THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 24, 1885. VOL. II., No. 164. REQULATIONS- 1. All announcements for inter Hot in the POLICB GAZETTE, and all communication! upon them should be addressed to THE EMTOB or THE POLICB GAZETTE, GHBAT SCOTLAND YAUD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as 10 stolen property will be likewise inserted in one issue, if sufficient to citable the article in question to be thereby identified. J. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of per tens whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and « / 7s. 6d. per photograph or sketch of a stolen article, including the expense » f engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may t:. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. number, ar. d art 8. Announcements of all persons to be apprehended or of stolen property bear alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property U be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Icill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be recricetl not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the offi- e, Great Scotland Yard, by chequt, crossed " brummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or ta Stamps. 13. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICB GAZBTTB, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of whioh had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. Sentenced at the Middlesex Sessions on 10th March, 1879, to 7 years' penal servitude and 3 years' police supervision for larceny. Licensed 16th March, 1885. F 239. 2.— Convict Office. — For obtaining goods by means of fictitious cheques and failing to report— Supervisee MAXWELL HORLOCK, Office No. 27731, age 48, height 5 ft. 10 in., complexion dark, hair ( turn- ing grey, bald on crown) dark brown, eyes dark blue, scars left of forehead, lost all teeth except one in lower jaw, varicose veins in both legs. Sentenced at Hants Quarter Sessions to 2 years' hard labour and 3 years' police supervision for fraud. Liberated on medical grounds 25th March, 1885. 61294. 3.— B Division.— Woodcut portrait and descrip- tion of HENRY RUSSELL, who absconded 2nd inst., stealing a despatch box containing a £ 10 Bank of England note, 3 £ 5 do., Nos. 15TS4336- 37 38, and about £ 4 gold and silver; age 19, height 5 ft. 6 in., com- plexion fair, full grey eyes, hair dark brown, no whiskers or moustache ; dress ( supposed) light check suit, hard felt hat. Neat appearance ; a footman. 4.— C Division. — For forgery and stealing £ 34 9s. 3d.— OTTO SEIFFERT, age 33, height 5 ft. 5 in., complexion florid, hair dark brown, eyes ( prominent) dark, face blotched, is very fond of drink, and associates with betting men ; dress, usually dark morning suit, low black felt hat A native of Quere- ferot, Saxony, but speaks good English. Was lately employed as foreign correspondence clerk. Warrant issued. 5.— D Division — Woodcut portrait and descrip- hension is sought for larceny and embezzling £ 70% age 22, height 5 ft. 7 in., complexion, hair and moustache ( slight) fair, slim build; dress, dark jacket, light trousers, felt hat. A draper's clerk ; native of Criek, near Rugby. Warrant issued. 6.— E Division.— For failing to appear at Mid- dlesex Sessions to answer an indictment for larceny— CATHERINE SMITH, age 34, height 5 ft 6| in^ com- plexion pale, hair brown, eyes hazel, face freckled ; dress, brown skirt trimmed brown velvet, black mantle and bonnet. May be found in the company of Peter Swimmer, a dealer in jewellery, age 35, height 5 ft. 5 in., completion and moustache dark, slight impedi- ment in speech; dress, dark clothes, hard felt hat. Associates with betting men, and may be heard of at Liverpool or Manchester. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 7.— For embezzlement— FREDERICK CHAPLIN, age 27 to 30, height5 ft. 5 or 6 in., medium build, com- plexion, hair, moustache, and eyes dark, short- sighted and wears spectacles, walks quick and erect; dress, brown mixture tweed suit, low black hard felt hat. A clerk. Lately resided at 8, Bonham- road, Brixton- rise, London. Was formerly employed by Messrs. H. Bennett and Co., seed merchants, 25, High- street, Hull. Absconded 8th inst. Warrant issued. C. 8.