THE POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 4, 1885. VOL. II., No. 176. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THB POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as lo stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an I the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may b:. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or ia Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— P Division .— For embezzling £ 9 8s. 6d., 7 th J une last— WILLIAM COLVIN, age 30, height 5 ft. 4 in., complexion fresh, hair brown, clean shaved, full face ; dress, dark clothes. Is supposed to be at or near Maidstone. Has been employed as barman at the World's End, Chelsea, and as billiard marker at Penge. 2— P Division.— For committing a rape, 21st ult.— THOMAS SAYER, age 30, height 5 ft. 7 in., complexion fair, hair brown, clean shaved; dress, dark mixture suit, black hard felt hat; of respectable appearance. A carpenter, supposed native of Bir- mingham. Is supposed to have gone to Ryland- street or to Sheepcote- street, Broad- street, Birmingham. 3.— W Division. — For stealing a bicycle— HENRY KING, alias ESSOR, ESSEN and HASSON ( see Case No. 69, 28th ult.), age 18, height 5 ft. 3 in., slight, complexion sallow, hair light; dress, dark clothes, black felt hat. A native of London. Warrant issued. 4.— W Division.— For obtaining goods by false pretences— AUGUSTUS HARDEN, age 25, height 5 ft. 5 in., complexion sallow, hair and eyes dark • dress, black cloth frock coat, trousers and vest, high hat with mourning band, white front with black studs. An auctioneer; native of Brixton. Is supposed to be residing in the neighbourhood of Brighton. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. ANGLESEY. 5. — Holyhead [ County). — For bestiality— THOMAS JONES, alias " TOM TRAMP," age 25, height 5 ft. 2 in., stout build, complexion swarthy, hair ( rather long), eyes, and moustache ( slight) dark, thick lips, downcast look, low forehead ; dress, grey cloth trousers, strong lace boots with nails. A farm labourer ; belongs to the Carnarvon Militia. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BERKSHIRE. 6.— Newbury ( County).— For stealing, 25th ult., an open- face silver Geneva watch, No. 20064 ( pledged at Reading); a long gold chain, curb- and- fetter pat' tern, with gold locket and miniature gun attached ; and a pair of small gold earrings— JOHN OWEN, Well- street, London ( supposed false), age about 30, height 5 ft. 5 in., complexion dark, hair, whiskers, and moustache black and cut rather close; dress, dark pea jacket and trousers. Information to Supt. Bennett, Newbury. 7.— Reading { Borough). — For obtaining, 15th ult., £ 15 by means of false cheques, purporting to be on the Bank of Montreal, and endorsed Maud Hewett— A WOMAN, age about 25, medium height, complexion dark ; dress, dark clothes, black hat with bunch of coloured feathers. She is believed to be visiting other towns, her practice being to ascertain the name of some leading member, and then visit a shop, presenting a cheque, and asking to have same cashed for such persoD. Information to Acting Supt. Moulden, Reading. CAMBRIDGESHIRE. 8.— Wisbech ( Borough).— For wounding with in- tent to do grievous bodily harm— JAMES WENLOCK, alias WILLIAM HILL and WILSON, a bricklayer, age 28, height 5 ft. 5 or 6 in., hair and moustache brown, rather deaf; dress, dark coat, bricklayer's trousers, hard hitter hat. Warrant issued. Information to Head Constable Sharpe, Wisbech. DERBYSHIRE. 9.— C h este rfi e I d ( Borough,'.— For stealing, 26th ult.— 1 five shilling piece, 1 rupee, 1 lion shilling with wire attached, 1 silver ring, " Pattie " engraved there- on, 30 fourpenny pieces, 1 half- sovereign, 1 white silk handkerchief, 1 white cotton ditto, 1 blue check woollen shirt, and 1 blue leather purse, book shape— ARTHUR WINT, age 23, height 5 ft. 6 in., complexion fair, small side whiskers and moustache light; dress, black coat, light trousers and vest, white silk necker- chief, black felt hat. A labourer, native of Sheen, near Buxton. Information to Head Constable Emery, Chesterfield. DEVONSHIRE, 10.