THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 11, 1886. VOL. III., No. 256. BEQULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, anil all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable act ion to be taken upon them by another force. 3. Particulars as 10 stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward in offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly slated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; a: id, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ruse may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen properly bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in I he next issue. 10. In all cases, the officer signing the request for insertion of any anno. Aicement, Kill bi wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.,"' Post Office Order payable at Charing Cross, Postal fader, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Trilling, 125, Strand, London, the sole Agent, who will furnish the rates on application. 11. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. £ 1,000 REWARD. 1.— Central Office.— Woodcut portrait, auto- graph, and description of RICHARD SEAMAN SCOTT, whose apprehension is sought on a warrant, under Extradition Act, for forgery in New York, U. S.; ago 45, height 5 ft. 6J in., complexion dark, hair dark orown ( tinged with grey, cut short, and combed over forehead to cover slight baldness), short dark mous- tache ( mixed with grey), prominent brown- greyish eyes, prominent nose, full face, stout square build, weighs about 12 stone. Has a full bass voice, and curls upper lip when talking ; he can grow a full whisker and beard. Has the appearance of living freely, and is likely to be living in fair style. An American ; well dressed, and may be wearing a cameo ring. Is sup- posed to be receiving letters from America at some post- office. Warrant in hands of Inspector Jarvis, C. O. The above reward will be paid by the President and Directors of the Manhattan Company, New York, for his apprehension. 2.— M Division.— For embezzlement— JULIUS BAELNUSZ ( may assume the name of JOSEPH BELUMER), age 23, height 5 ft. 10 in., complexion pale, hair light, eyes grey, walks very erect; dress, dark grey suit, black hard felt hat. A native of Konigs- berg, North Germany. May endeavour to go to America. Warrant issued. 3.— T Division.— For stealing an open- face silver lever watch, No. 16886, maker " E. J. Dent, London," on works, entrusted to him to repair— GEORGE JOLLIFFE, age 28, height 5 ft 7 in., complexion fair, hair, whiskers, and moustache light brown, thin features, high cheek bones; dress, light tweed suit. Warrant issued. 4.— V Division.- For horse stealing— FREDE- RICK LAY, alias " MICKEY," age 28, height 5 ft. 6 in., complexion fair, dress, dark blue melton coat, dark trousers, black hard felt hat. Is well- known in the neighbourhood of Whitecross- street, St. Lukes. 5.— W Division.— Forstealing ponies ( recovered). Case No. 5, 28th ult— TWO YOUTHS- lst, age 18, height 5 ft. 5 in., complexion dark, no whiskers or moustache ; dress, light coat, light cord trousers, soft black billycock hat; father's name is Tom Amore : 2nd] age 16, height 5 ft. 6 in., complexion fair, rather long face ; dress, long black coat, light cord trousers, soft black billycock hat. His father's name is Meshach Hearn, alias " Mushey Cam," and travels with a van in the neighbourhood of Barnet, Enfield, and Hertford. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CAMBRIDGESHIRE. 6.— Isle of Ely ( County).— For embezzlement at Ely, 2nd inst. — WALTER KNIGHT, age 35, height 5 ft. 6 in., complexion fair, hair and moustache ( slight) light, tattooed both arms and breast, ring round wrists and one finger, right leg diseased, and walks lame; dress, corduroy trousers, and vest with drab sleeves, black hard felt hat, " Ely Union " stamped on leather inside. A native of Leicester ; stated he has travelled with a gentleman as valet. Warrant issued. Information to Supt. Wright, Ely. 7.— Cambridge ( Borough).