POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 14, 1884. VOL. I., No. 92. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, £ J. W . 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the pay- ment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for 3erious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the natne of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed, by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, andar- alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in ifu. POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should beforwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, cri'. sed " Drummond § Co.," lust Office Order payable at Charing Cross, Postal Order, or m Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. APPREHENSIONS SOUGHT. FUGITIVE OFFENDERS. A recent case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the despatch of two telegrams, the cost of which had to be re- funded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Warrant issued, 3.— E Division. — For stealing 1 15- carat gold bracelet, l£ in. wide, diamond button and button- hole ; 1 gold keyless English hunting- watch, No. 1530, maker " L. Smith and Son, 9, Strand," engraved on plate ; 1 18- carat gold open- curb albert, weight 3 oz., " E. C." on swivel.— FREDEBICK JOHNSON, age 33, height 5 ft. 10 in., medium build, complexion fair, hair ( slightly bald) light, side whiskers and moustache slight, eyes blue ; dress, black suit and overcoat, hard felt hat. 4.— G Division.— For embezzling £ 159 10s.— JOHN SWANN WATKINS, age 28, height 5 ft. 10 in., complexion ( freckled) pale, hair, whiskers, and mous- tache sandy, high cheek bones ; dress, dark mixture suit, side- spring boots, hard felt hat; a native of Stockton- on- Tees. Warrant issued. o.— N Division.— For embezzling £ 3— HENBY SILK, age 19, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey; dress, dark grey suit, black hard felt hat. A milk carrier ; friends reside at Sheernesi and Canterbury. 6.— N Division.— For embezzling £ 10— JOHN MABTYB, age 26, height 5 ft. 5 in., complexion fresh, hair, moustache ( slight .! and eyes dark, tattooed on arm • dress, black diagonal coat and vest, grey trousers, black hard felt hat. A milk carrier ; friends reside at Sheerness and Canterbury. 7— R Division.— For stealing £ 9 — WALTER FULNEY, alias BLUEBEABD, age 25, height 5 ft. 8 in., complexion swarthy, hair and eyes light, blotches on face ; dress, blue reefing jacket and vest, cord trousers, lace boots, hard felt hat. Is supposed to have gone to Aldershot with cattle for an army contractor ; may be found in the company of slaughtermen and drovers. 8.— T Division.— For stealing, 5th ult., 8 awls, 2 knives, 1 hammer, 1 pair pincers, 0 forepart irons, 1 chisel, 1 pair nippers, and 1 apron— FBEDERICK KNOWLES, a shoemaker's apprentice, age 19, height 5 ft. 2 in. complexion fresh, hair brown, eyes grey, scar on top of head, blue ink spots left forearm ; dress, dark tweed suit, lace boots, black hard felt hat. 9,— W Division.— Woodcut portrait and descrip- tion of OLIVER WILSON WILKINS, whose appre- hension is sought for embezzlement ; age 20, height 5 ft. 10 in., complexion ruddy, hair, whiskers, and moustache dark brown, eyes blue, his head slightly forward ; dress, dark clothes, hard felt hat, wears a silver chain with old coins attached. Is fond of betting, and may be found at race meetings. Warrant issued. 10.— Y Division.— For embezzling £ 30, 1st Sep- tember last - OWEN OWEN, alias THOMAS OWEN, age 23, height 5 ft. 4J in., complexion ( slightly freckled) fair, hair ( cut short) light brown, moustache ( slight) auburn, eyes grey, prominent nose, pointed chin, bad teeth ; dress, snuff- colour suit. A milk- carrier ; sup- posed native of Aberystwith, where he was seen a few weeks since. Warrant issued. Information to be forwarded to the Metropolitan Police Office, 4, Whitehall place, London, S. AYRSHIRE. 11.— Ayr ( County).— For embezzlement, 26th Sep- tember last, at Cumnock— JAMES BOYLE, late collector for the Scottish Legal Life Assurance Society, age 37, height 5 ft. 7 in., complexion dark, hair ( supposed to be dyed) long and curly, and moustache ( long) black, eyes dark, sharp features, smart active appearance, well educated, and speaks with an Irish accent; dress, dark coat or jacket suit, lace boots, black hard felt hat ; is addicted to drink. Was for several years employed in a circus. Warrant issued. Information to Chief Constable McHardy, Ayr. BEDFORDSHIRE, 12. — Bedford ( Borough).