THE POUCE GAZETTE PUBLISHED BY AUTHORITY. New Series. FRIDAY, OCTOBER 9, 1885. VOL. II., No. 186. REGULATIONS- 4. A. U announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THB EDITOR OP THE POUCB GAZETTE, GBEAT SCOTLAND YABD, LIOWDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5>. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may b;. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear s number, end art alphabetically arranged by counties. 9. The force which causes particulari concerning delinquent!, or stolen property to be inserted i » the POLICE GAZETTE, must, on their appreheniion or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement fjr insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Vrummond $ Co.," Pott Office Order payable at Charing Cross, Postal Order, or Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 124, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the o. umber at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the aate of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact - that all photographs of prisoners in custody, trans- mitted to the Convict Branch of the Metropoli- tan Police Office, for purposes of identification, are seen by the police and warders who visit all prisoners under remand, in the Metropolitan Police District three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors • of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal - examination of any police officer or warder. IDENTIFICATION OF BODIES. UNCLAIMED The attention of the Editor has been directed to the want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- ' titied. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor will be glad to print any information which it may be ^ considered desirable to publish. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Central.— Woodcut portrait and description of ROBERT FARQUHARSON, bank manager, who absconded from Dublin 28th July last, embezzling up- wards of .£ 10,000, the moneys of the Munster Banking Company, Dublin, age 40, height 5 ft. 9 or 10 in., medium build, complexion fresh, hair, whiskers, and moustache dark ( slightly tinged with grey), eyes dark, prominent white teeth, stoops when walking ; of gentlemanly appearance, and generally wears a silk hat. Is supposed to be now only wearing slight side whiskers and moustache. Was also agent for the Ray Exchange Assurance Company, Dublin. A Scotchman. Warrant issued. 2.— Central.— For obtaining X6 by false pre- tences— DOMINIQUE KILLORVAN, an American or Irish American, age 30, medium height, slim build, complexion sallow, moustache brown, thin face, high cheek bones, speaks with an American accent; dress, plum colour frock coat and vest, dark trousers, high silk hat, of gentlemanly appearance and address. Speaks French and German. Carries under his arm a common album about 18 in. by 12 in. This man calls upon tradesmen and represents that he is getting up an advertisement album, which he can place in first- class hotels for the perusal of visitors. If he succaeds in getting an order ( with the fee for the same) he promises to call again with the proof, but fails to do so. He has defrauded several tradesmen in Brussels, and it is believed he will visit the provinces practising the same system. Warrant issued. £ 20 REWARD. 3,— H Division.— Woodcut portrait and descrip- tion of HENRY JARVIS, a traveller, who absconded 13th August last, charged on a warrant with embezzle- ment, age 42, height 5 ft. 4 in., complexion fresh, hair ( thin on top of head and parted in centre), moustache, side whiskers, and eyes dark, straight nose, mole on side of face, stout build ; dressed respectably, usually wears high hat. Lately resided at 41, Burchill- road, Queen's- road, Peckham. The above reward will be paid by Messrs. E. H. Hill and Co., 52, Commercial- road, E., for such informa- tion as will lead to his arrest. Warrant issued. 4.— V Division.