All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GKEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered the name ana address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of itolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. V. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numier, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit '. o the Editor notice of the fact, referring to the number of the announcement for insertion in i he next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Brummond S/ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James TYilling, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. £ 1,000 REWARD. 1.— Central Office.— Woodcut portrait, auto- It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies graph, and description of RICHARD SEAMAN SCOTT, whose apprehension is sought on a warrant, under Extradition Act, for forgery in New York, U. S.; ago 45, height 5 ft. 6J in., complexion dark, hair dark brown ( tinged with grey, cut short, and combed over forehead to cover slight baldness), short dark mous- tache ( mixed with grey), prominent brown- greyish eyes, prominent nose, full face, stout square build, weighs about 12 stone. Has a full bass voice, and curls upper lip when talking ; he can grow a full whisker and beard. Has the appearance of living freely, and is likely to be living in fair style. An American ; well dressed, and may be wearing a cameo ring. Is sup- posed to be receiving letters from America at some post- office. Warrant in hands of Inspector Jarvis, C. O. The above reward will be paid by the President and Directors of the Manhattan Company, New York, for his apprehension. £ 50 REWARD. 2.— E Division.— For stealing 440 bright gold bracelets, 9 carat, some set with pearls, others plain, marked " V." on snap; 300 bright gold fichu and horse- shoe brooches, 9 carat, chiefly set with pearls, a few with ruby and pearls ; 36 silver pencil- cases; and a few sundry gold cigar- cutters— A MAN, age 30, height 5 ft. 7 in., complexion fresh, hair brown, moustache light, red face, sharp features, large nose, with wart or abscess on side, wears his hat over his eyes; dress, daik plaid check jacket suit, white collar, dark tiei black hard felt hat. The above reward will be paid by Messrs. T. Acott and Co., 29, Ely- place, E. C., for the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. 3 — G Division.— For embezzlement— CHARLES DRAKE, age 33, height 5 ft. 9 in., complexion fair, hair light, regular features, head well back, of military appearance; dress( supposed), blue serge suit— HENRY DRAKE, age 36, height 5 ft. 9 in, complexion ( sun- burnt) and hair dark, dark mole or wart on back of neck, square shoulders, teeth ( wide apart) small and slightly jagged ; dress, leather- coloured cutaway coat and vest, billycock hat. Both natives of London. Warrant issued. 4.— M Division.— For embezzlement— JULIUS BAELNUSZ ( may assume the name of JOSEPH BELUMER), age 23, height 5 ft. 10 in., complexion pale, hair light, eyes grey, walks very erect; dress, dark grey suit, black hard felt hat. A native of Konigs- berg, North Germany. May endeavour to go to America. Warrant issued. 5.— W Division.— Forstealing ponies ( recovered). Case No. 5, 28th ult.— TWO YOUTHS— lst, age 18, height 5 ft. 5 in., complexion dark, no whiskers or moustache ; dress, light coat, light cord trousers, soft black billycock hat; father's name is Tom Amore ; 2nd, age 16, height 5 ft. 6 in., complexion fair, rather long face ; dress, long black coat, light cord trousers, soft black billycock hat. His father's name is Meshach Hearn, alias " Mushey Cam," and travels with a van in the neighbourhood of Barnet, Eniield, and Hertford. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. BERKSHIRE. 6.— Clewer ( County).