• POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 25, 1886. VOL. HI., No. 260 BEGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension IS sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of xtolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no ivarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or boi" ough, as the case may be. V Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit ie the Editor noticc of the fact, referring to the number of the announcement for insertion in r be next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Drummond <$• Co.,'' Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James TTilling, 125, Strand, Loudon, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. £ 1,000 P. EWAED. 1.— Central Office.— Woodcut portrait, auto- It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from tho fact that the POLICE GAZETTE is circulated in the Colonies graph, and description of RICHARD SEAMAN SCOTT, whose apprehension is sought on a warrant, under Extradition Act, for forgery in New York, U. S.; ago 45, height 5 ft. 6i in., complexion dark, hair dark brown ( tinged with grey, cut short, and combed over forehead to cover slight baldness), short dark mous- tache ( mixed with grey), prominent brown- greyish eyes, prominent nose, full face, stout square build, weighs about 12 stone. Has a full bass voice, and curls upper lip when talking ; he can grow a full whisker and beard. Has the appearance of living freely, and is likely to be living in fair style. An American ; well dressed, and may be wearing a cameo ring. Is sup- posed to be receiving letters from America at some post- office. Warrant in hands of Inspector Jarvis, C. O. The above reward will be paid by the President and Directors of the Manhattan Company, New York, for his apprehension. £ 50 RE WARD. 2.— E Division.— For stealing 440 bright gold bracelets, 9 carat, some set with pearls, others plain, marked " V." on snap; 300 bright gold fichu and horse- shoe brooches, 9 carat, chiefly set with pearls, a few with ruby and pearls; 36 silver pencil- cases; and a few sundry gold cigar- cutters— A MAN, age 30, height 5 ft. 7 in., complexion fresh, hair brown, moustache light, red face, sharp features, large nose, with wart or abscess on side, wears his hat over his eyes; dress, dark plaid check jacket suit, white collar, dark tie, black hard felt hat. The above reward will be paid by Messrs. T. Acott and Co., 29, Ely- place, E. C., for the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. 3.— P Division.— For stealing, 5th inst.— 1 lady's gold Geneva watch, maker, " Racino, Dublin"; 1 gold locket, " In memory of Margaret McCullough, died 1867 " ( or 1868) thereon ; 1 vinaigrette, diaper pattern ; 1 gold chain, Spanish cable pattern ; 2 brooches ( one Roman mosaic— a pigeon with ribbon and three eggs thereon; one gold filigree pattern); 2 gold sleeve- links, rose pattern ; 1 bog oak bracelet, set on springs in form of a shamrock, wvih~-~, ish amethyst set in gold, forming shamrock in centre ; 1 preference stock, 1876, for £ 25 on North- Eastern Railway; 1 life annuity for £ 69 Is.; 1 Post Office Savings Bank book, No. 34,308, in name of S. Drury ; and 9 Panama shares, 500 francs each— TWO MEN, 1st, age 40, height 5 ft. 4 in., com- plexion, hair, and whiskers ( shaved on chin) very dark ; dress, dark overcoat and trousers, low felt hat Supposed same as described in Pulicc Gazette, Case A'o. 4, 1th ult.— 2nd, age 30, height 5 ft. 5 in. ; dress, dark clothes, low felt hat; left behind a black American cloth portmanteau, containing 2 bricks. CITY OF LONDON. 4.— For an offence under the Bankruptcy Act— JOHN BARNETT, a builder, late of Shortlands, Kent, age 40 to 45, height 5 ft. 8 in., complexion fresh, hair and small side whiskers light, shaved on chin, mark on nose from blow, sharp features ; dress, light overcoat) dark coat and vest, mixture trousers, high hat. Warrant issued. £ 5 REWARD. 5.— For fraud- COLMAN WEINGOTT, age about 29, height 5 ft. 6 in., complexion pale ; hair, small side whiskers and moustache black, prominent noso ; dress, dark clothes, respectable appearance. The above reward will be paid by J. R. Malley, Esq., 34, Fore- street, E. C., for the apprehension and conviction of Weingott. Information to Inspector McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 6.