— Chudleigh ( County). — For stealing, 18th ult., at Dawlish, 2 gold watches and gold albert ( recovered), a Church of England Temperance Badge, a gold mounted hair guard, and trinkets— EDWARD MOORE, a waiter or boots at hotels, age about 35, height 5 ft. 8 in., complexion, hair, whiskers, and moustache dark ; dress, dark cloth suit; of respectable appearance. Is supposed to have resided at Birming- ham, Bristol, and at Blackpool, where he was sentenced to 3 months' imprisonment, about 6 years ago, for larceny at the Imperial Hotel, where he was employed as waiter— JOHN MORANT, age about 35, height 5 ft. 6 or 7 in., complexion, hair, whiskers, and mous- tache dark, third finger of left hand straight, with a seam at second joint; dress, dark cloth suit, bowler hat, of respectable appearance. Has been a travelling packman, and is supposed to have resided at Ports- mouth. Warrant issued. Information to Supt. Moore, Chudleigh. DUMBARTONSHIRE, £ 5 REWARD. 11.— Du m barton ( County). — Escaped from custody, 21st ult., at Glasgow, charged with theft and previous conviction— JOHN HERON, alias JAMES HETHERINGTON, age 21, height 5 ft. 5 in., complexion swarthy, hair dark, eyes grey, 2 moles on right side of neck, hole ( boil mark) on right cheek, of smart ap- pearance ; dress, blue serge jacket, trousers, and vest, with brass buttons, side- spring boots ( light), blue cap with peak. A ship steward, native of Glasgow, was formerly employed as a boots and billiard marker in hotels at Glasgow, where he is well known to the police. HEREFORDSHIRE. 12.— Leominster ( Borough). — For embezzling £ 10 14s. 6d.— WILLIAM BROOKES, age 38, height 5 ft 8 in., complexion florid, hair dark brown, whiskers and moustache sandy, scar under right eye, rather stout, and addicted to drink ; dress ( when last seen, 17th ult.), stone- colour jacket and vest, small dark plaid trousers ( all tweed), lace boots, black soft billy- cock hat. An agent for the Singer's Sewing Machine ; native of Leominster. Was for several years employed on the Ordnance Survey. It is requested that inquiry be made at shipping offices, & c., as he may endeavour to leave the country. Warrant issued. Information to Head Constable Johnson, Leo- minster. HERTFORDSHIRE. 13.— St. Albans ( City).— For fraudulently con- verting a watch to his own use— WILLIAM SMITH, age 30, height 5 ft. 4 in., complexion fair, hair ( inclined to sandy) light brown, whiskers and moustache slight, lost a joint of one finger left hand; dress, dark clothes. A boot rivetter, supposed native of North- ampton ; has a wife and 2 children. Warrant issued. Information to Head Constable Pellant, St. Albans. LANCASHIRE. 14.— Bolton ( Count!)).— For stealing, 29th ult., at Great Lever, a silver lever watch, No. 6568, " Thomas Nice " engraved inside cases ; 1 black worsted ribbed cloth jacket, lined black Italian cloth, 3 pockets out- side, cloth- covered buttons, bound with black silk braid ; 1 vest to match, lined with light blue satteen ; 1 pair of lace boots, size 7 ( much worn), with toecaps, boot protectors on soles— A Man who gave the name of JAMES WILLIAMS, age 40 to 45, height 5 ft. 3 or 4 in., complexion dark, hair, beard ( cut short), and moustache ( slight) dark, very bow- legged ; dress, sup- posed stolen coat, fustian vest and trousers ( recently washed), clogs or stolen boots, hard billycock hat. Stated he came from Royton. Information to Supt. Holland, Bolton. 15.— Bury { County).— For failing to report— Super- visee ELLEN BURKE, Office No. 24274, age 21, height 5 ft. 2 in., complexion fair, hair sandy, eyes blue, scar left temple. Sentenced at Manchester 13th June, 1883, to 9 months' hard labour and 3 years'police supervision for larceny. 78505. Information to Supt. Henderson, Bury. 16.— Church ( County).— Escaped from custody, 21st ult., at Blackburn, charged with picking pockets, — JAMES HENRY, a tramping French polisher, age 28, height 5 ft. 4 or 5 in., complexion fair, hair light brown, moustache light, eyes blue ; dress, grey tweed coat, dark tweed trousers and vest, black hard billy- cock hat. Information to Supt. Eatough, Church. 17— Old Trafford ( County).— For stealing, 13th ult., between £ 30 and £ 50 in gold— JOHN GORDON, age 25 to 30, height 5 ft. 6 or 7 in., complexion fresh, whiskers sandy, moustache ( slight) light, large scar over eye ; dress, dark worsted cloth suit, white shirt and collar, scarf tie, black billycock hat; was formerly employed at 43, St. Ann- street, Liverpool— ROBERT- SON, age about 38, height 5 ft. 10 in., complexion fresh, hair dark brown, moustache dark sandy, small side whiskers, broad face ; of superior education and good address ; dress, black worsted coat and vest, grey tweed trousers ( old), white collar, broad tie, black billycock hat. 18.— Old Trafford ( County).