T - E C I E 3 POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 28, 1886. VOL. HI., No. 252. BEQULATIONS- 8. All announcements for insertion in the POLICB GAZETTB, and all communications upon them should be addressed to TUB EDITOR OP THB POLICB GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an! the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings cf stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen properly to be inserted id the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice - f the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mud be clearly written on one side of the paper only, be in the usual form, and accompanied by t covering letter. 12. All payments must be in advance, either at the office, Grec.'. Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or « J » Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. METROPOLITAN POLICE. CAUTION 6 i.— FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was Bought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Mr. Monro, Assistant Commissioner of Police of tlie Metropolis, has received several very similar Circulars to those issued from Geneva in December last by Williams and Co., alias Murray and Kurr, offering certain induce- ments to purchase cheap watches. They purport to emanate from a firm calling itself i( The Anglo- Swiss Watch Company, Geneva." The Director's name is given as " Mr. Charles Magnir, M. P., late Presi- dent of the Tribunal of Commerce, now Judge of the Tribunal of Commerce.'' Bankers— The Agence Fiiian- Geneva. The circular states that it is intended to ciere. issue a million of circulars in this country and Italy. Mr. Monro begs to call the attention of the Chief Constables of Counties and Boroughs to this Company. The Geneva Police write that M. Magnin is a Swiss citizen, who is entered in the Trade Register as " The Director of the Permanent Watch Company." By these means he has established the Anglo- Swiss Watch Company, of which Kurr and Company are sleeping partners, and M. Magnin is the only person authorised to sign for the Company, and is responsible in law. He is also stated to be a Deputy and a Judge at the Commercial Tribunal, and has always borne a good character. From information otherwise received, there is good reason to doubt the stability of M. Magnin's credit, and his financial circumstances are not prosperous. 2 T H E POLICE GAZETTE. FRIDAY, MAY 2 8 , 1886. METROPOLITAN POLICE DISTRICT. 3.— D Division.— For obtaining in January last the lease of Swan Hotel, Blackwater, by false pre- tences- CHARLES HARRY AUGUSTUS TAM- BLYN JONES, alias HARRY HILTON, age 36, height 5 ft. 8 in., stout build, complexion fresh, hair, side whiskers and moustache light brown ; dressed respectably. Is well known to betting men by name of Harry Hilton, and owns a trotting pony called " Nellie." Formerly kept the " Swan" Hotel, Blaok- water; " Belgrave," Brighton; " Red Lion," Maiden- head ; and " Duke of Edinboro'," Hertford, where he is known to police. W arrant issued. 4.— N Division.— For larceny ( lodger)— FLORENCE JAMES, age 16, height 5 ft. 4 in., com- plexion dark, hair dark brown, eyes brown, surly look ing, holds her head down when talking and speaks softly; dress, blue cashmere dress, trimmed black braid, black straw hat, trimmed black velvet and two small black feathers, black cloth jacket trimmed black braid, lace boots. Mother resides at 12, Richmond- cottages, Plymouth. 5— W Division.— For stealing, 23rd inst., 2 ponies— 1st, roan, 13 hands, aged, switch tail, long body, black points; 2nd, grey, 13 hands, 5 years old, lump on off shoulder, small wounds on off side near hip, white hobble marks, long tail; both in fair con- dition— TWO YOUTHS— lst, age 17, height 5 ft. 2 in., complexion and hair dark ; dress, shepherd's plaid coat and vest ( cuffs and pockets trimmed velvet), dark cord trousers, lace boots, double peaked cap, wore a silver watch and chain; 2nd, age 18; dress, cord sleeve vest. Supposed gipsies, were seen going along Kingston Bridge at 12.15 a. m. 24th, followed by a gipsy van. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London S. W. CITY OF LONDON. 6.— For embezzlement and stealing a large quantity of jewellery— GEORGE SINCLAIR, late of Hillside Cottage, East Finchley, age 30, height about 5 ft. 8 in., hair and moustache dark, 3 top teeth deficient, turns his toes in and limps slightly when walking ; dress, long ulster, cutaway coat, high hat. Is fond of sports. Warrant issued. 7.— For embezzlement— ROWLAND HILL, a clerk, late of 67, Solon New- road, Clapham, age about 28, height about 5 ft. 7 in., slight build, complexion fair, hair and moustache ( cut short) red, dressed re- spectably. Warrant issued. 8.— For stealing .£ 121 and some silk handkerchiefs— WORTHEY BUSH, an engineer, late of 104, Wilmer- gardens, Kingsland- road, age 34, height 5 ft. 7 in., slight build, hair, eyes, and moustache dark, hollow cheeks, pimples on face, prominent nose ; dress, black Cam- bridge cut coat, trousers and vest, black hard felt hat. Is known at Salford, where he was arrested about 12 ' months ago for deserting his wife and familysup- posed known at Manchester, where he has a brother residing in a street near Oxford- road. Absconded 12th inst. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 9.— Newbury ( County).— For stealing, at New- bury, 15th inst.— 9 silver and 1 gold watch— WIL LIAM JABEZ POWELL, age 27, height 5 ft. 2 in., complexion and eyes dark, hair ( cut short) and mous- tache ( small) black, very large head, bow legged ; dress, dark suit, black hard felt hat. Is accompanied by his wife and a boy 18 months old. A native of Winchester. Warrant issued. Information to Supt. Bennett, Newbury. CARNARVONSHIRE. 10.— Carnarvon ( County).— For embezzlement— GRIFFITH LEWIS, age 45 to 50, height about 5 ft. 7 in., complexion tawny, thin face, high cheek- bones, hair ( bald on top), very slight whiskers, beard, and moustache brown ( may have shaved), stoops slightly, speaks with a Welsh accent. A printer and publisher; native of Penygroes, Carnarvon. Warrant issued. Information to the Acting Chief Constable, Car- narvon. APPREHENSIONS SOUGHT. FORGED CHEQUES. 2, Woodcut portrait and description of EDITH JULIA SMEETON, whose apprehension is sought for uttering forged cheques in various provincial towns ( see POLICE GAZETTE, 19th March last), age 31, height 5 ft. 5 in., complexion dark, hair ( fringe on forehead) dark brown, of good appearance and address ; dressed respectably. Her husband, WILLIAM GEORGE SMEETON, was arrested at Great Berkhampstead on 14th inst. for uttering a forged cheque. His woodcut portrait is given herewith. A fac simile of the cheques passed, and of the forged endorsement, are likewise given, The writing on the face of the cheque is that of Smeeton, and the endorsement is in the writing of his wife, Both fcmeeton and his wife were convicted in 1880 of forging and uttering cheques. It is requested that Police of the towns in which cheques have been passed will at once communicate with the Deputy Chief Constable, Herts Constabulary, Hemel Hempstead. TUESDAY, JUNE 1, 1886. T H E POLICE GAZETTE. 3 CHESHIRE. 11.— Stockport ( Borough).— For stealing, 12th inst.— A pair of men's side- spring boots, size 8, kid uppers, toe- caps, have been soled and heeled, slight crack on instep of right; and a pair of men's blucher boots, small piece cut out at ankle of right— A MAN, age about 38, height about 5 ft. 6 in., complexion fresh, hair ( curly) and moustache ( slight) sandy, nose slightly deformed, teeth project a little at one side; dress, black coat, moleskin trousers and vest, light blue shirt, pla: d scarf, blue pilot cap with peak. Stated he was a native of Stalybridge. 