REGULATIONS- X All announcements for insertion in the POLICE GAZETTB, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. • it. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible far the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. tf. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. V Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numBer, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any anno-. Meement, will be wholly responsible for any proceedings which may re* Ufrom such publication. 11. Announcements for the Friday issue should be '• K": aried to as to be received not later than noon on Wednesday, and for the Tuesday edition nc iter than Satuid* y morning. Cities and Boroughs therein, arranged in strict alphabetical order. • 2.— Any additional copies of the GAZETTE beyond the dumber at present supplied will be forwarded on appli cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POUCH GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies METROPOLITAN POLICE DISTRICT. 2.— A Division.— For committing a rape on a child 8 years old— GHARLES ADAMS, age about 35, height 5 ft. 8 in., complexion fair, hair and moustache light, lisps, of military appearance ; dress, dark coat and vest, light tweed trousers, blucher boots, hard felt hat. Warrant issued. 3.— N Division.— For stealing horse, cart, and harness ( recovered, Case No. 7, Oth inst.)— WILLIAM BANKS, alias MICKEY BANKS, age 22, height 5 ft. 8 in., complexion fair, hair and moustache light; dress, grey suit, black hard felt hat. A native of Enfield. Warrant issued. 4.— R Division.— For stealing at Woolwich, 10th inst., a bay horse pony, 12 hands, long tail, hair rubbed at root, streaks of white round chest; silver- plated harness ; and a light spring cart, painted chocolate, picked out red, right rail broken and tied with string, " William Sayers, Plumstead- road," on shaft— A MAN, age 25, height 5 ft. C in. ; dress, dark clothes. 5.— R Division.— For stealing £ 40 ( see Case No. 6, 2nd tn^.)— ARTHUR ANGUS, age 17, height 5 ft. 3 in., complexion, hair, and eyes dark, lame left leg, turns his foot out when walking ; dr-^ 5, black diagonal coat and vest, dark tweed trousers, lace boots, white straw hat. Was seen at Ramsgate, 11th inst., where he may be found, or at some other seaside place. Warrant issued. 6.— T Division.— For stealing, 16th ult.— A brown check cloak, lined red silk, feather trimmings; 1 red knitted petticoat; 2 pair drawers, trimmed red lace and embroidery, marked " Constance Oliver " ; 1 thick brown overcoat; a blue serge suit ( new); 1 old blue coat and vest; 1 dark brown ulster with cape; and a small black shiny portmanteau, brass nails— GLOVER and his WIFE ; 1st, age 30, height 5 ft. 2 in., hair and whiskers dark ; dress, supposed stolen blue suit; 2nd, age 25, height 5 ft. 5 in., complexion dark; dress, dark clothes. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. BEDFORDSHIRE. 7.— Ampthiil ( County).— For stealing a suit of clothes ( recovered)— JAMES CARSON, age about 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( bald on top) and moustache brown, eyes very light blue. Has been in the Army, and was discharged about October last from the 2nd Bedfordshire Regiment. Frequents public- houses singing songs, and talks a great deal about India. A native of Belfast. Warrant issued. Information to Supt. James, Ampthill. 8.— Dunstable ( Borough).— For stealing, 27th March last— a small hand- barrow, painted chocolate, " Carpenters' Arms— To let" in white lettera on side— EDWARD CURTIS, age about 30, height 5 ft. 7 in., complexion fair, no whiskers, sharp features. A fish hawker ; is known in London. Warrant issued. Information to Head Constable George, Dunstabl e. CARNARVONSHIRE. 9.— Carnarvon ( County).— For embezzling ,£ 900 — HUGH THOMAS ROBERTS, age about 29, height about 5 ft. 9 in., slight build, moustache light, stoops, thin face, downcast look, deep voice, of gentle- manly appearance. Was formerly a clerk in the White Star offices, Liverpool, and lately rate collector of Bangor. Plays billiards; may be found at betting clubs, or endeavour to go abroad. Information to Chief Constable Ruck, Carnarvon- shire. CHESHIRE. 