— For neglecting to maintain his wife and family— ALFRED FREEMAN, age 30, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes hazel; dress, black coat, jersey waistcoat, cord trousers, black hard felt hat. A basket maker. Native of Cambridge. Has been travelling in Essex during the last week with a " Punch and Judy " show, accompanied by 2 other men. Warrant issued. Information to Chief Constable Turrell, Cambridge. CHESHIRE. 8.— Chester ( County).— For failing to report- License Holder HENRY" HOLT, Office No. 2S515, age 53, height 5 ft. 6 in., complexion dark hair black, eyes brown, scars top of head, right eyebrow, chin, and nape of neck. Sentenced at Chester, 23rd July, 1881, to 5 years' penal servitude for burglary. Licensed 3rd August, 1885. H 694. Information to the Chief Constable, Chester. DURHAM. 9.— Bishop Auckland ( County).- - For failing to report— Supervisee WILLIAM WANNOP, Office No. 25895, age 30, height 5 ft. 6 in , complexion dark, hair black, eyes hazel, scars right of head, over right eyebrow, and left centre of forehead, French soldier ( flag in hand) and anchor back of left hand, D con- verted into rose, left side sailor, anchor, flag, < fcc. ( in- distinct), left arm. Sentenced at Carlisle Assizes, 11 T H E POLICE GAZETTE. TUESDAY, JUNE 15, 1888. APPREHENSIONS SOUGHT. FORGED CHEQUES. Woodcut portrait and description of EDITH JULIA SMEETON, whose apprehension is sought for uttering forged cheques in various provincial towns ( see POLICE GAZETTE, 19th March last), age 31, height 5 ft. 5 in., complexion dark, hair ( fringe on forehead) dark brown, of good appearance and address ; dressed respectably. Both Smeeton and his wife were convicted in 1880 of forging and uttering cheques. It is requested that Police of the towns in which cheques have been passed will at once communicate with the Deputy Chief Constable, Herts Constabulary, Heme! Hempstead. 22nd April, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny from the person. Y F 750. Information to Supt. Banks, Bishop Auckland. — Consett ( County.)— For shooting, with intent to do grievous bodily harm, at South Medomsley, 10th ult.— JAMES KEMP, age 53, height 5 ft. 9 in., com- plexion, hair, and eyes ( large) dark, small whiskers and moustache ( turning grey) dark. Has been lately employed at South Medomsley Colliery as a miner. A native of Germany; speaks broken English. Information to Supt. Oliver, Consett, Durham. EDINBURGHSHIRE. 11.— Edinburgh ( City).— For fraudulently obtain- ing by fictitiouscheques, a gent'sfullhuntingsmall sized, gold Swiss keyless lever watch, No. 157586, maker " W. Shimrock, Edinburgh," white dial, steel hands, plain cases; a gent's plain- cased, gold hunting keyless Geneva lever watch, large size, No. 25210, white dial, steel hands, J- plate movement; 6 white dress shirts, plain fronts, with " Dow and Fender, makers, Edin- burgh," in red thread at back of neck inside ; 2 brown merino undershirts ; a dress hat, having Dow and Fender's name stamped on upper lining, and inside leather lining; a double- barrelled hammerlesH gun, twist barrels, 12- bore, top lever, Anson and Deely's patent, maker " McNaughton, Edinburgh," No. 631, second- hand, in good condition— Major ARTHUR SPENCER, age 50 to 55, height 5 ft. 8 in., stout make, inclining to corpulence, complexion sallow, hair grey, bald on top of head, whiskers shaved, has a mous- tache ; dress, dark clothes dark overcoat aad dress hat; of gentlemanly manner and military appearance. Stated that he had come from Canada, and that he was an officer in the Artillery. Speaks like an Englishman with American accent. Had with him a brown, heavy portmanteau. Supposed come to London. Information to Chief Constable Henderson, Edin- burgh, ESSEX. 12.— Colchester ( County).— For stealing 46 fowls ( 25 recovered; at St. Osyth, 26th ult.— THOMAS KEEBLE, age 38, height 5 ft. 10 in., complexion dark, hair brown, eyes hazel, both legs wasted, left great toe bent, scar right eyebrow and nose, and 2nd finger left hand ; dress, dark velvet coat, dark trousers, lace boots, dark hairy cap. A fowl dealer ; native of Rattlesden, near Stowmarket, Suffolk. Warrant issued. Information to Supt. Daunt, Colchester. 13.— Southend ( County).