THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 1, 1886. VOL. HI., No. 210. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as lo stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehendtd or of stolen property bear « number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Gre_„ Scotland Yard, by cheque, crossed " Brummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, nr t » Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was aought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. METROPOLITAN POLICE. CAUTION. 1.— Inforniation lias been received by Mr. Monro, Assis- tant Commissioner of Metropolitan Police, that the notorious turf fraud gang, comprised of William Kurr, Frederick Kurr, Edwin Murray, and others, have issued from Geneva a circular to private persons and others in Great Britain and elsewhere, offering for sale a gold key- less watch for £ 2, that can be pledged in England for £ 2 10s., and holding out as an inducement to intending purchasers a present of a Coupon in Government Lotteries in France, Antwerp, and Switzerland, entitling them to the chance of winning £ 6,000, or 1,975 smaller prizes. As a proof of the value of the watch, a fac- simile of the watch, and duplicate of a watch pledged for £ 2 10s. at one of the well- known London pawnbrokers, is inserted in the circular. As a matter of fact, the pledging is correct, but the watch was taken out of pledge before this informa- tion was received, probably to avoid inspection, and the pawnbroker is unable to describe it otherwise than as a gold keyless watch. It is supposed that the modus operandi will be that in the first instance a watch worth the money will be sent as a sample. This will induce the purchaser to recommend it to his friends, and probably send a larger order with a remittance. In exchange he will obtain worthless Swiss watches, or very inferior articles, and having once parted with his money, there will be no remedy for him. The firm issuing these circulars is styled " Henry Williams & Co., Geneva.'' Williams is a well- known alias of E. Murray. 2 T H E POLICE G A Z E T T E. FRIDAY, JANUARY 15, 1886. METROPOLITAN POLICE DISTRICT. 1.— Central Office.— For forging and uttering affidavits in Queen's Bench Division of High Court of Justice— NEHEMIAH LEAROYD, a solicitor, age 60, height 5 ft. 8 or 9 in., complexion fresh, hair ( long, wavy, and thrown back over ears and forehead) grey, whiskers ( turning grey) dark, shaved on chin, full open face, talks loudly; dressed respectably, but rather old- fashioned, in black cloth surtout and vest, stand- up collar, black tie, high hat. Was a partner in the firm of Learoyd and Co., Solicitors, of Huddersfield, and Albion Chambers, London. Is known at Hud- dersfield, Harrogate, Boston, Tunbridge Wells, and Brighton. Warrant issued. 2,— P Division.— Woodcut portrait and descrip- tion of THEODORE BEZER, bank manager, whose apprehension is sought for stealing £ 479 15s. 2d., the moneys of the London and South- Western Bank— age 33 or 34, height 5 ft. 9 in., complexion fair, eyes bluish grey, clean face ( hair will not grow); dress, long brown overcoat, brown felt hat, carries a stout walking stick with large round silver knob, and a black hand- bag ; also believed to have a brown leather portmanteau. Absconded 4th ult. May have gone abroad. la.— V Division.— For stealing, 28th ult., 2 pic- tures ( 1st, view of Scarborough Castle ; 2nd, of a wreck); 2 silver bracelets ( 1 set with agate stones . 2nd chased); a dull gold locket, oblong shape, " I. H. S." in blue and red thereon ; a lady's gold ring, set with imitation diamond ; a set of gold earrings and brooch, set with blue stones in centre and pearls outside ; a pair of hair earrings, set in gold ; and 2 diamond pins ( one broken)— GEORGE HENDERSON SARGEANT, alias FREDERICK MARSDEN, age 24, height 5 ft. 6 in., supposed crippled right hand, complexion and hair dark ; dress, black morning coat, black hard felt hat, black and yellow necktie, and patent leather shoes. Same as described in POLICE GAZETTE, Case No. 120, 27th November last. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 3. — For fraudulently passing cheques bearing forged names— JOHN GRANT, a clerk, age 25, height 5 ft. 8 in., complexion fair, hair and moustache dark brown, eyes rather weak, face slightly drawn, military bearing ; dressed respectably. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry E. C. BERKSHIRE. £ 5 REWARD. 4.— Windsor ( Borough.).— For obtaining, 23rd ult., a gold cut hunter keyless Geneva watch, No. 67095 on dome, and 2 gold albert chains, curb pattern ( one 15, the other 9 carat, stamped on every link).— A MAN, age about 35, height about 5 ft. 5 in., beard and moustache ( short and thin) brown, eyes ( rather weak and small) brown; dress, dark mixture coat and trousers, very thin shoes ( looked like dirty patent leather), spoke with a German accent. Warrant issued. The above reward will be paid by W. S. Cantrell, Esq., J. P., Windsor, for tfte apprehension and convic- tion of the thief and recovery of the property. Information to Supt. Hayes, Windsor. .;) • BUCKINGHAMSHIRE. 5.— Slough ( County).— For stealing, at Chalfont, St. Giles, 12th ult., a brown cart mare ( recovered at Hounslow)— JOHN MEAD, age about 40, height 5 ft. 6 or 7 in., complexion and hair dark, eyes dark brown, when seen about a fortnight since was clean shaved, but may now be growing beard and whiskers; dress, long black overcoat, black- and- white hairy vest ( made out of a dog's skin), very broad cord trousers. Appear- ance of a costermonger. Supposed native of Twicken- ham, Middlesex. .19b Information to Supt. Dunham, Slough. CHESHIRE. 6.— Birkenhead { Borough).— For fraudulently re- moving goods within 4 mouths prior to his bankruptcy petition— PATRICK McKINLEY, age 38 to 40, height 5 ft. 8 in., complexion fresh, hair, whiskers, and moustache brown, eyes blue, round shoulders, hangs his head, and is in the habit of walking with his hands in his trousers pockets ;' dress, sac coat, brown tweed suit, billycock hat, worn at back of head. A native of Belturbet, Cavan. May engage in horse dealing, second- hand clothes, or marine stores. Not to be arrested out of the United Kingdom. Warrant issued. Information to Chief Constable Barker, Birkenhead. 7.— Stockport ( Borough).— For stealing, 26th ult., a man's blue pilot overcoat, four pockets supposed outside and one inside, 1 dark coat, 1 striped tweed vest, and a pair of dark tweed trousers— A WOMAN, who gave the name of ELLEN GOULDBURN, age about 45, medium height and build, hair sandy, large nose, with deep cut across middle, ears split; dress, wincey bodice jacket, red skirt with flounces, black- and- white plaid shawl, black cloth button boots with Spanish leather round ( all old). Stated she belonged to Liverpool, but came from Manchester to Stockport. Is supposed to have recently undergone 18 months' imprisonment in Hyde- road gaol, Manchester. 8.— Stockport ( Borough).— For uttering counter- feit florins, 19th ult.— A MAN, age about 25, height 5 ft. 2 or 3 in., complexion sallow, moustache ( slight) dark, one eye supposed injured ; dress, dark coat, muffler, black hard felt hat; shabby appearance. Information to Lie& t.- Colonel Staples, Chief Con- stable, Stockport. DURHAM. 9.— c onsett ( County).— Forunlawfully wounding, 23rd ult.— PATRICK BOYLE, age 26, height 5 ft. 11 in., complexion ( freckled) fair, hair brown, no whiskers or moustache, eyes blue, sharp features, slightly in- kneed ; dress, black coat, moleskin trousers, red silk neckerchief tied in sailor's knot, black velvet cap with peak and tassels. A militiaman ; native of Consett. Warrant issued. Information to Supt. Oliver, Consett. ESSEX. 10.— Epping ( County).— Por stealing a chestnut cart mare ( recovered), at WiLingab Spain, 15th ult., — A MAN, age 35 to 40, height 5 ft. 7 or 8 in., slight build, complexion, hair, vhiskers, and moustache ( turning grey) dark, thin face, Roman nose; dress, very dark blue ribbed long overcoat, speckled tweed trousers, kid gloves, hard felt hat, carried a walking- stick, hook handle ; is supposed to have a soft wide- awake hat in his possession. Information to Supt. Lennon, Epping. HADDINGTONSHIRE. 11.— Haddington ( County).