FLEET CIRCULAR No. 6. ( Extract.) L. ADMIRALTY, 7th March, 1882. 727. In case of desertion a reward not exceeding 31 may, at the discretion of the Captain of the Ship, or in his absence the Commanding Officer, be paid to the Constable or other person, ( except as provided for in Article 729), by whom a deserter is brought on board the Ship to which he belong's, or delivered up to any Naval . Officer or other person duly authorised to receive him, whether any reward has been offered or not; provided he is apprehended within two years from the date of his desertion. The amount of reward payable in each case, where no re- ward has been offered, should be determined by the attendant circumstances, and in considering these, the zeal shown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the case of a deserter voluntarily surrendering himself at any Police Station, or to any Constable ar other recognised authority, unless it can be clearly shown that such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In oases where persons have been more than two years in a state of desertion, no reward is to be paid without previous reference as above ; and it has been notified to the Constabulary generally that when deserters are apprehended in the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty has been communicated with. * * • * • 3. A reward, not exceeding 31, may also be paid for the apprehension of any person who, without, in the opinion of the Captain of the Ship to which he belongs, being guilty of desertion, commits any one of the following offences, the par- ticulars of which are to be stated in the offer of reward;— ( a.) Breaks out of his Ship. ( b.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( e.) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed ; provided that the fact of the Ship being under sailing orders was generally known. A reward, not exceeding 11, may be paid for the appre- hension of any man who overstays his leave. In giving these rewards, the same considerations as govern the payment of rewards for the - apprehension of deserters are to be taken into account, both as regards arrest and voluntary surrender. 728. I" addition to the foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, suoh expenses attending their lodgment, subsistence, and travelling, as may appear to have been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - j As an ordinary rule, Railway Fare ( single) of Deserter or \ not to exceed Id. Straggler ( per mile. Other sums expended in the aotual carriage of the Deserter or Straggler, suoh as for the hire of Cabs, Boats, & c. Subsistence of Deserter or Not exceeding Is. while Straggler. under detention, or 2s. 6d: a day when travelling. Subsistence of Escort - At the same rate as that allowed for Petty Officers under Article 1396, according to the time necessarily occupied in conveying the Deserter or Straggler to his destination and returning; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 5s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more than 9 hours, the full time for which 5s. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and ( i fee of 2s. Gd. to any medical praotitioner by whom the Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to be entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should be directed, in addition to the above items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unablo to settle the question, will forward it for the decision of the Admiralty. « * * • * The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. * * * » * 6. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should be informed that it is desirable that the men should be sent in the custody of the Constables who actually apprehended them. 7. The foregoing mode of payment does not apply to' cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, when the following course is to be observed:— No payment is to be made by the Accountant Officer in respect of the expenses incurred by the Constable, pr of any reward which may be due to him. The Constable will fill up a form, prepared for the purpose, which he is to produce, and in which he will include the/ whole of his expenses, and certify that they were necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with the sum shown thereon, to- gether with any reward, if due, and note in the space provided on the form the fact of the charge having been made. The form is then to be returned to the Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the Commissioner of Police. 729, No reward, except as provided in the following para- graph, is in any case to be paid to a person beloDging to the Fleet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port or place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other porsons In the Fleet, are sent oil shore for the express purpose of collecting Deserters or Stragglers, they are to be paid the amount of extra pay provided for by Article 1372, provided the Captain is satisfied with the manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to eiioourage the Local Police At the Home Ports in searching for'and apprehending Deserters and Stragglers, a reward, not exceeding 5s. for each person ap- prehended, within the limit of two years, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commailders- in- Chief at the Ports, be paid to any Constable of Local Police who arrests a Deserter or Straggler. 3. These expenses are to be paid by the Accountant Officers of the Ships. By Command of their Lordships, ROBERT HALL. " Nearly four years ago I was going to spend the day in a large city. Before starting I said to my dear invalid sister, ' Can I bring anything for you, dear 1 I do want so much to bring you something from town.' She interrupted my question, saying, with such a sweet, yearning look, ' Nothing, dear; don't bring anything. I only want you. Come home as soon as you can.' Her tender words rang in my ears all day. ' I only want you.' And oh ! how often since her bright entrance within the pearly gates have her touching words and look returned to memory ! " Well, is not this, too, what a dear Saviour says to you 1 Do you not want sometimes to offer prayers, tears, almsgiving, deeds of kindness, sacrifices, earnest service, and patient endeavour 1 But He, too, turns from all, and says, ' I only want you.' ' My son, My daughter, give Me thine heart.' No amount of service can satisfy the love which craves only the heart ' Lovest thou Me V was His thrice- repeated question to His erring disciple. ' He that lovest Me shall be loved of My Father.' Devotion of life, earnestness of service, fervent prayers, are only acceptable to Him as fruits of love. They are valueless without the heart. He says to each of us, ' I only want you.' And always remember that this love is given by Himself. ' We love Him because He first loved us.' The Holy Spirit gave the desire, kindled the flame, keeps it alive— sometimes only smouldering, sometimes glowing— continually fed and sustained by Him who is Love. Then another aspect. Knowing how He first loved us, that He so loved us that He gave Himself for us ; so loved us that He made us co- heirs with Himself in glory ; so loved us that while we were yet sinners for the joy of redeeming us He ' endured the cross'— can we not say to Him, in view of all this,' I only want Thee V " AS SUPPLIED TO NEARLY EVERY FORCE III THE UNITED KINGDOM. Mr. Wilhelm has fairly surpassed himself in the matter of colour and costume. Nothing prettier has been seen for a long time than the dress of Madame Zanfretta, the premiere danseuse, as pink coral; the group of coryphees caught in a net was also singularly effective, to say nothing of the sea horses and gold and silver fish, or the marine monsters in blue satin and black velvet. Mr. Francesco is responsible for the music."