— For housebreaking, 27th ult., and stealing a silver Geneva watch, maker " Cock- burn, Richmond ;" 8 brooches ( one coral cameo, gold mounted ; one gold, one ditto with hair, one ditto old- fashioned, with portrait of a lady inside ; one ditto, set 3 amethysts ; one ditto, black enamel, with spray of " Forget- me- not" in pearls ; one ditto cameo, one silver with " A. T. E." in monogram, and pair of ear- rings to match), 3 pairs earrings ( one amber, one cameo, and one plain gold), 3 bracelets ( one coral with 5 rows of beads and coral cameo clasp, one silver, chased, and one plain band gold ditto, about 2 in. wide), 5 gold rings ( one keeper, one ditto, shape of two hands clasped ; one emerald and diamonds, one set 5 turquoise, and one set 5 pearls), 1 coral necklace with small gold chain and heart- shaped pendant attached, 3 chains ( one gold albert, one silver, and one lady's long gold)— TWO MEN, 1st, age 40, moustache and side whiskers sandy; dress, brown overcoat, brown hard felt hat; 2nd, age 45, height 5 ft. 6 or 7 in., thick- set, complexion dark, whiskers and full beard black; dress, long black single- breasted overcoat, high black silk hat with mourning band. Had with them a black pony, silver- plated harness, and dogcart painted dark. 5.— W Division,— For obtaining, 26th August last, by means of a forged order, 5 cwt. of starch— A. ATTER, alias JONES and SMITH, age 45, height 5 ft. 7. J in., complexion and hair ( turning grey) dark, eyes grey; dress, dark clothes, black felt hat. Said to be in the habit of attending sales, and wanted for similar offences. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. IIEYMANNS> a commission agent, late of 25 and 27, Jewin Crescent, age about 50, height 5 ft. 3 or 4 in., complexion, hair, whiskers and moustache very dark, eyes ( large) dark, high cheek bones, is supposed to have gout in his hands, and wears a gold ring on forefinger of right hand; well dressed, and wears a high silk hat. A Dutch Jew, speaks English fairly well. Warrant issued. 7.— For obtaining money by issuing a false pro spectus— JAMES GRAHAM, a financier, late of 10, Moorgate Street, and 15, Salisbury Street, Strand, age 30, height 5 ft. 7 in., complexion pale, small side whiskers and moustache light brown, round flat face, walks as if he suffered from tender feet, speaks with a broad Scotch accent; dressed respectably, and of clerical appearance. Warrant issued. Information to Inspector Sic William, 26, Old Jewry, E. C. _ AYRSHIRE. 8.— Ayr ( County).-¥ oT fraud, J. L. MAPPIN, 80, Holloway Head, Birmingham, age about 30, height 5 ft. 7 in., hair brown, no whiskers, rather good looking and of respectable appearance, speaks with an English accent; dress, dark brown overcoat, brown tweed jacket and trousers, hard felt hat, wore an albert chain with a sovereign and half- sovereign attached, and a ring with white stone on little finger of right hand; carried a black glazed case or bag. His practice is to call upon shopkeepers and others, principally females, respresenting that he is a manu- facturer in Birmingham, offers to sell a silvering com- pound, and appoints agents for the sale of same. Was convicted at Carlisle in July, 1883, in the name of James Henry Guthrie, and sentenced to 12 months' imprisonment. Is supposed wanted for similar oftences in England and in the north and east of Scotland. Warrant issued. Information to the Chief Constable, Ayr. " BERKSHIRE. 9.— Maidenhead [ Borough).— For obtaining £ 5 by means of fictitious cheque on the Ashbourne Bank— CHARLES HENRY GARNETT BLISS, age 35, height 5 ft. 11 in, stout build, complexion, hair, mous- tache ( heavy), and eyes dark, frequents billiard rooms, betting places, and race meetings; dress, diagonal coat, light check trousers and vest, hard felt hat, occa- sionally wears a long plaid overcoat. Is well known at Blackwater, Winchester, and Leatherhead. Warrant issued. Information to Supt. Taylor, Maidenhead. CHESHIRE. 10,- Stockport ( Borough).— For shoplifting ( being concerned with his wife ( Case No. 34)— THOMAS RYAN, alias JAMES TAYLOR, KELLY, LEAKY, and TURNER, ex- convict, age about 40, height 5 ft- 6 in., complexion fair, hair and moustache light, eyes grey, round features, scar both wrists, left side of fore head, on head and nose, back of neck, left shoulder blade, back of left little finger and thumb, and right ankle, lost 3 upper front teeth; dress, short light tweed jacket, trousers and vest, small black- and- white plaid scarf, black cap with peak. Was convicted at Knutsford Sessions, 3rd April, 1877, and sentenced to 7 years' penal servitude for larceny. Is well known to police at Birkenhead, Sunderland, Edinburgh, and Glasgow. May be found at common lodging- houses. 