THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 7, 1886. VOL. III., No. 246. REGXJLATIONS- t. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as 10 stolen property will be likewise inserted vn one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension if a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted im the POLICE GAZETTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will bi wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They muei be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, ( freu. Scotland Yard, by chequt, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 136, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertise^ untk. 1. Motrao, Editor. APPREHENSIONS SOUGHT. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. whose apprehension is sought for stealing £ 123 Is. 6d — age 19, height 5 ft. 7 in., complexion sallow, hair light brown, long thin face ; dress, black coat, brown- and- red striped trousers, lace boots, black silk or alpaca cap. Supposed native of Southampton. Warrant issued. 4.— B Division.— Woodcut portraits ( with and without beard) and description of SCHLOSS, alias MORRIS BLANC and LOUIS MEYERS, whose apprehension is sought for larceny ( lodgings)— age 40 to 45, height 5 ft. 4 in., complexion, hair ( bushy) and moustache dark; dress, dark clothes. His usual mode of procedure is to engage a room for a week, bringing with him one or two old portmanteaux, [ steal anything which is portable, and decamp, leaving one of the portmanteaux behind. 5.— P Division.— For obtaining £ 2 Is. by means of a worthless cheque on the West London Commercial Bank, Limited, 34, Sloane- square, Chelsea— A MAN, age 45, height 5 ft. 6 in., complexion, hair, whiskers, and moustache dark ; dress, dark clothes, high hat, respectable appearance. 6.— R Division.— For stealing a black jacket, trimmed deep skunk fur; black satin body and skirt, trimmed black broche and lace ; and a small silver neckchain, with locket attached— ANNIE GOODWIN, age 17 ( looks older), height 5 ft. 2 in., very stout, com- plexion sallow, hair dark brown, eyes dark ; dress, black frock and jacket, black straw hat, trimmed blue velvet and yellow bird's wings. A native of Hawke- hurst, Kent. May be found in the company of soldiers. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. A Jew, speaks German, French, Polish, and has some k: iov, ledge of English. 2.— Convict Office.— i? or uttering a counter- feit sovereign, and for failing to notify change of residence ( see Case No. 27, 30th ult.)— Supervisee JOHN COOK, alias SAILOR JACK, Office No. 27571, age 34, height 5 ft. 6 in., complexion fair, hair light brown, scar back of right hand and on left cheek, ring 2nd right finger, Maltese cross back of right hand ; dress, blue serge coat and vest, dark trousers, black hard felt hat. Well known in the neighbour- hood of Victoria Station. 3.— B Division.— Woodcut portrait and descrip- tion of FREDERICK ERNEST NEWMAN, a potman, 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. 2 T H E POLICE GAZETTE. CITY OF LONDON. 7.— For obtaining money by false pretences— THOMAS O'CONNELL ST EN SON, a draper's assis- tant, late of 49, Charrington- street, St. Pancras, age 27, height 5 ft. 11J in., square build, complexion sallow, hair and moustache black ; dress, long grey overcoat, blue serge suit, black felt hat. BEDFORDSHIRE. 8.— Luton ( Borough).— For failing to report- Supervisee ALFRED WILLIAM SUTTON, age 37, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, ruptured right side. Sentenced at Bedfordshire Sessions, 7th April, 1885, to 12 months' imprisonment and 3 years' police supervision for felony. Reg. No. 4746. Information to Head Constable Jaquest, Luton. BERKSHIRE. 9.— Reading ( Borough).— For stealing a suit of clothes ( recovered), 29th ult.— A MAN, who gave the name of CHARLES WALKER, of Wokingham, age about 28, height 5 ft. 7 or 8 in., clean shaved ; dress, dark coat, light trousers, hard felt hat. Supposed same as described in POLICE GAZETTE, Case No. 21, 30th Octo- ber last. 10.— Reading ( Borough).— For stealing, 19th ult., a number of carpenter's tools ( recovered), and a plough, irons, and carpenter's basket ( not recovered)— WILLIAM SEYMOUR, alias THOMAS ROBERTS, age 50, height about 5 ft. 7 or 8 in., complexion dark, whiskers grey; dress, long black overcoat, reefer under ditto, light trousers, hard felt hat. Is believed to be a carpenter by trade, and will probably call at builders' shops. Had in his possession a pawnticket for tools pledged in London, which he sold here. Information to Chief Supt. Purchase, Reading. CUMBERLAND. 