10.— Macclesfield ( County).— For stealing 2 cows ( recovered) at Great Warford, 15th ult.— A MAN, age about 35, height 5 ft. 8 or 9 in., complexion sallow, hair, mutton- chop whiskers, and moustache ( slight) dark, chin shaved, thin features, smart appearance ; dress, dark suit, light boots, dark hard felt hat; who, on an attempt having been made to apprehend him, presented a revolver, and escaped. Information to Supt. Large, Macclesfield. 11.— Middlewich ( County).— For stealing, 2nd inst., at Sandbach— 2 handsaws ( one marked " John Bowker " on blade), 1 tenon saw, 1 foot square, 1 hand plane, 2 hammers, 1 draw knife, 1 adze, 1 axe ( ground on one side), 3 brace bits, 2 paring chisels, 1 gouge, 2 gauges, 1 bass lined with canvas, pocket inside— A MAN, age 30, height 5 ft. 7 in., complexion fresh, hair dark, no whiskers ; dress, dark coat and vest, check tweed trousers, lace boots, billycock hat; wore a steel albert chain. 12.— Middlewich ( County).— For stealing, 3rd inst., at Castle Northwich— 1 smooth blue pilot coat, 1 THE TOLigfi GAZETTE. pair men's Derby tie boots, 3 coloured cotton shirts, lib. sugar, jib. tea, 1 quart tin can, 1 tea bottle, and half shoulder mutton— A MAN, age about 33, height 5 ft. 7 in , completion ruddy, hair ( cut short) brown, eyes grey; dress, dark sack coat bound with braid, dark vest, brown Cardigan jacket under, dark cloth trousers, white apron, hard hat; wore a watch with steel chain attached. Stated he was a joiner, and going to work in the neighbourhood. Information to Supt. Plant, Middlewich. 13.— Runcorn ( County).— For burglary ( breaking out) and stealing a brown ribbed cloth overcoat, " Nic- holls, Manchester," on tab ; 1 pepper and salt mixture sack coat, 1 pair lace boots ( nearly new), and a dark hard felt hat— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair ( cut short) light, eyes hazel, full face, no whiskers or moustache, lump out- side right ankle, walks lame ; dress, dark clothes, lace boots, black hard felt hat. Information to Supt. Hollingworth, Runcorn. 14.— Macclesfield ( Borough)— For burglary and stealing, 23rd ult.— HENRY JOHNSON, alias THOMAS WILSON and GEORGE BURGESS, age 31, height 5 ft. 4j in., complexion fair, hair brown, eyes grey, scar corner of right eye back of neck, both elbows and knees, 3 moles on neck, fourth finger damaged, carries a bass; dress, brown overcoat, blue plush vest, brown cardigan jacket under, dark grey trousers, white apron, hard black felt hat. A convict on license; is also wanted for burglary at Stafford ( see POLICE GAZETTE, Case No. 19, 4th ult.). A native of Manchester. Photograph may be seen on application. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. 4 • 15.— Stockport ( Borough). — For stealing, 29th ult., a woman's long black- ribbed worsted jacket ( nearly new), buttons down front, stand- up collar, cord trimming behind- ELIZABETH DONNELLY, age about 40, height 5 ft. 3 or 4 in., slight, complexion pale, hair dark brown, rather weak eyes, slight skin disease on side of nose, chin projects a little: dress, stolen jacket, brown dress, sometimes wears a white tie. Supposed to belong to Altrincham, and has an aunt residing at Holmes Chapel. Is accompanied by " Mad Alexander," a navvy, age about 40, stout, hair and moustache brown, keen eyes ; generally works at railway cuttings. May be found at common lodging- houses. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 16.— Derby ( County).— For forging and issuing a cheque purporting to t> e drawn by •' Charles Edmund Newton "- HEN11Y DAVIES, age about 28, height 5 ft. 9J in., slight, complexion dark, hair and moustache ( slight) black, Roman nose ; dress, check snuff- colour suit, low shoes, black hard felt hat; supposed to have with him a new brown leather Gladstone bag, " E. E. N." painted on side. A native of Dorrington, Shropshire; served in the 7th Hussars, and since leaving the army has been employed as barman in liquor vaults, lias an uncle residing in Bootle. Warrant issued. Information to Deputy Chief Constable Lawson, St. Mary's Gate, Derby. FlFESHIRE. 