FRIDAY, JULY 23, 1886 VOL. in., No. 268 REGULATIONS- L All announcements for insertion in the POLICB GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered' the name and address of some person responsible for the payment must be given, anl the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. V. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numSer, ana' are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit V the Editor notice of the fact, referring to the number of the announcement for insertion in i he next issue. 10. In all cases, the officer signing the request for insertion of any anno ncement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering Utter. 12. All payments must be in advance, either at the office. Advertisements are accepted for the POLICE GAZETTE through Mr. James TTilling, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- sation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies - APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. N Division.— Woodcut portrait and description ( together with facsimile of cheque) of HARRY CAMPBELL HARRIS, whose apprehension is sought for stealing cheques, Nos. 1- 0008 to 0044— age 35, height 5 ft. 8 in., complexion dark, hair ( curly) dark brown; dress, blue serge suit, flat top hat. Speaks with American accent. It is requested that furniture warehousemen and dealers he cautioned against this man, and asked, in the event of his calling, to give immediate information to Police. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. 2 T H E POLICE GAZETTE. TUESDAY, JULY 400, 1886. METROPOLITAN POLICE DISTRICT. 2.— B Division.— For stealing; a £ 5 Bank of England note, i' 8 gold, and a silver lever hunting watch, No. 1189880— JAMES SMITH, age 30, height 5 ft. 5 in., complexion, hair ( slightly bald and parted in centre) dark, eyes blue, abscess mark on throat; dress, red mixture stable jacket, 4 pockets outside, and vest to match, dark mixture trousers, lace boots ( patched on uppers), black felt hat. A stable- man; held a hackney carriage driver's licence at Dewsbury in 1S85, and IKIS been employed at Rutland, Norwich, Hamilton, and Glasgow. 3.— N Division.— For stealing, 15th inst., a blue roan mare pony, 11 hands 2 inches, hog mane, chipped knees from a recent fall; a set of silver- plated har- ness, and a village cart painted dark brown, step broken off on near side, " Frederick Hime, Blanche House, 16, Salisbury Road, Dalston," painted on side— TWO MEN : 1st, age 27, height 5 ft. 7 in., complexion, hair, and moustache very dark ; dress, dark clothes, white straw hat; 2nd, age 25, height 5 ft. 4 in., com- plexion and hair fair ; dress, brown tweed suit, brown hard felt hat. 4. — P Division. — For embezzling £ 10— • CHARLES REIS, age 23, height 5 ft. 2 in., com- plexion fair, hair light brown, eyes light blue, clean shaved, high forehead, weak knees, walks with a slovenly gait, C. R., 1875, ancl '•' Baker's coat of arms " inside right forearm ; dress", light tweed jacket ( short), trousers, and vest, brown felt hat. A native of Weistock, Baden, Germany. Absconded 15th inst., aid may endeavour to leave for America. 5.— R Division.— For stealing at Woolwich, 10th inst., a bay horse pony, 12 hands, long tail, hair rubbed at root, streaks of white round chest; silver- plated harness ; and a light spring cart, painted chocolate, picked out red, right rail broken and tied with string, " William Sayers, Plumstead- road," on shaft— A MAN, age 25, height 5 ft. 6 in. ; dress, dark clothes. C.— R Division.— For stealing £ 40 ( see Case No. 6, 2nd tread.)— ARTHUR ANGUS, age 17, height 5 ft. 3 in., complexion, hair, and eyes dark, lame left leg, turns his foot out when walking ; dress, black diagonal coat and vest, dark tweed trousers, lace boots, white straw hat. Was seen at Ramsgate, 11th inst., where he may be found, or at some other seaside place. Warrant issued. 