POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY,. SEPTEMBER 24, 1886. REGULATIONS- VOL. III., 286. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON-, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; avid, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numter, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referri/ ig to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All paymetits must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond (; Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. J. MOKBO, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies, APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— Central Office. - For peijury — HENRY LLEWELLEN WINTER, alias DAWSON, HARDY, and COOK, late of 28, Norland- square, Notting- hill, age 36, height 5 ft. 7 in., complexion dark, hair, mous- tache ( long), beard, whiskers ( trimmed all round), and eyes very dark ; of Jewish appearance ; wears an eye- glass and sometimes spectacles ; quick in manner and speech ; dressed very respectably. Is accompanied by a woman age 40, tall, stout, and dark, and two girls, ages eight and three, and a boy, age one year. Warrant issued. 2.— A Division.— For forging and uttering money orders, & c.— A MAN, age about 45, height 5 ft. 10 or 11 in., complexion pale, hair ( cut short and turn- ing grey) and moustache ( long) dark, inclined to be corpulent, walks rather lame, and carries a walking- stick, wears spectacles when reading ; dress, blue serge suit, heavy lace boot?, cloth cap with peak and braid band. This man takes out a money order for a small amount in London, payable at some suburban district, alters it to a larger amount, and gets a tradesman ( generally a publican) to change it. He also deposits a small sum in the Post Office Savings Bank, alters the entry in the book to a larger amount, and obtains a loan, leaving the book as security. 3.— G Division.-- For embezzlement— T. H. SNOW, age 28, height 5 ft. 9 in., complexion florid, hair ( bald on top) and eyes dark ; dress, dark clothes, black tie, patent leather shoes, black hard felt hat, generally worn on one side. A native of Newbury, Berks. Warrant issued. 4.— G D i v i s i o n.— For embezzlement— WILLIAM GORDON DEAN, age 25, height 5 ft. 8 in., slight, complexion and hair dark, eyes hazel, scar over one eye, tattooed one arm, thick eyebrows ; dress, supposed dark clothes, high hat. A native of London. May have enlisted. Warrant issued. 5.— K Division.— For failing to surrender to his bail at Central Criminal Court, for housebreaking at West Ham, 23rd July last- HENRY MARCH ANT, age 31, height 5 ft. 1 in., complexion dark, hair dark brown, eyes brown, scar left side, top of head, and over left eyebrow, lost one top tooth, " S. D." right arm, " E- B. Y. C. R. B. S. P. S. J. E. P. S. S.," and cross left arm, man's head and bust on left wrist, ring on third finger left hand ; dress, generally, light grey or brown suit, black or brown hard felt hat. A native of Brighton. Warrant issued. 6.— P Division— For stealing, 13th inst.— A black gelding pony, 12 hands, small white saddle mark, a set of silver- plated harness, and a light spring cart, painted chocolate, picked out red, new wheels, painted slate colour, " Alfred Smith, 53, Great Guild- ford- street, Southwark," on tin plate on side— HENRY HALL, alias SMITH, age 19, height 5 ft. 4 in., sharp features; dress, black diagonal coat and vest, light cord trousers, black felt hat. Was recently employed hop- picking at Ellis's Farm, East Farley, Maidstone, where he'may'now bo found. 7.— T Division.— For stealing a gentleman's gold keyless watch, double cases, gold albert ( 1 long link and 3 small links pattern), a lady's long gold chain, 2 plain snake rings, and .£ 20— SARAH RE- BECCA ROSENBAUM, alias ROSENBERG, a domestic servant, age 30, medium height, complexion sallow, hair brown. A Polish Jewess ; may be found amongst Jews in some provincial town. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 8.