset. Tra- velled the country with Frank Stainer, who attends fairs with a stall of toys, pictures, and walking- sticks on a stand. Warrant issued for the apprehension of Williams. Information to Supt. Williams, Wincanton. SUSSEX ( EAST). 35.— Hailsham ( County).— For stealing, at Heath- field, 22nd ult., a light bay gelding colt, 2i years, about 14 hands, black points, long tail, no shoes, in good condition— TWO MEN, 1st, age 18, height 5 ft. or 4 in., slight, complexion and hair dark ; dress, dark suit, black hard felt hat. 2nd, age about 20, height 5 ft. 8 or 9 in-, complexion and hair dark, moustache dark ; dress, dark suit, black hard felt hat. Were traced to Bennerden, Kent, driving a chesnut cob and a costermonger's barrow, with the stolen horse tied behind. Information to Supt. Renville, Hailsham. WORCESTERSHIRE. 36.— Dudley ( Borough)— For stealing a bicycle ( recovered) 1st inst.— GEORGE HENRY WILLIAMS, alias THOMAS HENRY WILLIAMS, J. STEVENS, CHARLES THOMPSON, and GEORGE THOMAS, a painter, age 27, height 5 ft. 31 in., complexion fair, hair brown, eyes hazel, scar on bridge of nose, mole back of neck, shingle marks shoulders and breast, mole right side of belly, scar outside buttock and across kneecap ; dress, brown plaid coat and vest, black- and- white plaid trousers, brown hard felt hat. Warrant issued. Information to Supt. Burton, Dudley. YORKSHIRE ( WEST RIDING). 37.— Dewsbury ( County).— For uttering forged cheques — CHARLES FIRTH, alias CHARLES FIRTH WILLIAMSON, age 30, height 5 ft, 51 in., complexion fresh, hair brown, moustache heavy, eyes grey, round face, scar on nose, bubo mark right groin ; dress, black coat. A plumber; native of Birstal, Yorks. Warrant issued. Information to Supt.
