SEGULATIONS- t All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THB POLICB GAZETTE, GRBAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as 10 stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of xtolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numSer, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referri/ ig to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They tnurt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may De at once noti fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT, 1.— Central Office. — For perjury — HENRY LLEWELLEN WINTER, alias DAWSON, HARDY, and COOK, late of 28, Norland- square, Notting- hill, age 36, height 5 ft. 7 in., complexion dark, hair, mous- tache ( long), beard, whiskers ( trimmed all round), and eyes very dark ; of Jewish appearance ; wears an eye- glass and sometimes spectacles ; quick in manner and speech ; dressed very respectably. Is accompanied by a woman age 40, tall, stout, and dark, and two girls, ages eight and three, and a boy, age one year. Warrant issued. 2.— Central Office.— Woodcut portrait and des- cription of A. F. GUITES, late of 75, Commercial- street, Whitechapel, whose apprehension is sought for fraudulent bankruptcy— age 26, height 6 ft., com- plexion florid, hair sandy ( inclined to be light), mous- tache ( slight) light, is letting his whiskers grow sup- posed to hide scar from abscess on left side of chin ; dress, dark jacket suit, smart appearance. Is supposed to have about £ 400 in his possession. May endeavour to go abroad. Warrant issued. 3.— B Division.— For stealing £ 8 12s., 1 silver watch, 2 silver chains, 2 regimental shirts, and several articles of under- linen— ELIZABETH BARKER, alias McKENZIE, age 42, complexion fair, hair dark brown, lost right forefinger; of dissipated appearance, and addicted to drink. Warrant issued. 4.— E Division. — For unlawfully procuring a girl under the age of 18 to become a common prosti- tute— ANNIE MARIA CAMERON, a prostitute, age 17, height 5 ft. 4 in., slight build, complexion pale, hair ( dyed) yellow, eyes blue ; dress, red satin dress, trimmed red plush, foreign- made boots, with buttons on both sides, white bonnet, trimmed red flower and blue feather. ( See Case No. 22.) Warrant issued. 5.— N Division.— For carnally knowing a girl under 16 years of age— WILLIAM HALL, age 23, height 5 ft. 4 in., complexion fair, hair brown, large scar left arm between shoulder and elbow, peculiar lines on face ; dres?, black melton coat, blue ditto trousers, high hat. A coachman; native of Milford, Derby. Warrant issued. 6.— X Division.— For fraudulently obtaining goods by answering advertisements in newspapers— S. WOOTHINGTON, age 35, height 5 ft. 7 in., com- plexion fresh, hair, whiskers, and moustache dark brown, round face ; dress, brown suit, coloured straw hat. Is accompanied by a man, age 50, height 5 ft. 10 in.; dress, dark clothes, black felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7.— For forging and uttering a cheque— CHARLES EVANS, a clerk, late of 120, Ormside- road, Old Kent road, London, age 18 ( looks younger), short, com- plexion ruddy, hair light; dress, black corkscrew cloth suit, hard felt hat, with mourning band. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BANFFSHIRE. 8.— Banff ( County).— For embezzling about £ 95— WILLIAM PARK, age about 50, height about 5 ft 9 in., complexion swarthy, hair ( turning grey) dark, slight side whiskers, chin shaved, long thin face ; dress, dark tweed suit ( half worn), double - peaked cap. Travelled in Forfarshire during past season with an entire horse belonging to Mr. James Sutor, Collie, Elginshire, but which he left in a stable in Keith, 21st ult. A stallion groom; native of Aberdeen. It is requested that inquiry be made at cattle sales, horse markets, stallion stables, foreign- bound vessels, < fca. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable Haig, Banfl. BEDFORDSHIRE. 9-— Luton ( Borough).— For embezzling £ 11 Is. 6d. — A. or H. FRUEN, age 38 to 40, height about 5 ft., complexion sallow, hair ( long), whiskers, and moustache black, very long body, short legs, knock- kneed ; dress, black suit, high hat. A commission agent; native of Birmingham ; has been employed by Messrs. Swann and Edgar, photographers, Regent- street, London, and in many other parts of England. Warrant issued. Information to Head Constable Jaquest, Luton. " BUCKINGHAMSHIRE. 10.