( APPREHENSION OF DESERTERS- REWARDS, & c.) FLEET CIRCULAR No. 6. ( Extract.) ADMIRALTY, 1th March, 1882. « « * » » 727. In case of desertion a reward not exceeding 31 may, at the discretion of the Captain of the Ship, or in his absence the Commanding Officer, be paid to the Constable or other person, ( except as provided for in Article 729), by whom a deserter is brought on board the Ship to which he belongs, or delivered up to any Naval Officer or other person duly authorised to receive him, whether any reward has been offered or not; provided he is apprehended within two years from the date of his desertion. The amount of reward payable in each case, where no re- ward has been offered, should be determined by the attendant circumstances, and in considering these, the zeal shown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the case of a deserter voluntarily surrendering himself at any Police Station, or to any Constable ar other recognised authority, unless it can be clearly shown lhat such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In cases where persons have been more than two years in a state of desertion, no reward is to be paid without previous reference as above; and it has been notified to the Constabulary generally that when deserters are apprehended in the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty has been communicated with. ' * « « « • 3. A reward, not exceeding 3/, may also be paid for the apprehension of any person who, without, m the opinion of the Captain of the Ship to which he belongs, being guilty of desertion, commits any one of the following offences, the par- ticulars of which are to be stated in the offer of reward ;— la.) Breaks out of his Ship. i( b.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( e.) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed; provided that the fact of the Ship being under sailing orders was generally known. A reward, not exceeding 1/, may be paid for the appre- hension of any man who overstays his leave. In giving these rewards, the same considerations as govern the payment of rewards for the apprehension of deserters are to be taken into account, both as regards arrest and voluntary surrender. 728 In addition to the foregoing1 rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgment, subsistence, and travelling, as may appear to liave been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - ( As an ordinary rule, Railway Fare ( single) of Deserter or . not to exceed Id. Straggler ( per mile. Other sums expended in the actual carriage of the Deserter or Straggler, suoh as for the hire of Cabs, Boats, & c Subsistence of Deserter or Straggler. Subsistence of Escort Not exceeding Is. while under detention, or 2s. 6d. a day when travelling. At the same rate as that allowed for Petty Officers under Article 1396, according to the time necessarily occupied in conveying the Deserter or Straggler to his destination and returning; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 5s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more than 9 hours, the full time for which 5s. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and a fee of 2s. C d. to any medical practitioner by whom the Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to be entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should be directed, in addition to the above items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unable to settle the question, will forward it for the decision of the Admiralty. * * * * * The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. * * * « * 6. With a vie w to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Sliips, should be informed that it is desirable that the men should be sent in the custody of the Constables who actually apprehended them1, v 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, when the following course is to be observed :— No payment is to be made by the Accountant Officer in respect of the expenses incurred by the Constable, or of any reward which may be due to him. The Constable will fill up a form, prepared for the purpose, whioh he is to produce, and in which he will include the whole of his expenses, and certify that they were necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with the sum shown thereon, to- gether, with any reward, if due, and note in the space provided on the form the fact of the charge having been made. The form is then to be returned to the Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the Commissioner of Police. 729, No reward, except as provided in the following para- , is in any case to be paid to a person belonging to the eet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port dr place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other persons in the Fleet, are sent on shore for the express purpose of collecting Deserters or Stragglers, they are to be paid the amount of extra pay provided for by Article 1372, provided the Captain is satisfied with the manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to encourage the Local Police at the Home Ports in searching for and apprehending Deserters and Stragglers, a reward, not ' exceeding os. for each person ap- prehended, within the limit of two years,, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commanders- in- Chief at the Ports, be paid to any Constable of Local Police who arrests a Deserter or Straggler. 3. These expenses are to be paid by the Accountant Officers of the Ships. • * * * 1 « f • By Command ef their Lordships, ROBERT HALL. BANKRUPT AGENCY ASSOCIATION, 128, CHEAPSIDE, and 77 and 78, HIGH HOLBORN. WHAT THE BIRMINGHAM EVENING PAPER of SATURDAY, Oct. 17, saya : The Bankrupt Agency Association ( Registered), which has just opened business in Birmingham, at the corner of High- street and Scot- land passage, notwithstanding its somewhat dispiriting title, appears to be an exceedingly useful institution. It is formed by manufacturers and merchants in all trades to dispose of bankrupt stocks as purchased by them of trustees in bankruptcy ; and both to creditors, who are anxious to realise as quickly as possible, and to people who are as anxious to get as much for their ready money as possible, the Association must be of immense service. ' Selling off' a Bankrupt Stock ' is an announcement which too often proves a delusion and a snare, the only connection of the stock with bankruptcy lying in the fact that the shopkeeper is trying to rush it olF to avoid becoming a bankrupt. In the case of the Bankrupt Agency Association, however, the goods for disposal are all bona fide proceeds of bankruptcies, and really good bargains are as plentiful as ' the flowers which bloom in the spring, tra la.' Three stocks, at present advertised for sale, are to be disposed of at less than half the original cost." EXTRACT FROM " MORNING ADVEETI8EE," Oct. 26:— " Our readers will no doubt be ( find to learn that a party of gentlemen, mostly City merchants, have opened establishments in London and the provinces for the immediate disposal of Bankrupt Stocks, whereby the general public may obtain Clothing ready- made or made up to measure at a cost of about one- half its original value ; tho principal object is to save many unnecessary legal expenses which always occur in cases of Bankruptcy. When a man becomes insolvent they immediately securo his stock and offer the same to the public at such prices that cannot fail to be realised into money forthwith, thus tho long delay usual in winding up the estate of the debtor is avoided. The title of the Company registered is the Bankrupt Agency Association ; the London addresses are 128, Cheapside, and 77 and 78, High Holborn; Provincial Branch, 34, Hiph- street, Birmingham ; other branches are shortly to be added, of which due notice will be given. Consignments of all descriptions aro regularly received by the Association, the difference in the prices to ordinary shops we understand is calculated to be about 40 per cent. A visit is recommended. Any- one may inspect the stocks on offer without being compelled to purchase." DAVID'S PRAYER. " David's prayer was, 1 For Thy Name's sake, 0 Lord, pardon mine iniquity, for it is great.'— Ps. 25,11. " Satan tries to keep some away from God by making them think that their sins are too numerous and great to find forgiveness; but here the greatness of the iniquity is made the plea for pardon. The worse the disease is, the more need there is of a skilful physician, and the more honour he will get by effecting a cure. Let none despair. Christ is a great Saviour for great S'" Ttis wonderful joy to know that God does not hate us on account of our sins; but I think it is almost greater joy to know that He hates our sins for our sakes, and will not let our sins alone, but will help and encourage us- yes, and make us suffer anything to conquer them, and to become just and true and unselfish." " The surest evidence that we have profited by a sermoa is that it has its effect upon us when we go forth into every day life. A minister was preaching, and dwelt at some length upon the abhorrence of the Lord for all false balances, weights and measures. He was talking with a market- woman the next week, and asked what she had remembered of his sermon. She made complaints of her poor memory, but added, ' One tiling I remembered— I remembered to burn my bushel.'" ~ E~ PPS'S GRATEFUL- COMFORTING. COCOA. S. AND H.