— Woodcut portrait and description of WILLIAM KEAN ( Pay- Sergeant Royal Artillery), whose apprehension is sought for stealing £ 63, and falsifying accounts— age 29, height 5 ft 8 in., complexion fresh, hair brown, eyes grey, scar behind right shoulder, military bearing ; dress ( supposed), dark tweed jacket and vest, light trousers. May have with him a dark tweed overcoat. Left Shoeburyness in Her husband, WILLIAM GEORGE SMEETON, was arrested at Great Berkhampstead on 14th inst. for uttering a forged cheque. His woodcut portrait is given herewith. A fac simile of the cheques passed, and of the forged endorsement, are likewise given, The writing 011 the face of the cheque is that of Smeeton, and the endorsement is in the writing of his wife. GLAMORGANSHIRE. 14.— Swansea ( Borough).— For failing to report — Supervisee GEORGE HENRY ROBERTS, alias JOHN STACKHOUSE, Office No. 30362, age 55, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes grey, nearly bald, scars right of forehead, inside[ 2nd Royal Artillery uniform. A native of Newtown Hamil- ton, Armagh. Information to Supt. Hawtree, Southend. TUESDAY, JUNE 1 , 1886. Sentenced at Gloucester Quarter Session, 15th October, 1884, to 18 calendar months and 5 years' police supervision for larceny. 8787.- 6 Information to the Head Constable, Borough Police, Swansea. HAMPSHIRE. 15.— Bitterne ( County).— For stealing 2 watches ( recovered), 1st inst.— A MAN, age about 24, height 5 ft. 11 in., complexion fresh ; dress blue cloth reefing jacket, blue guernsey, blue cloth trousers, black felt hat— and A WOMAN, age about 30, thin features ; dress, dark clothes ; carried an infant abcut 6 months old. Both are tramps, and sing in the streets. Information to Supt. Adams, Bitterne. 16.— Portsmouth ( Borough).— For embezzlement — JOHN MARSHALL, age about 35, height 5 ft 4 or 5 in., complexion pale, hair light brown, small side whiskers and moustache, full face, stout build, abscess mark right side of face, scar on forehead; dress, black diagonal cloth coat and vest, dark trousers, black felt hat. Has been employed in the Post Office as stamper, also in the parcels delivery department, and recently as manager to a French dyeing company. May be accompanied by Emma Elizabeth Marshall, age about 43, height 5 ft. in., complexion florid, hair light brown, eyes grey, large teeth, stout build ; dress, black dress ( flounces at bottom), black jacket ( rusty), pockets on hips, black bonnet, red flower at side. Ab- sconded 7th ult. Warrant issued. 17.— Portsmouth ( Borough).— For larceny— THOMAS STOKES, age about 36, height 5 ft. 4 in., slight build, complexion fresh, hair dark brown, side whiskers and moustache, eyes blue, two teeth deficient front upper jaw ; dress, dark overcoat, dark tweed suit, brown hard felt hat. A jobbing watchmaker ; native of Birmingham. Will probably seek employment at watchmakers and jewellers. Absconded 24th ult. Information to Chief Constable Cosser, Portsmouth. LANCASHIRE. 18.— Ormskirk ( County).— For larceny— JOHN SMITH, age about 40, height 5 ft. 8 in., complexion fair, hair ( cut short) light, eyes grey, bow- legged, hangs his head and carries his hands behind his back when walking ; dress, cord trousers and vest, no coat, white shirt, lace boots, small hard felt hat. A native of Galway, Ireland. Information to Supt. Jervis, Ormskirk. 19.— Rochdale ( County).— Forfaiting to report- Supervisee RICHARD COLLINGE, Office No. 25435, age 28, height 5 ft. 4 in., complexion pale, hair brown, eyes grey, R. C. 18 back of left arm. Sentenced at Manchester 16th July, 1883, to 12 months' hard labour and 3 years' police supervision for larceny. Supposed in company with BENJAMIN STOCK, whose apprehension is sought for burglary, age 39, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey ( squints left), B. stock, sailor, and flag right arm, pigeon and anchor left arm. Supervisee JOSEPH SYKES, Office No. 29264, age 30, height 5 ft. 9 in, complexion dark, hair turning grey, eyes brown, right hand crippled. Sentenced at Manchester, 23rd May, 1881, to 5 years' penal servitude and 7 years' police supervision for larceny. H 551. Information to Supt. Tindall, Rochdale. 