12.— Stockport ( Borough).— For failing to report - Supervisee ARTHUR DAWSON, Office No. 26153, age 53, height 5 ft. 41 in., complexion fresh, hair dark brown, eyes brown ; two small moles on back, blue mark left forearm; of good address. Supposed in custody under an assumed name. Sentenced at Man- chester, 8th August, 1878, to 12 months' hard labour and 7 years' police supervision for fraud. 32994. CLACKMANNANSHIRE. 13.— AI loa ( Burgh).— Woodcut portrait and descrip tion of FRANCIS MURDOCK, whose apprehension is sought for embezzling £ 70— Age 35 to 40, height 5 ft. 9 or 10 in., stout build, complexion fresh, hair, whisker?, and moustache sandy, eyes ( supposed) grey, full face, large hands and feet; walks with long, heavy steps; of slovenly appearance ; dress ( when last seen), blue serge jacket suit, hard felt hat; generally wore a gold guard with gold cross appendage ; may have in his possession a pair of small coupling pliers, and a deer- horn handle pocket knife with two blades and cork- screw. A gardener; native of Aberdeenshire. Was lately employed as collector by the Alloa Gas Com- missioners. Absconded 13th inst. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Nicol, Burgh Chambers, Alloa. DEVONSHIRE. 14.— Honiton ( County).— Concerned with 2 men in custody, for stealing a horse by means of a trick— DAVID WALKER, age about 30, height 5 ft. 10 or 11 in., complexion fresh, whiskers and moustache ( turn- ing grey) brown; dress, brown overcoat, blue guernsey, brown corduroy trousers ( large pattern), lace boots, billycock hat. Travels the country with a waggon, having his name and address, " David Walker, licensed hawker, No. 9, Gloucester- lane, Bristol," painted thereon. Hawks mats, oil cloth, tin boxes, & c. Warrant issued. Information to Supt. de Schmid, Honiton. DORSETSHIRE. 15.— Poole ( Borough).— For stealing a horse, trap and harness ( recovered), 12th inst.— HARRY BRIDLE, age 28, height 5 ft. 9 or 10 in., stout build, complexion fair, hair dark brown, round- shouldered ; dress, dark coat, trousers, and vest, black bowler hat- A labourer; native of Poole. May endeavour to go abroad. Warrant issued. Information to Supt. Hunt, Poole. DURHAM. 16.— Consett ( County.)— For stealing at Amfield Plain, 9th inst., an E flat cornet— SAMUEL MOORE, age 42, height 5 ft. 4j in., complexion fresh, hair dark brown, moustache dark ; dress, long dark coat, black trousers, lace boots. Is a good cornet player, and may be engaged at a theatre or concert- hall. A labourer ; native of Halifax, Yorkshire. Warrant issued. 17.— Consett ( County).— For stealing at Shotley Bridge, 14th inst, a cheque for £ 15, cashed 15th inst. at Newcastle— JOSEPH FOSTER, a butcher, age 27, height 5 ft. 6 in., complexion, hair, and eyes dark. Is good pianist and organist. His father keeps a public- house at Elswick Gate, Newcastle- on- Tyne. Warrant issued. Information to Supt. Oliver, Consett Durham. GLAMORGANSHIRE. 18.— N eath ( Borough).— For deserting his wife and family, 13th inst.— JAMES BOWEN, age 45, height 5 ft. 9j in., complexion fresh, hair, whiskers, and mous- tache dark, stoops, and wears small gold earrings, speaks with a Welsh accent; dress, dark coat, brown or grey trousers, bowler hat. A collier ; native of St. David's, Pembrokeshire. Is accompanied by his son, age 13, hair light. Warrant issued. Information to Head Constable Phillips, Neath. GLOUCESTERSHIRE. 19.— Cheltenham ( County).— For stealing at Tewkesbury, 21st inst., a gold Geneva watch, No. unknown, seconds hand deficient, narrow gold guard from 3 to 4 feet long, with spade guinea and chased gold key attached; 1 enamelled gold mourning ring ; 2 silver medals ( one " Crimea," the other " Sebas- tapol"), " John Brook " on edges; and 2 sovereigns— A MAN, age about 46, height 5 ft. 6 or 7 in., slight build, complexion fair, little or no whiskers or mous- tache ; dress, dark mixture suit, black hard felt hat. Appearance of a plumber or carpenter. Information to Supt. McRae, Cheltenham. 