T H E POLICE GAZETTE, PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 22, 1886 VOL. III., No. 216. REQULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GHEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the thief officer of police, or his immediate deputy, of the county, city, or borough, as the case may t:. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clcarly written on one side of the paper only, be in the usual form, and accompanied by a , covering letter. 12. All payments must be in advance, either at the office, Gre~. Scotland Yard, by cheque, crossed " Lrummend § Co.,'' Post Office Order payable at Charing Cross, Postal Order. sa Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICBT GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZKTTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Central Office.— Woodcut portrait and des- cription of NEHEMIAH LEAROYD, a solicitor, whose apprehension is sought for forging aid utter- ing affidavits in Queen's Bench Division > f High Court of Justice, age 50, height 5 ft. 8 or 9 a., com- plexion fresh, hair ( long, wavy, and thrown bck over ears and forehead) grey, whiskers ( turnin- grey) dark, shaved on chin, full open face, talks nudly ; dressed respectably, but rather old- fashioned, i black cloth surtout and vest, star. d- up collar, black ti, high hat. Was a partner in the firm of Learoyd ail Co., Solicitors, of Huddersfield, and Albion Chaibers, London, Is known at Huddersfield, Hamate, Boston, Tunbridge Wells, and Brighton. Warrant issued. 2.— B Division.— For embezzlement — L^ V- RENCE W. PADDAYS, age 21, height 5 ft. 5 or 6X, complexion fresh, hair ( cropped) dark brown, moustaite slight, eyeshazel, near- sighted and wears glasses; dre^ dark pea jacket, dark trousers; black or brown fe? hat, sometimes wears a light check suit. May visit sister at Ryde, Isle of Wight, or endeavour to leave thi country for Canada. A native of Lewisham, Kent. Not to be apprehended out of the United Kingdom. Warrant issued. 3. — E Division.— For embezzlement — WM. CORNISH, age 27, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue ; dress, dark clothes, black felt hat. May probably seek employment at some large dairy. A native of London. Warrant issued. 4.— N Division.— For embezzling£ 23— GEORGE BRAZIER, age 34, height 5 ft. 11 in., complexion ruddy ( face very red), hair and small side whiskers light, no moustache, small swelling under right jaw, appearance of a horse dealer ; dress, brown Melton single- breasted overcoat, dark tight- fitting trousers, brown hard felt hat. A dairyman. His father, H. Brazier, a cattle dealer, resides at Grunborough, near Winslow, Bucks. Warrant issued. 5.— V Division.— For stealing, 27th October last, from Kingston Barracks, a silver lever watch, No. 115053 ; silver chain, and 9 blank railway passes ( one used in December by him from Liverpool to Ports- mouth, accompanied by a woman)— JAMES ROGER- SON, age 32, height 5 ft 5| in., complexion fair, hair auburn, eyes blue, indistinct tattoo marks right arm, scar on right temple, small ditto left forehead ; dress, supposed, light grey tweed suit, black hard felt hat. Was lately a sergeant in 4th East Surrey Regiment. Warrant issued. Information to b » forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 6.— For felony— CHARLES BORLACE CAMP- BELL, age 45, height 5 ft. 8 in., square build, mutton chop whiskers brown, moustache light, head bald, of military appearance ; dresses well. May be found at his mother's, 20, Church- road, Richmond, Surrey. Supposed to have been convicted about 7 or 8 years since at Middlesex Sessions with a man named Saul, and sentenced to 15 or 18 months' imprisonment. Warrant issued. 7 — For embezzlement- CHARLES M. McDON- ALD, late Secretary of the Artizans and Labourers' Dwellings Co., 115, East- street, Walworth, age 35, height 5 ft. 10 in., very thin, complexion pale, hair and moustache light; dressed shabbily, wears an eye- glass. Lately resided at 5, Roseford- terrace, Shepherd's Bush. Warrant issued. 8.— For fraud— PERCY ROBINS, alias BARKER, a stock- jobber, age 38, height 5 ft. 6 in., slim build, complexion sallow, hair and whiskers ( slight) and eyes, dark, cheerful countenance. Supposed known in the. neighbourhood of Richmond, Surrey. Warrant issued. 