— For stealing 15s. at Ascot, 9th inst.— W. STEWART, age about 25, height about 5 ft. 5 in., complexion ( freckled) fair, moustache slight, no whiskers. Warrant issued. Information to Supt. Blake, Clewer. CAMBRIDGESHIRE. 7.— Isle of Ely ( County).— For embezzlement at Ely, 2nd inst.— WALTER KNIGHT, age 35, height 5 ft. 6 in., complexion fair, hair and moustache ( slight) light, tattooed both arms and breast, ring round wrists and one finger, right leg diseased, and walks lame; dress, corduroy trousers, and vest with drab sleeves, black hard felt hat, " Ely Union" stamped on leather inside. A native of Leicester ; stated he has travelled with a gentleman as valet. Warrant issued. Information to Supt. Wright, Ely. 8.— Cambridge ( Borough).— For neglecting to maintain his wife and family— ALFRED FREEMAN, age 30, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes hazel; dress, black coat, jersey waistcoat, cord trousers, black hard felt hat A basket maker. CHESHIRE. 9 _ Hyde ( Count//). — For failing to report- Supervisee ELIZA BARNES, alias BURNS, Office No 20313, age 46, height 5 ft. 4 in., complexion fresh, hair black, eyes grey, lost several teeth scars over eye- brows, on face, forearms, and shins. Sentenced at Salford Sessions 25th February, 1878, to 7 years penal servitude and 7 years' police supervision for felony. E 34* Information to the Supt., County Police Hyde, Cheshire. 10.— Macclesfield ( County).— For stealing 2 cows ( recovered) at Great Warford, 15th inst.- A MAN, age about 35, height 5 ft. 8 or 9 in., complexion sallow, hair, mutton- chop whiskers, and moustache ( slight) dark, chin shaved, thin features, smart appearance ; dress, dark suit, light boots, dark hard felt hat; who, on an attempt having been made to apprehend him, presented a revolver, and escaped. Information to Supt. Large, Macclesfield. DURHAM. 11.— Consett ( County.)— For shooting, with intent to do grievous bodily harm, at South Medomsley, 10th ult.— JAMES KEMP, age 53, height 5 ft. 9 in., com plexion, hair, and eyes ( large) dark, small whiskers and moustache ( turning grey) dark. Has been lately employed at South Medomsley Colliery as a miner. A native of Germany; speaks broken English. Information to Supt. Oliver, Consett, Durham. EDINBURGHSHIRE. 12. — Edinburgh ( City).— For fraudulently obtain- ing by fictitious cheques, a gent'sfullhuntingsmall sized, gold Swiss keyless lever watch, No. 157586, maker " W. Shimrock, Edinburgh," white dial, steel hands, plain cases; a gent's plain- cased, gold hunting keyless Geneva lever watch, large size, No. 25210, white dial, steel hands, f- plate movement; 6 white dress shirts, plain fronts, with " Dow and Fender, makers, Edin- burgh," in red thread at back of neck inside ; 2 brown merino undershirts ; a dress hat, having Dow and Fender's name stamped on upper lining, and inside leather lining ; a double- barrelled hammerless gun, twist barrels, 12- bore, top lever, Anson and Deely's patent, maker " McNaughton, Edinburgh," No. 631, second- hand, in good condition— Major ARTHUR SPENCER, age 50 to 55, height 5 ft. 8 in., stout make, inclining to corpulence, complexion sallow, hair grey, bald on top of head, whiskers shaved, has a mous- tache ; dress, dark clothes dark overcoat and dress hat; of gentlemanly manner and military appearance. Stated that he had come from Canada, and that he was an officer in the Artillery. Speaks like an Englishman with American accent. Had with him a brown, heavy portmanteau. Supposed come to London. Information to Chief Constable Henderson, Edin- burgh. ESSEX. 13.— Southend ( County).