REGULATIONS- t All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICB GAZBTTE, GREAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. J. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all eases where a reward i » offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension if a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the thief officer of police, or his immediate deputy, of the county, city, or borough, as the case may b:. 1 Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Orec.'. Scotland Yard, by cheque, crossed '' Lrummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 14ft, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. i 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circnlated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Convict Office.— For uttering a counter- feit sovereign, and for failing to notify change of residence ( see Case No. 27, 30th ult.)— Supervisee JOHN COOK, alias SAILOR JACK, Office No. 27571, age 34, height 5 ft. 6 in., complexion fair, hair light brown, scar back of right hand and on left cheek, ring 2nd right finger, Maltese cross back of right hand ; dress, blue serge coat and vest, dark trousers, black hard felt hat. Well known in the neighbour- hood of Victoria Station.; 2— B Division.— Woodcut portrait and descrip- tion of FREDERICK ERNEST NEWMAN, a potman, whose apprehension is sought for stealing £ 123 Is. 6d. — age 19, height 5 ft. 7 in., complexion sallow, hair light brown, long thin face ; dress, black coat, brown- and- red striped trousers, lace boots, black silk or alpaca cap. Supposed native of Southampton. Warrant issued. ! f 3.— B Division.— Woodcut portraits ( with and without beard) and description of SCHLOSS, alias MORRIS BLANC and LOUIS MEYERS, whose apprehension is sought for larceny ( lodgings)— age 40 to 45, height 5 ft. 4 in., complexion, hair ( bushy) and moustache dark; dress, dark clothes. His usual mode of procedure is to engage a room for a week, bringing with him one or two old portmanteaux, steal anything which is portable, and decamp, leaving one of the portmanteaux behind. 4.— N Division.— For obtaining, by fraud, 4th inst., a dark chestnut Russian pony, 14 hands, star on forehead, hog mane and tail, long hair round feet, knees chipped ; white metal mounted harness and a black village cart, wheels and shafts blue, picked out red, spring tail- board — A MAN, age 26, height 5 ft. 7 in., complexion fair, hair light, clean shaved ; dress, grey check coat, brown check trousers, black cloth peak cap. Was accompanied by a female, pale, full face ; dress, brown dolman, red hat and feather. 5.— P Division.— For obtaining £ 2 Is. by means of a worthless cheque on the West London Commercial Bank, Limited, 34, Sloane- square, Chelsea— A MAN, age 45, height 5 ft. 6 in., complexion, hair, whiskers, and moustache dark; dress, dark clothes, high hat, respectable appearance. 6.— R Division.— For stealing a black jacket trimmed deep skunk fur; black satin body and skirt, trimmed black broche and lace ; and a small silver neckchain, with locket attached— ANNIE GOODWIN, age 17 ( looks older), height 5 ft. 2 in., very stout, com- plexion sallow, hair dark brown, eyes dark ; dress, black frock and jacket, black straw hat, trimmed blue velvet and yellow bird's wings. A native of Hawk- hurst, Kent. May be found in the company of soldiers. 7.— T. Division.— For embezzlement — CHAS. BRITTAIN, late collector and relieving officer for Ful- ham Union ; age 35, height 5 ft. 8 in., stout build, complexion fair, hair, whiskers, and moustache light ( may now be shaved), walks quickly with short steps ; dress, dark suit, hard felt hat. A native of Chester. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. 14 T H E POLICE GAZETTE. FRIDAY, APRIL 30, 188G. CITY OF LONDON. 