20.— Fishponds ( County).— For stealing £ 7 2s. at Eastville— FREDERICK GARLAND, age about 27, height 5 ft. 7 or 8 in., complexion fair, hair light, eyes blue ; dress, brown coat, dark trousers, lace boots, black bowler hat ( all old); is a good skittle player, and may be found at skittle- alleys. A native of Kings- wood, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 21.— Stroud ( County).— For embezzling £ 5510s. 8d. — THOMAS HENRY ARM IT AGE, age 35, height 5 ft. 8 in., complexion pale, hair dark brown, eyes grey, slightly round- shouldered and stoops when walking ; dress, dark brown jacket and vest, dark cloth trousers, white knitted woollen scarf, lace boots, black hard felt hat. Warrant issued. Information to Supt. Philpott, Stroud. HAMPSHIRE. 22.— Kingsclere ( County).— For stealing a pair of driving reins ( recovered), 29th January last — JOSEPH MITCHELL, alias GRITT, age 33, he: ght 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, scar corner of right eye, burn marks inside both thighs. A gipsy"; native of Romsey. Warrant issued. Information to Supt, Waters, Kingsclere. HEREFORDSHIRE. 23.— Leominster ( Borough).— For deserting his 2 children, leaving them chargeable to the Leominster Union— GEORGE WILLIAMS, age 30, height 5 ft. 9 in., complexion swarthy, hair dark, eyes grey, nose slightly inclined to one side, pointed chin ; dress, dark jacket, tight- fitting cord trousers, black soft felt hat. A horse slaughterer; native of Leominster. Is now supposed to be hawking sponges with a license in name of " SLENDER." May be found at common lodgingrhouses, or working at a knacker's yard. Has been previously convicted at Hereford for a similar oflence. Warrant issued. Information to Head Constable Johnson, Leo- minster. HERTFORDSHIRE. £ 5 5s. REWARD. 24.— Hemel Hempstead { County).— For steal- ing, 1st inst.— a bay mare, aged, 15 hands, black points, star on forehead, brush tail, chipped knees, " F. Oldfield " on shoes; brass- mounted harness, and a light rustic dog- cart, mahogany panels, 16 apoke wheels, " G. Attwood, Hemel Hempstead," on wheel- caps — A MAN, age about 50, height 5 ft. 6 in., full face, beard on chin, slightly round- shouldered; dress, dark tweed suit, felt hat, with flat top. Was last heard of at Kilburn, Middlesex. The above reward will be paid by Level Srneath- man, Esq., Solicitor, Hemel Hempstead, for the appre- hension and conviction of the thief and recovery of the property. Information to Deputy . Chief Constable Pearson, Hemel Hempstead. KENT. £ 100 REWARD. 25.— Canterbury ( County). — For embezzling £ 100, the moneys of the Free Fishers and Dredgers' Co., Whifetable— GEORGE IvEMP, age 50, height 5 ft. 9 in., stout build, complexion fresh, hair and whiskers ( shaved on chin) iron grey, one glass eye, and gene- rally wears grey tinted spectacles, without which he has got a peculiar look; dressed respectably. Is known to Mr. Rowden, Perth, near Kemp, Swansea or Cardiff; Mr. Burrows, Bergholt, Essex; and Mr. Shaw, supposed residing in Baker- street, London. A native of Whitstable, Kent. Absconded 31st ult. The above reward will be paid by the Free Fishers' and Dredgers' Co, Whitstable, for his apprehension. Warrant issued. Information to Supt. Wood, Canterbury. 26— Tunbridge Wells ( Borough).— For stealing"; 20th inst.— A 50- inch Humber bicycle, painted black and green, straight handle bar, shackle spring, ball bearings to both wheels, bright gun- metal hubs, handle bar, and cranks, " Captain'' hub lamp attached— A MAN, age 25 to 30, height about 5 ft. 7 in., moustache dark brown, full face ; dress, dark mixture tweed coat and vest, corduroy trousers ( worn at bottom), hard felt hat; appearance of a labourer- Information to Supt. Embery, Tunbridge Wells- LANARKSHIRE. 