15.— Carlisle ( City).— For failing to report — License Holder STEPHEN PAGE, Office No. 30123, age 66, height 5 ft. 6 in., complexion ruddy, hair brown, eyes blue, scars on nose and right eyebrow, cross, man, heart and diamond on right forearm, woman, S. P. and cross left forearm, bracelet left wrist, chest flattened. Sentenced at Carlisle, 19th October, 1880, to 7 years' penal servitude and 2 years' police supervision for housebreaking. Licensed 19th March, 1886. G 1073. Information to the Chief Constable, Carlisle. DEVONSHIRE. 16-— Honiton ( County/— Concerned with 2 men in custody, for stealing a horse by means of a trick— DAVID WALKER, age about 30, height 5 ft. 10 or 11 in., complexion fresh, whiskers and moustache ( turn- ing grey) brown; dress, brown overcoat, blue guernsey, brown corduroy trousers ( large pattern), lace boots, billycock hat. Travels the country with a wagon, having his name and address, " David Walker, licensed hawker, No. 9, Gloucester- lane, Bristol," painted thereon. Hawks- mats, oil cloth, tin boxes, ifcc. Warrant issued. Information to Supt. de Schmid, Honiton. CHESHIRE. 11.— Oakmere ( County.)— For stealing at Meadon Bank, Over, 28th ult., a small tin box containing £ 2 10s., one 10 roubles, three 5 roubles, one 3 roubles, and twelve 1 rouble, all Russian coins— PETER QUOSKO, a Russian Pole, age 20, height 5 ft. 7 in., complexion sallow, hair light brown, eyes brown ; dress, brown Russian cloth coat, lace boots, Russian cap. Cannot speak English. Warrant issued. Information to Supt. Naylor, Oakmere, Northwich 12.— Chester ( City).— For larceny and embezzle- ment— BORIK MIL1NICK, alias BERNARD MIL- LER, age 25, height 5 ft. 8 in. or 9 in., complexion very fair and freckled, hair ( short, parted in centre and curly in front) very light, moustache ( slight) light, eyes light blue ; dress, light brown covert coat, dark brown check tweed suit ( second suit of light tweed), dark brown mackintosh, grey union shirt, brown cot- ton singlet and drawers, new boots, dark brown felt hat. Had in his possession a yellow tin trunk, and booked at Chester for Paddington at 12.15 p. m. 5th ult., supposed en route for Russia, via Paris and Berlin. A corn miller, native of Neustadt, Sugint, Russia, but has been engaged soliciting orders for drapery goods. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 13.— Birkenhead ( Borough).— For embezzlement — JOSEPH HENRY PHILLIPS, alias PHILP, EVANS, and BRISCOE, age 27, height 5 ft. 8 in, complexion pale, hair brown, eyes grey, side whiskers ( short) and moustache light, chin shaved, short- sighted ; dress, black worsted frock coat, light trousers, black- and- white tie with pin, stand- up collar. A native of Newcastle- upon- Tyne. Not to be apprehended out of the United Kingdom. Warrant issued. Information to the Chief Constable, Birkenhead. 14.— Stockport ( Borough).— For burglary, 15th nit., and stealing a gentleman's silver Geneva watch, No. 19582, ST/ c scratched inside outer case ; a gentle- man's silver Geneva, No. 98440 ( pledged at Oldham); 1 silver pen and pencil case, milk colour stone in top ; 1 pair strong lace watertight boots, size 8 ( nearly new), toecaps, machine stitched ; and 1 pair men's lace boots, size 7, loose tabs, machine stitched ( nearly new), pointed toes, straight toecaps— ROBERT BOSTOCK, 55, Abbey Hills- road, Oldham ( false), age about 30, medium height, complexion fresh, hair and slight beard on chin dark ; dress, dark coat, black hard felt hat; appearance of a factory operative. Left behind a pair of men's lace boots ( much worn), patch on left a little below toe joint, right broken at joint; alow black hard felt hat, size about 6|, lining and band deficient, white leather inside ; and a pair of gentle- men's brown kid gloves, with three broad rows of black stitching up backs. DURHAM. 17.— Durham ( City),— For larceny- JOHN DES- MOND, alias THOMAS BURDIS, BROWN, and TEDDY BUSK, age 29, height 5 ft. 5 in., hair light brown, moustache ( slight) light, eyes ( very weak) grey, slightly poekpitted. A native of Sunderland ; travels the country repairing umbrellas, & c., and stays at common lodging- houses. It is requested that special inquiry be made for his apprehension. ESSEX. 