REGULATIONS- 1. ui. ll announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2- Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3- Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some pet- son responsible far the payment must be given, ani the exact conditions be clearly stated. « >- Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. < 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent / and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may b:. Announcements concerning stolen property must be g uaranteed by an officer of not less rank than Inspector, or analogous thereto. 7. 8. Announcements of aU persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be interted I* the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, mill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thai> noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering Utter. 12. All payments must be in advance, either at the office, Gre'~. A foreman's scafl'older; may seek employment at large buildings. Warrant issued. 2.— C Division For larceny { servant— JOSEPH HUGH MELLOR, age 35, height 5 ft. 9 in., complexion fresh, hair and moustache brown, eyes grey, cicatrix on calf of right leg, good- looking, and of smart military appearance ; dress, light brown homespun shooting coat and vest, low black felt hat. A grocer ; native of Hartshorne, Ashby- de- la- Zouche"; was formerly a ser- geant in the Coldstream Guards. Warrant issued. 3.— N Division.— For absconding from his duties as a Police Constable— J AMES TAYLOR, age 29, height 5 ft. 11 in, complexion fair, hair ( parted in centre) light, moustache sandy ; dress, black diagonal overcoat, ditto under and vest, yellow striped trousers, lace boots, black hard felt hat. Served in the Royal Artillery. A native of Stepney. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason, to believe that a fugitive offender is likely to go to tli6 Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. CITY OF LONDON. £ 50 REWARD. 4.— For obtaining goods by false pretences— FREDERICK GUNTHER, alias MAX HEYMANNS, a commission agent, late of 25 and 27, Jewin Crescent, age about 50, height 5 ft. 3 or 4 in., complexion, hair, whiskers, and moustache very dark, eyes ( large) dark, high cheek bones, is supposed to have gout in his hands, wears a gold ring on forefinger of right hand ; well dressed, and wears a high silk hat. A Dutch Jew ; speaks English fairly well. Warrant issued. The above reward will be paid by Mr. Ralph Raphael, Solicitor, 47, Moorgate- street, E. C., for the apprehen- sion of Gunther. BERKSHIRE. 5.— Reading ( County). — For stealing £ 2, 9th inst.— WILLIAM JAMES JONES, age 17, height 5 ft. 4 in., complexion fair, hair light, eyes grey, very pale face ; dress, brown overcoat, black diagonal coat and vest, dark corduroy trousers, lace boots, hard felt hat. A native of Thornton Heath, Croydon. Warrant issued. Information to Supt. Pocock, Reading. 6.— Reading { Borough).- For stealing, 24th ult., a 46 in. Royal Mail two track tricycle, No. 1202, under grip- brake, cross- bar tube fractured on brake side— A MAN who gave the name of GEORGE SMITH, age about 28, height 5 ft. 8 or 9 in., complexion fresh ; dress, light overcoat, dark trousers, and cycling hel- met ; of respectable appearance. Warrant issued. Information to Chief Supt. Purchase, Reading. 7.— Windsor ( Borough).— For stealing, 29th ult., a Salvo tricycle, 1880 pattern, front steerer black, with yellow lines, guard wheel at back taken off— A MAN, age 21, height 5 ft. 7 in., complexion fresh, clean shaved. Left behind a card, " The London Scholastic Photographic Company, 220 Moselle Avenue, Noel Park, London, N., manager T. Doran," thereon. Warrant issued. Information to Supt. Hayes, Windsor. BUCKINGHAMSHIRE. 8 Aylesbury [ County).