— Woodcut portrait and description of WILLIAM KEAN ( Pay- Sergeant Royal Artillery), whose apprehension is sought for stealing £ 63, and falsifying accounts— age 29, height 5 ft 8 in., complexion fresh, hair brown, eyes grey, scar behind right shoulder, military bearing ; dress ( supposed), dark tweed jacket and vest, light trousers. May have with him a dark tweed overcoat. Left Shoeburyness in Royal Artillery uniform. A native of Newtown Hamil- ton, Armagh. Information to Supt. Hawtree, Southend. HAMPSHIRE. 14.— Bitterne ( County).— For stealing 2 watches ( recovered), 1st inst.— A MAN, age about 24, height 5 ft. 11 in., complexion fresh ; dress blue cloth reefing jacket, blue guernsey, blue cloth trousers, black felt hat— and A WOMAN, age about 30, thin features ; dress, dark clothes ; carried an infant abcut 6 months old. Both are tramps, and sing in the streets. Information to Supt. Adams, Bitterne. 15.— Lynd hu rst ( County).- For fraud- ARTHUR E. POWELL, a clerk, age about 25, height 5 ft. 4 or 5 in., complexion pale, hair ( inclined to curl) dark, little or no whiskers, left eye appears smaller than the other, bow- legged ; dress, dark jacket and vest, black round felt hat. Absconded from Lymington 7th inst. Warrant issued. Information to Supt. White, Lyndhurst. 16.— Winchester ( City). — For embezzlement— WILLIAM JABEZ POWELL, age about 27, height 5 ft. 1 or 2 in., complexion sallow, hair and moustache black, eyes dark, very large head, and wears his hair long ; bow legged ; dress, dark suit, black hard felt hat. A- native of Salisbury. Was employed by the Middle- sex Manufacturing Co., at Feltham, soliciting orders for watches, jewellery, & c. Is also wanted at New- bury, Berks. ( See Case No. 9, 2Sth ult) Warrant issued. Information to Head Constable Morton, Winchester. 17.— Portsmouth ( Borough).— For embezzlement — JOHN MARSHALL, age about 35, height 5 ft 4 or 5 in., complexion pale, hair light brown, small side whiskers and moustache, full face, stout build, abscess mark right side of face, scar on forehead; dress, black diagonal cloth coat and vest, dark trousers, black felt hat. Has been employed in the Post Office as stamper, also in the parcels delivery department, and recently as manager to a French dyeing company. May be accompanied by Emma Elizabeth Marshall, age about 43, height 5 ft. in., complexion florid, hair light brown, eyes grey, large teeth, stout build ; dress, blaok dress ( flounces at bottom), black jacket ( rusty", pockets on hips, black bonnet, red flower at side. Ab- sconded 7th ult. Warrant issued. 18.— Portsmouth ( Borough).— For larceny— THOMAS STOKES, age about 36, height 5 ft. 4 in., slight build, complexion fresh, hair dark brown, side whiskers and moustache, eyes blue, two teeth deficient front upper jaw ; dress, dark overcoat, dark tweed suit, brown hard felt hat. A jobbing watchmaker; native of Birmingham. Will probably seek employment at watchmakers and jewellers. Absconded 24th ult. Information to Chief Constable Cosser, Portsmouth. KENT. 19.— Tunbridge Wells ( Borough).— For obtain- ing a mantle by false pretences— EMILY LOUISA PETERS, age 21, height 5 ft. 5£ in., complexion fair, hair light, full face; was convicted of larceny at Hastings in 1884. A native of Tunbridge Wells. May be found in the neighbourhood of Peckham or Victoria Railway Station passing under the name of Miss Blanche Wilson. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANCASHIRE. 20.— Burnley ( County).— For failing to report- License Holder THOMAS PALMER, alias HENEY WINGFIELD, Office No. 30037, age 66, height 5 ft. 9 in., complexion fresh, hair brown ( thin on top), eyes hazel, scars front of head and bridge of nose, bracelet left wrist, anchor, T. O., and 4 dots back of left hand, ring 3rd left finger. Sentenced at Spalding 20th October, 1881, to 5 years' penal servitude and 3 calen- dar months for breaking and entering a dwelling- house. Licensed 10th March last. H 1205. Supervisee JAMES HENRY BLAKEY, alias GEORGE HEAP, Office No. 20404, age 33, height 5 ft, 4- is)., complexion fresh, hair red, eyes grey, scars left forearm, on each shoulder- blade, left of neck, baek of left leg, under chin, and over right eye, end of first right finger injured. Sentenced at Preston Sessions 17th February, 1875, to 10 years' penal servitude and 7 years' police supervision for felony. B 194.