8— For obtaining money by false pretences— THOMAS O'CONNELL STENSON, a draper's assis- tant, late of 49, Charrington- street, St. Pancras, age 27, height 5 ft. Hi in., square build, complexion sallow, hair and moustache black ; dress, long grey overcoat, blue serge suit, black felt hat. Is well known to rowing men on the Thames. Warrant issued. Information to Inspector Mc^ Villiam, 26, Old Jewry, E. C. BEDFORDSHIRE. 9.— Biggleswade ( County).— For stealing a silver watch, 19th ult.— FIDEL TRICHLER ( a Ger- man), age 59, height 5 ft., complexion fair, hair and eyes grey, usually stays at a public- house in country towns ; procures watches for the purpose of cleaning or repairing them, and after a few days or weeks decamps. Was sentenced at Bedford Quarter Sessions on 4th July, 1883, to 6 months' imprisonment for stealing watches entrusted to him for repair. Warrant issued. Information to Supt. Bedlow, Biggleswade. BERKSHIRE. 10.— Newbury ( County).— For stealing, at Yatten- don, 16th February last, a gem ( recovered)— ALFRED WEBB, age 29, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, blue mark centre of forehead, two hearts, crown, and other marks tattooed right forearm and wrist, mark on each finger of right hand, " B. H. 8." on back of left hand, brown mark on right thigh; dressed as a labourer. A notorious poacher; native of Aldworth, Berks. Warrant issued. Information to Supt. Bennett, Berks Constabulary, Newbury. 11.— Reading ( Borough).— For stealing a suit of clothes ( recovered), 29th ult.— A MAN, who gave the name of CHARLES WALKER, of Wokingham, age about 28, height 5 ft. 7 or 8 in., cleaft shaved ; dress, dark coat, light trousers, hard felt hat. Supposed same as described in POLICE GAZETTE, Ca36 No. 21, 30th Octo- ber last. Information to Chief Supt. Purchase, Reading. CHESHIRE. 12.— Oakmere ( County.)— For stealing at Meadon Bank, Over, 28th ult., a small tin box containing £ 2 10s., one 10 roubles, three 5 roubles, one 3 roubles, and twelve 1 rouble, all Russian coins— PETER QUOSKO, a Russian Pole, age 20, height 5 ft. 7 in., complexion sallow, hair light brown, eyes brown ; dress, brown Russian cloth coat, lace boots, Russian cap. Cannot speak English. Warrant issued. Information to Supt. Naylor, Oakmere, Northwich. 13.— Birkenhead ( Borough).— For embezzlement — JOSEPH HENRY PHILLIPS, alias PHILP, EVANS, and BRISCOE, age 27, height 5 ft. 8 in, complexion pale, hair brown, eyes grey, side whiskers ( short) and moustache light, chin shaved, short- sighted ; dress, black worsted frock coat, light trousers, black- and- white tie with pin, stand- up collar. A native of Newcastle- upon- Tyne. Not to be apprehended out of the United Kingdom. Warrant issued. Information to the Chief Constable, Birkenhead. DEVONSHIRE. 14.— Honiton ( County).— Concerned with 2 men in custody, for stealing a horse by means of a trick— DAVID WALKER, age about 30, height 5 ft. 10 or 11 in., complexion fresh, whiskers and moustache ( turn- ing grey) brown; dress, brown overcoat, blue guernsey, brown corduroy trousers ( large pattern), lace boots, billycock hat. Travels the country with a • wagon, having his name and address, " David Walker, licensed hawker, No. 9, Gloucester- lane, Bristol," painted thereon. Hawks mats, oil cloth, tin boxes, ifcc. Warrant issued. Information to Supt. de Schmid, Honiton. DURHAM. 15.— Durham ( City).— For larceny— JOHN DES- MOND, alias THOMAS BURDIS, BROWN, and TEDDY BUSK, age 29, height 5 ft. 5 in., hair light brown, moustache ( slight) light, eyes ( very weak) grey, slightly pockpitted. A native of Sunderland ; travels the country repairing umbrellas, & c., and stays at common lodging- houses. It is requested that special inquiry be made for his apprehension. Information to Chief Constable Smith, Durham. ESSEX. 16.— Epping ( County).