POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 26, 1885. VOL. II., No. 156. EEQULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTB, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. C. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if thfnameof such person be required to be • inserted, and no warrant is in force against him, the rejuliition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may bz. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be isuertad m the POLICE GAZETTE, must, on their apprehension or recttery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cans, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Great Scotland Yard, by cheque, crossed " Drummotd 4 Co.," Post Office Order payable at Charing Cross, Postal Order, or wi Stamps. 13. Advertisements are accepted for the POLICE GAZETTS through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is oirculated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTR'CT. 1.— Central.— Woodcut portrait and description of JOHN ANDERSON BANKS, late Quartermaster 5th Dragoon Guards, whose apprehension is sought for conspiracy to defraud ( see case No. 51, 29th ult.), age 34, height 5 ft. 8} in., onplexion fresh, hair brown, eyes grey ; dress, supposed plain clothes. A native of Brompton, Kent. Warrant issued. 2.— Convict Office.- Woodcut portrait and de- scription of JOHN WYETI PARTINGTON, alias Dr. PATMORE, and Dr. PA) MORE, Supervisee, Office No. 26018, whoso apprehasion is sought for obtaining a horse and carriage by fise pretences, and failing to report ( see case No. 126 15thilt., No. 4 6th ult., and No. 103 13</ t February last), age 4( height 5 ft. 6 in., complexion fair, hair light brown, eys blue, 3 scars on neck, mole left cheek, large scar froi ear to ear ( abscessX scar be- tween right thumb and forefinger. Sentenced at Ashton- under- Lyne the 3rd August, 1877, to 7 years' penal servitude and 7 years' police supervision for fraud. W D 13. 3.— Convict Office.— For failing to notify his change of address— License Holder JOHN WRIGHT, alias GEORGE WALKER and HENRY SCOWEN, Office No. 27997, age 46, height 5 ft. 8 in., complexion swarthy, hair, whiskers and moustache dark brown, eyes grev. Crucifixion back of right hand, sailor on barrel with pipe and glass— S. C. on barrel— on left arm, anchor left wrist ; has the appearance of a sailor, and generally wears a badge in his cap similar to that worn by officers of the mercantile marine. Was lately at Ipswich, where he stated that he was treating with the G. E. Railway to purchase for the P. A- 0. Company a steamer to convey passengers to the Suez Canal. Is a clever swindler and likely to defraud , shipping companies, for which offence he has been three times sentenced to penal servitude. Last known address, 11, South- street, Caledonian- road, N.. where he was known as Henry Scowen. Well known to officers of this department. 4.— Convict Office.— For larceny and failing to report — Supervisee FRANCIS THOMPSON, alias JOHN COLLINS and WM. COLLINS, Office No. 27424, age 21, height 5 ft 5 in., complexion pale, hair dark brown, eyes grey, " M. 1.115" on right arm, " cross and 5 dots" left arm. Sentenced at the Middlesex Sessions on the 23rd March, 1834, to 12 months' hard labour and 2 years' police supervision for larceny. 596. Last known address, 10, Bangor- street, Notting Hill. 5.— A Division.— For indecently exposing himself to children, 20th inst.— LAWRENCE MURPHY, age 39, height 5 ft. 11 in., complexion, hair ( turning grey), and eyes dark ; dress, light grey overcoat, dark under ditto and vest, light twted trousers, side spring boots, low felt hat Warrant issued. 6— 0 Division.— For stealing £ 205— WILLIAM SELBY, age 19, height 5 ft 7 in, complexion, hair, and eyes dark; dress, black diagonal coat and vest, shepherd plaid trousers ( new), high black silk hat, carried a portmanteau. A native of Kentish- town.— PHILIP AGIN COURT, age 20, height 5 ft 9 in., complexion fresh, hair brown, full face ; dress, dark brown suit, brown hard felt hat. Had with him a brown wooden box 2J ft. by 2 ft. A Scotchman. Warrant issued. 