— Supervisee JAMES CHERRY, age 35, height 5 ft. 3 in., complexion fresh, hair and eyes brown, moles on belly, shoulder, and back. Sentenced at Preston Sessions, 2nd July, 1884 to 6 calendar months' and 2 years' police supervision for larceny. 3590. Information to Supt. Wright, County Police Office, Burnley. 21.— Old Trafford ( County).— For Jburglary at Chorlton, 9th inst., and stealing a small gold lever watch, No. 5550, plain cases, white dial, steel hands, maker's name ( supposed) " Barwise, London," black beaded albert attached; 1 brown leather purse con- taining £ 5 in gold and about 14s. in silver ; 1 pair lady's button boots, 1 pair eyeglasses, and 2 books— A MAN, age 30 to 35, height 5 ft. 9 in., complexion sallow, hair and moustache dark ; dress, dark worsted suit, low shoes, hard felt hat. Information to Supt. Bent; Old Trafford. 22.— Ormskirk ( County).— For obtaining £ 20 by means of the " confidence trick "- TWO MEN : 1st, age about 70, height 5 ft. 7 in., slight build, hair grey, stoops slightly; dress, dark clothes, black billycock hat, carried an umbrella.— 2nd, aged about 30, height 5 ft. 7 or 8 in., slight build, whiskers sandy; dress, dark green overcoat, dark clothes, black billycock hat. 23.— Ormskirk ( County).— For larceny- JOHN SMITH, age about 40, height 5 ft. 8 in., complexion fair, hair ( cut short) light, eyes grey, bow legged, hangs his head and carries his hands behind his back when walking ; dress, cord trousers and vest, no coat, white shirt, lace boots, small hard felt hat. A native of Gal way, Ireland. Information to Supt. Jervis, Ormskirk. 24.— Liverpool ( City).— For failing to report- Supervisee THOMAS SPELMAN, Office No. 21585, age 46, height 5 ft. 3 in., complexion fresh, hair and eyes grey, scar bridge of nose and right cheek. Sen- tenced at Liverpool City Sessions 27th July, 1883, to 8 months' imprisonment and 3 years' police super- visionfor larceny. 2046.— Supervisee ANNIE YOUNG, Office No. 22293, age 25, height 5 ft., complexion sallow, hair brown, eyes grey. Sentenced at Liver- pool County Sessions 18th April, 1882, to 15 months' imprisonment and 3 years' police supervision for larceny. 7370. Information to the Chief Supt., Detective Depart- ment, Liverpool. 25— Liverpool ( City).— For embezzling £ 97— JOHN HINDLEY, a commercial traveller, age about 32, height 5 ft. 8 in., stout build, very full chest, com-' plexion fair, hair brown, whiskers on chin and mous- tache ( slight) light, round face, slightly pockpitted each s'de of nose, walks very erect, and wears his hat on back of head ; dress, dark tweed suit, billycock hat. May endeavour to go abroad or seek employment as traveller at drapery establishments. Wife and family reside at Seacombe, Cheshire. Absconded 18th ult. Warrant issued. Information to Chief Supt. Williams, Liverpool. 26 — Manchester ( City).— For stealing, I9th ult. — A bright bay mare, 15 hands, black points, a set of silver- mounted harness, with fallen turrets, monogram " T. S." thereon, and a dark painted gig, picked out red, upholstered blue, lady's rest at back, off- side shaft has been spliced with 3 iron hoops, builder's name " Anne Oowburn" on wheels, monogram " G. B." on back of gig.— A MAN. who gave the name of J. W. ANDER- SON, age about 27, height 5 ft. 7 in., complexion fresh, hair and moustache brown, clean shaved ; dress, dark suit, slack back jacket, white tie with silver horse shoe pin. Warrant issued. Information to Deputy Chief Constable Rawlinson, Manchester. 