18.— Epping ( County).— For obtaining, 16th ult., £ 8 5s. by means of a forged cheque, No. B- K 85159, on The City Bank, Limited, Paddington Branch, drawn by Henry Thorne in favour of Mrs. Yerburgh— A WOMAN, age about 30, height 5 ft. 4 or 5 in., com- plexion dark, hair dark brown, rather round face, of good address ; dressed respectably with slat6- colour mackintosh and dark bonnet. Supposed same as described in POLICE GAZETTE, Case No. 23, 19th February, No. 17, 26th February, also GAZETTE 5th March last. Information to Supt. Lennon, Epping. GLOUCESTERSHIRE. 19.— Stroud ( County).— For embezzling £ 5510s. 8d- — THOMAS HENRY ARjMITAGE, age 35, height 5 ft. in., complexion pale, hair dark brown, eyes grey, slightly round- shouldered and stoops when walking ; dress, dark brown jacket and vest, dark cloth trousers, white knitted woollen scarf, lace boots, black hard felt hat. Warrant issued. Information to Supt. Philpott, Stroud. HAMPSHIRE. 20.— Lyndhurst ( County). — For stealing at Lymington, 19th ult., 16s. 9d., a serge dress, 1 night- dress, 1 bodice, 1 chemise, and 1 brown mantle— ELIZABETH PENNY, a domestic servant, age 17, height about 5 ft. 4 in., complexion fresh, eyes ( rather small) brown ; dress, dark brown dress, button boots with plates on heels, dark hat or bonnet. Left Brocken hurst on the morning of 19th ult, and took train for Vauxhall. Is supposed to be in the neighbourhood of Pinner, Middlesex. Warrant issued. > Information to Supt. White, Lyndhurst. hampstead, and stealing 1 grey onyx sgnet ring, crest —" Handicap ;" 1 gold mourning ring, " Day " engraved thereon; I silver whistle, 1 silver pencil- case, 1 double bottle inkstand, tray in front, engraved " T. R., 1882 ;" 4 pairs sleeve links, 2 pairs nail scissors, maker " Thornhill, Bond- street f 2 toothpicks, 2 pairs blue spectacles in cases, " Westley and Carpenter ;" 1 thick black beaver cloth overcoat, double- stitched ; 1 thin black melton coat, double- stitched ; 1 black waistcoat, 3 nightshirts, 3 pairs swanskin drawers, 2 very thick lambswool vests, 2 linen day shirts, 1 pair double button " Bedford" driving gloves, stitched slightly, red; and several pairs grey ribbed woollen stockings- age 34, height 5 ft. 6 in., complexion fair, hair brown, eyes hazel, slight build, right hand mutilated, scars on right knee, back, left of forehead, neck, and left knee; dressed, when last seen, in dark tweed suit, black hard felt hat, side- spring boots, and silk neckerchief. Sentenced at Central Criminal Court, 8th January, 1877, to 10 years penal servitude and 5 years' police supervision for burglary. Licensed 5th February, 1886. KENT. 22.— Canterbury ( County). — For embezzling £ 100, the moneys of the Free Fishers and Dredgers' Co., Whitstable— GEORGE KEMP, age 50, height 5 ft. 9 in., stout build, complexion fresh, hair and whiskers ( shaved on chin) iron grey, one glass eye, and gene- rally wears grey tinted spectacles, witnout which he has got a peculiar look; dressed respectably. May be accompanied by his wife and a boy 2 months old. A bank teller ; native of Glasgow. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. LANCASHIRE. 24.— Blackburn ( County).— For obtaining money by false pretences at Darwin— JAMES FARRAR, a tramping saddler, age 45, height 5 ft. 10 in., com- plexion fair, hair ( turning grey) brown ; has a wooden leg; dress, drab tweed coat, light cloth trousers ( old). Warrant issued. Information to Supt. Myers, Blackburn. 25.— Bolton ( County).— For making false entries in wages book at Farnworth, 22nd ult.— WILLIAM JOHN BEATESON, age 20, height 5 ft. 10 in., com- plexion sallow, hair ( inclined to curl and parted down centre) black, whiskers and moustache slight, eyes brown, walks very erect and swings his arms about ; dress, brown plaid overcoat, black cloth trousers, black billycock hat; has with him a black cloth suit. A native of Farnworth. Warrant issued. Information to Supt. Holland, Bolton. 26.— Burnley ( County).— For stealing a pair of trousers and a pair of scissors ( recdvered)— JAMES LEMON, alias " THE WANDERING BOY," a tramp- ing tailor, age about 35, height 5 ft. 4 or 5 in., com- plexion fair, hair light sandy, moustache ( turned up at ends) slight, eyes blue; dress, black worsted suit, diamond pattern. T H E POLICE GAZETTE. 3 27.— Bury ( County).