— For fraud— G. GURNEY, a commission agent, late of 9, Union- court, Old Broad- street, age 30, height 5 ft. 9 in., slight, complexion fair, hair and moustache ( slight) light; dress, dark clothes, high hat, respect- able appearance— HENRY MACNAMARA, a com- mission agent, late of 64, Englefield- road, Kingsland, age 40, height 5 ft. 7 in., square build, complexion fresh, hair, small side whiskers ( cut short), and mous- tache dark brown, eyes blue ; dress, black frock coat, brown trousers, high hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BANFFSHIRE. 9.— Banff ( County).— For embezzling about £ 95— WILLIAM PARK, age about 50, height about 5 ft 9 in., complexion swarthy, hair ( turning grey) dark, slight side whiskers, chin shaved, long thin face ; dress, dark tweed suit ( half worn), double - peaked cap. Travelled in Forfarshire during past season with an entire horse belonging to Mr. James Sutor, Collie, Elginshire, but which he left in a stable in Keith, 21st ult. A stallion groom ; native of Aberdeen. It is requested that inquiry be made at cattle sales, horse markets, stallion stables, foreign- bound vessels, & c. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable Haig, Banff BEDFORDSHIRE. 10.— Biggleswade ( County).- For stealing, 12th inst., 3 new brown Chesterfield overcoats, fly fronts, 2 pockets with flaps, and ticket ditto, covered buttons, Italian cloth lining, fancy striped sleeve lining ; 1 overcoat, double- breasted, dark loose rough knotted sloth, to fit a boy age 6 ; and 1 dark grey waterproof, 1 pockets outside, bone buttons— JOHN TUFFNELL. alias ARTHUR SAUNDERS, age 20, height 5 ft. 8 or S in., complexion sallow, hair dark brown, eyes blue, no whiskers or moustache; dress, grey coat, dark trousers, soft felt hat, crown indented. A native of Walsworth, Hitchin, Herts. Warrant issued. Information to Supt. Bedlow, Biggleswade. 11.— Luton ( Borough).— For embezzling£ 11 Is. 6< L — k. or H. FRUEN, age 38 to 40, height about 5 ft., complexion sallow, hair ( long), whiskers, and moustache black, very long body, short legs, knock- kneed; dress, blatk suit, high hat. A commission agent; native of Birningham ; has been employed by Messrs. Swann and Edgar, photographers, Regent- street, London, and in many other parts of England. Wirrant issued. Iniormation to Head Constable Jaquest, Luton. 2 BUCKINGHAMSHIRE. 12. — Chipping Wycombe ( Borough). — For larceny ( it « )- TWO MEN— 1st, age about 24, height 5ft. 4in., slight, complexion sunburnt, thin face; dress, black cloth frock coat, dark cloth trousers ( torn at bottoms), black hard felt hat ( too large); 2nd, age about 26, height 5 ft. 7 in.; dress, dark coat, light trousers, grey shooting cap, tied at top— all old. Information to Supt. Fraser, Chipping Wycombe. CHESHIRE. 13.— Altrincham ( County).— For stealing a silver lever - watch, No. 139906, maker " Samuels, Man- chester" ; 1 black felt hat, 1 blue- and- black silk neck- tie, 1 shirt front, and 1 purse, 2nd inst.— A MAN, age about 32, height 5 ft. 6 in., complexion sallow, hair dark brown, eyes hazel; dress, light; brown suit ( reefer jacket), blue- and- black silk tie, side- spring boots ( aearly new), black hard felt hat. 14.— Altrincham ( County).— For failing to report — License Holder JOHN JONES, Office No. 31277, age 31, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, scars ( indent) margin of forehead, between eyes, right of nose, scrofula each ear. Sentenced at Wrexham, 20th October, 1881, to 5 years' penal servi- tude for assault with intent to rob. Licensed 24th Angnst, 1886. H 1016. Information to Supt. Leighton, Altrincham. 15.— Northwich ( County).— For stealing, at Castle Northwich, 20th inst.— A silver Geneva watch, No. 21432 ; a black- and- white tweed vest, narrow pattern ; and some silver and bronze— HENRY WILSON, age 17, height 5 ft. 5 in., complexion sallow, hair ( out short) and eyes dark, " E. W." tattooed left arm, and name of a horse right arm ; dress, black cloth coat, black- and- white tweed trousers and vest, blucher boots. A labourer; native of Oldham. Warrant issued. Information to Supt. Plant, Northwich. 