— For obtaining, 16th ult., £ 8 5s. by means of a forged cheque, No. B- K 85459, on The City Bank, Limited, Paddington Branch, drawn by Henry Thorne in favour of Mrs. Yerburgh— A WOMAN, age about 30, height 5 ft. 4 or 5 in., com- plexion dark, hair dark brown, rather round face, of good address ; dressed respectably with slate- colour mackintosh and dark bonnet. Supposed same as described in POLICE GAZETTE, Case No. 23, 19th February, No. 17, 26th February, also GAZETTE 5th March last. Information to Supt. Lennon, Epping. GLOUCESTERSHIRE. 17.— Fishponds ( County).— For housebreaking at Stapleton, 1st inst., and stealing 1 long- ribbed, single- breasted overcoat, black and red plaid lining, two pockets outside and one inside breast, black buttons, sleeves have been lengthened and bound with black ; 1 single- breasted black cloth vest, buttons up to neck, small turn- down collar ; and a scarlet figured cotton handkerchief, fringed round edge— A MAN, age about 40, height 5 ft. 7 or 8 in., rather stout build, com- plexion very dark, whiskers slight; dress, dark clothes, black bowler hat; appearance of a mechanic. Information to Supt. Matthews, Fishponds. 18.— Stroud ( County).— For embezzling ^ 5510s. 8d. — THOMAS HENRY ARM IT AGE, age 35, height 5 ft. 8 in., complexion pale, hair dark brown, eyes grey, slightly round- shouldered and stoops when walking ; dress, dark brown jacket and vest, dark cloth trousers, white knitted woollen scarf, lace boots, black hard felt hat. Warrant issued. Information to Supt. Philpott, Stroud. HAMPSHIRE. 19'.— Kingsclere ( County).— For stealing a pair of driving reins ( recovered), 29th January last — JOSEPH MITCHELL, alias GRITT, age 33, he: ght 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, scar corner of right eye, burn marks inside both thighs. A gipsy ; native of Romsey. Warrant issued. L formaticn to Supt. Waters, Kingsclere. 20.— Lyndhurst ( County). — For stealing at Lymington, 19th ult., 16s. 9d., a serge dress, 1 night- dress, 1 bodice, 1 chemise, and 1 brown mantle— ELIZABETH PENNY, a domestic servant, age 17, height about 5 ft. 4 in., complexion fresh, eyes ( rather small) brown; dress, dark brown dress, button boots with plates on heels, dark hat or bonnet. Left Brocken- hurst on the morning of 19th ult, and took train for Vauxhall. Is supposed to be in the neighbourhood of Pinner, Middlesex. Warrant issued. Information to Supt. White, Lyndhurst. HEREFORDSHIRE. 21.— Leominster ( Borough).— For deserting his 2 children, leaving them chargeable to the Leominster Union— GEORGE WILLIAMS, age 30, height 5 ft. 9 in., complexion swarthy, hair dark, eyes grey, nose slightly inclined to one side, pointed chin ; dress, dark jacket, tight- fitting cord trousers, black soft felt hat. A horse slaughterer; native of Leominster. Is now- supposed to be hawking sponges with a license in name of " SLENDER." May be found at common lodging- houses, or working at a knacker's yard. Has been previously convicted at Hereford for a similar oflence. Warrant issued. Information to Head Constable Johnson, Leo- minster. HERTFORDSHIRE. £ 5 6s. REWARD. 22.— Hemel Hempstead ( County).— For steal- ing, lst inst.— a bay mare, aged, 15 hands, black points, star on forehead, brush tail, chipped knees, " F. Oldfield " on shoes ; brass- mounted harness, and a light rustic dog- cart, mahogany panels, 16 spoke wheels, " G. Attwood, Hemel Hempstead," on wheel- caps— A MAN, age about 50, height 5 ft. 6 in,, full face, beard on chin, slightly round- shouldered ; dress, dark tweed suit, felt hat, with flat top. Was last heard of at Kilburn, Middlesex. The above reward will be paid by Lovel Smeath- man, Esq., Solicitor, Hemel Hempstead, for the appre- hension and conviction of the thief and recovery of the property. Information to Deputy Chief Constable Pearson, Hemel Hempstead. KENT. 23.