— Chipping Wycombe ( Borough). — For larceny ( ri/ Q- TWO MEN— 1st, age about 24, height 5ft. 4in., slight, complexion sunburnt, thin face; dress, black cloth frock coat, dark cloth trousers ( torn at bottoms), black hard felt hat ( too large); 2nd, age about 26, height 5 ft. 7 in.; dress, dark coat, light trousers, grey shooting- cap, tied at top— all old. HATTON, age 23, height 5 ft. 6 or 7 in., complexion fresh, hair'light brown, eyes blue, short neck, turns his feet out when walking ; dress, dark coat and vest, corduroy trousers, lace boots. A farm labourer ; native of High Leigh. Warrant issued. 12 . Altrincham ( County).— For stealing a silver lever watch, No. 139906, maker " Samuels, Man Chester"; 1 black felt hat, 1 blue- and- black silk neck- tie, 1 shirt front, and 1 purse, 2nd inst.— A MAN, age about 32, height 5 ft. 6 in., complexion sallow, hair dark brown, eyes hazel; dress, light brown suit ( reefer jacket), blue and- black silk tie, side- spring boots ( nearly new), black hard felt hat. Information to Supt. Leighton, Altrincham. 13.— Stockport ( Borough).— For larceny— EMMA JACKSON, alias HARGREAVES, age 35 to 40, height 5 ft. 4 or 5 in., complexion fresh, hair dark, right hand deformed, but can knit with same; of good address; dress, blue skirt or black dress, striped shawl, dark bonnet; knits and crochets, and after- wards hawks the same from door to door. Stated she had a son named Arthur, a pupil- teacher, at Prest- bury, and that she was a widow, her husband having died at Macclesfield about four years ago. 14. — Stockport ( Borough). — For breaking and entering a pavilion and stealing a quantity of spirits — THOMAS PRENDERGAST, alias RED TOM, age 28, height 5 ft. 5 in., complexion fresh, hair ( short) sandy, eyes hazel; dress, dark jacket, white corduroy trousers, scarf and cap, military boots. A labourer, native of Stockport; belongs to the Army Reserve, and is attached to Ashton district. Supposed well known at Oldham, Burnley, Ashton, Huddersfield, and Halifax. 15.— Stockport ( Borough).— For failing to report — THOMAS BOOTH, alias COLLINS and HEWITT, Office No. 31250, age 30, height 5 ft. 3 in., complexion fresh, hair greyish, eyes grey, " H." tattooed left wrist, small wart right side of forehead, deaf, and appears to be of weak intellect. Sentenced at Salford, 22nd February, 1886, to G months' hard labour and 2 years' police supervision for larceny. 5923. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 16.— Truro ( County).— For stealing a silver watch ( recovered)— ALFRED SKELLETT, age 18, height 5 ft. 7 or 8 in., complexion fair ( freckled), hair red ; dress, supposed grey coat and vest, corduroy trousers, lace boots, low felt hat. May endeavour to enlist. Absconded 21st ult. Warrant issued. Information to Supt. Opie, Truro. CUMBERLAND. 17.— Cockermouth ( County).— For unlawfully having housebreaking implements in his possession, and violently assaulting police, 10th inst.— TOM WILSON, age about 35, height 5 ft. 10 in., complexion and moustache ( cut short) dark, thin face, supposed to have a slit in one ear; dress, dark double breasted jacket, dark vest, dark cord trousers, lace boots, brown cloth hat with turned up rim ( old and dirty). A coach- man ; supposed native of Cumberland. Information to Supt. Taylor, Cockermouth. 18.— Penrith ( County).— For stealing 56 sheep at Melmerly, which he sold at the Auction Mart, Hex- ham, Northumberland, 27th July last - JOHN HAR- RISON ( supposed false), age about 35, stout, height about 5 ft. 6 in., complexion fair, hair light, whiskers ( slight) sandy, chin shaved, spoke slowly and in a low tone ; dress, brown check tweed suit ( new), black hard felt hat. Carried a bundle containing an old dark tweed suit, and had with him a black- and- tan collie dog. Stated he lived at Greenleycleugh, Northumber. land. Warrant issued. Information to Supt. Fowler, Penrith. 5 ft. 5i in., hair, whiskers, and moustache nearly white; dress, brown plaid jacket, brown tweed trousers, sometimes wears a high hat and sometimes a soft'felt hat. This man engaged apartments about 3 months since, stating he was a writing- master from London, and desired to commence classes. Had with liirn several picture- frame3 with bills " Private Adult Tuition at the Pentonville Institute, Mr. Williams, . M. C. P.", which he hung in front of the house ; he also distributed small handbills. Left by the 1.20 p. m. Midland train for Birmingham, 7th inst., taking with him 2 black leather bags and a carpet ditto, and sent a box and several frames by Midland Railway, lug- gage train, addressed to Miss Williams, 4, Orchard- road, St. John's- wood- terrace, London. Is accom- panied by Percy Williams, age about 13, complexion fair, hair light. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Derby. HAMPSHIRE. 