7-— T Division.— For stealing, 3rd inst, 2 lady's gold open face Geneva watches, 2 gold alberts ( one gentleman's, curb pattern, small round locket with hair at back attached ; one lady's, twisted pattern tassel at end), 1 large round gold and blue enamel brooch, with small pendant and earrings to match ; 2 lady's gold dress rings ( one single stone diamond, claw setting ; one set 3 rubies and 2 diamonds)— ELIZA HILL, alias ALICE HILL, age 22, height 5 ft 2 in., stout, complexion fresh, hair and eye « dark brown, large hands, lisps ; dress and straw turban hat, black. A native of Mapledurham, Oxford. May be ac companied by a man, age 26, height 5 ft S in., stout, complexion dark. A labourer. BERKSHIRE. 9.— Wokingham ( County).— For stealing, 1st inst., a tricycle ( recovered)— WILLIAM HENRY COOK, a draper's assistant, age about 26, height 5 ft. 5 or 6 in., complexion very dark, hair ( slight), whiskers, moustache, and eyes ( full) dark ; dress, dark tweed jacket and vest, black cloth trousers, stand up collar and tie, lace boots ( nailed), black hard felt liat. Warrant issued. Information to the Chief Constable, Reading, or to Inspector Atkin, Wokingham. CHESHIRE. 10 Altrincham ( County)- — For embezzlement, — HENRY TINDALL, age 25 ( looks older), height 5 ft. 9 in., complexion fresh, hair ( bald on top) light, whiskers and moustache sandy, chin shaved ; dress, dark coat, small plaid mixture trousers and vest, soft felt hat. A native of Manchester. Warrant issued. Information to Supt. Leighton, Altrincham. 11.— Stockport ( Borough).— For stealing, 16th inst., a pair men's brown tweed plaid trousers ( worn) lined, 1 pair men's drab knitted drawers ( two holes in seat), 1 black cloth woman's jacket — WINIFRED SULLIVAN, age 19, height 4 ft. lOi in., slender build, complexion fair, hair ( short) light brown, eyes grey ; dress, black stuff skirt and jacket, white straw hat, trimmed velvet and beads, white silk neckerchief, button boots. Had black straw hat in her possession, and may be wearing stolen jacket. A trade- potter's assistant; native of Hanley, Staffs. Was liberated from Stafford Gaol, 4th May last, after serving twelve months for burglary; has also been convicted at Birmingham and elsewhere. Was discharged from Longsight Industrial School, Manchester, about three years since. Supposed gone to Manchester oi Macclesfield, and may be found in common lodging- houses. Photo can be seen on application. Information to Lieut.- Col. Staples, Chief Constable, Stockport. CORNWALL, 12.— Truro ( County).— Woodcut portrait and de- scription of WILLIAM PAUL NETTLE, bank manager, whose apprehension is sought for embezzle- ment and falsifying his books at St. Columb, age about 40, height 5 ft. 7 or 8 in., stout, complexion fresh hair ( exit short, and parted in centre) turning grey, moustache, full features. May endeavour to leave the country. Absconded 26th ult, Warrant issued. Information to Supt. Opie, Truro, or to Inspector Beave, St. Columb. CUMBERLAND. 13.— Penrith ( County).— For stealing a pair of men's half water- tight boots, size 6, brass eyelets and hooks at top, toe- caps, heel plates, rivetted soles— A MAN, age about 30, height 5 ft. 7 or 8 in. complexion sallow, hair, moustache, and whiskers ( thin) dark ; dress, brown coat ( faded green), dark trousers, cloth cap with peak, and boots ( all old). 14.— Penrith ( County).— For stealing 10s— MARY BROUGH, age about 60, height 5 ft. 1 or 2 in., stout, complexion and hair ( rather wavy) dark, scar on cheek, has only two fingers on left hand ; dress, black merino dress, black jacket, white straw bonnet, trimmed black velvet and tnauve flowm. Native of Dumfries. Warrant issued. Information to Supt. Fowler, Penrith. DORSETSHIRE. 15.— Weymouth ( Borouyh).