— For abduction of a girl fsince restored to friends) at Great Horwood— SAM TAYLOR MENDAL, age about 40, height about 5 ft. 7 in., complexion, hair ( turning grey), mous- tache ( heavy) and eyes dark, may be shaved, heavy eyelids, long visage, face somewhat blotchy and pitted, large scar left side of chin, " Mary, Ethel, and Alice" tattooed on one arm ; cross flags, swords, with blood dripping from point, and letters " O. R." each side, tattooed the other ; of gentlemanly appearance and manner, is fond of horse- racing and coursing; dress, light drab cloth suit, black hard felt hat. A native of Manley Hall, Manchester ; lately resided at Great Horwood. Warrant issued. Information to Captain Drake, Chief Constable, Aylesbury, or to Supt. Hall, Fenny Stratford. CAMBRIDGESHIRE, 9.— Newmarket [ County). — For stealing, 16th inst., at Soham, £ 1 gold and 3s. 6d. silver— A TRAMPING SHOEMAKER, age about 37, height 5 ft. 6 or 7 in., complexion very dark, hair ( slightly bald on top) dark brown, eyes dark; dress, brown jacket, light mixture trousers ( patched at seat with light cloth), black hard felt hat. Was formerly a driver in the Royal Artillery. Warrant issued. Information to Supt. Long, Newmarket, or to Sergeant Jackson, Soham. 10.— Cambridge [ Borough).— For obtaining 8 guineas by means of a fictitious cheque on Gosling's Bank, London, drawn in favour of Mary Lane, and signed W. Rawlings— E. MORRIS, age about 45, height about 5 ft. 8 in., complexion, hair, and eyes, dark, small light brown whiskers and moustache, rather full face, peculiarity in eyes, two large teeth ( projecting and wide apart) in upper jaw ; dress, light brown overcoat, black cloth coat, dark trousers with white stripe, black hard felt hat.- MRS. MORRIS, age about 40, rather tall and thin, complexion pale, hair, fringe on forehead, light brown, of ladylike appearance; dress, long black ribbed jacket, trimmed deep long brown fur round bottom and neck, brown dress with silk or satin flowers, high heel button boots, black hat, trimmed black feather and yellow wing, wore a silver horseshoe brooch and silver albert and watch. WOMAN, who was begging in the neighbourhood, age about 30, height B ft. 4 or 5 in, complexion and hair dark; dress, grey shawl and black bonnet ( all old); carried a small basket. CUMBERLAND, 12,- Cockermouth ( County). — For larceny ( baillie), at Maryport, 9th ult.- JOHN PAISLEY, age 45 to 50, height 5 ft. 7 or 8 in, complexion sallow, hair dark, slight whiskers on cheeks, thin features, bends his knees out and walks with a slouching gait; dress, old grey tweed coat and vest, cord trousers with grey patch on one knee, shoes, double- peak cap. A farm labourer; travelled the district last year with an entire horse. Warrant issued. Information to Supt. Taylor, Cockermouth. DENBIGHSHIRE. 13,— Wrexham ( County).— For stealing £ 4 17s.— THOMAS JARVIS, age about 38, height 5 ft. 4 in, complexion pale, hair, moustache, and imperial black eyes dark. A farm labourer; has been employed as bailiff. Warrant issued. 14,— Wrexham ( County). — For stealing, 16th inst, from the depot Royal Welsh Fusiliers, 1 light brown overcoat, 1 black ribbed vest, and a dark serge jacket and vest, with a pair of gloves and 3 pocket- handkerchiefs in pockets of jacket- GEORGE WIL- LIAM STANLEY ( supposed false), age about 24, height 5 ft. 10 in, complexion, hair, moustache, and eyes dark; dress, brown overcoat, black trousers, and billycock hat. Information to Deputy Chief Constable Wilde> Wrexham. cotton porter; native of Ewloe, Hawarden, but has resided for 30 years in Liverpool. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. DERBYSHIRE, 15,— Ashbourne ( County).