11.— Stockport ( Borough).— For stealing tools, ( recovered), Case No. 41, 2nd inst.— A MAN, age about 26, height 5 ft. 6 or 7 in., complexion sallow, hair and moustache ( slight) dark ; dress, tweed jacket and vest, brown corduroy trousers, paper collar, small tie in sailor's knot, lace boots, black hard felt hat. Stated he was a joiner. Pledged some of the tools at Hyde, and the remainder at Oldham. • Information to Lieut.- Col. Sentenced at Preston, 19th May, 1881, to 5 years' penal servitude and 7 years' police supervision for breaking and entering. Licensed 27th April, 1885. H 524. Information to Supt. Hallam, Chapel- en- le- Frith. HAMPSHIRE. 14.— Gosport ( County).— For obtaining money by false pretences- CHARLES SPHENT, age 26, height 5 ft. 5 or 6 in., complexion fair, hair and eyes brown, whiskers and moustache ( which may be shaved off; sandy, walks quickly, generally wears a gold ring on right hand and a silver ditto on left; dress, blue pilot yachting suit, and cap with peak. Has been employed as steward on board the yacht " Goshawk," and repre- sents himself as master of a yacht. A native of For- ton, Gosport. Warrant issred. Information to Supt. Catchlovo, Gosport. HEREFORDSHIRE. 15.— Leominster ( Borough).— For stealing from a dwelling- house on 2nd inst. a grey shawl, brown striped border ; and a black crape bonnet, small black flower in front— A WOMAN, age about 50, short and stout, slightly cross eyed ; dress, old grey or plaid ulster. A hawker ; supposed to be wearing the stolen property, and making her way to South Wales. Information to Head Constable Johnson, Leo- minster. About 50 old gold coins ( various), some of them James VI., Sword and Sceptre, one of William and Mary, and some Spade and Club Guineas. Two gold coins, 3rd of Guinea of George III. One Crookston Dollar of Mary Queen of Scots. One gold medal of Oliver Cromwell. Several Greek and Roman coins. About 100 carat of unset diamonds, various sizes. Five quarter guineas. Description : age 38 to 40 ( looks younger), height 5 ft. 5 or 6 in., hair ( inclined to curl) sandy, moustache light, square shoulders, rather broad, slightly pock- pitted, long thin face, sharp movements. Is a betting man, and frequents race- meetings ; is also known as a " Pawn Sticker" and dealer in jewellery. A native of Edinburgh ; speaks with an English accent, having for a considerable time past resided in London, but occasionally uses the Scotch dialect. Was liberated on licence from Lusk Prison, 9th November, 1882, where he underwent 5 years' penal servitude for theft, of which he was convicted at Belfast Assizes. Warrant issued. Was accompanied by two men— 1st, age 36 to 38, height 5 ft. 9 or 10 in., slight, reddish moustache, speaks with an English accent ; dress, black coat and felt hat— 2nd, as; e about 34, height 5 ft. 5 or G in., stout build, beard, whiskers, and moustache black ; dress, light drab overcoat ( short). The above reward will be paid by Mr. Semple, for • the apprehension and conviction of the thieves, and recovery of the property, or in proportion to the amount recovered. Information to Chief Constable McCall, Central Police Chambers, Glasgow. LANCASHIRE. 17.— Skerton ( County).— For failing to report— License Holder CHRISTOPHER READ, Office No. 28285, age 80, height 5 ft. 3 in., hair white, eyes blue, 2nd and 3rd left fingers injured, scar palm of hand, varicose veins in legs. Sentenced at Bradford 27th June, 1881, to 5 years' penal servitude and 3 years' police supervision for horsestealing. Licensed 2nd July, 1885. 1 H 164. Information to Supt. Moss, Skerton, Lanes. £ 20 REWARD. 18.— Manchester { City).— For stealing £ 120— GEORGE BROWN, a clerk, age 26 to 28, height 5 ft. 11 in., complexion sallow, hair and moustache ( slight) brown, thin face, hollow cheeks, very round shouldered, walks with a slovenly gait; dress, when last seen, brown mixture suit, much worn, and of shabby appear- ance. Absconded 2nd inst., and may endeavour to emigrate, as he has just returned from America, Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable Wood, Manchester, by whom the above reward will be paid for the appre- hension and conviction of Brown and recovery of the money, or in proportion to the amount recovered. 