— Ampthill ( County).— For stealing a suit of clothes ( recovered)— JAMES CARSON, age about 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( bald on top) and moustache brown, eyes very light blue. Has been in the Army, and was discharged about October last from the 2nd Bedfordshire Regiment. Frequents public- houses singing songs, and talks a great deal about India. A native of Belfast. Warrant issued. Information to Supt. James, Ampthill. BERKSHIRE. 7.— Clewer ( County).— For stealing 15s. at Ascot, 9th inst.— W. STEWART, age about 25, height about 5 ft. 5 in., complexion ( freckled) fair, moustache slight, no whiskers. Warrant issued. Information to Supt. Blake, Clewer. T H E POLICE GAZETTE. CAMBRIDGESHIRE. 8.— Isle of Ely ( County).— For embezzlement at Ely, 2nd inst.— WALTER KNIGHT, age 35, height 5 ft. 6 in., complexion fair, hair and moustache ( slight) light, tattooed both arms and breast, ring round wrists and one finger, right leg diseased, and walks lame; dress, corduroy trousers, and vest with drab sleeves, black hard felt hat, " Ely Union " stamped on leather inside. A native of Leicester ; stated he has travelled with a gentleman as valet. Warrant issued. Information to Supt. Wright, Ely. 9.— Cambridge ( Borough).— For neglecting to maintain his wife and family— ALFRED FREEMAN, age 30, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes hazel; dress, black coat, jersey waistcoat, cord trousers, black hard felt hat. A basket maker. Native of Cambridge. Has been travelling in Essex with a " Punch and Judy show." Warrant issued. Information to Chief Constable Turrell, Cambridge. CHESHIRE. 10.— Macclesfield [ County).— For stealing 2 cows ( recovered) at Great Warford, 15th inst.— A MAN, age about 35, height 5 ft. 8 or 9 in., complexion sallow, hair, mutton- chop whiskers, and moustache ( slight) dark, chin shaved, thin features, smart appearance ; dress, dark suit, light boots, dark hard felt hat; who, on an attempt having been made to apprehend him, presented a revolver, and escaped. Information to Supt. Large, Macclesfield. 11.— Runcorn ( County).— For burglary ( breaking out) and stealing a brown ribbed cloth overcoat, " Nic- holls, Manchester," on tab ; 1 pepper- and- salt mixture sack coat, 1 pair lace boots ( nearly new), and a dark hard felt hat— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair ( cut short) light, eyes hazel, full face, no whiskers or moustache, lump out- side right ankle, walks lame; dress, dark clothes, lace boots, black hard felt hat. DERBYSHIRE. 12.— Langley Mill ( County).— For failing to re- port- License Holder THOMAS ARTHUR BURTON, age 43, height 5 ft. 9 in., complexion sallow, hair brown, eyes hazel, scars top and front of head, left little finger and left instep, fleshy growth corner of left eye, cupping marks left side. S^ itenced at Derby Sessions, 14th October, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny. Licensed 30th April, 1886. F 226. Information to Supt. DURHAM. 13.— Barnard Castle ( County).— For stealing watch ( Case No. 60, 25th December last), found at South Shields in possession of Jane Grainger, age 33, height 5 ft. 4 in., blind right eye, in custody, charged with receiving the same— GEORGE CAMP- BELL, age about 30, height 5 ft 7 or 8 in., complexion dark, hair dark brown, moustache slight; dress, light check or grey coat, moleskin trousers and vest, lace boots, brown cloth cap with peak. A stonemason ; native of Yorkshire; has worked in Manchester and London. Lately resided in Newcastle, whence he absconded upon hearing of the arrest of Grainger. Information to Supt. Thompson, Barnard Castle. description of WILLIAM KEAN ( Pay- Sergeant Royal Artillery), whose apprehension is sought for stealing £ 63, and falsifying accounts— age 29, height 5 ft 8 in., complexion fresh, hair brown, eyes grey, scar behind right shoulder, military bearing ; dress ( supposed), dark tweed jacket and vest, light trousers. May have with him a dark tweed overcoat. Left Shoeburyness in Royal Artillery uniform. A native of Newtown Hamil- ton, Armagh. Information to Supt. Hawtree, Southend. FIFESHIRE. 