— Woodcut portrait and description of ARCHIBALD MURRAY SIMP- SON, road surveyor, Dunbar, whose apprehension is sought for embezzling £ 56, the moneys of the Had- dingtonshire Eastern District Road Board, age 28, height 5 ft. 10 in., complexion florid, hair ( cut short and parted in centre) light, side whiskers, eyes blue, long crooked nose, left nostril nearly closed up, thick under lip, near- sighted and uses an eye- glass ; dress, generally tweed clothing ( trousers tight fitting). Has an uncle residing in London, and he is supposed to be employod there since 7th ult, probably in the East- end. Warrant issued. Information to Chief Constable List, Haddington. HAMPSHIRE. 12.— Basingstoke ( Borough). — For obtaining £ 8 10s., 30th Nov. last, by means of a fictitious cheque, No. 59, on Cruickshank Bros, and Co., St. Margaret's. Mansions, Victoria- street, Westminster, drawn by James Carter, payable to Mrs. Chadwick, and endorsed " Ellen M. Chadwick"- A WOMAN, age about 30, rather tall, complexion and hair dark, curly fringe on forehead; dress, dark clothes, wore a thick veil. A similar cheque was passed at Huntingdon on 2nd inst. Information to Head Constable Hibbert, Basing- stoke. KENT. 13.— Home ( County).— For deserting his wife and 2 children, about 7 months since— WALTER LONG CROTHALL, age 25, height 5 ft. 6 in., complexion dark, hair black, eyes dark brown, middle linger right hand has been smashed ; dress, generally dark clothes. A native of Chatham. Warrant issued. Information to Supt. Wood, Canterbury. 14.— Tunbridge Wells ( County).— For stealing £ 5, and a Caroche tricycle, central gear, bicycle pedals, painted black picked out red, hubs and handles, ratchet brake- FREDERICK RUSSELL ( supposed false), age about 20, height 5 ft. 4 in., complexion dark, hair brown, lost little finger right hand, right arm deformed; dress, dark clothes, blue necktie with white spots, black hard felt hat, wore a gold albert chain. Is also wanted at Brighton and Hastings. Information to Head Constable Embery, Tunbridge Wells. LANARKSHIRE. 15.— Ormskirk ( County).— For stealing 3 hens, ( recovered) — THOMAS ROTHERHAM, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, no whiskers or moustache, is addicted to drink, fre- quents low beerhouses, and sleeps in outhouses; dress, old dirty clothing. A farm labourer ; native of Downholland. Information to Supt. Jarvis, Ormskirk. 16.— Shettleston ( County).— For rape, at Provan- hall Rows, 20th ult.— PATRICK O'HARA, age about 25, height 5 ft. 6 or 7 in., stout build, hair sandy, moustache ( slight) light, very slight side whiskers ( if any), full round face, high cheek bones, Roman nose, speaks with a mixed Irish and Scotch accent; dress, general ly dark tweed suit, Lome shoes, hooked down cap. — PATRICK CONROY, age about 24, height 5 ft. 7 in., hair dark, no whiskers, may have slight moustache, long face, a Roman Catholic, speaks with an Irish accent; dress, brown tweed jacket suit, side- spring boots, hooked down cap— ROBERT RUSSELL, age about 24, height 5 ft. 5 or 6 in., stout build, hair ( cut short) and moustache ( slight) dark, broad nose, red face, small eyes, speaks with a Scotch accent. Is said to have resided at Drumbother, Avonbridge, near Slamannan, Stirlingshire, where his wife is sup- posed to belong to. All are miners, and have resided at Baillieston, Lanarkshire, for a number of years; likely to be found together. It is requested that special inquiry be made for their apprehension. Information to Supt. Cornelly, Constabulary Office, 174, High- street, Glasgow. LANCASHIRE. 17.— Hurst ( County).— For stealing a black- worsted single- breasted cloth jacket, black cloth- covered buttons, black lining ( sleeve has been repaired at wrist), and a black hard felt hat, at Hooley Hill, 26th ult.— WILLIAM HENRY PEARSON, alias " SAILOR BILL," age 23, height 5 ft. 2 or 3 in,, stout build, com- plexion, hair, whiskers ( slight), moustache, and eyes dark, squints slightly one eye ( supposed left), lump side of face, little finger left hand crooked; dress ( supposed stolen), jacket and hat. A native of Brad- ford, Manchester. Information to Supt. Barnett, Hurst, Ashton- under- Lyne. 18.— Old Trafford ( County).