9.— For forging and uttering " Ville de Paris" Bonds, to a large amount, on or about 4th inst.— ANDRE NOEL, age 40, height 5 ft. 8 in., stout build, complexion fresh, hair and moustache dark ; dress, dark green mixture overcoat, brown soft felt hat, slovenly appearance, speaks English indifferently.— DUBOIS, age about 28, height 5 ft. 4 or 5 in., complexion pale, hair, whiskers, beard, and moustache ( slight) fair, rather bow- legged ; dress, dark overcoat with rather long sleeves, speaks English fairly well. Both supposed Frenchmen. Lately had an office at 6, Holborn Viaduct, styling themselves as Commission nd Banking Agents. Warrant issued. 10.— For embezzlement— JOSEPH CRAWFORD VATT, age 27 or 28, height 5 ft. 6 in., hair dark bKvn, clean shaved, front teeth very bad ; dressed resoctably. A shopman, absconded, 24th ult., from ' i \ h- street, Barnstaple. Is supposed to have been stajg with a namesake at a farm at Wells, Somerset, dun. the Christmas week. AYRSHIRE. 11.— Kilmarnock ( Borough). — For embezzling £ 267— JOHN STUART WALKER, bank- teller, age 25 to 30, height about 5 ft. 6 in'., slight build, com- plexion pale, hair S& ndyvsmall dark si'ds whiskers and moustache, eyes grey, ring tattooed on one finger ( supposed 3rd): lei's hand, slight sear on forehead ; dress, generally light check tweed'jacket suit, greenish summer overcoat, light lace boots, brown hard felt hat. A native of Aberdeen, speaks with Scotch dialect ; is fond of company. Absconded 12th inst., and may endeavour to go abroad. It is requested that inquiry be made at hotels, shipping agents, and outward bound vessels. Not to be apprehended out of the United Kingdom Warrant issued. Information to J. ' P. Stevenson, Esq, Procurator Fiscal, Kilmarnock. CARMARTHENSHIRE. 12.— Carmarthen ( Borough). — For embezzling £ 10, 4th inst.— GEORGE ELLIS, age about 45, height 5 ft. 6 in., complexion fair, hair ( curly) light brown, whiskers brown, of good address; dress, dark grey jacket and trousers or black frock coat and high hat. A native of Wiltshire ; was, until recently, head clerk at the Goods Department, Great Western Railway Station, Carmarthen. Absconded 5th or 6th inst. May endeavour to go abroad. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Head Constable James, Carmarthen. CUMBERLAND. 14.— Wigton ( County).— For stealing, 13th inst., at Old Carlisle, a lady's gold English lever watch. No. 8949, gold dial, steel hands, maker, " J. Snaith, Wig- ton," brown or black silk guard with key attached— TWO MEN, 1st, age about 23, height about 5 ft. 7 in , slight ; 2nd, age 18 or 19, height 5 ft. 2 or 3 in., slight, complexion dark ; dress, supposed dark coats ( turned inside out, showing white sleeves.) Information to the Chief Constable, County Police Station, Carlisle; or to Supt. Brown, Wigton. DUMFRIESSHIRE. 15.— Dumfries ( County).— For being concerned with WILLIAM FODEN, alias LAURENCE SLACK, and JAMES WHITEHOGSE, alias JAMES WHITE, in custody for obtaining poultry, & c., by falsehood, fraud, and wilful imposition ( Long Firm Fmuda) JOHN HARRIS, alias JAMES SARGEANT, age 30, height 5 ft. 7 or 8 in., complexion fresh, hair light, small side whiskers and moustache ; dress, short dark green overcoat, dark tweed suit. A native of London; stated he was a betting man. Is accompanied by his wife. Supposed wanted for other offences in England, Wales, and Scotland. Warrant issued. Information to Chief Constable Jones, Dumfries. an uncle residing in London, and he is supposed to be employed there since 7ih ult, probably in the East- end. Warrant issued. HEREFORDSHIRE. 20.— Weobley ( County).— For obtaining board and lodgings by false pretences, 13th inst. — JAMES BURTON, alias JAMES HUTSON, age 56, height 5 ft. 10 or 11 in., complexion fresh, hair ( bald on top) auburn, whiskers ( long) and moustache sandy, in- kneed and walks badly ; dress, dark overcoat ( faded) mixture vest, dark cord trousers, strong nailed boots black hard felt hat with broad brim. Warrant issue !. Information to Supt. Ovens, Weobley. DURHAM. 16.— Consett ( County).