7.— T Division.— For stealing, 16th ult.— A brown check cloak, lined red silk, feather trimmings ; 1 red knitted petticoat; 2 pair drawers, trimmed red lace and embroidery, marked " Constance Oliver " ; 1 thick brown overcoat; a blue serge suit ( new); 1 old blue coat and vest; 1 dark brown ulster with cape ; and a small black shiny portmanteau, brass nails— GLOVER and his WIFE ; 1st, age 30, height 5 ft. 2 in., hair and whiskers dark ; dress, supposed stolen blue suit; 2nd, age 25, height 5 ft. 5 in., complexion dark; dress, dark clothes. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For felony— J. T. MANN, a commercial traveller, late of 1, Cobham Villas, Somerset- road, Tottenham, age 40, height 5 ft. 7£ in., hair, beard, and moustache black ; dress, black morning coat and vest, high black hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, BEDFORDSHIRE. 9.— Luton ( Borough).— For failing to report- License Holder DAVID ODELL, Office No. 29748 age 32, height 5 ft. 6 in., complexion fresh, hair light eyes blue, scars bridge of nose and left of forehead, female and cross flags left forearm, star back of left hand, bracelet, 3 stars, and cross on pedestal back of right hand. Sentenced at Bradford 3rd January, 1882, to 5 years' penal servitude for larceny. Licensed 12th January last. I 32. Information to the Head Constable, Borough Police, Luton. CARNARVONSHIRE. 10.— Carnarvon ( County).— For embezzling £ 900 - HUGH THOMAS ROBERTS, age about 29, height about 5 ft. 9 in., slight build, moustache light, stoops, thin face, downcast look, deep voice, of gentle- manly appearance. Was formerly a clerk in the White Star offices, Liverpool, and lately rate collector at Bangor. Plays billiards; may be found at betting clubs, or endeavour to go abroad. Information to Chief Constable Ruck, Carnarvon. CHESHIRE. 11 — Altrincham ( County).— For stealing £ 2 gold, 4 half- crowns, I pair small gold earrings, 1 pair silver ditto, made of foreign coins ( size of threepenny- piece), and 1 silver albert guard, with small whistle and 2 foreign coins about the size of a shilling attached— A WOMAN, age 38 to 40, height 5 ft. 2 or 3 in , com- plexion pale, hair ( wavy and brushed back) brown, lost upper front teeth, skin disease side of nose ; dress, black corded jacket, black dress trimmed crape, black bonnet with black feather. Information to Supt. Leighton, Altrincham. 12.— Middlewich ( County).— For stealing, 2nd inst., at Sandbach— 2 handsaws ( one marked " John Bowker " on blade), 1 tenon saw, 1 foot square, 1 hand plane, 2 hammers, 1 draw knife, 1 adze, 1 axe ( ground on one side), 3 brace bits, 2 paring chisels, 1 gouge, 2 gauges, 1 bass lined with canvas, pocket inside— A MAN, age 30, height 5 ft. 7 in., complexion fresh, hair dark, no whiskers ; dress, dark coat and vest, check tweed trousers, lace boots, billycock hat; wore a steel albert chain. 13.— Middlewich ( County).— For stealing, 3rd inst., at Castle Northwich— 1 smooth blue pilot coat, 1 pair men's Derby tie boots, 3 coloured cotton shirts, lib. sugar, Jib. tea, 1 quart tin can, 1 tea bottle, and half shoulder mutton— A MAN, age about 33, height 5 ft. 7 in , complexion ruddy, hair ( cut short) brown, eyes grey; dress, dark sack coat bound with braid, dark vest, brown Cardigan jacket under, dark cloth trousers, white apron, hard hat; wore a watch with steel chain attached. Stated he was a joiner, and going to work in the neighbourhood. Information to Supt. Plant, Middlewich. 14.— Runcorn ( County).— For burglary ( breaking out) and stealing a brown ribbed cloth overcoat, " Nic- holls, Manchester," on tab ; 1 pepper- and- salt mixture sack coat, 1 pair lace boots ( nearly new), and a dark hard felt hat— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair ( cut short) light, eyes hazel, full face, no whiskers or moustache, lump out- side right ankle, walks lame ; dress, dark clothes, lace boots, black hard felt hat. Information to Supt. Hollingworth, Runcorn. 