— For embezzlement— EDWARD BASS, age 40 height 5 ft, 10 or 11 in., complexion fair, hair ( bald) and moustache ( turning grey and thin) light, dress, light dust overcoat, dark suit under, deerstalker hat ; lately resided at 2, Forest Yillas, Snaresbrook. Warrant issued. 9.— For embezzlement— SAMUEL ADAMS, age 34, height 6 ft 7 in., complexion, hair, whisker* beard ( tapers towards chin), and moustache dark ; I T H E POLICE GAZETTE. Warrant issued. 10.— For obtaining jewellery to a large amount by fraud— WILLIAM BLUETT, age 39, height 5 ft. 9 in., complexion fresh, hair and eyes dark, clean shaved, walks erect, is a good billiard player; dress, grey dust coat, blue trousers, black hard felt hat; carries an umbrella ; of gentlemanly appearance. Lately re- sided at 304, Camber well New ltoad, S. E. Warrant issued. Information to Inspector M'William, Detective Department, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 11.— Cam bridge ( Borough).— Foruttering a forged • will.— HORATIO MUTIMER, a carriage builder, age 40, height 5 ft. in., complexion pale, hair, whiskers and moustache light, eyes blue, oval face, small mole top of shoulder, slight scar on right knee. Was seen in London on Saturday, 4th inst. Warrant issued. Information to Chief Constable Turrall, Cambridge. CHESHIRE. 12.— Broxton ( County).— For disobedience to a summons for indecent assault at Rowton, 11th inst.— JOHN PLEAVIN, age about 35, height about 5 ft. 10 in., complexion fresh, hair dark, moustache ( heavy) sandy, chin shaved. A native of Saighton, Cheshire. Warrant issued. 13.— Broxton { County).— For fowl- stealing— JAMES WHITE, alias " BLACK BILL," age 53, stout, height 5 ft. 7 in., complexion swarthy, hair dark, eyes brown, clean shaved, tooth broken in left upper jaw ; dress, tweed coat ( fadedl, corduroy trou- sers, lace boots. A native of Ince ; is in the habit of sleeping in outhouses, and committing larcenies when leaving. Has been convicted at Knutsford Sessions 22nd February, 1870, and sentenced to 4 months' im- prisonment for larceny at Newton. Information to Supt. Plant, Broxton. ESSEX. 14.— Brentwood ( County).— For highway robbery and stealing a small Geneva watch, plain dial ( maker's name and number unknown), and about 35s— JAMES COOPER or GASKIN, age about 19, height 5 ft. 9 in., complexion, hair, and whiskers ( slight) dark ; dress, brown velvet waistcoat, cord trousers, red muffler, lace boots, black billycock hat.— THOMAS HEDGES or SWAN, age about 22, height 5 ft. 5 in., complexion fresh, hair light brown, no moustache; dress, dark coat, cord trousers, lace boots, hard felt hat. Both gipsies. Information to Supt. Dobson, Brentwood. 15. — Witham ( County). — For embezzlement— THOMAS SAINES, age 27, height about 5 ft. 9 in., stout, complexion fresh, hair and side whiskers ( small) dark, casts his eyes down when spoken to ; dress, dark clothes. A labourer. Has been travelling the county with a roan- coloured entire horse, the property of John Hutley, Rivenhall. Warrant issued. Information to Sergt. Hewett, Witham. GLOUCESTERSHIRE. 16.— Fishponds ( County).— For larceny at Hor- field, 3rd inst.— A MAN, age about 35, height 5 ft. 6 or 7 in., complexion very dark, hair ( cut short) dark, speaks with a London accent; dress, old brown jacket turning yellow on shoulders, old cord or fustian trousers, Scotch plaid cap, very old boots. May be found at low lodging- houses. Information to Supt. Matthews, Fishponds. £ 1 REWARD. 20.— Sandwich ( Borough). — For deserting her four children, 29th ult.— ELIZABETH SWAIN, age about 29, height about 5 ft. 6in., complexion fair, hair brown, very small speck in one eye, nose turned up slightly ; dress, short black stuff jacket, black dress, white apron, black hat, trimmed black velvet Maiden name LANCASTER, and her relations are supposed to reside at or near Hastings, St. Leonards, or Eastbourne. Left Sandwich for Hastings 29th ult., and had with her a female child, age about four or five months ; dress, print frock, check turnover ( same as is usually worn in workhouses), white satin hat. Warrant issued. The above reward will be paid by F. S. Cloke, Esq., Clerk to the Union Authorities, for her apprehension. Information to Chief Constable Page, Sandwich. HERTFORDSHIRE. 