— For larceny at Newton— 3 MEN, 1st, age 30 to 35, height 5 ft. 10 in., stout build, complexion, hair, and moustache, dark, scar on nose; dress, dark round coat, corduroy vest with broad rib, moleskin trousers, soft billycock hat.— 2nd, age 40 to 50, height 5 ft. 7 or 8 in., hair and moustache turning grey ; dress, dark clothes, hard billycock hat.— 3rd, age about 26, height 5 ft. 3 or 4 in., complexion sallow, hair brown, no whiskers or moustache ; dress, dark clothes, black billycock hat. Can be identified. Information to Supt. Bent, Old Trafford. £ 50 REWARD. 19.— Liverpool ( City)- — Woodcut portrait and description of ADOLPH M. OTTO, whose apprehen- sion is sought for larceny ( servant), 24th ult., age about 36, height 5 ft. 9 in., complexion fair, whiskers and moustache light, rather square shoulders, strong build, occasionally wears eye- glasses; dress, when last seen, light tweed suit, black billycock hat; carried a black Gladstone bag. A clerk ; native of Germany. Speaks English with a slight foreign accent. Is sup- posed to have a large sum of money in his possession. Warrant issued. The above reward will be paid by Messrs* G. R. Rogerson and Co., solicitors, 5, Cook- street Live • pool, for his apprehension, if effected within three months from this date. 20.— Liverpool ( City).— For failing to report- Supervisee WILLIAM HARLAND, alias WM. JOHN SMITH, JOHN TORD, MARTIN JAMES THORN, WM. MANSON, READING, and SMEDLEY, Office No. 28670, age 72, height 5 ft. 71 in., complexion sallow, hair white, eyes grey, near sighted and deaf, scar over left eye. Sentenced at Nottingham 17th January, 1884, to 18 months' hard labour and 3 years' police supervision for larceny. F 1208. Information to Chief Superintendent Williams, Detective Department, Liverpool. 21.— Manchester ( City).— For failing to report. License Holders PETER JOHN BIRMINGHAM, Office No. 28586, age 39, height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey, small scar left side neck, and scar left eyebrow. Sentenced at Manchester, 23rd June, 1879, to 8 years' penal servitude and 7 years' police supervision for larceny. Licensed 22nd June, 1885. X F 721.— BRIDGET BURKE, Office No. 28408, age 26, height 4 ft. 11 in., complexion fresh, hair brown, eyes grey, lost several top teeth, slight scar right cheek, scar left arm. Sentenced at Manchester, 17th October, 1881, to 5 years' penal servitude and 7 years' police supervision for larceny. Licensed 18th July, 1885. H 119. Information to the Deputy Chief Constable of Manchester. 22.— Salford ( Borough).— For stealing £ 32— JOHN HANNAH, age 50, height 5 ft. 7 in., medium build, complexion fresh, hair, beard, and moustache grey ; dress, supposed dark suit. Warrant issued. 23.— Salford ( Borough). — For larceny ( servant) and stealing, 21st ult, a silver English lever watch, No. 12310, " Samuels, London," on works, with gold, albert and locket, marked " Hope " one side, attached ; 1 hair and gold albert with gold key attached ; 1 silver plated bracelet, clasp fastening ; 2 silver bangles, different patterns ; 1 silver brooch, " Maggie " ; 1 gold dress ring ; 2 silver thimbles ; 1 black silk dress skirt with large box plaits, trimmed with chenille fringe and tassels, silk bodice to match ; 1 black Astrachan cape ; 1 white straw bonnet, trimmed with black and gold ; 1 pair of cashmere boots ; 1 black cashmere dress skirt and figured velvet bodice ; 2 black aprons, one with flowers worked in crewel work ; 1 chemise, 2 white calico bodices; 1 pair of stockings ; 5 linen collars ; 3 white muslin neckties, pocket- handkerchiefs, crochet collars ; a black portmanteau with short straps and buckles, 1 over lock ; a tortoiseshell purse, '' M. E. E." engraved on silver plate ; a pocket refer- ence Bible with maps ; and 2 books by Ouida entitled 11 Wanda" and " Puck"- JANET PARRY, age 20, height 5 ft. 3 in., complexion dark, hair dark brown, has a very irregular set of black teeth ; dress, short black jersey jacket, brown dress, white straw hat trimmed with white lace and poppies ; may be wear- ing some of the stolen property. Was convicted at Chester a short time since for stealing a ring and locket from a house, and sentenced to 3 months' im- prisonment. A native of Bangor, North Wales. Warrant issued. 24.— Salford ( Borough).— Jot stealing a quantity of wearing apparel— MARY ANN JACKSON, alias WARRINGTON, age 20, height 5 ft., slight build, complexion sallow, hair arid eyes brown. Warrant issued. Information to the Chief Constable, Town Hall, Salford. 25.— Wigan ( Borough).