— For horse- stealing— THOMAS BOND, age 22, height 5 ft. 6? in, com- plexion dark, hair and moustache dark brown, eyes grey, scar left side of top of forehead. Has been pre- viously convicted at Derby and Stafford Quarter Sessions. Is also a deserter from the North Stafford- shire Regiment ( see case No. 13, 28th July last). Warrant issued. Information to Supt. Lytle, Ashbourne. 16,— Derby ( Borough). — F or embezzlement— HENRY ALLPASS, late Librarian and Curator to the Derby Corporation, age 33, height 5 ft. 6 in, com- plexion pale, hair ( rather long and thick) black, mous- tache ( heavy) dark, full features, walks quickly and erect, of gentlemanly appearante and good address ; dress, dark clothes, high silk hat. A native of Man- chester. Was formerly libiarian at Cardiff. Absconded 27th ult. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Con- stable, Derby. DURHAM. 17,— Durham ( C%).- For failing to report- License Holder JAMES CHAPMAN, Office No. 23614, age 31, height 4 ft. 11 in, complexion dark, hair brown, eyes hazel, scars back of head, over left eye, on forehead, and right elbow, peculiar navel. Sen- tenced at Durham 1st July, 1878, to 7 years'penal servitude and 3 years' police supervision for felony. Liberated 4th January, 1884. E 650. Information to the Chief Constable of Durham. ESSEX. 18,— Latchingdon ( County).— Tot obtaining money by false pretences— WILLIAM JARVIS, age about 26, height 5 ft. 5 or 6 in, complexion fresh, hair light brown, whiskers ( small) sandy, round- shouldered and flat footed; dress, usually long fustian coat, cord trousers, hard felt hat. When last seen was wearing a new suit and hairy cap. A drover; native of Hat- field Peverel, Essex. Warrant issued. Information to Supt. Ackers, Latchingdon. FLINTSHIRE. 19,— Holywell ( County).— For obtaining money from a licensed victualler at Bagillt, 12th ult., by falsely representing himself to be an excise officer— JOHN CASTLE ( supposed false), age 30 to 35, height about 5 ft. 5 in, complexion fair, hair and moustache sandy, large red nose ; dress, black cloth jacket and trousers, lace boots ( old), black billycock hat with high crown. Warrant issued. Information to Supt. Hughes, Holywell. 20,— Mold ( County).— For stealing a pony- cart and harness ( recovered)— SILAS DAVIES, age about 40, height 5 ft, 6 in, complexion sallow, hair ( turning grey), moustache ( heavy), and eyes dark, scar left eye- lid, stoops slightly; dress, pilot overcoat, dark grey trousers ( shabby), blucher boots, hard felt hat. A FORFARSHIRE. 21.— Dundee ( Borough).— For fraudulently ob- taining, 2nd and Bth inst., £ 15 and £ 4 Is 6d respec tively, by means of cheques on the Clydesdale Bank, Leith Walk Branch, drawn by " W. Reynolds," pay- able to and endorsed " Ward and Co."— W. REY- NOLDS, supposed false, age 35, height 5 ft. 8 or 9 in. i complexion sallow, hair, whiskers ( shaved on chin), and moustache ( cut short) black or dark brown, eyes tender ( probably from cold), long sharp nose, effemi- nate voice, of quiet and reserved manner ; dress, double- breasted black corded surtout coat, dark trousers, lace boots, silk hat. Stated he was an egg merchant. Supposed native of the North of England. This man opened an account at the Clydesdale Bank, 14th November, 1884, and was supplied with a cheque- book, No. 1308601 to 1308625. As it is probable he will operate elsewhere, and that he has committed similar frauds in other parts of the country previous to visiting Dundee, it is requested that Police will warn hotel- keepers, tradesmen, & c. GLOUCESTERSHIRE. 22.— Bristol ( City).— For failing to report— Super- visee WILLIAM SHAPCOTT, alias PARKHOU& E, age 38, height 5 ft. 1 in, complexion fair, hair dark brown, eyes dark grey, scars right side of head, be tween eyebrows, and on nose, 3 large scars left side ( burns), birthmark left leg, small mole right side of mouth, mole left side. Sentenced at Bristol 1st April, 1873, to 7 years' penal servitude and 7 years' police supervision for robbery. Z 254. Information to the Chief Constable of Bristol. HAMPSHIRE. 