17. — Hertford ( Borough). — For stealing 20s— JANE MCCARTHY, age about 17, height between 4 and 5 ft., complexion fair, hair light brown, eyes grey; dress, black or marone coloured dress, black hat, trimmed black velvet. Is supposed to be accompanied by an umbrella mender, age about 35, pockpitted, who often appears as a comic singer, and plays the tin whistle. Warrant issued. Information to Head Constable Jarrett, Hertford. KENT. 18.— Dover ( Borough). — For deserting her two children, leaving them chargeable to the Dover Union — MERCY DENNIS, a widow, age 36, medium height, complexion fair, hair dark brown ; dress, dark clothes, shabby appearance. A charwoman ; native of Dover. Warrant issued. 19.— Dover ( Borough).— For deserting his three children, leaving them chargeable to the Dover Union — GEORGE LILLO, age 44. height 5 ft. 5 or 6 in., complexion fair, hair dark, moustache slight, and whinkern ( grown under chin) dark brown ; dress, generally corduroy trousers, billycock hat. A cooper ; native of London. Warrant issued. Information to Chief Snpt. Sanders, Dover. LANCASHIRE. 21.— Bootle ( County).— For embezzling £ 37— CHARLES HENRY BROWNE ( see Case No. 24, 13th February last), age 38, height 5 ft. 10 in., complexion fresh, hair dark brown, of good address. A commercial traveller, is well known in commercial hotels in Lancashire, Cheshire, and Derbyshire. Formerly resided at 4, School Lane, Heatcn Chapel, Stockport, Cheshire ; and latterly at Ashton- under- Lyne. Was convicted of larceny at Basingstoke in February last. Warrant issued. Information to Supt. Walsh, Bootle. 22.— B U ry ( County).— For abandoning a child three weeks old ( see Case No. 115, 17th inst.)— ANNIE HARDMAN, age about 23, height about 5 ft, medium build, complexion pale, hair light, thin face, long nose; dress, puce- coloured skirt, with flounce at bottom, light print bodice, white apron with bib, Dolly Varden shawl, pink- and- drtb coloured stockings and clogs. Was discharged from Rochdale Workhouse 13th inst. A native of Todmorden ; has lived in Rochdale and Hollingwood. 23.— Bury ( County).— For failing to report— Super- visee ROBERT MILLS, Office No. 27247, age 41, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes hazel, small scar left of forehead. Sentenced at Salford on the 3rd December, 1883, to 15 months'hard labour and 7 years' police supervision for fraud. 8473. 24.— Bury ( County)-— For stealing, 15th inst., at Hey wood, two £ 10 Bank of England notes — CHARLES HIGGINS, age 20 or 21, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, eyes dark, several abscess marks under ohin and on both sides of face, which he always keeps covered with a red strip of cloth tied over his head ; dress, black worsted coat, clogs, dark cloth cap with peak. A native of Hey- wood, Lancashire. Warrant issued. Information to Supt. Henderson, Bury. 25.— Church ( County).— For failing to report- Supervisee DAVID SMITH, age 35, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, lost one top tooth, mole left of neck and arms, scar right hand ( burn), large scar left knee. Sentenced at Preston on the 21st February, 1872, to 7 years'penal servitude and years' police supervision for larceny. Information to Supt. Eatough, Church, Lanes. 26.— Kirkham ( County).— For stealing from the officers' quarters, Euston Barracks, Fleetwood, £ 1 in silver and a pair of dark brown- and- green check tweed trousers— JOHN MORRIS, age 26, height 5 ft. 9 or 10 in., hair ( cut short) and moustache sandy; dress, light grey mixture coat and vest, stolen trou- sers, blucher boots, black billycock hat. A native of London ; has been in the army for six years. Information to Supt. Stafford, Kirkham. 27.— Old Trafford ( County).