17.— Dunfermline ( City).— Woodcut portrait and description of ANGUS McGREGOR SINCLAIR, whose apprehension is sought for embezzling £ 24 2s., the moneys of the " Royal Liver Friendly Society," 6th ult.— age 27J, height 5 ft. 71 in., complexion fresh, hair ( slightly bald) and moustache reddish, small red side whiskers, shaved on chin ; dress, generally dark grey tweed jacket and vest, striped trousers, hard felt hat. A native of Caithness- shire. May seek employ- FRIDAY, JULY 16, 1886. ment as a canvasser or collector for some friendly society, or as a clerk, under an assumed name. Is supposed to be accompanied by a young woman, who may pass a3 his wife. ( Apprehended, see No. 106.) 4 Information to Supt. Forbes, Dunfermline. GLAMORGANSHIRE. 18.— Pontypridd ( County). — For conspiracy— JOSEPH GODWIN, alias " PAPER COLLAR JOE," age 45 to 48, height 5 ft. 7 or 8 in., stout build, com- plexion fresh, hair light brown, whiskers and mous- tache slight. A horse- dealer; supposed a native of Birmingham. Warrant issued. Information to Supt. Matthews, Pontypridd. HAMPSHIRE. 19.— Aldershot ( County).— For stealing a suit of elothes, recovered- Private GEORGE WEST, Medical Staff Corps, age 27, height 5 ft. 6J in., complexion sallow, hair dark brown, moustache ( heavy) dark, eyes hazel. A carpenter; native of Rotherhithe. Has been employed by " Messrs. Colls and Sons, Camber- well." Warrant issued. Information to Supt. Brinson, Aldershot. 20.— Alton ( County).— For attempted rape, 19th ult.— NEWMAN MELLUES, age about 40, height 5 ft. 8 or 9 in., corpulent, complexion fair, hair and whiskers ( bushy) sandy, rather bow- legged ; dress, dark brown overcoat, light brown spotted suit, hard felt hat. A paper maker; native of Alton. May seek employment at paper mills. Warrant issued. Information to Supt. Rapkins, Alton. 21.— Lyndhurst ( County).— For fraud- ARTHUR E. POWELL, a clerk, age about 25, height 5 ft. 4 or 5 in., complexion pale, hair ( inclined to curl) dark, little or no whiskers, left eye appears smaller than the other, bow- legged ; dress, dark jacket and vest, black round felt hat. Absconded from Lymington 7th ult* Warrant issued. Information to Supt. White, Lyndhurst. HERTFORDSHIRE. 22.— Bishops Stortford ( County).— For failing to report— License Holder JAMES PRIOR, Office No. 29374, age 60, height 5 ft. 6 in., complexion fresh, hair light brown, eyes blue, scar bridge of nose, great toe overlapped by second toe, each foot, left little finger distorted, cupping marks above left knee. Sentenced at Herts Lent Assizes, 21st March, 1878, to 10 years' penal servitude for larceny. Licensed 8th December last. E28I. Information to the Superintendent, Bishop's Stort- ford. 23.— Hemel Hempstead ( County).— For feloni- ously receiving a gold lever watch, No. 251601, and black jet chain and locket, 15th ult.— WILLIAM CHARLES ARNOLD, age about 40, height about ' 5 ft. 6 in., complexion hair, beard, and moustache dark; dress, black frock coat, dark cord trousers, white wrapper ( dirty), soft felt hat. Supposed native of Colchester. Warrant issued. 24.— Hemel Hempstead ( County).— For embez- zlement— GEORGE CHESHIRE, age about 24, height- about 5 ft. 8 in., complexion fresh, hair, whhkers. and moustache ( slight) light, cross eyed. A native of Stendham, Herts. May seek employment as carman or farm labourer. Absconded 2nd inst. Warrant issued. Information to Deputy Chief Constable Pearson Hemel Hempstead. 25.— Ware ( County).— For stealing the inner por- tion of a cash- box containing £ 5 10s., gold and silver, some " I. O. U.' s " and memoranda- TWO MEN ( who drove a dark brown pony and a dark- painted gig) : 1st, age 25 to 28, height 5 ft. 7 or 8 in , complexion, hair, and whiskers ( bushy, but probably false) dark ; dress, dark grey or mixture suit, black hard felt hat. 2nd, age 18 to 20, hair brown, no whiskers or moustache ; dress, black coat and vest, black hard felt hat. Were traced to Cheshunt. Supposed same as described in Case No. 77, 9th inst. Information to Supt. Hilton, Ware. 26.