— For obtaining at Patricroft, 19th ulto., by means of a worthless cheque No. 073573, on the Manchester and County Bank, Limited— A silver lever watch, No. 3365, centre seconds, engine- turned cases, plain dial; gold albert guard with seal attached- SAMUEL GREGORY age about 32, height 5 ft. 4£ in., slight build, com FKIDAY, JANUARY 1, 1886. A joiner; is fond of betting, and may be found at race meetings or betting clubs. Is known to the police of Wigan. 19.— Old Trafford ( County).— For stealing at Openshaw, 26th ult., a dark brown woollen shawl, with light brown fringe ( nearly new) ; 1 black merino skirt, with one small tuck; 1 grey linsey petticoat, linen band, fastens with brass button ; 1 white flannel chemise ( new sleeves), 1 white calico night dress, fastens at neck with tape ; 1 black- and- white shoulder shawl ( small size), 1 white damask table- cloth ( small size), and 2J yards white flannel— A WOMAN, who gave the name of MARY ELIZABETH BATTS, laun- dress, age 30, height about 6 ft., slight, complexion fresh, hair light brown, short- sighted and wears spectacles, long thin features; dress, black ribbed cloth jacket, large black buttons down front, brown satin dress with small flounces, black straw hat, trimmed crape, rather shabby appearance. Stated she was a native of Man- chester, but had resided in London for some time. 20.— Old Trafford { County). — For indecent assault at Openshaw, 26th ult.— A MAN, age about 30, height 5 ft. 9 or 10 in., complexion fresh, hair brown, moustache light brown, of gentlemanly appearance and address; dress, brown tweed suit, lace boots, black felt hat. Information to Supt. Bent, Old Trafford. 21.— Liverpool [ City).— For obtaining a quantity of silk by means of a forged document ( see Case No. 29, 30th January to<)- JOHN FREDERICK LLOYD, age about 22, height 5 ft. 6 in., complexion fair, hair ( cut short) brown, no whiskers, long light lashes, down- cast look; dress, brown Chesterfield overcoat, blue serge jacket, light fancy broken check trousers, hard felt hat. Was previously convicted at Birmingham, 10th March, 1882, and sentenced to 3 months' imprison ment for larceny. Warrant issued. 22.— Liverpool { City).— For failing to report- Supervisee HENRY HARDING, alias HARDY, MORVILLE, JOE CROSSLEY, MALLISON, GEO. REILLY, and JOHN GORDON, Office No. 28063, age 42, height 5 ft. 9 in., hair brown ( bald in front), eyes grey ( cataract on right), lost first and second left fingers and fourth right finger. Sentenced at Man- chester, 6th June, 1877, to 8 years' penal servitude and 7 years' police supervision for larceny. D 615. Information to the Chief Superintendent Detective Department, Liverpool. 23.— Blackburn { Borough).— For failing to report — Supervisees WM. ARMSTRONG, Office No. 24684, age 30, height 5 ft. 3 in., complexion dark, hair dark brown, eyes blue, " W. A., J. J. S.," on right arm, " D. E. M." on left arm, other tattoo marks, nose fractured. Sentenced at Preston, 3rd July, 1878, to 7 years' penal servitude and 7 years' police supervision for larceny. Liberated 24th April, 1884. E. 1631.— WM. HENRY WEST WELL, Office No. 26363, age 30, height 5 ft. 7 in., complexion fresh, hair brown ( bald), eyes grey, scars left eye. Sentenced at Preston 20th February, 1884, to 9 calendar months' hard labour and 3 years' police supervision for larceny. Liberated 19th November, 1884. 3851- 12.— MARY ANN PATTERSON, Office No. 28951, age 24, height 5 ft., complexion fresh, hair dark brown, eyes grey, scar left cheek. Sentenced at Preston, 20th May, 1880, to 5 years' penal servitude and 7 years' police supervision for larceny. Liberated 30th September, 1885. G 75. Information to the Chief Constable, Blackburn. 24.— Salford { Borough).— For stealing a black dress ( the bodice of which she is wearing)— KATE WATKINS, alias JOHNSON, age 20, height about 4 ft. 10 in., hair ( with fringe on forehead) light; dress, black bodice, dark dress. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 25.— Lincoln, South { County).