— For failing to report— Super- visee JOSEPH LYONS, Office No. 30427, age 16, height 4 ft. 9 in. complexion fresh, hair brown, eyes grey, B and cross outside left arm, several blue marks l^ ft wrist and first 3 fingers each hand. Sentenced at Salford Sessions 26th October, 1885, to 6 months' hard labour and 3 years' police supervision for larceny. 4065. Information to Supt. Henderson, Bury. 28.— Old Trafford ( County).— For indecently assaulting a girl, age 6, 30th ult.— A MAN, age about 20, height 6 ft. 4 or 5 in., little or no whiskers ; dress, dark coat, brown cord trousers, black billycock hat. 29.— Old Trafford ( County).— For stealing, 30th ult., at Clifton, a silver lever watch ( pledged at Bolton), 1 long silver chain, round link pattern, with split ring and 3 American coins attached ( one a 5 cent piece); 1 black ribbed cloth jacket, pockets on hips and right breast, ticket ditto, black Italian cloth lin- ing, cloth covered buttons, had in one of the pockets a whitehandkerchief with black border; 1 single- breasted vest to match— A man, who gave the name of JOHN HANLEY, age about 33, height 5 ft. 9 in., complexion fair, moustache sandy, of rough appearance; dress, dark clothes and hat, scarf round neck. 30.— OI d T raffo r d ( County).— For stealing between 12th and 16th ult., at Openshaw, 1 pair men's lace boots ( recovered), 1 pair men's white moleskin trousers, fly fronts, repaired at knees ( recently washed), and 2 blue- and- white striped cotton shirts ( much worn)— License Holder MARY BESWICK, alias MARY WEST, MARY JONES, and BRADLEY, age 49, height 4 ft. 7J in., complexion fair, hair grey, eyes blue, scar on cheek, nose, upper lip, chin, right arm, and right shin, 3 small blue marks on bottom lip; dress, light cotton dress, black and white plaid shawl, and clogs. Convicted at Manchester Sessions 26th April, 1880, and sentenced to 7 years' penal servitude. Licensed 8th January last. A. G. 18. Information to Supt. Bent, Old Trafford. 31.— Pemberton( County).— For failing to report- License Holder THOMAS HORNBY, alias ORMSBY, Office No. 30148, age 36, height 5 ft. 4 in., complexion fair, hair brown ( getting bald), eyes blue, scars back of head, each side of forehead and back of left leg ( burns), flat footed, end of 4th right finger crushed. Sentenced at Liverpool 24th July, 1878, to 8 years' penal servitude for burglary. Licensed 26th March, 1886. Y. E. 1204. Information to Supt. Heywood, Pemberton. 32.— Rochdale ( County).— For stealing at Roys- ton, 17th ult., 17s. silver and bronze, 1 pair hair- cut- ting scissors, and 2 razors, black scales, hollow ground, stamped " Worth "— HENRY WADE, alias " SNUFFY HARRY," age about 38, height 5 ft. 2 in., complexion fresh, hair ( bald on top), moustache, and small side- whiskers sandy ; dress, light check coat, dark worsted vest, light cloth trousers, lace boots, black billycock hat. A tramping barber ; native of Blackburn. Has been employed in Leeds, Liverpool, Manchester, and other large towns. Information to Supt. Tindall, Rochdale. 33.— Liverpool ( City).— For stealing £ 200— WILLIAM GEORGE JOSEPH DE COSTA, a clerk, age 23, height 5 ft. 9 or 10 in., complexion fair, hair ( curly) light brown, moustache ( heavy) dark brown, eyes ( small) grey, prominent nose, sloping shoulders, end of right little finger crushed, slight flesh scar right temple, thick neck, muscular legs; dressed respectably, may be wearing a brown hat, round scarf pin with circle of pearls, and a gold chain with Chinese coin pierced in centre, attached. Is well known to captains of American ships, and may be found in their company. Absconded 22nd ult. It is requested that inquiry may be made at Ameri- can bars, hotels, shipping offices, < fcc. Warrant issued. Information to Chief Supt. Williams, Liverpool. 34.— Accrington ( Borough).— For stealing, 14th ult., a large black leather purse, brass frame, contain ing 10 sovereigns ; 1 black leather purse, steel frame, patent American fastener, containing 6 half- sovereigns; 1 aluminium gold watch, coloured dial, with ship in centre, faded left side, outer case loose ; 1 long brass chain, snake pattern ; 2 small keys on split ring, and a white metal ring, " Forget- me- not" thereon— A MAN, age about 30, height 5 ft. 6 or 7 in., complexion pale, hair dark, long face, clean shaved, hangs his head, and walks with a slovenly gait; dress, old shabby suit and cap.