27.— Blackburn ( Borough).— For failing to report - Supervisee ELIZABETH GALLAGHER, Office No. 27377, age 55, height 4 ft. 11 in., complexion fresh, hair dark brown, eyes hazel, scars left of face, both sides of neck, and on right hand, lost all top teeth. Sentenced at Preston 20th . October, 1880, to 5 years' penal servitude and 4 years' police supervision for larceny. Liberated 18th March, 1885. B A 122. Information to the Chief Constable, Blackburn. 28.— Salford ( Borough).— For failing to notify change of residence — License Holder CHARLES EVANS, alias THOMAS LITTLEWOOD, Office No- 29139, age 36, height 5 ft. 11 in., complexion fresh, hair brown, eyes hazel, scars top of head, right eye- brow, throat and neck, tattoo marks outside left arm and back of left hand, ring 2nd and 3rd left fingers. Sentenced at Salford Sessions 24th October, 1881, to 5 years' penal servitude and 5 years' police supervision for larceny. Licensed 22nd October last. H. 1025. Information to the Chief Constable, Town Hall, Salford, Lancashire. 29.-- Warrington ( Borough). — For failing to report— Supervisee JAMES BELL, Office No. 29998, age 50, height 5 ft. 6 in., complexion swarthy, hair brown, eyes blue. Sentenced at Preston Sessions, 12th August, 1885, to 6 calendar months and 1 year's police supervision for larceny, 2655. Information to Chief Constable Hunt, Warrington. LINCOLNSHIRE. 30.— Lincoln ( City).— For failing to notify change of residence — Supervisee LUCY ELLIS, alias SICKLER, REED, TAYLOR, and SOMERSET, Office No. 23028, age 39, height 5 ft. 3 in., complexion fresh, hair and eyes grey, bald. Sentenced at Sleaford Sessions, 19th October, 1881, to 2 years' hard labour and 7 years' police supervision for larceny. 78. Information to the Chief Constable, City Police, Lincoln. ' NORFOLK. :, 31.— North Walsham ( County).— Escaped from custody at Norwich 3rd inst., charged with begging FAIDAY, JUNE 18, LB86. T H E POLICE GAZETTE. 3 — THOMAS BROWN, a tramp, age 30, height 5 ft. 6 in., complexion pale, hair ( cut short) light brown, " moustache ( long) and eyes brown, speaks with a Northern accent; dress, dark coat torn at left breast, light trousers, dark cloth skull cap with peak. Stated he was a boiler maker and native of Staly- bridge. Warrant issued. Information to Supt. Woolnough, North Walsham. SHROPSHIRE. 32.— Newport ( County ).— For stealing, 30th ult., 1 shirt, 1 necktie, 1 pair braces, and 7s. 2d.— HENRY JOHNSON, alias THOMAS WILSON and GEORGE BURGESS, age 34, height 5 ft. in., complexion fair, hair brown, eyes grey, oval face, clean shaved ; dress, brown twill overcoat, dark blue sack jacket, blue serge trousers and vest, yellow silk neckerchief, horseshoe pattern, lace boots ( heavy), black hard felt hat, wore a silver watch with silver albert guard, and carried a satchel containing a black worsted monkey jacket. Was liberated on license 21st ult., having been sentenced to 10 years' penal servitude for burglary at Leek. A native of Manchester. Warrant issued. Information to Supt. Galliers, Wellington, or to Sergt. Waterson, Newport. STAFFORDSHIRE. 33.— Brlerley Hill .( County).— For obtaining a quantity of hair by false pretences at Brockmoor, 2nd inst.— CHARLES CORBETT, age about 40, height 5 ft. 6 or 7 in., complexion dark, hair and whiskers dark brown, long- hooked nose, rather round- shouldered; dress, dark tweed coat and vest, dark corduroy trousers, lace boots, black hard billycock hat. A native of Brierley Hill. Warrant issued. Information to Supt. Woollaston, Brierley Hill. 34.— Lcngton ( County).— For failing to notify change of residence— License Holder COMFORT ELIZABETH CROXALL, alias ELIZA TOPHAM, Office No, 30277, age 23, height 5 ft. 2 in., complexion dark, hair brown, eyes hazel, scar centre of forehead and left knee.