— For obtaining goods, 18th inst., by a fictitious cheque— JAMES POLLABD^ age 23$, height 5 ft. 5} in., slight, complexion fresh, hair brown, eyes grey, of gentlemanly appearance and address; dress, drab dust coat with short coat under, dark brown check suit, light kid gloves, with black stitching on back, flat steel colour tie, black hard. felt hat ( all new). Left Weymouth 16th inst, by the 5.30 a. m. for Tiverton, but changed at Yeovil. Has been employed as rider supposed at Sayleure's Circus. Talks much about riding, and produces newspaper extracts respecting some circus rider, which he states is himself. Has in his possession a card bearing the name of " R. T. Atkins, representative of Southern Times," which he will most likely make use of. A native of Totnes or Exeter, Devon. Is now a deserter from the depot Dorset Regiment, Dorchester. Warrant issued. Information to Supt. Vickery, Weymouth. GLAMORGANSHIRE. 16,— Pontypridd ( County).— For stealing, 15th inst., a horse ( recovered)— EVAN MORGAN, a collier, age 26, height 5 ft. 5 or 6 in., complexion and moustache dark, eyes sunken; dress, grey jacket, pilot trousers and vest, Welsh flannel shirt, bowler hat. Information to Supt. Matthews, Pontypridd. 17.— Cardiff ( Borough).— For stealing £ 40, 3rd inst.— ROBERT BLACKMORE, a labourer, age 19, heignt £ ft. 6 in., medium build, hair dark brown, eyes ( cast in one, and one slightly discoloured) dark ; dress, dirty dark cloth monkey jacket, light trousers, soft felt hat. May now be wearing a new suit. Is accompanied by a young woman, named MARGARET KILROY, a native of Aberavon, age 18, slight, rather short, complexion ( freckled) dark, small features. Information to Head Constable Hemingway, Cardiff. £ 4 REWARD. 18.— Neath ( Borough).— Escaped from the Gla- morgaishire Reformatory, Ty- segur, Neath— WIL- LIAM DAVIES, age 13, height 4 ft. 2 in., dark, eyes grey, soldier and M. J. tattooed left arm, large anchor back of right hand, ring round middle finger, scar over left eye ; was employed as tailor. A native of Mountain Ash. DANIEL FRANCIS, age 13, height 4 ft. 3 in., hair dark, eyes grey, anchor, E. F. and four dots tattooed on arm, four dots between forefinger and thumb, two small scars near right eye, - was employed as tailor. A natiro oi Swansea. Both' dressed in cord trousers, jacket and vest, marked G. R. S. inside, Scotch cap and clogs, but will probably have changed some of their clothes. The above reward will be paid by Supt. Phillips, Borough Police Office, Neath, for their apprehension. GLOUCESTERSHIRE. 19— Bristol ( City\— For failing to report— Super- visee WILLIAM SANDFORD, Office No. 26452, age 37, height 5 ft. 6 in., hair dark brown, eyes hazel, lost one tooth upper jaw, mole on left cheek and front of throat, brown spot left eye, thistle and scar left wrist, knock- kneed. Sentenced it Edinburgh 20th October, 1879, to 5 years' penal servitude and 5 years' police supervision for larcenj. Liberated 2nd December, 1884. YF. 94. Information to the Chef Constable of Bristol. HAMPSHIRE, 20.— Portsmouth ( Borough).— lor embezzlement — HERBERT TRIMMEI JENKINS, rate collector, age about 25, height 5 ft. 0 or 11 in., rather slight but muscular, complexion fresi, hair very light, moustache slight, eyes blue, large moith, nose slightly turned to one side, lost one front toith in upper jaw, is a fair bicyclist and oarsman, and ond of company, of respect able appearance and pleasmt manner, but rather harsh voice and laugh. Is suppsed to have from £ 100 to £ 200 in his possession, anc that he will endeavour to leave the country. Abscoxded 14th inst. Warrant issued. Information to Chief CoEtable Cosser, Portsmouth. KENIT. 21.— Chatham ( Couny).— For stealing, 6th inst., a cash- box containing 30 in gold and silver— GEORGE BAILEY, age 3, height 6 ft., complexion sallow, hair dark brown, moustache ( heavy) dark, slightlyround- shouldered, CDSsflags tattooed on breast. — WILLIAM MOORE, ag< 34, height 5 ft. 8 in., com- plexion florid, moustache heavy) light, walks very erect. Sentenced at Liverpool 2nd November, 1880, to 5 years' penal servitude and 3 years' police supervision for felony. Licensed 15th October, 1884. G. 1005. Information to Supt. Parker, Prescot, Lanes. 28.— Liverpool ( City).— For failing to surrender to his bail for larceny 1st inst.