15.— Macclesfield ( Borough).— For burglary and stealing, 23rd ult.— HENRY JOHNSON, alias THOMAS WILSON and GEORGE BURGESS, age 34, height 5 ft. 4j in., complexion fair, hair brown, eyes grey, scar corner of right eye back of neck, both elbows and knees, 3 moles on neck, fourth finger damaged, carries a bass; dress, brown overcoat, blue plush vest, brown cardigan jacket under, dark grey trousers, white apron, hard black felt hat. A convict on license ; is also wanted for burglary at Stafford ( see POLICE GAZETTE, Case No. 19, 4tli ult.). A native of Manchester. Photograph may be seen on application. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. 16.— Stockport ( Borough). — For stealing, 29th ult., a woman's long black- ribbed worsted jacket ( nearly new), buttons down front, stand- up collar, cord trimming behind— ELIZABETH DONNELLY, age about 40, height 5 ft. 3 or 4 in., slight, complexion pale, hair dark brown, rather weak eyes, slight skin disease on side of nose, chin projects a little : dress, stolen jacket, brown dress, sometimes wears a white tie. Supposed to belong to Altrincham, and has an aunt residing at Holmes Chapel. Is accompanied by " Mad Alexander," a navvy, age about 40, stout, hair and moustache brown, keen eyes ; generally works at railway cuttings. May be found at common lodging- houses. 17.— Stockton ( Borough).— For stealing, 16th inst., a man's black- ribbed, worsted morning coat ( nearly new), pockets in laps behind, small ticket ditto, striped lining in sleeves, bound black braid— A MAN, age about 37, height 5 ft. 4 or 5 in., complexion, hair, whiskers, and moustache ( about a month's growth) dark, low forehead, near- sighted, arms tattooed ; dress, dark overcoat, trousers, and vest, white collar, black- and- green necktie, lace boots, black hard felt hat or cap, with peak. This man obtained lodgings by stating that he was employed as number taker in the carriage department at the Teviotdale Railway Station, and worked in the night- time ; at the same time he obtained lodgings at another house by stating he worked during the day, and that he came from Crewe or Chester. Left behind a pair of men's grey worsted socks, white toes, initials " W. H." worked at top ; 1 dinner knife and fork, black handles, and a coat similar to the one stolen ( supposed proceeds of larcenies). Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 18.— Derby ( County).— For forging and issuing a cheque purporting to be drawn by " Charles Edmund Newton"— HENRY DAVIES, age about 28, height 5 ft. 9J in., slight, complexion dark, hair and moustache ( slight) black, Roman nose ; dres3, check snuff- colour suit, low shoes, black hard felt hat; supposed to have | with him a new brown leather Gladstone bag, " E. E. N." painted on side. A native of Dorrington, Shropshire; served in the 7th Hussars, and since leaving the army has been employed as barman in liquor vaults. Has an uncle residing in Bootle. Warrant issued. Information to Deputy Chief Constable Lawson, St. Mary's Gate, Derby. DURHAM. 19.— Durham ( City).— For fraudulently obtaining, 14th inst., a rounded 18- carat gold buckle ring, set 3 small diamonds, H. T./ scratched inside ; 1 small tra- velling rug ; 1 rug strap ; 1 black leather hand bag ; 1 white shirt; 2 linen collars, Connaught shape, " Welsh, Wayetron & Co.," thereon; 2 pairs linen cuffs, size 91, marked " Ben " inside; 1 black satin tie, Stanley shape, with white spots ; and £ 7 9s. 6d.