16. — Stockport ( Borough). — For breaking and entering a pavilion and stealing a quantity of spirits — THOMAS PRENDERGAST, alias RED TOM, age 28, height 5 ft. 5 in., complexion fresh, hair ( short) sandy, eyes hazel; dress, dark jacket, white corduroy trousers, scarf and cap, military boots. A labourer, native of Stockport ; belongs to the Army Reserve, and is attached to Ashton district. Supposed well known at Oldham, Burnley, Ashton, Huddersfield, and Halifax. 17.— Stockport ( Borough).— For obtaining money hy false pretences, 15th inst.— G. S. JACKSON ( sup- posed false), age about 30, height 5 ft. 6 in., complexion fresh, hair ( inclined to curl, and turning grey), side whiskers ( slight) and moustache dark, red nose; dress, brown- and- black speckled suit, dark tie, American shape, grey stockings, low shoes, black hard felt hat. This man took lodgings for himself and another man, stating they had come to fix two telegraph wires, that his boxes were at the railway station, and that he was short of money to redeem them. He then borrowed a small sum of money, promising to return in a short time. Has since committed a similar offence at Newton Heath in name of G. S. Wilmott. 18.— Stockport ( Borough). — For stealing, 14th, from Edgeley Railway Station— A black wooden box, about 3 ft. long and 3 ft. deep, with rough brown covering, containing— 1 lady's ring, set large emerald, surrounded with diamonds ; 1 lady's gold hoop ring, 1- 8- carat, set large pearls ; 1 large amethyst brooch set line pearls ; 1 broad band gold bracelet, chased ; 1 Bolid gold bracelet pliable, works on pivots or hinges ; 1 pair gold spectacles, 1 Maltese lace mantle, 1 grey shawl, 1 white Shetland ditto, 1 large cardinal ditto, 1 small black silk ditto, 1 grey silk dress, 1 grey woollen ditto, 1 black dress trimmed jet, a number of pocket- handkerchiefs, marked " Annie Heath," a lady's bonnet, 4 lady's caps, a parcel of linen and muslin, 1 ifreen table- cloth, 1 red leather card- case, a number of books, and a bag containing several keys— A MAN, age 20 to 25, height 5 ft. 6 in., complexion fresh, hair and moustache ( slight) light; dress, dirty light jacket suit, brown hard felt hat; who booked at the M. S. and L. Railway Station to Manchester Central, taking with him the box. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 19.— Truro ( County).— For stealing a silver watch ( recovered)— ALFRED SKELLETT, age 18, height 5 ft. 7 or 8 in., complexion fair ( freckled), hair r « d ; dress, supposed grey coat and vest, corduroy trousers, lace boots, low felt hat. May endeavour to enlist. Absconded 21st ult. Warrant issued. Information to Supt. Opie, Truro. jacket, dark vest, dark cord trousers, lace boots, brown cloth hat with turned up rim ( old and dirty). A coach- man ; supposed native of Cumberland. Information to Supt. Taylor, Cockermouth. 21.— Penrith ( County).— For stealing 56 sheep at Melmerly, which he sold at the Auction Mart, Hex- ham, Northumberland, 27th July last - JOHN HAR- RISON ( supposed false), age about 35, stout, height about 5 ft. 6 in., complexion fair, hair light, whiskers ( slight) sandy, chin shaved, spoke slowly and in a low tone; dress, brown check tweed suit ( new), black hard felt hat. Carried a bundle containing an old dark tweed suit, and had with him a black- and- tan collie dog. Stated he lived at Greenleycleugh, Northumber- land. Warrant issued. Information to Supt. Fowler, Penrith. coin ditto; 1 Charles I. shilling ( much worn); 3 silver breastpins; and 1 gold o\ al scarf ring, with pearl in centre— TWO MEN ; 1st, age about 30, height 5 ft. 6 in., complexion fresh, whiskers and beard ( long and thin) red, thin features, long nose ; dress, black over- coat and black bowler hat, carried a dark walking- stick ; 2nd, age 35 to 40, height 5 ft. 6 in., complexion and moustache dark, full face ; pugilistic appearance ; dress, blue- black frock coat, light trousers, bowler hat. Information to Head Constable Colquhoun, Swan- sea. DERBYSHIRE. 