23.— Winchester ( City).— For stealing £ 30, 19th ult.— Sergeant JAMES HENRY WILLIAMSON, age about 38, height 5 ft. 8 in., complexion fair, hair and moustache ( heavy) brown, eyes hazel; dress, black or light dust overcoat, black or dark mixture tweed suit, hard felt hat, carried a brown leather portmanteau. Had been acting as Sergeant Instructor to the Hants Yeomanry Cavalry. Is also a deserter from the 4th Hussars. ( See case No. 192, 10th inst.) An American. Information to Head Constable Morton, Winchester. HEREFORDSHIRE. 24.— Ross ( County).— For larceny, at Bolstone and Upton Bishop— A MAN, age about 35, height 5 ft. 5 or 6 in, complexion fair, small sandy whiskers and mous tache, eyes light brown; dress, dark brown short jacket, cord or moleskin trousers, black soft billycock hat, red handkerchief round neck. A tramping labourer, frequents farm- houses, and sleeps in outbuildings. Information to Supt. Smith, Ross. KENT. 25. — Faversham ( County). — CHARLES G. ROSSITER. Case No. 21, 30th ult. LANCASHIRE. 26.— Bury ( County). — For failing to report- Supervisee MARY RILEY, Office No. 29234, age 32, height 4 ft. 1) in,, complexion sallow, hair dark brown, eyes hazel, two moles on left hand, one ( large) above left wrist. Sentenced at Salford 6th July, 1885, to 4 calendar months' hard labour and 1 year police super- vision for larceny. 558. Information to the Superintendent, Bury. 27.— Old Trafford ( County).— For failing to re- port- Supervisee WILLIAM GLEAVE, alias ASH- TON, Office No. 28894, age 26, height 5 ft. 4 in., com- plexion fresh, hair brown, eyes grey, boil scar left of neck. Sentenced at Manchester, 30th September, 1884, to 12 calendar months' hard labour and 3 years' police supervision for larceny. 93025. Information to the Superintendent, Old Trafford. 28.— Blackburn ( Borough).— For burglary, 3rd inst., and stealing wearing apparel — SAMUEL EVANS, age 30, height 5 ft. 7 in., complexion fresh; dress, dark overcoat, dark coat or jacket, moleskin trousers and vest. A labourer or well- sinker; native of Staffordshire.— License Holder HENRY JOHN- SON, alias THOMAS JONES ( See Case No. 32, Ibth September last), Office No. 27546, age 31, height 5 ft. 2 in, complexion pale, hair brown, eyes blue, small tumour and several burn marks on forehead, neck, and shoulders, mole and scar from burn right elbow ; dress, grey cloth suit, and shoes. A shingler in an iron foundry ; native of Staffordshire. F 691. Information to Chief Constable Ward, Blackburn. 29.— Oldham ( Borough).— For failing to report— Supervisee WILLIAM HOWARD, Office No. 18995, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes grey, scar left eyebrow, lost top of 2nd right finger, tattoo mark bottom of left thumb, blue dot back of left wrist. Sentenced 24th October, 1881, to 6 months' hard labour and 5 years' police super- vision for felony. 5308. Information to the Chief Constable of Oldham. NORTHUMBERLAND. 30.— N ewcast I e- u pon- Ty n e ( City).— For obtain- ing 28 Iceland ponies by false pretences— WILLIAM DEANS, alias WILLIAM NEWTON, age 41, height 5 ft. 7£ in., complexion dark, hair and whiskers grey, eyes hazel, lost left arm at elbow joint; dress, blue overcoat, light check suit. A travelling thief; attends horse fairs. Was convicted at Liverpool Sessions, 9th July 1879, for larceny ( person), and sen- tenced to 5 years' penal servitude. A native of Leeds. Warrant issued. Information to Chief Constable Nicholson, New- castle- upon- Tyne. NOTTINGHAMSHIRE. 31.— Nottingham ( Borough).— For failing to re- port- License Holders MARY JEFFORD, Office No. 29132, age 40, height 5 ft. 2 in., complexion sallow, hair brown, eyes hazel, scars on upper lip and left temple, left ear torn. Sentenced at Sheffield 30th June, 1882, to 5 years' penal servitude for larceny. Licensed 30th October, 1885. I 66.