16.— Dunfermline ( County).— Woodcut portrait and description of ANGUS McGREGOR SINCLAIR, whose apprehension is sought for embezzling £ 24 2s., the moneys of the " Royal Liver Friendly Society," 6th ult.— age 27J, height 5 ft. in., complexion fresh, hair ( slightly bald) and moustache reddish, small red side whiskers, shaved on chin; dress, generally dark grey tweed jacket and vest, striped trousers, hard felt hat. A native of Caithness- shire. May seek employ- ment as a canvasser or collector for some friendly society, or as a clerk, under an assumed name. Is supposed to be accompanied by a young woman, who may pass as his wife. Information to Supt. Forbes, Dunfermline. FLINTSHIRE. 17.— Mold ( County).— For stealing 26 sacks ( re- covered)— JAMES LEEK, alias" SQUINTZ HITTER," age about 21, height 5 ft. 6 in., complexion sallow, hair ( inclined to curl) black, eyes dark, squints badly ; dress, black twill jacket, dark corduroy trousers, white muffler with large blue spots ( dirty), side- spring boots, hard billycock hat. A salt hawker and rag gatherer ; native of Chester ; attends fairs with swing- boats, ifcc. — JOSEPH MULLOY, alias " LITTLE JOE," age 17 ( looks much younger), height 4 ft. 9 in., complexion fair, hair light, eyes blue, small mole upper lip, wart on hand ; dress, dark tweed jacket, pepper- and- salt mixture vest, corduroy trousers, side- spring boots, cap with straight peak. A native of Frodsham. Warrant issued. Information to Supt. Bolton, Mold. HAMPSHIRE. 18.— Lyndhurst ( County).— For fraud- ARTHUR E. POWELL, a clerk, age about 25, height 5 ft. 4 or 5 in., complexion pale, hair ( inclined to curl) dark, little or no whiskers, left eye appears smaller than the other, bow- legged ; dress, dark jacket and vest, black round felt hat. Absconded from Lymington 7th inst. Warrant issued. Information to Supt. White, Lyndhurst. long ; bow- legged ; dress, dark suit, black hard felt liat- A native of Salisbury. Was employed by the Middle- sex Manufacturing Co., at Feltham, soliciting orders for watches, jewellery, & c. Is also wanted at New- bury, Berks. ( See Case No. 9, 28th ult) Warrant issued. Information to Head Constable Morton, Winchester. 20.— Portsmouth ( Borough).— For embezzlement — JOHN MARSHALL, age about 35, height 5 ft 4 or 5 in, complexion pale, hair light brown, small side whiskers and moustache, full face, stout build, abscess mark right side of face, scar on forehead ; dress, black diagonal cloth coat and vest, dark trousers, black felt hat. Has been employed in the Post Office as stamper, also in the parcels delivery department, and recently as manager to a French dyeing company. May be accompanied by Emma Elizabeth Marshall, age about 43, height 5 ft. in., complexion florid, hair light brown, eyes grey, large teeth, stout build; dress, black dress ( flounces at bottom), black jacket ( rusty), pockets on hips, black bonnet, red flower at side. Ab- sconded 7th ult. Warrant issued. 21.— Portsmouth ( Borough).— For larceny— THOMAS STOKES, age about 36, height 5 ft. 4 in., slight build, complexion fresh, hair dark brown, side whiskers and moustache, eyes blue, two teeth deficient front upper jaw ; dress, dark overcoat, dark tweed suit, brown hard felt hat. A jobbing watchmaker; native of Birmingham. Will probably seek employment at watchmakers and jewellers. Absconded 24th ult. Information to Chief Constable Cosser, Portsmouth. Walsh, Bootle, near Liverpool. 25— Old Trafford ( County).— For burglary at Chorlton, 9th inst., and stealing a small gold lever watch, No. 5550, plain cases, white dial, steel hands, maker's name ( supposed) " Barwise, London," black beaded albert attached ; 1 brown leather purse con- taining £ 5 in gold and about 14s. in silver ; 1 pair lady's button boots, 1 pair eyeglasses, and 2 books— A MAN, age 30 to 35, height 5 ft. 9 in., complexion sallow, hair and moustache dark ; dress, dark worsted suit, low shoes, hard felt hat. 26.— Old Trafford ( County).— For assaulting police— WILLIAM HUGHES, age about 24, height 5 ft. 8 in., stout build, hair dark brown, eyes brown ; dress, dark clothes, black hard felt hat; a coal- pit sinker ; native of Knockbroo, Galway. Is well known to police at Tyldsley, Bedford, Leigh, and Manchester. Warrant issued. ^ Information to Supt. Bent, Old Trafford. 