22.— Derby ( Borough).— For stealing, 7th inst.— 1 new fine black ribbed frock coat, double- breasted, covered buttons, bound fine black braid, pockets behind and inside breast; 1 fine invisible green cloth coat, pockets on hips and outside and inside breast, vest to match, clerical collar ( nearly new) ; 1 pair black and white plaid trousers, fly fronts ; 1 blue vest, fancy material, with red spots, mosaic buttons, blood- stain inside lining at back, clerical collar; 1 purple or dark blue vest, fancy material with spots, covered buttons; 1 gold scarf- pin, oval- shaped, imitation musical instrument in centre, surrounded with pearls and rubies; 1 gold albert chain, 9- carat, curb pattern ; 1 gold ditto, fetter link pattern; 1 gold compass seal, 18- carat; 1 gentleman's gold buckle ring, 18- carat; 1 gentleman's gold ring, 18- carat, set carbuncle ; 1 silver Elgin lever watch, No. 2350670, white dial, flat glass ; and a black Russia leather portmanteau, about 18 inches long, containing recitations, poems, magazines, & c.— CHARLES WILLIAMS, age about 60, height ft. 5£ in., hair, whiskers, and moustache nearly white; dress, brown plaid jacket, brown tweed trousers, sometimes wears a high hat and sometimes a soft felt hat. This man engaged apartments about 3 months since, stating he was a writing- master from London, and desired to commence classes. Had with him several picture- frames with bills " Private Adult Tuition at the Pentonville Institute, Mr. Williams, M. C. P.", which he hung in front of the house ; he also distributed small handbills. Left by the 1.20 p. m. Midland train for Birmingham, 7th inst., taking with him 2 black leather bags and a carpet ditto, and sent a box and several frames by Midland Railway, lug- gage train, addressed to Miss Williams, 4, Orchard- road, St. John's- wood- terrace, London. Is accom- panied by Percy Williams, age about 13, complexion fair, hair light. Warrant issued. Information to Lieut- Colonel Delacombe, Chief Constable, Derby. CUMBERLAND. 20.— Cockermouth ( County).— For unlawfully having housebreaking implements in his posseision, and violently assaulting police, 10th inst.— rOM WILSON, age about 35, height 5 ft. 10 in., complexion and moustache ( cut short) dark, thin face, supposed to have a slit in one ear; dress, dark double- bisasted DEVONSHIRE. 23.— Stonehouse ( County). — For embezzling public funds to a large amount— JOHN EDWARD CURTES, age about 45, height about 6 ft., complexion very fair, hair ( very thin and almost bald on top) light, eyes grey, flesh mole on right cheek close to nostril, ears inclined forward, speaks in a jerky manner, and usually toys with his watch- chain, which extends from both pockets; dress, when last seen, dark grey tweed suit; wore a plain gold ring, with diamond in centre ; usually wears a white necktie passed through plain gold ring, and, after dark, a soft hat or peak cap, and white muffler round neck. Had with him a port- manteau and a paper parcel containing 3 white and 3 coloured shirts, and 12 collars marked " The Premier Shirt, Sydney Charles, 77, Strand, London." Is sup- posed to have taken the 9.32 p. m. train for Folkestone or Dover, 15th inst. May endeavour to leave the country. A solicitor ; native of Brecon. Warrant issued. Information to Major Brutton, Superintendent) Stonehouse. DURHAM. 24.— South Shields ( Harbour).— For larceny— WILLIAN LANT, age 17, height 5 ft. 2 in., slight, complexion pale, hair light brown; dress, dark grey tweed trousers and jacket, white jacket and vest under ditto, black silk quarter cap. A tinsmith native of Newcastle. Supposed tramping the country playing a tin whistle. Ma}' endeavour to join the Navy. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Supt. Farmer, River Police, South Shields. GLAMORGANSHIRE. 25.— Swansea ( Borough).