— JOHN BROWN, alias THOS. BLASDALE, Office No. 26613, age 45, height 5 ft. 7 in., complexion fair, hair brown ( bald), eyes hazel, M. T. B. M. W. right arm, E. J. left arm, right thigh wasted. Sentenced at Leicester 5th January, 1876, to 10 years' penal servitude for house- breaking. Licensed 16th December, 1884. C 67. Information to the Chief Constable of Nottingham. OXFORDSHIRE. 32.— Oxford ( County).— For stealing, 14th inst., at Wootton, a pair of men's new hob- nailed boots— A TRAMP, age about 26, height 5 ft. 8 in., complexion fresh, hair dark, moustache ( heavy) black ; dress, dark coat, grey trousers, with dirty white apron wrapped round waist, dark brown felt hat. Information to Deputy Chief Constable Fernsby> Oxford. SOMERSETSHIRE. £ 2 REWARD. 33.— Axbricige ( County).— For stealing, 2nd inst., at Weston- super- Mare, a " Victor- Pet" tricycle, " W. M. Appleton, Boulevard. Weston- super- Mare " thereon, maker, H. Bay less and Thomas, Coventry, No. 3113, splash plate of front wheel broken— F. VELLICOTT ( supposed false), age about 18, height 5 ft. 4 in., com- plexion pale, hair light, thin features, no whiskers or moustache; dress, short black jacket, dark brown trousers, black bowler hat, of respectable appearance. The above reward will be paid by Mr. Appleton, Waterloo- street, Weston- super- Mare, for his apprehen- sion and conviction, and recovery of the tricycle. Warrant issued. Information to Supt. Gillbank, Axbridge. 34.— Flax Bourton ( County).— For stealing, 11th inst., at Clevedon, a horse ( recovered) — ARTHUR JORDAN, alias CHARLES NICHOLLS and JAMES COOK, a notorious horse stealer, age 37 to 40, height 5 ft. 1 in., deeply pockpitted and freckled, hair brown, small tuft on chin ( may be clean shaved), eyes blue, scald mark on both legs, flesh mole under left shoulder ; dress, light or grey tweed suit, red necktie, brown soft bowler hat, appearance of a stableman. His practice is to steal a horse in the country, take it to a stable in a town or large country village and there exchange it for another, which he immediately sells. Has been previously convicted for horse- stealing at Gloucester and Warwick. Supposed wanted for other offences. Information to Supt. Drewett, Flax Bourton. 35.— Frome ( County). — For failing to report — Supervisee OWEN PARFITT, alias JOHN WHITE, Office No. 23544, age 53, height 5 ft. 7 in., complexion fresh, hair grey, rather long whiskers and moustache, shaved on chin, eyes blue, deep wrinkled brow, scar bridge of nose, wart on right shoulder ; dress, dark mixture coat and vest ( old), duck trousers. Was sen- tenced at Taunton 28th June, 1882, to 18 months' im- prisonment with hard labour and 3 years' police super vision. A mason ; supposed to be employed at or near Bristol; may have gone to Wales. Register No. 2591. Information to Supt. Durham, Frome. STAFFORDSHIRE. 36.— Brownhills ( County).— For stealing, 19th ult, at Hednesford, 1 pair of side- spring boots ( partly worn), 1 blue- and- white striped jacket and vest, 1 pair brown mixture cloth trousers, 1 blue cotton and silk neckerchief, with white border, 1 blue- and- white shirt, one pair of blue worsted stockings, with white tops and toes, 1 pair striped elastic braces, and a hard FRIDAY^ NOVEMBER 2 0 , 1885. H. Hamilton and Co., glass and china merchants, 57 and 59, Ludgate Hill, and asks that he may be allowed to inspect similar establishments in the provinces. Description :— Age about 35, height 5 ft. 8 or 9 in., moustache, rather round- shouldered ; dress, dark frock coat, and high silk hat. The address given by this man is false, and as no such firm as W. H. Hamilton and Co. can be found, there is, therefore, good reason to suppose that he wishes to visit large establishments for an improper purpose.