— Canterbury ( County). — For embezzling .£ 100, the moneys of the Free Fishers and Dredgers' Co., Whitstable— GEORGE KEMP, age 50, height 5 ft. 9 in., stout build, complexion fresh, hair and whiskers ( shaved on chin) iron grey, one glass eye, and gene- rally wears grey tinted spectacles, witnout which he has got a peculiar look; dressed respectably. A native of Whitstable, Kent. - Absconded 31st ult. Warrant issued. Information to Supt. Wood, Canterbury. LANARKSHIRE. 24.— Govanhill ( County).— Woodcut portrait and description of THOMAS MOFFATT, whose apprehen- sion is sought for embezzling .£ 239 8s. 7d., the property of the Bank of Scotland— age 25, height 5 ft. 7 in., com- plexion pale, hair black, moustache. ( slight) and eyes dark, round face, scrofula mark right side of neck; dress, light grey small check tweed suit ( wore black mourning band on left arm), black hard felt hat, light grey spats. May be accompanied by his wife and a boy 2 months old. A bank teller ; native of Glasgow. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Cornelly, Constabulary Offices, 174, High- street, Glasgow. LANCASHIRE. 25.— Bolton ( County).— For making false entries in wages book at Farnworth, 22nd ult.— WILLIAM JOHN BEATESON, age 20, height 5 ft. 10 in., com- plexion sallow, hair ( inclined to curl and parted down centre) black, whiskers and moustache slight, eyes brown, walks very erect and swings his arms about; dress, brown plaid overcoat, black cloth trousers, black billycock hat; has with him a black cloth suit. A native of Farnworth. Warrant issued. Information to Supt. Holland, Bolton. 26.— Old Trafford ( County).— For stealing, 30th ult., at Clifton, a silver lever watch ( pledged at Bolton), 1 long silver chain, round link pattern, with split ring and 3 American coins attached ( one a 5 cent piece); 1 black ribbed cloth jacket, pockets on hips and right breast, ticket ditto, black Italian cloth lin- ing, cloth covered buttons, had in one of the pockets a whitehandkerchief with black border; 1 single- breasted vest to match— A man, who gave the name of JOHN HANLEY, age about 33, height 5 ft. 9 in., complexion fair, moustache sandy, of rough appearance; dress, dark clothes and hat, scarf round neck. 27.— Old Trafford ( County).— For " stealing, 4th inst., at Moss Side, 1 electro- plated fish knife and fork, King's pattern, fish engraved on handle; 1 gent's gold ring, set blood stone ( cracked); 1 gent's gold mourning ring, hoop pattern, with initials " E. I. C.; 1 gent's silver puzzle ring, four rings in one ; 2 gold scarf pins, joined together by a small chain, very old- fashioned ; 1 set of 18- carat gold shirt studs, plain pattern and extra large, in brown morocco case ; 1 set of 15- carat gold shirt studs, diamond shape, and chased; 1 set of gold round studs, chased, in green morocco case ; 1 brown morocco case, containing one silver stud ( chased); 1 gent's gold scarf- pin, Roman head ; 1 gent's gold scarf- pin, shape of a small dice ; 2 mourning shirt studs, jet fronts, engraved, West s patent; 1 silver locket, oval- shape, monogram E. H. J. S.; 1 silver locket, chased, with silver chain attached, large flat links; 1 silver oblong brooch ; 1 small gold- plated revolver pendant; 1 silver shawl brooch, shape of an Enfield rifle, with green stone in butt end ; 1 round silver brooch, topaz in centre, with panelled malachite; 1 lady's silver Geneva watch, monogram M. S. on outside case, black hands; 1 pair silver- mounted solitaires, with free- mason square and compass rivetted on front; 2 pairs black solitaires, plain— A MAN, age 30 to 40, medium height, stout build, side whiskers sandy, chin shaved, red ruddy face; dress, dark clothes, black billycock hat, of respectable appearance. Information to Supt. Bent, Old Trafford. 