27.— Govanhill ( County).— Woodcut portrait and description of THOMAS MOFFATT, whose apprehen- sion is sought for embezzling £ 239 8s. 7d., the property of the Bank of Scotland— age 25, height 5 ft. 7 in., com- plexion pale, hair black, moustache ( slight) and eye? dark, round face, scrofula mark right side of neck; dress, light grey small check tweed suit ( wore black mourning band on left arm), black hard felt hat, light grey spats. May be accompanied by his wife and a boy 2 months old. A bank teller ; native of Glasgow. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Cornelly, Constabulary Offices, 174, High- street, Glasgow. LANCASHIRE. 28.— Bolton ( County).— For making false entries in wages book at Farnworth, 22nd ult.— WILLIAM JOHN BEATESON, age 20, height 5 ft. 10 in., com- plexion sallow, hair ( inclined to curl and parted down centre) black, whiskers and moustache slight, eyes brown, walks very erect and swings his arms about; dress, brown plaid overcoat, black cloth trousers, black billycock hat; has with him a black cloth suit. A native of Farnworth. Warrant issued. Information to Supt. Holland, Bolton. 29.— Garstang ( County).— For burglary and house- breaking- JAMES CARRUTHERS, alias JAMES BOWEN, JAMES GRIBBIN, JAMES PARKER, THOMAS WILLIAMS, DANIEL HIGGINS, and EDWARD BALLARD, a bricklayer, age about 30, height 5 ft 6 in., complexion fresh, hair and moustache brown, eyes blue, high cheek bones, hollow cheeks, small cut and 2 small blue spots right fore- head, scar front left arm, 2 moles back of neck, right side and on upper lip. Has been several times con- victed for felony in the above names. May be found working on a farm as labourer, but will not stop long anywhere. Information to Supt. Webb, Bowgrave, near Garstang. 30.— Rochdale ( County).— For failing to report- License Holder WILLIAM JACKSON, Office No. 30322, age 34, height 5 ft. 6 in., complexion fresh, hair light brown, eyes light grey ; mark over left eye, wart right side back of head, scars right elbow, left wrist, and back of neck. Sentenced at Bury St. Edmunds, 29th July, 1878, to 10 years' penal servitude for sacri- lege. Licensed 28th July, 1885. W E 331. Information to Supt. Tindall, Rochdale. 31.— War ri ngton ( County).— For embezzlement— CHARLES ALLEN, age 26, height 5 ft. 7 in., com- plexion fresh; dress, small brown plaid coat and vest grey mixture trousers, lace boots, hard felt hat; of respectable appearance. A clerk ; native of Bury. Warrant issued. Information to Supt. Weir, Leigh. 32.— Manchester ( City).— For stealing by means- of a trick— A gold Geneva watch, No. S9112, and a. 4 T H E P O L I C E GAZETTE. TUESDAY, JUNE 1, 1886. lady's 18- carat gold ring, set 2 rabies and 3 diamonds — A MAN, age 30, height 5 it. 7 in., complexion ( sun- burnt) fresh, hair and eyes brown ; dress, light hair line suit, patent leather boots, and sailor's peak cap. 33.— Manchester ( City).— For embezzling .£ 31— THOMAS JOHNSON, age 27, height 5 ft. 10 in, com plexion fair, hair brown, eyes ( full) blue, thin face dress, dark overcoat, black hard felt hat. Is an Army Reserve man, and was formerly a warder at Holloway Prison. A native of Manchester Warrant issued. 34.— Manchester ( City).— For failing to report - Supervisee NOAH DAVIES, Office No. 30563, age 17, height 5 ft. 4 in., complexion sallow, hair dark brown, eyes grey, scar left eye. Sentenced at Salford, 17th August, 1885, 9 months' imprisonment and 2 years'police supervision for larceny. 2655 — License Holder CHARLES EVANS, alias LITTLEWOOD, Office No. 29139, age 36, height 5 ft. 11 in., complexion fresh, hair brown, eyes hazel, indistinct tattoo marks left arm and back of left hand, ring 2nd and 3rd left finger.