19.— Manchester { City).— For failing to report — License Holders THOMAS HUNT, alias JOHN RHODES and AGDEN, Office No. 28511, age 38, height 5 ft. 3$ in., complexion fair, hair turning greyj eyes blue, large scar on forehead, scars on lip, neck, right elbow, back of left hand, and first left finger. Sentenced at Salford 3rd July, 1876, to 10 years' penal servitude and 7 years' police supervision for larceny. Licensed 5th August, 1885. W C 604— THOMAS WALSH, alias WM. PAYIER, Office No. 28202, age 40, height 5 ft. 7h in., complexion fair, hair dark, eyes blue, two flags crossed right forearm, small dots back of right wrist, anchor and chain back of left hand, left forefinger damaged. Sentenced at Preston 7th January, 1880, to 7 years' penal servitude and 7 years' police supervision for larceny. Licensed 4th July, 1883. G 42. — Supervisees JAMES DOLAN, alias TAYLOR, Office No. 26484, age 25, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey, E. S. and 5 dots on left arm, E. S. and E. right arm. Sentenced at Salford 26th May, 1884, to 6 months' hard labour and 3 years' police supervision for larceny. 90685.— LAWRENCE BURNS, Office No. 25987, age 52, height 5 ft. 7 in., complexion sallow, hair light, eyes blue, left leg deformed, scars corner of left eye and centre of forehead. METROPOLITAN POLICE DISTRICT. 69.— The special attention of Police is called to the proceedings of a man calling himself A. DE L. BEL- MONTf; of No. 35, Great Percy- street, Percy Circus, London. His method is to advertise for lady artistes to assist in executing large orders for Christmas, Easter> wedding, and menu cards, giving a number and the office of the newspaper containing the advertisement as the address to apply for particulars. Lady appli- cants in reply receive a circular, headed " Royal Art Studio, Great Percy- street," holding out that from 15s. to six guineas per dozen cards might be realised, and stating terms of employment as £ 1 lis. 6d., a charge intended to cover the usual copies, postage on, or in parcels, as well as instruction in Floral Illuminating. Upon work being executed and sent him under these terms, all efforts to obtain payment from Belmonte have been unsuccessful. There is no doubt that the " Royal Art Studio " is a sham. In the event of its being known to Police that any persons have been defrauded by Belmonte, it is requested that the particulars may be forwarded to J. Monro, Esq., Assistant Commissioner, with a view to proceedings being taken against Belmonte, who is known to Metropolitan Police. 60.— The special attention of Police is directed to a young German, whose practice is to call at houses and obtain money by false representations. Description, short, slight figure, very dark, appa- rently short- sighted ; dress, dark brown clothes, round hat, carries a cane. Speaks little English ; eager, excit- able manner. States he is known to Herr Pauer and Pro fessor Blackie ; has been employed in the Strauss Orchestra, and requires a loan for the purpose of proceeding to an engagement as violinist in Scotland. Also that his parents were burnt in the disaster at the Ring Theatre, Vienna. May be recognised by a habit of seizing repeatedly and kissing the hand of the person he is addressing, or from whom he may have obtained money. 61.— The attention of Police is called to an ad- vertisement which appears in various papers as fol- lows :— " Violin for sale, rich tone, labelled ' Antonius Straduarius, Cremona, 1690'; good bow, lock- up case ; 25s. The lot may be had on approval." The object of this advertisement is clearly to mis- lead unwary people into the belief that they may buy a particular violin as advertised, and that such violin has the name of " Straduarius " on it. The fact is that hundreds of these violins are manu- factured, and the label " Antonius Straduarius," ifcc., is affixed by the seller, who has appeared under the address of " Clara, 37A, Theobalds- road, W. C.," and recently " Mr. Bennett, Ramsbury House, Cardigan- road, St. Albans." It is doubtful whether a prosecution for fraud would succeed, but the advertisement is undoubtedly meant to deceive, and, as a matter of fact, deceives many.