— MAX LICHEN- STEIN, a Polish Jew, age 50, height 5 ft. 5 or 6 in., moustache and whiskers ( cut close) turning grey, long nose, Jewish appearance, speaks broken English; dress, short light tweed cut- away coat, dark tweed trousers and vest, brown felt hat. Not to be appre- hended out of the United Kingdom. Warrant issued. 29.— Liverpool ( City).— Tor stealing a £ 100 Bank of England Note- JOSEPH HYMAN, a Jew, age about 40, height 5 ft. 7 in., hair ( turning grey) and moustache dark, of Jewish appearance, fashionably dressed. Left Liverpool on Easter Sunday, accom- panied by Maria Johnas, and a boy and girl, age 13 and 11 respectively. A tailor, and takes work from large establishments. Not to be apprehended out of the United Kingdom. Warrant issued. 30.— Liverpool ( City).— For stealing, 20th ult., from an hotel, £ 25— JOHN DONALDSON, alias GEORGE McKENZIE. For description and wood- cut portrait see Case No. 104,13th February last. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Supt. Williams, Liverpool. 31.— Manchester ( City).— For stealing £ 140 ( lar- ceny, servant)— J. B. FISHER, age 28, height 5 ft. 3 or 4 in., complexion pale, hair, whiskers and mous- tache dark brown, speaks with American accent; dress, grey overcoat, dark suit, black silk or white felt hat. Arrived in London 21st inst. Warrant issued. Information to Deputy- Chief Constable Rawlinson, Manchester. 32— Blackburn ( Borough).— For stealing, 15th inst., from a dwelling house, a meershaum pipe, about 7 or 8 inches long, imitation dog's head holding partridge in mouth, in dark case, and about £ 3 cash.— JOHN WILKINSON, age about 50, height 5 ft. 6 or 7 in , complexion fresh, hair ( turning grey) dark brown, clean shaved, tender eyes, pockpitted; dress, dark coat, moleskin vest and trousers, old black billycock hat, lace boots. A stonemason. Supposed native of Keighley, Yorks. He obtains lodgings at private houses, and leaves without paying for same and com- mits felony. Information to Chief Constable Ward,. Blackburn. 33.— Salford ( Borough).— For stealing £ 2 10s— A GERMAN, age 23, height 5 ft. 2 in., complexion bronzed and hair dark, speaks broken English ; dress, blue serge suit ( reefer jacket), white collar, blue lie, with white spots, side- spring boots ( hole in back EKIDAY, JOXE 26, 1886. Warrant issued. 34.— Salford ( Borough).— For burglary, 14thinst., and stealing a man's dark grey Chesterfield overcoatj { partly worn), 2 pockets and ticket ditto outside, 1 inside left breast, lined black satin, brown polished horn buttons ; a man's fine black ribbed worsted over- coat, fly fronts, lined black satin, black cloth buttons, 2 pockets and ticket ditto outside, 1 outside left breast; a grey check union shirt, a briar root pipe, " Tin- dall's Patent," a spotted India rubber tobacco pouch, and a cane with German silver band, bone handle— A MAN, age about 40, height 6 ft., complexion sallow, hair and moustache dark, very thin features; dress, dark Chesterfield overcoat, grey tweed trousers ( 2 or 3 in. too short), white collar, black tie, with imitation silver pin, blucher boots, carries a cane. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. . 35.— Great Grimsby ( Borough).— For stealing, 5th inst., five £ 5 notes ( supposed Hull Bank), a cheque for £ 5 13s. 3d., a leather bag containing £ 60 in gold and silver, and a gentleman's 18- carat gold ring, with gold top for monogram— A MAN, age about 40, height 5 ft. 5 or 6 in., stiff and well built, complexion fresh, very little whiskers and slight moustache, talks with a slight accent, having been in that part of Canada inhabited by French, returned to England about three years ago; dress, brown- coloured check suit, lace boots, dark brown hard felt hat, carried an umbrella. Had been to Withernsea and Horsea, where he represented that he had taken ground for erecting shooting galleries ( fatso). Not to be apprehended out of the United Kingdom. Information to Head Constable Waldram, Town Hall, Grimsby. Was in Glasgow since 25th ult. till 5th inst., on which date he left, stating his intention of going either to Coatbridge or Motherwell, Lanark- shire, to look for employment.