28.— Rochdale ( County).— For stealing at Roys- ton, 17th ult., 17s. silver and bronze, 1 pair hair- cut- ting scissors, and 2 razors, black scales, hollow ground, stamped " Worth "— HENRY WADE, alias " SNUFFY HARRY," age about 38, height 5 ft. 2 in., complexion fresh, hair ( bald on top), moustache, and small side whiskers sandy; dress, light check coat, dark worsted vest, light cloth trousers, lace boots, black billycock hat. A tramping barber ; native of Blackburn. Ha3 been employed in Leeds, Liverpool, Manchester, and other large towns. Information to Supt. Tindall, Rochdale. 29.— Liverpool ( City).— For stealing £ 200— WILLIAM GEORGE JOSEPH DE COSTA, a clerk, age 23, height 5 ft. 9 or 10 in., complexion fair, hair FRIDAY, APRIL 80, 1886. T H E POLICE GAZETTE. 241 ( curly) light brown, moustache ( heavy) dark brown, eyes ( small) grey, prominent nose, sloping shoulders, end of right little finger crushed, slight flesh scar right temple, thick neck, muscular legs; dressed respectably, may be wearing a brown hat, round scarf pin with circle of pearls, and a gold chain with Chinese coin pierced in centre, attached. Is well known to captains of American ships, and may be found in their company. Absconded 22nd ult. It is requested that inquiry may be made at Ameri- can bars, hotels, shipping offices, & c. Warrant issued. Information to Chief Supt. Williams, Liverpool. 30.— Manchester ( City).— For stealing by means of a trick— A gold Geneva watch, No. 39442, and a lady's 18- carat gold ring, set 2 rubies and 3 diamonds— A MAN, age 30, height 5 ft. 7 in., complexion ( sun- burnt) fresh, hair and eyes brown ; dress, light hair- line suit, patent leather boots, and sailor's peak cap. 31.— Manchester ( City).— For embezzling £ 31— THOMAS JOHNSON, age 27, height 5 ft, 10 in, com- plexion fair, hair brown, eyes ( full) blue, thin face ; dress, dark overcoat, black hard felt hat. Is an Army Reserve man, and was formerly a warder at Holloway Prison. A native of Manchester. Warrant issued. Information to Detective Superintendent Hicks, Manchester. 32.— Oldham ( Borough).— For failing to report— Supervisees JOHN THOMAS HARD- MAN, Office No. 30367, age 25, height 5 ft. in., complexion fresh, hair and eyes brown, anchor inside right arm, two blue dots back of left wrist, scar back of left hand. Sentenced at Salford, 13th April, 1885, to 12 months' hard labour and 3 years' police supervision for felony. 1830.- FRANK MAUDE, Office No. 30424, age 40, height 5ft. 4sin., complexion fresh, hair dark brown, eyes brown large scar below right knee, lost several top front teeth. Sentenced at Salford, 26th October, 1885, to 6 months' hard labour and 2 years' police supervision for . felony. 3489.- GEORGE KARRIDGE, alias WAL- TER KERRIDGE, Office No. 27208, age 62, height 5 ft. 5 in., complexion dark, hair ( curly) brown, eyes hazel, scars bridge of nose, left cheek, ball of left thumb, and left wrist. Sentenced at Preston, 26th February, 1880, to 5 years' penal servitude and 7 years' olice supervision for fraud. G. 55. Information to the Chief Constable, Oldham. 33.— Salford ( Borough).— For failing to report- Supervisees MICHAEL GORMAN, Office No. 23304, age 29, height 5 ft. 4£ in., complexion fresh, hair brown, eyes grey, scars between eyebrows and over left eyebrow. Sentenced at Salford, 28th August, 1882, to 15 months' hard labour and 3 years' police supervision for larceny. 4775.— WM. CARDING, alias CARDEN, Office No. 25678, age 32, height 5 ft., complexion fresh, hair brown, eyes blue, scars back of head, on face and forehead ( burns), flag on right arm, star, anchor, M. C, und bracelet left arm, blue dot, & c., left little finger, first right finger injured ; pockmarked. Sentenced at Manchester, 6th January, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny.