25.— Aidershot ( County).— For stealing 2 gold rings and 1 paij gold earrings— WILLIAM SLARK, alias JOHN HALL, age about 35, height 5 ft. 8 or 9 in., complexion swarthy, hair dark brown, eyes dark; dress, shabby dark clothes. Has served in the Royal Engineers. Supposed native of Bricknell. Warrant issued. Information to Supt. Brinson, Aidershot. HEREFORDSHIRE. 26.— Hereford ( City).— For larceny ( lodgings)— JOHN WILLIAMS, age 23, height 5 ft. 5 or 6 in. complexion fresh, hair and eyes brown, clean shaved, lame right foot; dress, dark tweed jacket and vest, dark striped trousers, hard felt hat. Supposed native of Tredegar. Information to Head Constable Richardson, Here- ford. DEVONSHIRE. 20.— Exeter ( City).— For stealing a lady's plain gold single stone diamond ring, 26th ult.— H. JACOBI, age 30 to 35, medium height, complexion sallow, small side whiskers and moustache dark, speaks broken English ; dress, dark cutaway coat and vest, mixture trousers, hard felt hat; carried a small box or port- manteau, supposed containing music. Has in his pos- session a stamp, which he uses with blue ink, " Professor Jacobi, Wonder Worker," thereon ; gives entertainments as a conjuror. Warrant issued. Information to the Chief Constable, Guildhall, Exeter. DERBYSHIRE. 19.— Derby ( Borough).— For stealing, 7th inst.— 1 new fine black ribbed frock coat, double- breasted, covered buttons, bound fine black braid, pockets behind and inside breast; 1 fine invisible green cloth coat, pockets on hips and outside and inside breast, vest to match, clerical collar ( nearly new) ; 1 pair black and white plaid trousers, fly fronts ; 1 blue vest, fancy material, with red spots, mosaic buttons, blood stain inside lining at back, clerical collar; 1 purple or dark blue vest, fancy material with spots, covered buttons; 1 gold scarf- pin, oval- shaped, imitation musical instrument in centre, surrounded with pearls and rubies ; 1 gold albert chain, 9- carat, curb pattern ; 1 gold ditto, fetter link pattern; 1 gold compass seal, 18- carat; 1 gentleman's gold buckle ring, 18- carat; 1 gentleman's gold ring, 18- carat, set carbuncle ; 1 silver Elgin lever watch, No. 2350670, white dial, flat glass ; and a black Russia leather portmanteau, about 18 inches long, containing recitations, poems, magazines, & c.— CHARLES WILLIAMS, age about 60, height DURHAM. 21.— Bishop Auckland ( County)— For stealing, 28th ult.— A bay mare, aged, 14 hands 3 inches, two or three white spots on belly and under saddle, long square tail ( not rumped), in fair condition; a dark gig, picked out red, doors let down behind for parcels, < fec , " I. Bell, Barnard Castle," on wheel- caps; blue cushion ; 1 slightly singed double black knee- rug, with daub of red paint thereon; blue woollen mat; and black cane whip ; a set of silver- mounted harness, with silver- plated hames and chain at bottom, and silver- plated brow- band on head- collar— THOMAS GRAY, age about 20, height 5 ft. 7 or 8 in., complexion dark, hair dark brown; dress, dark jacket and vest ( old), dark grey trousers, supposed militia blucher boots, black billycock hat, " A. Y. R. Barthorpe" written inside. Has been for a few weeks at Bishop Auckland, running about hotels and livery- stables. Belongs to Richmond Militia. His father is a blacksmith at Gateshead. Warrant issued. Information to Supt. Banks, Bishop Auckland. 22.— West Hartlepool ( County).— For abducting a girl under the age of 18— ANNIE CAMERON, age 174, height 5 ft. 2 in., slight build, complexion very fair, hair golden colour; dress, red satin dress, trimmed red plush, foreign- made boots, with buttons at both sides, white bonnet, trimmed red flower and blue feather. ( See case No. 4). Warrant issued. Information to Supt. Parkinson, West Hartlepool. ESSEX. 23.— Chelmsford ( County).— For stealing, 6th inst.— A silver Geneva watch, No. 31847; jet chain; with gold watch key and common ditto attached ; 1 silver brooch, made of lion shilling ; 1 pair silver earrings, with small birds in centre ; 1 imitation silver locket and chain- BEATRICE BAKER ( supposed false), age about 20, height 5 ft. 4 in., complexion sallow, hair ( cut short behind, and parted at side) black, eyes dark, slight impediment in speech ; dress, short black jacket, brown bodice trimmed cream lace, and false cream front, black skirt and figured apron, white straw hat trimmed white lace ( rather dirty) and red poppy at left side. This woman engaged lodgings, stating she came to Chelmsford to work for Isaac, tailor, of Aldersgate- street, London, and left, stating she would go and get her box and return same night; but after she had gone the articles were missed. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE, 24.— Gloucester ( County).— For stealing a white clothes basket containing 5 chemises, 5 pairs of drawers, 2 nightgowns, 1 cotton dress, pink and blue stripes and blue spots, 2 men's white shirts, 2 night shirts, 1 brown holland apron trimmed red, 11 or 12 white collars, 1 pair white cuffs, 15 or 16 chamber towels ( white with red border), 15 or 16 white pillow- cases, and 1 blue sailor collar, some marked " Shrimp ton," others " White "- JOSEPH McGUINESS, age 18, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel; dress, dark suit, black bowler hat ( all old). A native of Gloucester. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. HERTFORDSHIRE. 27.— St. Albans ( City).— For stealing a cash- box, 4th inst., containing £ 4 gold, 7s. silver, and a cheque for £ 2 6s. 9d. on the London and County Bank, drawn by W. E. Deaton and payable to Mrs. Muskett, dated 26th August, 1886— A MAN, age 25, height 5 ft. 6 or 7 in., complexion fair, hair brown, eyes grey, pale thin face ; dress, dark coat, trousers, and black felt hat. Information to Head Constable Pellant, St. Albans. KENT. 28.— Ashford ( County).— For stealing about £ 10 gold and silver— A man, who gave the name of WILLIAM OLIVER, alias GENERAL WILLIAM BOOTH, age about 23, height 5 ft. 5 in., complexion fresh, hair ( cut short) brown, moustache ( very slight) light, eyes grey, tattooed back of right hand; dress, black cutaway coat and vest, slate- colour trousers with dark stripe down side, red silk neckerchief with amber colour flowers, Oxford shoes ( old), black hard felt hat. Is very fond of company, and sings, " I'll meet her when the sun goes down," and the " Irish agricultural girl"; is also a good step and clog dancer. A native of Sunderland or Manchester. Is supposed to be a de- serter from the Royal Artillery. ( See Case No. 16, 3rd ult.). Information to Supt. Wenham, Ashford. 29.— Folkestone ( Borough).— For stealing from an hotel, 11th inst., a cashbox containing £ 12 gold, £ 10 silver, five 100- franc notes, French and German silver coins amounting to about £ 12, 1 gold enamelled dog's head scarf ring, 1 gold ring ( stone deficient), several gold and silver pencil cases, 1 silver case for sovereigns, 1 pair gold sleeve links, several gold studs, 1 French medal with inscription, 1 silver watch, and 3 silver watch cases— TWO MEN, 1st, age about 35, height about 5 ft. 10 in., complexion dark, hair very dark, moustache black, chin shaved; dress, black frock coat dark trousers, patent leather boots with kid tops ( new), hard felt hat; 2nd, age 35, height 5 ft. 9 in., complexion and moustache dark ; dress, short black coat and vest, dark trousers, patent leather boots, hard felt hat. Information to Supt. Taylor, Folkestone. 30.— Gravesend ( Borough).— For obtaining money by means of a fictitious cheque— FRED BARRING- TON, age about 28, height 5 ft. 7 or 8 in., complexion and hair dark, eyes brown, flat- footed and walks slightly lame ; dress, light tweed suit, black hard felt hat. Warrant issued. Information to Chief Constable Berry, Gravesend. LANCASHIRE. 31.— Church ( County). — Woodcut portrait and description of SAMUEL EMPSALL, whose appre- hension is sought for embezzling £ 300, age 38, height 5 ft. 10 in., complexion fair, hair and moustache light brown, tender eyes, lost several teeth. Information to Supt. Eatough, Church. 32.— Prescot ( County).— Wbodcut portrait and ( plain1), red woven shawl, black straw hat trimmed with black ribbon— similar to those worn by the Salvation Army. Absconded 14th inst., taking a ticket for King's Cross. Warrant issued. Information to Supt. Brown, Bourne. description of JOHN RICHARD WOOD, last assis- tant overseer, whose apprehension is sought for embezzling moneys belonging to the Guardians of Prescot Union, age about 35, height 5 ft. 8 or 9 in., slight, complexion dark, hair ( turning grey) black, eyes dark brown, smart theatrical appearance ; dress, dark clothes, black billycock hat. Is a good organist and pianist, sings at concerts, and is fond of singing comic songs at parties. May be employed as a teacher of music and singing. Fond of gay company. Absconded from Woolton 9th December last. Warrant issued. Information to Supt. Barker, Prescot. 33.— Manchester ( City). — For stealing watches and jewellery, value X100- DAVID JACOBS, age 40. height 5 ft., very slight build, complexion dark, hair dark brown, eyes brown, thin facc, stoops when walking ; dressed respectably. Absconded Cth inst.