— HARRY JOSEPH, age about 30, height 5 ft. 4 or 5 in., stout build, hair dark brown, moustache ( slight) dark, pro- minent eyes, full face, of Jewish appearance; dress, black fine cloth frock coat, light cloth trousers, black round felt hat, size 7, maker, " Lincoln, Bennett and Co., London." May be wearing some of the stolen linen and tie. Stated he resides at Fernhead Lodge, near Harrow - road, London ( supposed false)— CHARLES ARTHUR SLADER, age 33, height 5 ft. 8 to 10 in., slight build, liair, beard, and moustache ( cut short) dark brown, thin face ; dress, black cloth morning coat, dark trousers, black felt hat, size 6|, " Hood, Salmond, Imrie and Co., Durham," inside. Their modus operandi is to call upon tradesmen and order goods, and pay for the same by cheque, which is occasionally in excess of the value of the goods, in which case they receive the balance in cash ; upon the cheques being presented they are returned marked " No account." Joseph has in his possession a cheque- book on the North- Western Bank, Limited, Liverpool Branch, and a pass- book on the same bank. It is requested that special inquiry be made at hotels, billiard- rooms, and other likely places. Not to be arrested out of the United Kingdom. Information to Chief Constable Smith, Durham. ESSEX. 20.— Colchester ( Borough). — For stealing, 17th inst.— 1 long overcoat, olive colour, thin material; 1 short dark lavender coat ( new); 1 black dress ditto and vest; 1 pair dark green trousers; 1 white silk pocket- handkerchief; 1 gold curb chain and locket, with photo of a man attached ; 2 turn- down collars, marked " A. Mills"; 1 silk umbrella, light- coloured handle, with silver band and knob ; 1 pair worsted stockings, marked " C. U. No. 15 " ; and 1 pair lace boots— HENRY PULLEN, age 23, height 5 ft. 6 or 7 in., slight, complexion sallow, hair and moustache ( slight) brown, long face, wart on lower part of one ear A native of Colchester. Warrant issued. Information to Chief Constable Coombs, Colchester. GLAMORGANSHIRE. 21.— Pontypridd ( County). — For conspiracy— JOSEPH GODWIN, alias " PAPER COLLAR JOE, age 45 to 48, height 5 ft. 7 or 8 in., stout build, com- plexion fresh, hair light brown, whiskers and mous- tache slight. A horse- dealer; supposed a native of Birmingham. Warrant issued. Information to Supt. Matthews, Pontypridd. HAMPSHIRE. 22— Aldershot ( County).— For stealing a suit of clothes, recovered— Private GEORGE WEST, Medical Staff Corps, age 27, height 5 ft. 6£ in., complexion sallow, hair dark brown, moustache ( heavy) dark, eyes hazel. A carpenter; native of Rotherhithe. Has been employed by " Messrs. Colls and Sons, Camber- well." Warrant issued. Information to Supt. Brinson, Aldershot. 23.— Alton ( County).— For attempted rape, 19th ult.— NEWMAN MELLUES, age about 40, height 5 ft. 8 or 9 in., corpulent, complexion fair, hair and whiskers ( bushy) sandy, rather bow- legged; dress, dark brown overcoat, light brown spotted suit, hard felt hat. A paper maker; native of Alton. May seek employment at paper mills. Warrant issued. Information to Supt. Rapkins, Alton. 24.— Lyndhurst ( County).— For fraud- ARTHUR E. POWELL, a clerk, age about 25, height 5 ft. 4 or 5 in., complexion pale, hair ( inclined to curl) dark, little or no whiskers, left eye appears smaller than the other, bow- legged ; dress, dark jacket and vest, black round felt hat. Absconded from Lymington 7tli ult. Warrant issued. Information to Supt. White, Lyndhurst. HERTFORDSHIRE. 25— Hemel Hempstead ( County).— For fsloni- ously receiving a gold lever watch, No. 251601, and black jet chain and locket, 15th ult.— WILLIAM FRIDAY, JULY 23, L! B86. THE POLICE GAZETTE. 3 CHARLES ARNOLD, age about 40, height about 5 ft. 6 in., complexion hair, beard, and moustache dark; dress, black frock coat, dark cord trousers, white wrapper ( dirty), soft felt hat. Supposed native of Colchester. Warrant issued. 26.— Hemel Hempstead { County).— For embez- zlement— GEORGE CHESHIRE, age about 24, height about 5 ft. 8 in., complexion fresh, hair, whiskers and moustache "( slight) light, cross eyed. A native of Stendham, Herts. May seek employment as carman or farm labourer. Absconded 2nd inst. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 27.— Hitch in ( County).— For burglary, 16th inst., and stealing 30 yds. drab cashmere, marked a/ cy on board ; 25 yds. prune ditto, marked a/ cy ; 26 yds- black French ditto, marked m/ cy ; and 25 yds. plum coloured ditto— TWO MEN— 1st, age about 30, height 5 ft. 8 or 9 in., stout build, complexion, hair, and mous- tache ( heavy) dark ; dress, dark guernsey jacket, cor- duroy trousers, black hard felt hat; 2nd, age 28, height 5 ft. 7 or 8 in., slight, complexion fair, hair and moustache sandy; dress, dark jacket, dark cord trousers, hard felt hat, respectable appearance. Booked from Stevenage to King's Cross by the 6.40 a m. train, 17th inst., supposed having the stolen goods in their possession. Information to Supt. Reynolds, Hitchin. 28.— Ware ( County).— For stealing the inner por- tion of a cash- box containing £ 5 10s., gold and silver, so ne " 10 U's " and memoranda— TWO MEN ( who drove a dark brown pony and a dark- painted gig) : 1st, age 55 to 28, height 5 ft. 7 or 8 in, complexion, hair, and whiskers ( bushy, but probably false) dark ; dress, dark grey or mixture suit, black hard felt hat. 2nd, age 18 to 20, hair brown, no whiskers or moustache ; dress, black coat and vest, black hard felt hat. Were traced to Cheshunt. ( Supposed same as described in Case No. 77, 9tk inst.) Information to Supt. Hilton, Ware. 29.— Watford ( County).— For stealing a silver English lever watch ( recovered) at Rickmansworth, 29th ult.— GEORGE WRIGHT, age 26, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, eyes blue, moustache ( heavy) light, rather large mouth; dress, dark pilot jacket, light brown trousers patched at knees, plaid neckerchief. Infoimation to Supt. Hummerstone, Watford. 30.— St. Albans ( City).— For stealing £ 13 gold, 13th inst.— CHARLES MENLOYE, age 29, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel, clean shaved, slightly bow- legged ; has been in the Army ; dress, dark mixture suit, black hard felt hat. A native of St. Albans. Warrant issued. Information to Head Constable Pellant, St. Albans. 31.— H e rtfo ra ( Borough).— For larceny— ALFRED BEETON, age about 24, height 5 ft. 5 or 6 in., com- plexion fair, hair short, side whiskers and moustache dark; dress, blackdiagonal coat or jacket, mixture tweed trousers and vest, black hard felt hat; wears an ele- phant silver scarf- pin. A carpenter; native of Laven- ham. Warrant issued. Information to Head Constable Jarrett, Hertford. KENT. 32.— Deal Borough).— For stealing a silver open- face watch, black hands and bright seconds ditto, common chain with stone, green one side and pink the other, attached ; and a small cash- box, containing about 5s. silver and bronze— a man, who gave the name of WILLIAM SIMPSON, age about 40, height 5 ft. 8 in., hair ( turning grey) dark, moustache ( heavy) brown ; dress, light coat, dark trousers, light cap, with flaps tied on top, sometimes wears a hard felt hat. A painter ; belongs to the Kent Artillery Militia. Information to Head Constable, Capps, Deal. LANARKSHIRE. 33.— Coatbridge ( County).— For fraud and wilful imposition- JAMES McINNES NEILSON, age 28, height 5 ft. 8 or 9 in., slight build, complexion sallow, hair, moustache, and eyes dark, small side whiskers, long thin features, Roman nose; dress, serge jacket suit, ( trousers tight- fitting), hard felt hat. Was at Carlisle on the 6th and 7th inst., and is likely to attend Liverpool and other race meetings. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Commander McHardy, R. N., Chief Constable, Hamilton. All lodged at an eating- house on night of 8th inst., and left on afternoon of 9th for Syston, whence they proceeded by train to Nottingham. ( Supposed same as described in case No. 63.)