— Escaped from custody 6th inst., charged with larceny at Ushaw Moor, 15th June, 1885— WILLIAM SMITH WATSON, age 30, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, whiskers ( full) and moustache sandy ; dress, dark cloth suit ( blue serge jacket underneath coat), lace boots, black cloth cap. A native of Sunderland. 17.— CO n sett ( County).— For unlawf u lly wounding 23rd ult.— PATRICK BOYLE, age 26, height 5 ft. 11 in., complexion ( freckled) fair, hair brown, no whiskers or moustache, eyes blue, sharp features, slightly in- kneed ; dress, black coat, moleskin trousers, red silk neckerchief tied in sailor's knot, black velvet cap with peak and tassels. A militiaman ; native of Consett. Warrant issued. Information to Supt. Oliver, Consett. ESSEX. 18.— Saffron Walden ( County). — For rape, at Great Chesterford, 6th inst. — WILLIAM SHEL- FORD, age 40, height 5 ft. 9 or 10 in., complexion, hair and eyes dark, whiskers ( full) black ; dress, light drab sleeve vest, light cord trousers, hairy cap. A' labourer; native of Great Chesterford. Warrant issued. Information to Supt. Simpson, Saffron Walden. HERTFORDSHIRE. 21— Hemel Hempstead ( County).— For stealing 9 tame pheasants, 29th November last— JESSE WHEALLEY, age 20, height 5 ft. 7 or Sin., com- plexion fresh, hair light, eyes blue ; dress, dark coat and vest, cord trousers, hard felt hat. A farm labourer; native of Ludgershall, Buckinghamshire may endeavour to enlist. Has a brother a carman in Yorkshire. Warrant issued. 22.— Hemel Hempstead ( County).— For em bezzlenient, between 13th July and 14th ult.— O'HAELKS DONr, a^ e evbvmt - iO, height 6 ft. O in., stout, complexion florid, hair brown, eyes grey, walks badly, is addicted to drink, and may seek employment with cow keepers ; dress, snuff colour overcoat, cord trousers, billycock hat. A native of Hemel Hemp stead ; served some time in the Herts Constabulary Warrant issued. Informatbn to Supt. MAON, NO. 1293, Lancashire Fusiliers, age 19, hei'it 5 ft. 6j in., complexion fair, hair and eyes br< vn.— Private WILLIAM HESKETH, No. 101 , ag 19, height 5 ft. 4J in., complexion fresh, hair b> wn, eyes hazel, tattooed left arm. Both supposed paring their military shirts and socks and the stolen othes. Information to Supt. Coppinger, Chatham. 25.— Dover ( Borough).— For failing to surrender to his recognisances at the Dover Quarter Sessions, for fraud — WILLOUGHBY GROVE, alias CAPTAIN GROVE, age 28, height 6 ft., complexion fair, hair and moustache ( small) light, eyes blue, very broad shoulders, well built, of gentlemanly manners; is fond of horse- racing; dress, short light drab overcoat, dark trousers, black hard felt hat. Was formerly proprietor of the Goodwood Club, London, and has also been manager to a wine merchant. Wife resides at Lymin- ster, Sussex. Warrant issued. Information to Chief Supt. Sanders, Dover. LANCASHIRE. 26.— Bury ( County).— For stealing £ 62, gold and silver, at Wellington Barracks, Bury— ARTHUR A. PETERS, alias WILLIAM HARVEY, Paymaster- Sergeant 1st Battalion Lancashire Fusiliers, age 31 ( looks younger), height 5 ft. 6J in., stout, complexion pale, hair and moustache brown, eyes grey, full face. Absconded about. 6 30 p. m., 4th inst., dressed in regi- mentals. Warrant issued. Information to Supt. Henderson, Bury. 27.— Old Swan ( County).— For obtaining £ 150, by false pretences at Stanley Cattle . Market, West Derby, 18th inst.— ROBERT DONOVAN, an Irish cattle dealer, age about 40, stout build, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, supposed clean shaved ; dress, heavy brown tweed suit ( rather far worn.) Has resided in London and Manchester, and has been to America, where he will probably endeavour to return. It is requested that observation be kept at sea- ports. Warrant issued. Information to Supt. Bryning, Old Swan, near Liverpool. 28.— Old Trafford ( County).— For housebreaking and uttering forged cheques, by means of which he obtained a silver lever vatch, No. 330.'!, centre seconds, engine- turned cases, plain dial, and a gold albert guard with seal attached- JAMES SAMUEL GREGORY, age about 32, height 5 ft. 4j in,, slight build, com- plexion fresh, hair ( turning grey at back), beard, whiskers, and moustache dark brown ; dress, dark grey overcoat, light tweed suit, billycock hat. A joiner ; frequents race- meetings and betting clubs. Has resided in Ricket- road, Turnham- green, Middle- sex, and Hook- road, Surrey, where he was employed by Mr. Wheeler, builder. Was there charged with embezzlement, and sentenced to 3 months' imprison- ment. Is also known at Birmingham, Leeds, Sheffield, and Wigan. 