— H e rtfo r d ( Borough ).— Foi larceny— ALFRED BEETON, age about 24, height 5 ft. 5 or 6 in., com- plexion fair, hair short, side whiskers and moustache dark; dress, blackdiagonalcoat oi jacket, mixture tweed trousers and vest, black hard felt hat; wears an ele- phant silver scarf- pin. A carpenter ; native of Laven- ham. Warrant issued. Information to Head Constable Jarrett, Hertford. KENT. 27.— Deal Borough).— For stealing a silver open- face watch, black hands and bright seconds ditto, common chain with stone, green one side and pink the other, attached; and a small cash- box, containing TUESDAY, JUNE 29, 1886. THE POLICE GAZETTE. 3 about 5s. silver and bronze— a man, who gave the nane of WILLIAM SIMPSON, age about 40, height 5 ft. 8 in., hair ( turning grey) dark, moustache ( heavy) brown; dress, light coat, dark trousers, light cap, with flaps tied on top, sometimes wears a hard felt hat. A painter ; belongs to the Kent Artillery Militia. Information to Head Constable, Capps, Deal. LANCASHIRE. 28.— Old Trafford ( County).— For indecently assaulting a girl, age 8, at Eccles, 26th ult.— A MAN, age about 26, height 5 ft. 4 or 5 in., moustache slight, lump on nose; dress, grey mixture suit, hard felt hat £ 2 REWARD. 29.— Old Trafford ( County).— For stealing at Chorlton- cum- Hardy, near Manchester, 9th ult.— A small gold leverwatch, No. 5550, plain cases, white dial, steel hands, maker's name ( supposed) " Barwise, Lon- don," a black headed albert attached ; and a brown leather purse containing £ 5 gold, and 14s. or 15s. silver — A MAN, age 30 to 35, height 5 ft 9 in., complexion sallow, hair and moustache dark ; dress, dark worsted suit, low shoes, bard felt hat. The above reward will be paid by Ann Sidebottom, Edge- lane, Chorlton- cum- Hardy, for the apprehension and conviction of the thief and recovery of the property. Information to Supt. Bent, Old Trafford. 30.— Ormskirk ( County).— For obtaining £ 20 by means of the " confidence trick"— TWO MEN: 1st, age about 70, height 5 ft. 7 in., slight build, hair grey, stoops slightly ; dress, dark clothes, black billycock hat, carried an umbrella.— 2nd, aged about 30, height 5 ft. 7 or 8 in., slight build, whiskers sandy; dress, dark green overcoat, dark clothes, black billycock hat. Information to Supt. Jervis, Ormskirk. 31.— Rochdale ( County).— For failing to report- Supervisee SAMUEL PERRY, Office No. 23098, age 24, height ft 5 in., complexion fresh, hair and eyes brown, scar on chin. Sentenced at Salford Sessions, 23rd October, 1882, to 12 calendar months' imprison- ment and 4 years' police supervision for felony. 7341. Information to Supt. Tindall, County Police Office, Rochdale. 32.— U Iverston ( County).— Woodcut portraitand August, 1880, to 9 months' hard labour and 7 years' police supervision for larceny. 51220.— License Holder JOHN WILSON, alias JEREMIAH DIXON, ROBT. McKENZIE, and CHAS. LONGFORD, Office No. 30686, age 23, height 5 ft. 5 in, complexion fair, hair light brown, eyes light grey, lost top of 2nd right finger, scars left temple, top lip, below chin, and back of left hand. Sentenced at Salford, 22nd May, 1882, to 5 years' penal servitude and 7 years' police supervision for larceny ( person). Licensed 5th June, 1886. I 488. - License Holder OWEN CONNOR, alias THOMAS CONNOR and OWEN REYNOLDS, Office No. 30624, age 26, height 5 ft. 4 in., complexion swarthy, hair sandy, eyes grey, nose has been broken, scars back of head, bridge of nose, and right elbow. Sentenced at Manchester, 15th June, 1882, to 5 years' penal servi- tude and 7 years' police supervision for larceny ( per- son). Licensed 28th May, 1886. I 614.