— For failing to report- Supervisee WILLIAM TOWERS, alias TRAVIS, Office No.' 28567, age 42, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, scars on forehead, 2 scars left cheek, lost right arm. Sentenced at Pfeston 18th February, 1885, to 6 months' hard labour and 2 years' police supervision for larceny. 4501— 13. Information to the Chief Constable of Wigan. LEICESTERSHIRE. 26.— Leicester ( Borough).— For stealing a quantity of tools ( recovered), and a trowel about 9 inches long, with piece split of! end of handle, and a plumber's steel 2 foot rule, stamped " R. C."— WILLIAM CHAMBERS alias WILLIAM EVANS, WILLIAM BECK, and " BRUM," age 26 to 30, height 6 ft. 4 or 5 in., com- plexion freckled, moustache sandy, round features; dress, tweed jacket, vest, and trousers, black hat. Stated he worked for Mr. Iton, Contractor, Leaming- ton, who has some contract work ( sewerage) at Knighton and Clarendon Park, near Leicester, and that he went to Nottingham, on Wednesday, 19th inst, and returned to Leicester on 22nd inst. A brick- layer's labourer ; native of London or Birmingham. 27.— Leicester ( Borough). — For stealing, 24th ult., a dark tweed cloth suit, small check pattern, jacket has pockets with flaps on hips, ticket ditto, and one on left breast ; a short light dust overcoat, smoke colour; 1 pair of Oxford boots, half dozen pairs of white Shetland wool half hose, 1 dark check union shirt, I pair of yellow merino pants and shirt, 3 white reversible fronts ; half dozen white handkerchiefs, 1 pair tanned kid gloves, stitched black at back ; 1 long black corded silk necktie ; a set of pearl studs, and a pair of oval- shaped pearl sleeve links, half dozen white collars turned down at ends, and a high crowned black felt hat.— GEORGE WILLIAM MUNRO, age 23, height 5 ft. 6} in,, complexion fair, hair dark brown, eyes grey ; dress, stolen clothes, and may have the other things in his possession. He is a private in the Leicestershire Regiment, well educated, and was employed as a clerk at the depot at Wigston, near Leicester. When he enlisted he stated he was a shoe rivetter and belonged to Norham, near Alnwick, Northumberland. This man ordered the articles at the Co- operative Society's Stores, tendered a cheque in payment of same, went to his lodgings for the purpose of fitting the clothes, and stating he would get the cheque cashed, left the house, but did not return. Warrant issued. Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 28.— Grantham ( County).— For stealing 3 watches ( recovered)— CHARLES BRITTON, alias JAMES THOMPSON and CHARLES SADDLER, a tramping watch and clock cleaner, age about 50, height 5 ft. 10 or 11 in., very slight build, hair ( turning grey) light, lump on right side of face near eye ; dress, black coat, light vest with spots, dark trousers, black hat, carries a wooden box and a small dark carpet bag containing tpols. Left Peterboro' on 22nd ult. He lodges at public- houses in towns, and visits the villages around, cleaning clocks and obtaining watches to clean at home. Warrant issued. Information to Supt. Wynne, Grantham. NORFOLK. 29.— Great Yarmouth ( Borough).— For failing to report— Supervisee JOHN SWEENEY, Office No. 23376, age 29, height 5 ft. 5 in., complexion sallow, hair dark brown, eyes brown, scars top lip, forehead, and between eyebrows, large scars from collar bone to right ear ( burn), and from left armpit to elbow, ring 2nd right finger. Sentenced at the Central Criminal Court, 11th March, 1878, to 7 years' penal servitude and 5 years' police supervision for robbery. Licensed 11th December, 1883. E 277. NORTHUMBERLAND. 30.— North Shields ( Borough).— For failing to report— Supervisee WILLIAM WARD, alias HUT- CHINSON, THOMPSON, and HIXHAM, Office No. 21483, age 39, height 5 ft. 6 in., complexion florid, hair dark brown ( turning grey) eyes grey, pockmarked, lost two top teeth, miner marks below right eye, scar top lip, back of neck, both elbows, bridge of nose, end of 2nd left finger injured, nose red. Sentenced at New- castle- on- Tyne, 28th October, 1877, to 7 years' penal servitude and 5 years' police supervision for burglary. Licensed 11th April, 1883. D 1270. Information to the Chief Constable of North Shields. NOTTINGHAMSHIRE. 31.— Nottingham ( Borough).— For failing to re- port— License Holder ARTHUR THOS. STEPHEN- SON, alias ATKIN, Office No. 26107, age 38, height 5 ft. l£ in., complexion sallow, hair dark brown, eyes hazel, blue scars on nose, two scars right side of fore- head, and scars on left elbow.