29.— Old Trafford ( County).— For stealing at Openshaw, 26th ult., a dark brown woollen shawl, with light brown fringe ( nearly new); 1 black merino skirt, with one small tuck; 1 grey linsey petticoat linen band, fastens with brass button ; 1 white flannel chemise ( new sleeves), 1 white calico night dress, fastens at neck with tape ; 1 black- and- white shoulder shawl ( small size), 1 white damask table- cloth ( small size), and 2J yards white flannel— A WOMAN, who gave the name of MARY ELIZABETH BATTS, laun- dress, age 30, height about 5 ft., slight, complexion fresh, hair light brown, short- sighted and wears spectacles, long thin features ; dress, black ribbed cloth jacket, large black buttons down front, brown satin dress with small flounces, black straw hat, trimmed crape, rather shabby appearance. Stated she was a native of Man- chester, but had resided in London for some time. Information to Supt. Bent, Old Tratioid. 30.— Ormskirk ( County).— For stealing 3 hens, ( recovered) - THOMAS ROTHE11HAM, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, no whiskers or moustache, is addicted to drink, fre- quents low beerhouses, and sleeps in outhouses; dress, old dirty clothing. A farm labourer ; native of Downholland. 31.— Ormskirk ( County).— For stealing, between 1st and 2nd inst., £ 2— JOHN LAWLESS, age about 24, height 5 ft. 5 in., complexion fresh, hair red ; dress, light tweed coat and trousers, low shoes, hard felt hat. - t- PATRICK LAWLESS, age about 17, height 5 ft. 2 in., complexion fair; dress, dark coat and trousers ( old), clogs, cheese- cutter cap. Rag gatherers, frequent public- houses and beerhouses, where one plays a tin whistle, while the other dances and sings. Supposed natives of Liverpool. Information to Supt. Jarvis, Ormskirk. 32.— Liverpool ( City).— For failing to report— MARGARET LEONARD, alias BROWN, HUGHES, and ANNIE CROWTHER, Office No. 28645, age 32, height 4 ft. 10 in., complexion dark, hair brown, eyes hazel, scars on right eye, back of neck ( burn). Sentenced at Preston, 5th April, 1882, to 6 years' penal servitude and 7 years' police supervision for larceny. Licensed 27th August, 1885. I 27.— License Holder MARY McDERMOTT, alias MARY ANN LAPPIN , and SIMPLETON, age 70, height 5 ft., complexion fresh, hair and eyes grey, several scars on face and mouth. Sentenced at Liverpool, 13th August, 1879, to years' penal servitude for larceny. Liberated on 2nd, license 11th inst. W F 14:— Supervisee HENRY JOHNSON, alias EDWARD W1NHAM, • WILLIAM TAYLOR, and JOHN DIXON, Office No. 29285, age 21, height 5 ft. 1 in., complexion fresh, hair brown, eyes grey, 2 scars on right temple. Sentenced at Salford, 23rd February, 1885, to 9 months' imprison- ment and 2 years' police supervision for larceny ( person). Information to Chief Supt., Detective Department, Liverpool. 33.— Manchester ( City).— For failing to report- Supervisees MARY NOLAN, alias RENSHAW, Office No. 29210, age 36, height 5 ft. 2 in., complexion pale, hair and eyes brown, scars right cheek ( burn) and right side lip, mole over left eye. Sentenced at Man TUESDAY, JANUARY 19, 1886. T H E POLICE G A Z E T T E. 3 Chester, 12th December, 1877, to 7 years' penal servitude and 7 years' police supervision for larceny ( person). Liberated 5th November last. D 181.— CATHERINE HARVEY, Office No. 29719, age 50, height 4 ft. 11 in., complexion pale, hair sandy, eyes brown, scars corner left eye, on chin, and end of 1st left finger ( deep), lost all upper front teeth. Sentenced at Salford, 7th July, 1884, to 18 months' hard labour and 5 years' polioe supervision for larceny.— JOHN JONES, alias MULLIGAN, Office No. 18246, age 31, height 5 ft. 6 in. complexion sallow, hair brown, eyes hazel, scars centre of forehead, left cheek, left eye- brow, and bridge of nose, two blue spots and several moles back of left arm. Sentenced at Salford, 5th July, 1880, to 18 months' hard labour and 7 years' police supervision for uttering. 4204.