20.— Liverpool ( City).— For embezzling £ 97— JOHN HINDLEY, a commercial traveller, age about 32, height 5 ft. 8 in., stout build, very full chest, com- plexion fair, hair brown, whiskers on chin and mous- tache ( slight) light, round face, slightly pockpitted each side of nose, walks very erect, and wears his hat on back of head ; dress, dark tweed suit, billycock hat. May endeavour to go abroad or seek employment as traveller at drapery establishments. Wife and family reside at Seacombe, Cheshire. Absconded 18th ult. Warrant issued. Information to Chief Supt. Williams, Liverpool. 21.— Liverpool ( City).— For failing to report- Supervisee CHARLES KING, alias JOHN HENRY FAIRFAX and JOHN HAMLET, right name RICHARD JENKINS, Office No. 30053, age 45, height 5 ft. 3 in., complexion fair, hair brown, eyes blue, two moles on forehead, two on left cheek, and one on right breast. Sentenced at Wigan Borough Sessions, 29th April, 1878, to 8 years' penal servitude and 7 years' police supervision for larceny ( till). Licensed 2nd March last. A notorious till and cash- box thief. Information to the Chief Supt., Detective Dept., Liverpool. 22.— Manchester ( City).— For stealing, 19th inst. — A bright bay mare, 15 hands, black points, a set of silver mounted harness, with fallen turrets, monogram " T. S." thereon, and a dark painted gig, picked out red, upholstered blue, lady's rest at back, off- side shaft has been spliced with 3 iron hoops, builder's name " Anne Cowburn" on wheels, monogram " G. B." on back of gig.— A MAN, who gave the name of J. W. ANDER- SON, age about 27, height 5 ft. 7 in., complexion fresh, hair and moustache brown, clean shaved ; dress, dark suit, slack back jacket, white tie with silver horse shoe pin. Warrant issued. 23.— Manchester ( City).— For failing to report, Licence Holder SABINA BURNS, Office No. 25526, age 47, height 4 ft. 10 in., complexion sallow, hair brown, eyes grey, scar on forehead and left of neck, lost two top teeth. Sentenced at Manchester Sessions, 20th October, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny. Licensed 24th July, 1884. Y. F. 50. Supervisee MARY JANE MARTON, alias LUCY ASHTON, Office No. 27986, age 43, height 5 ft. 3in., complexion fresh, hair brown, eyes blue, scar left of nose. Sentenced at Manchester Sessions, 30th September, 1884, to 8 months' imprison- ment and 3 years' police supervision for larceny. 92768. Supervisee JOHN McGTJIRE, alias JONES, DIGNAN, and DAVENPORT, Office No. 30477, age 52, height 5 ft. 2 in., complexion sallow, hair brown, eyes hazel, scars top and back of head, blister mark on chest, 3 moles on left sides, hairy body and legs. Sen- tenced at Manchester Sessions, 18th October, 1876, to 7 years' penal servitude and 7' years' police supervision for receiving. Licensed 25th ult. F 926.— Supervisee THOMAS POWER, Office No. 25965, age 26, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes grey, scars on eyebrow, right cheek, right and top of head, on back ( burn), and inside right elbow, top of left middle finger fractured. Sentenced at Salford Sessions, 14tli April, 1879, to 7 years' penal servitude and 7 years' police supervision for felony. F 286. Information to Deputy Chief Constable Rawlinson, Manchester. 24.— Ashton- under- Lyne ( Borough).— Tor fail- ing to notify change of residence, License Holder MARY LOFTUS, Office No. 30483, age 42, height 5 ft. 2 in., complexion sallow, hair dark brown, eyes brown, scars on eyebrows, cheeks, right wrist, left elbow, and shins. Sentenced at Salford, 29th August, 1881, to 7 years' penal servitude and 5 years' police supervision. Licensed 30th April last. A. H. 135. Supervisee CHARLES EDWARDS, Office No, 25921, age 32, height 5 ft. 5 in., complexion fresh, hair light brown, eyes hazel. Sentenced at Bradford, 28th March, 1883, to 18 calendar months'hard labour and 2 years' police supervision for housebreaking. 9749. Information to the Chief Constable, Borough Police Ashton- under- Lyne. 25.— Oldham ( Borough).