27.-^ Ormskirk ( County).— Tor obtaining £ 20 by me, ans of the " confidence trick"— TWO MEN: 1st, age about 70, height 5 ft. 7 in., slight build, hair grey, stoops slightly; dress, dark clothes, black billycock hat, carried an umbrella.— 2nd, aged about 30, height 5 ft. 7 or 8 in., slight build, whiskers sandy; dress, dark green overcoat, dark clot ho?, black billycock hat. EDINBURGHSHIRE. 14.— Edinburgh ( City).— For fraudulently obtain- ing by fictitious cheques, a gent'sfullhuntingsmall sized, gold Swiss keyless lever watch, No. 157586, maker " W. Shimrock, Edinburgh," white dial, steel hands, plain cases; a gent's plain- cased, gold hunting keyless Geneva lever watch, large size, No. 25210, white dial, eteel hands, J- plate movement; 6 white dress shirts, plain fronts, with " Dow and Fender, makers, Edin- burgh," in red thread at back of neck inside ; 2 brown merino undershirts ; a dress hat, having Dow and Fender's name stamped on upper lining, and inside leather lining ; a double- barrelled hammerless gun, twist barrels, 12- bore, top lever, Anson and Deely's patent, maker " McNaughton, Edinburgh," No 631, second- hand, in good condition— Major ARTHUR SPENCER, age 50 to 55, height 5 ft. 8 in., stout make, inclining to corpulence, complexion sallow, hair grey, bald on top of head, whiskers shaved, has a mous- tache ; dress, dark clothes dark overcoat and dress hat; of gentlemanly manner and military appearance. Stated that he had come from Canada, and that he was an officer in the Artillery. Speaks like an Englishman with American accent. Had with him a brown, heavy portmanteau. Supposed come to London. T H E POLICE GAZETTE. 7 28.— Ormskirk ( County)— For larceny— JOHN SMITH, age about 40, height 5 ft. 8 in., complexion fair, hair ( cut short) light, eyes grey, bow legged, hangs his head and carries his hands behind his back when walking ; dress, cord trousers and vest, no coat, white shirt, lace boots, small hard felt hat. A native of Galway, Ireland. Information to Supt. Jervis, Ormskirk. 29.— Liverpool [ City).— For embezzling £ 97— JOHN HINDLEY, a commercial traveller, age about 32, height 5 ft. 8 in., stout build, very full chest, com- plexion fair, hair brown, whiskers on chin and mous tache ( slight) light, round face, slightly pockpitted each side of nose, walks very erect, and wears his hat on back of head ; dress, dark tweed suit, billycock hat. May endeavour to go abroad or seek employment as traveller at drapery establishments. Wife and family reside at Seacombe, Cheshire. Absconded 18th ult. Warrant issued. Information to Chief Supt. Williams, Liverpool. 30.— Oldham ( Borough).— For failing to report- Supervisee THOMAS LYONS, alias MOIIAN, age 27, ult., at the Victoria Hotel, Whitchurch— a small wash- leither bag, containing £ 6 or £ 1 in gold, and 20 old Roman coins — GEORGE l'ERCV, alias JAMES BUCHANAN, GEORGE GRAY, JAMES BARNETT, and GEORGE GULPH, age about 40, height 5 ft. 4 in., complexion fresh, hair ( very wiry aud cut short), whiskers ( short), and moustache brown, eyes grey, oval face, ruptured, D. left side, several scars on head, blue mark right forearm, scar back of right hand and left wrist, brown marks on belly, ring middle linger right hand; dress, black cloth frock coat, trousers and vest, turn down collar, black scarf figured, with silver breast pin, lace boots ( greased), black hard felt hat, shabby genteel appearance. Stated he was a director of the London and North- Western Railway ( false). Was convicted at Stafford 8th December, 1865, in name of George Gray, for an offence against the Railway Act, and sentenced to 7 days' imprisonment; at Salford Sessions, in 18C6, for stealing trousers, and sentenced to 2 months' imprisonment; at Wolver- hampton Sessions, 9th March, 1867, in name of James Barnett, and sentenced to 15 months' imprisonment for stealing a gold watch and chain; and at Liverpool Sessions, 12th April, 1876, in name of James Buchanan, height 5 ft 7 in., complexion fresh, hair brown, eyes I, sent'enced to i0' years' penal servitude for larceny grey, small scar over left eyebrow.