— For stealing, 6th inst., at Withington, a woman's black worsted stuff dress, trimmed black crape, and lined slate- colour calico ; 1 puce petticoat, black- and- white striped, one tuck with black braid round bottom ; 1 red and- white counterpane, flowered pattern ; 1 grey shawl, red striped border ; 1 pepper- and- salt coloured ditto, with fringe ; 1 white calico chemise, edging round neck and arms; 1 grey flannel petticoat, small patch on skirt— EMMA HALL, a prostitute, age about 21, height 5 ft. 2 in., slight, complexion pale, hair ( cut short in front) black ; dress, dark grey alpaca dress, old grey shawl, white apron, wore clogs. Was last seen going in the direction of Manchester. 28.— Old Trafford ( Comty). — For stealing a horse, 6th inst., at Pomona, Gardens, Stretford— WILLIAM GARDNER, age 23, height 5 ft. 8 in., complexion fair, hair light brown, moustache slight ( sandy), rather long thin face; dress, dark grey tweed coat, snuff- colour trousers ( tight fitting), black billy- cock hat. May seek employment as cab or omnibus driver at Blackpool, Southport, or New Brighton. 29.— Old Trafford ( County).— For deserting wife and family— JOHN FERRY, age 43, height 5 ft. 6 in., complexion sunburnt; dress, black coat, moleskin trousers. A labourer ; generally works at brick crofts and gasworks. Warrant issuod. 30.— Old Trafford ( County). — For cutting and wounding at Bradford, 13th inst.— GEORGE LIN- GARD, age about 45, height 5 ft. 5 in., complexion fresh, hair and eyes brown, nearly blind, but does not appear so ; dress, old black cloth suit, hard felt hat. Was discharged from Crumpsall Workhouse on the 11th inst. 31.— Old Trafford ( County).— For stealing, 14th inst., at Newton Worsley, £ 5 and a lady's Geneva watch, glass broken, long brass chain attached— PETER LINDLEY, age 12, height about 4 ft. 5 in., complexion fair, slightly sunburnt, eyes blue ; dress, black worsted cloth suit, red and blue striped shirt, white collar, black necktie, lace boots, hard felt hat. Is supposed to have left Clifton Junction by 2.30 p. m. train on 14th inst. for Bury. 32.— Old Trafford [ County). — For assault at Openshaw, 7th inst.- DAVID COOPER, age 35 to 40, height 5 ft. 6 in., stout, complexion swarthy, hair and moustache dark ; dreis, blue pilot overcoat, black ribbed cloth suit, white muffler, lace boots, black felt hat. A striker; native of Openshaw.— JOHN BURNS, age about 26, height 5 ft. 7 in., slight, comploxion sallow, hair and moustache light, small tuft on chin, cast in one eye ( supposed right), large nose, inclined to left side; dress, dark cloth jacket and vest, fustian trousers, lace boots, hard felt hat. A striker ; native of Bradford. It is requested that inquiry be made at large works, < fcc. 33.— Old Trafford ( County). — For indecently assaulting a young girl, 29th ult. — A MAN, age 24 or 25, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, moustache slight; dress, dark cloth coat and vest, white corduroy trousers, lace boots, black iiard felt hat. 34.— Old Trafford ( County).— For deserting family - HENRY TOWNSEND, age about 44, height 5 ft. 6 in., complexion fair, bald on top of head, lump on front of forehead, very broad shoulders, stoops when walking ; dress, shabby black cloth suit, clogs, hard billycock hat, of dirty appearance. A gardener or labourer ; may endeavour to obtain employment about gentlemen's houses. Warrant issued. £ 3 REWARD. 35.— Old Trafford ( County).— For obtaining by false pretences at Rusholme, 16th inst., a gold 18 carat, centre seconds, keyless hunter watch, |- plate, No. 55,415, David Glue, Manchester, on plate, shield and garter on front cass, plain back case.— THOMAS SCELEY, age about 37, height 5 ft. 6 in., complexion fresh, hair and moustache dark brown, of smart appear- ance; dress, dark worsted cloth suit, vest buttoned close up to throat, new lace boots, hard billycock hat; carried a brown silk umbrella, buckhoro handle with silver hoop thereon. The above reward will be paid by Mr. Alfred Reece for his apprehension and conviction, and recovery of the watch. 36— Old Trafford ( County).— For stealing, 16th inst., at Levenshulme, a horse rug— SIDNEY POW- NALL, age about 18, stout build, complexion fresh, hair dark brown, broad face ; dress, black coat, brown trousers, dirty white muffler, black hard felt hat, of slovenly appearance. Information to Supt. Bent, Old Trafford. 