— GEORGE FREDERICK WEBB, Office No. 21771, age 44, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey. Sentenced at Salford, 22nd May, 1882, to 12 months' hard labour and 3 years' police super- vision for larceny.— RICHARD LONGDEN, alias RUSSELL, Office No. 29393, age 21, height 5 ft. 5 in., complexion fair, hair dark brown, eyes brown, L. M. S. right arm, E. A. M. left arm. Police of towns and counties are requested to send particulars of any transactions with the above firm, which may have come to their notice, to Assistant Commissioner, Criminal Investigation Department, Great Scotland Yard, London. c AUTTOTTS. 103.— The attention of Police is again directed to the operations of J. WILBEY, 29, Hunsdon- road, New Cross, London. He advertises in the daily and other newspapers under his ownname and that of Julia Fisher, requesting persons possessed of a sewing machine to communicate with him, enclosing stamped envelope. On receipt of the envelope he writes stating that for the sum of Is. Id. he will supply a pamphlet describing how £ 55 a year was earned by means of a sewing machine, and although the money is generally obtained, the pamphlet is not forthcoming. This man also resorts to a form of swindling under the name of " The Novelty Publishing Co." He sends out liats of publications with suggestive titles, which he intimates are of a very extraordinary character, and for which he charges high prices. Any customer who is deluded into sending him money receives a pamphlet of little value, and free from such obscenity as would justify legal proceedings being taken against him. ( See Caution, Case No. 106, - 28th November, 1884.) 104.— The attention of Police is specially directed to the proceedings of a man representing himself as PRINCE GEORGE ERISTOFF DE GOURIO of Russia, who calls on jewellers and orders jewellery of considerable value, stating that the articles are re- quired for wedding presents. He usually gives cheques in payment on the West London Commercial Bank, Earl's Court- road, where he had a small account about 2 years since. The cheques are returned marked " no effects," but in cases in which it is anticipated that criminal proceedings might be instituted, pay- ment has generally been arranged. He is, it is be- lieved, a foreigner of rank, but his action is fraudu- lent. Description— Age 28, height 5 ft. 10 in., slight, complexion sallow, hair, whiskers, and moustache ( thin) black,, prominent lips j dress, dark clothes, high hat, speaks with a foreign accent, and is stated to be a Russian from the Caucasus. 105.— The attention of Police is directed to the pro- ceedings of TWO MEN, stated to be brothers, who are travelling in the provinces as photographers, and obtaining money by false pretences. They represent themselves as agents for Messrs. Hope Bros, and Co., and T. Hinton and Co., 2, Colvin- street, Hammer- smith, London, and request permission to photograph shops, with a view of publishing a photographic directory. By these means they obtain orders for photographs, which are never completed. In many cases they have obtained part payment for the goods, and have given printed receipts bearing the names of the above firms who cannot be traced. B , NE GUINEA REWARD.— WANTED, the PRESENT ADDRESS of EMMA CHAD WICK, who eloped with a man named ELI FIELDING on 23rd November last, and is supposed to be living with him as his wife in some large provincial town. She is about 36 years of age, 5 ft. 2 in. high, hair brown, parted on one side and frizzy at front, eyes supposed hazel, complexion sallow, has a full set of false teeth, rather long ears, finger nails are all flat, and finger ends bend back. Was wearing, when last seen, a sealskin jacket, mixed ulster, low shoes, small silver earrings, gold watch and guard with blue enamelled locket attached. The locket is engraved with " Prince of Wales' feathers." Watch- key has " Taylor, Rochdale," stamped thereon. Native of Glynfrdwy, Denbighshire, and was a cook or servant before marriage. Fielding is a factory operative, rather smart looking when sober, age about 28, height 5 ft. 7 in,, eyes dark brown, complexion dark, lost one or two front teeth, cut mark on forehead, no whiskers, dark moustache, married, English. They may endeavour to sail to the Continent or America.