— For stealing, 14th inst. — 1 silver crown piece, George III., 1822 ; 1 half crown, George II., 1746; 1 pair gold earrings and brooch, small size, hollow, French make and stamp ; Queen Elizabeth sixpenny piece, with hole through it, has been gilt; 1 2- franc piece brooch; 1 Swedish GLOUCESTERSHIRE. 26. — Fishponds ( County). — For larceny — HENRY VINCENT DAVIS, age about 25, height 5 ft. 8 or 9 in., complexion, hair, and moustache ( slight) dark; dress, dark blue cloth jacket, dark mixture trousers, light boots ( worn), light brown felt hat. A native of Yeovil, Somerset. Stated he had been an assistant schoolmaster. ( See Case No. 46.) Information to Supt. Matthews, Fishponds. HAMPSHIRE. 27.— Aldershot ( County).— For stealing 2 gold rings and 1 pair gold earrings— WILLIAM SLARK, alias JOHN HALL, age about 35, height 5 ft. 8 or 9 in., complexion swarthy, hair dark brown, eyes dark ; dress, shabby dark clothes. Has served in the Royal Engineers. Supposed native of Bricknell. Warrant issued. Information to Supt. Brinson, Aldershot. 28.— Portsmouth ( Borough).— For embezzling £ 40— WILLIAM JONES, alias CLARKE, age about 32 ( looks older), height 5 ft. 7 in., complexion sallow, hair brown, eyes blue, small side whiskers, beard, and moustache ( may now be clean shaved), thin features ; is of excitable temperament and intemperate habits, raises his hand to his face when speaking, and turns his toe inwards when walking ; dress, black diagonal cutaway coat and vest, pepper- and- salt mixture trou- sers, black necktie with silver pin, side- spring boots, black felt or high hat. An Irishman ; has been a ser- geant in the 2nd Battalion Essex Regiment, and is now attached to the Army Reserve. Absconded 15th inst. Warrant issued. Information to Chief Constable Cosser, Portsmouth HERTFORDSHIRE. 29.— St. Albans ( City).— For stealing a cash- box, 4th inst., containing £ 4 gold, 7s. silver, and a cheque for £ 2 6s. 9d. on the London and County Bank, drawn by W. E. Deaton and payable to Mrs. Muskett, dated 26th August, 1886— A MAN, age 25, height 5 ft. 6 or 7 in., complexion fair, hair brown, eyes grey, pale thin face ; dress, dark coat, trousers, and black felt hat. Information to Head Constable Pellant, St. Albans. KENT. 30.— Ashford ( County).— For stealing about £ 10 gold and silver— A man, who gave the name of WILLIAM OLIVER, alias GENERAL WILLIAM BOOTH, age about 23, height 5 ft. 5 in., complexion fresh, hair ( cut short) brown, moustache ( very slight) light, eyes grey, tattooed back of right hand ; dress, black cutaway coat and vest, slate- colour trousers with dark stripe down side, red silk neckerchief with amber colour flowers, Oxford shoes ( old), black hard felt hat. Is very fond of company, and sings, " I'll meet her when the sun goes down," and the " Irish agricultural girl"; is also a good step and clog dancer. A native of Sunderland or Manchester. Is supposed to be a de- serter from the Royal Artillery. ( See Case No. 16, 3rd ult.). Information to Supt. ISSING from her home since 9 a. m. on Friday, the 6th August, 1886, ADELINE STAINES, 13 years of age, tall and stout, fresh complexion, broad features, grey eyes, brown hair ( plaited) ; speaks with a roilgh voice; marks near eyes similar to smallpox marks. Dress, green stuff dress, trimmed large cardinal bow behind, four or five small tucks on bottom; brown straw hat, trimmed with brown satin ribbon; and high top lace boots. May by this time have changed her dress. She left home under the pre- tence of going to school, and was seen about 10 a. m. the same day in the neighbourhood. It is requested that police officers and others will make inquiries for this person, who may be in some situation, or may have been led away by some evil- disposed person. On small finger of left hand a gold signet ring, and on third finger of right hand a thin old wedding ring. In watch pocket of vest a gold lever hunting watch with French brequet chain attached, also gold locket and pencd- case.