— For failing to report — License Holder GEORGE NICHOLSON, Office No. 27441, age 28, height5 ft. 7 in., complexion dark, hair brown, eyes blue, scars on right eyebrow, cheek, and left breast, blue dot right wrist, heart, cross, and M. K. ( red letters), inside heart, left forearm. Sentenced at Manchester 31st October, 1879, to 7 years' penal servitude for robbery with violence. F 1069. Supervisee EDWIN TOWNSEND, Office No. 30654, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, scars right of forehead, half ring second left finger, two blue dots back of left hand. Sentenced at Salford Sessions 1st December, 1884, to 18 calendar months and 5 years' police super- vision for housebreaking and larceny. 5406. Information to the Chief Constable, Borough Police, Oldham. 26.— Salford ( Borough).— For failing to notify change of residence— Supervisee MARGARET WIL- SON, alias RENSHAW, Office No. 283- 20, age 24, height 4 ft. 10 in., complexion sallow, hair dark brown, eyes hazel, scars near left elbow, near centre of fore- head, and on left temple, left little finger injured. Sentenced at Preston Sessions, 15th October, 1884, to 9 months' imprisonment, and three years' police super- vision for larceny. 29f § . Information to the Chief Constable, Town Hall, Sal- ford. NORFOLK. 27.— North Walsham ( County).— Escaped from custody at Norwich 3rd inst., charged with begging — THOMAS BROWN, a tramp, age 30, height 5 ft. 6 in., complexion pale, hair ( cut short) light brown, moustache ( long) and eyes brown, speaks with a Northern accent; dress, dark coat torn at left breast, light trousers, dark cloth skull cap with peak. Stated he was a boiler maker and native of Staley- bridge. Warrant issued. Information to Supt. Woolnough, North Walsham. NORTHUMBERLAND. 28— Newcastle- upon- Tyne ( City). — License Holder JAMES BANKER, alias THOMAS TWEEDY, Office No. 30396, age 33, height 5 ft. 5 in., complexion swarthy, hair black, eyes hazel, pockmark right temple, scars front and back of head, on left eyebrow, right shoulder blade, left knee, buttock, shoulder, and top of foot. Sentenced at Newcastle- on- Tyne Sessions, 20th October, 1880, to 7 years' penal servitude for larceny and receiving. Licensed 2lst April last. G 965. SOMERSETSHIRE. 29.— Ilminster ( County).— For failing to report- Supervisee THOMAS PITMAN, Office No. 24222, age 35, height 5 ft. 3 in., complexion dark, hair dark brown, eyes hazel, bridge of nose flattened, scar right collar- bone, top of left thumb injured. Sentenced at Dorchester Sessions, 6th April, 1880, to 5 years' penal servitude and 2 years' police supervision for horse « stealing. G 404. Information to Supt. Self, Somerset. States he is a native of Birmingham. S. " Fairy," & c., and having been robbed of his outfit, was unable to return to his ship ; age 24, height 5 ft. 4 in., complexion pale, hair dark, no whiskers or moustache; dressed sometimes as a naval seaman ( with band round cap, " SeaGull," " Fairy," or ." Osborne" thereon), and in plain clothes. 71.— The attention of Police is directed to the pro- ceedings of A MAN who calls upon shopkeepers and others ( principally females), and represents that he is traveller for the firm of Messrs. J. Wood and Co., Stoke Newington ( false), manufacturers of an electric com- pound for silvering metal articles, and wishes to esta- blish agencies for its sale. By leaving a few boxes of a worthless compound he generally succeeds in obtain- ing money. States he was a native of Newport. Was convicted at Bristol, January, 1872, for stealing watches, and sentenced to 9 months' imprisonment, and on 20th Marcb, 1874, for attempting to pick pockets on Swindon Race- course, and sentenced to 2 months' imprisonment. Is supposed to be a travelling pickpocket, and wanted for other offences. Had in his possession a small coin representing a half- sovereign, very light, and appears to have been burnt, dated 1818. He arrived there that day, and, it is believed, left for the Channel Islands the next day. Had with him a small black portmanteau and two brown paper parcels. A j card on the straps round the portmanteau and parcels bore his name. His shirts were marked as having been made at Evans, Wolverhampton, and some of his clothes bore the names of tailors at Wolver- hampton.