— License Holder RICHARD VERNON, alias FARRELL, WIL- SON, and TURPIN, Office No. 30447, age 45, height 5 ft. 6 in., complexion fresh, hair turning grey, eyes grey, nose largo and fractured, slightly pockmarkedi scar left side forehead. Sentenced at Kirkdale, 16th July, 1878, to 10 years' penal servitude and 7 years' police supervision for larceny ( person). Licensed 1st May, 1886. XE 655.— License Holder JOHN DUROY, alias RYAN, CORRIE, O'BRIEN, McFAGAN, and McFADDEN, Office No. 30065, age 40, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, B-, crown, mermaid, anchor, face, and 2 blue marks left arm, crossed flags, man's head, and star right arm, anchor and scar back of right hand. Sentenced at Wakefield, 23rd February, 1874, to 14 years' penal servitude and 7 years' police supervision for shopbreaking. Licensed 12th March, 1886. T H 938. Information to Supt. Hicks, Manchester. 34.— Salford ( Borough).— For obtaining money by false pretences— A MAN, age about 22, height 5 ft. 7 or 8 in., medium build, hair dark brown ; dress, black cloth shooting coat and vest, brown striped cloth trou sers, red necktie, black billycock hat. Warrant issued. Information to Supt. Donohoe, Salford. 35.— Salford ( Borough).— For stealing a quantity of furniture— MARY CARROLL, age 46, height 5 ft., complexion fresh, hair dark, eyes grey, cut marks on upper lip and forehead, little finger left hand deformed. Has been several times previously convicted. An Irishwoman. 36.— Salford Borough).— For obtaining money by false pretences— A WOMAN, who gave the name of WILLIAMS, age 35 to 40, height 4 ft. 9 or 10 in., hair brown, thin face ; dress, black frock, white apron, grey shawl ( faded). 37.— Salford ( Borough).— For stealing, 3rd inst., a fancy black cloth dolman, a lady's long black ribbed worsted jacket; a pair of grey tweed trousers ; a child's frock, brown figured ; 4 grey twill sheets; 1 blue quilt; 3 chemises ; 2 pairs of drawers ; 1 white rlamask tablecloth ; 1 round gold locket, containing a lock of hair; 1 lady's long guard; 1 green plaid shawl; a pair of women's boots, size 5 ; and a grey woollen material dress bodice— SARAH SHAW, age 48, height 5 ft. 2 or 3 in., stout build, complexion fair ; dress, black or brown skirt, and stolen bodice. METROPOLITAN POLICE DISTRICT. 102.— Information has been received from America that the undermentioned persons have left that country for Europe for the purpose of committing large forgeries :— WALTER SHERIDAN. 103.— Edinburgh ( City).— The special attention of Police is directed to the proceedings of " Major ARTHUR SPENCER," whose apprehension is sought for fraud ( see POLICE GAZETTE, Case No. 12, 18th ult.), since which time different charges have been lodged against him by jewellers, gunmakers, bootmakers, hosiers, butchers, bakers, clothiers, bankers, and port- manteau makers. His modus operandi is to call upon tradesmen and order goods, and pay for the same by cheque, which is occasionally in excess of the value of the goods, in which case he receives the balance in cash. Upon the cheques being presented they are returned marked " No account." He has evidently practised this mode of swindling for a considerable time, and there is every reason to believe that he is still pur- suing the same course in other large towns. It is particularly requested that the better class of tradesmen of the above or similar description be warned against this man, so that should he present himself he may be arrested, and information sent to the Chief Constable, City Police, Edinburgh. Well, if you want to get out of the company of hypocrites, you had better get out of the world as quickly as you can. One of the twelve Apostles turned out to be a hypocrite, and there is no doubt there will be hypocrites in the - Church to the end of time. But, ' What is that to thee V says Christ to Peter. ' Follow thou Me.' We do not ask you to follow hypocrites, we ask you to follow Christ; we do not ask you to believe in hypocrites, we ask you to believe in Christ " Another thing ; if you want to get out of the | company of hypocrites, you had better make haste and come to Christ.