37— Warrington ( County). — For stealing, 18th inst., £ 21 10s— CHARLES HAWTSHORNE, age 35, height 5 ft. 9 in., stout, complexion fair, hair brown ; dress, blue pilot coat. A foreman brick- setter ; lately resided at 33, Empire- street, West Derby road, Liver- pool. May endeavour to go to New York or Philadelphia. Warrant issued. Information to Chief Constable Hunt, Warrington 38.— Manchester ( City).— For failing to report- Supervisee JOHN JONES, alias MULLIGAN, age 30, height 5 ft. 6 in., complexion sallow, hair brown, eyes hazel, scars centre of forehead, left cheek, left eyebrow, and bridge of nose, two blue spots back of left arm, and several moles left arm. Sentenced at Salford on the 5th July, 1880, to 18 months' hard labour and 7 years' police supervision for uttering counterfeit coin. Information to the Deputy Chief Constable, Man- chester. 39.— Salford ( Borough).— For larceny — SARAH BEASLEY, alias BENNION, age about 25, height 5 ft. 1 in., stout, complexion and hair dark, eyes large, wears glasses; dress, brown ulster, black dress, button boots. Warrant issued. 40.— Salford ( Borough).— For stealing, 1st inst., a lady's Canadian gold lever watch, maker " Pearson," a lady's long Canadian gold chain, a silver lever watch, maker " Pearson," a black French merino bodice and skirt trimmed crape ( black round buttons on bodice), a dark brown shooting coat with red and blue threads in cloth, 4 pockets outside and 2 inside, a black ribbed cloth coat and vest, 2 pockets outside and 2 on hips, a pair of dark tweed trousers with red thread in cloth, a light check tweed suit, black and white stripe, TUESDAY, JULY 28, 1885. Warrant issued 41.— Sal ford ( Borough).— for failing to report- Supervisee ALFRED TIM MINGS, Office No. 27805, age 24, height 5 ft. 6J in., complexion sallow, hair grey, eyes brown, clog and nan's head on left arm, " T." on right. Sentenced at Salford on the 7th July, 1884, to 9 months' hard labour and 2 years' police supervision for larceny. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 42.— Sleaford [ County).— lor forgery and uttering a forged request for the payment of money, 4th inst. — WILLIAM AMOR, age about 36, height 5 ft. 11 in., stout, hair ( bald on top), moustache, and small side whiskers black, eyes very bold, round full face, impediment in speech; dress, dark check suit, blue rest ( spotted), grey trousers, tow crowned black hat with rather broad brim. WORCESTERSHIRE. 111.— Pershore ( County).— 2nd ult., in a mill pond at Aldington Crook, near Evesham, the body of a newly born female child, wrapped in brown paper, and a woman's coarse half bleached Derry apron, hole worn in upper part, band marked at one end with red cotton ==, and at the other . The parcel was tied up with white tape and brown string, and wrapped up in coarse hurden wrapping sewn up with black thread. The body showed cut marks about the throat and neck, and appeared to have been in the water 2 or 3 weeks. METROPOLITAN POLICE DISTRICT. 114.— The attention of police is called to proceedings of a person calling herself COMTESSE DE ROSSI. She is a Frenchwoman, but able to correspond in Eng- lish. She writes to noblemen and gentlemen, especially to officers in the Army, representing that she has some- thing of great importance to communicate, and inviting them to a personal interview. From this interview nothing results but a request for money. She studiei the announcements of approaching marriages, and writes generally to the lady concerned or her relatives, intimating that she has matter of importance to com- municate which may affect her future life. In short, she is an unprincipled adventureis, whom it is very difficult to bring to account owing to the reluctance of persons, with whom she corresponds, to appear in proceedings against her. Officers of the Army and county families might with advantage be warned against her. ] 15.— The attention of police is directed to the proceedings of 3 men who represent themselves as the " New Guinea Exploration and Trading Company," and insert advertisements in Scotch newspapers, stating that men are wanted to join an expedition to New Guinea.