— For stealing a chain and locket ( recovered)— JAMES SMITH, age about 30, height I ft. 3 in., slight build, complexion fresh, hair light brown, moustache ( slight) light, eyes grey ; dress, dark mixture coat, brown cord trousers and vest, cloth cap ( all old); tramps the Midland Counties, and seeks employment at shooting galleries has a pedlar's certificate, and sometimes hawks small wares. Supposed native of Staffordshire. Warrant issued. Information to Acting Supt. Cabourn, Kesteven, Lincoln. 26.— Louth { Borough).— For stealing 5 ducks 17th ult., and for obtaining a quantity of mutton by false pretences, 18th ult.- THOMAS SYKES, age about 34, height 5 ft. 4i in., hair and eyes brown, oval face. A labourer ; native of Louth. Warrant issued. Information to Head Constable Lloyd, Town Hall Louth. * MIDLOTHIAN. 27.— Edinburgh { County).— For stealing watches - WILLIAM LEISHMAN, age 52, height 5 ft. 7* in., hair, whiskers, and moustache ( turning grey) black, eyes light blue, long face, broad nose, mole on right cheek, several fingers cut, s< 5ar top of head, back of right shoulder, and near right elbow, mole back of thigh, and small ditto left shoulder- blade. A native of Glasgow; travels the country cleaning clocks, and obtains watches to clean i at home, but never returns them. Was convicted at the High Court of Justiciary in Edinburgh for a similar offence on 4th November, 1878, and sentenced to 7 years' penal servitude. May be found living at lodgings with his wife and two children. Absconded about two months since. Not to be apprehended out of the United Kingdom. Information to the Chief Constable, County Build- ings, Edinburgh. MONMOUTHSHIRE. 28.— Monmouth { County).— For forgery in May, 1882— HENRY VINCENT, alias HENRY ALFRED OFFER, LANSON and ALFRED, age 38, height 5 ft. 5 or 6 in., complexion fair, h^ ir ( turning grey) dark, large forehead, respectable, appearance, is well educated, and usually preaches at Baptist and other Chapels. Was convicted at Manchester in April, 1883, and sentenced to 12 months' imprisonment for stealing a horse and cart. A native of . Bristol. Warrant issued. Information to Captain W. J. Berthon, Deputy Chief Constable, Monmouth. OXFORDSHIRE. 29.— Burford { County).— Escaped from custody, 8th ult., charged with larceny— WILLIAM EDWARD ROBBINS, age 27, height 5 ft. 7 in., complexion fresh, hair and moustache dark, eyes blue ; dress, brown pilot jacket, dark trousers, brown leather leggings, black hat. A carpenter; native of Filkins, Oxfordshire. Warrant issued. Information to Supt. The following notice with respect to these forgeriee has been issued by Her Majesty's Postmaster- General : " Whereas Postal Orders for One Shilling have been fraudulently altered by some person or persons, so as to represent Postal, Orders for Ten Shillings and Twenty Shillings respectively, and several Orders so altered have been presented to tradesmen and others, and goods and cash obtained in exchange. " This is to give notice that the above reward will be paid by Her Majesty's Postmaster- General to any person or persons furnishing such information as shall lead to the apprehension and conviction of the offender or offenders. " A careful examination of an altered Postal Order shows signs of erasures of, and additions to, the amounts printed on the face of the Order, and addi- tions to the amounts in the water- marks. The " S " added to " shilling " in the water- mark should be com- pared with the firpt " S" of the word. In some instances, the original amount of poundage—" One halfpenny "— the poundage of a Shilling Order— printed on the left side of the face of the Order, has been allowed to remain unaltered; in others " One Halfpenny " has been altered to " One Penny," the poundage for ten shillings; or to " Three- halfpence," the poundage for twenty shillir gs. The alterations of the poundage will be easily detected. The Orders should be compared with a genuine Postal Order where practicable. " Christmas brought before us the thought of His benefits, His gifts, and now what shall we render? Are we saying, like David, " Who am I that I should be able to offer . . . for all things come of Thee ?" If so, let us read in that very chapter, 1 Chron. xxix., that David did offer, and his people did offer, and God accepted their offerings, noting the seven times- repeated word " willing."