— For stealing, 6th inst., a 48- inch Coventry Botary tricycle, maker D. BUCKINGHAMSHIRE. 14.— Great Marlow ( County).— Yor stealing, 31st ult., a roan cart mare, 7 years old, 15 hands, hind feet white, small white star on forehead, long thin mane and tail, wind slightly affected, in good condition— A MAN, age 23, height 5 ft. 6 in., stout, complexion fair, moustache slight; dress, light brown coat, cord trousers, white necktie, black hard felt hat. Sargent, High Wycombe. 15 Slough ( County).— For stealing, 30th ult., a silver Geneva watch and chain— A MAN, age about 35, height 5 ft. 5 in. ; dress, grey coat, dark tight- fitting trousers, black hard felt hat; a tramping groom. Dunham, Slough. 16.— Steeple Claydon ( County).— For stealing, 26th ult., at Stowe, a drab waterproof riding overcoat, pockets at sides and left breast, one inside right breast, bore buttons ; a pair of old woollen trousers, and a blue silk handkerchief with white spots—" OX- FORD TOM, alias GINGER," a groom, age 33, height 5 ft. 5 in., complexion fresh, hair very light, eyes blue; dress, drab stable jacket, dark grey trousers, lace boots, black felt hat. CAMBRIDGESHIRE. 17.— Cambridge ( Borough).— For stealing, 30th ult., a microscope and leather case ( recovered)— BARON VON ROHTSATTEL ( false), age about 35, height about 5 ft. 7 in., complexion fair, hair and moustache light brown, high forehead ; dress, brown mixture tweed suit, lace boots with broad toes, brown felt hat, of respectable appearance, carries a stick. Stated he was a teacher of foreign languages, and had in his possession letters in connection with the Military College at Oxford, where he is well known. Warrant issued. Information to Chief Supt. CARNARVONSHIRE. 18.— Carnarvon ( County).— For obtaining 28th ult. by false pretences, 4 valuable oil paintings— one 21 in. by 14 in., mountain subject, farm- house, rocks, and road in foreground ; one, 21 in. by 14 in., valley subject, with streams, small figure of cattle, and misty sunset; one 18 in. by 14 in , trees dark, against bright sky, small figure of girl, and 3 sheep in foreground ; one 20 in. by 12j in., " Just after sunset on the Menai Straits," house below cliff in distance, supposed signed W. J. Shrubsole— GEORGE SMITH, age about 60, height about 5 ft. 7 in., complexion fresh, hair ( turn- ing grey) dark, eyes brown ; dress, light brown over- coat, dark clothes, hard felt hat. An organ- builder and piano- tuner, late of 88, Marrnont- road, High- street, Peckham ; has been employed by R. Morley, 28, The Parade, High- road, Lee, S. E. ; E. Whitehouse, 3, Hatcham Park- road, New Cross ; F. Sherwin, 19, Gloucester- street, Gloucester- road, Brighton. Warrant issued. Information to Chief Constable Clayton, Carnarvon. CHESHIRE. 19.— Stockport ( Borough).— For failing to report — Supervisee ANNIE WALSH, alias WELSH, 26151, age 30, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scars on forehead and under left eye, ears split. Sentenced at Salford - Sessions on 22nd October, 1883, for 12 months' imprisonment and 4 years' police supervision for felony. Liberated 21st October, 1884. 20.— Stockport ( Borough.)— For stealing 1 black cloth coat ( faded), 1 black soft felt hat, broad band, with 3 small buttons at sides— BARTHOLEMEW KILCOYE, age 36, height 5 ft. 10J in., stout, com- plexion fresh, hair, moustache, and side whiskers ( slight) brown, eyes grey, full face, scar on left fore- arm ; dress, stolen coat and hat, dark tweed trousers, old white muffler, and clogs. May be found at com- mon lodging- houses, or amongst Irish labourers at beerhouses. 21.— Stockport ( Borough).— For obtaining £ 2 10s. by means of the confidence trick— TWO MEN, 1st., age about 50, height 5 ft. 7 or 8 in., slight, complexion pale, hair ( turning grey) and moustache dark ; dress, dark coat, light trousers, dark tie, black hard felt hat ; 2nd, age about 45, height 5 ft. 7 or 8 in., stout, com- plexion fresh, clean shaved ; dress, light overcoat, high black hat; both of gentlemanly appearance and good address. 22— Stockport ( Borough).— For housebreaking, 25th ult., and stealing a quantity of wearing apparel — A WOMAN, age about 40, medium build, com- plexion pale, prominent blue mark across bridge of nose; wore a black cashmere shawl over her head. May be found at common lodging- houses. Information to the Chief Constable, Borough Police, Stockport. CUMBERLAND. 23. — Cockermouth ( County).— For embezzle- ment— WILLIAM LIDDLE ROBSON, age 24 or 25 height 5 ft. 8 in., slight, complexion fair, hair ( parted in centre and curly) light, moustache ( slight) light, eyes blue; dress, dark tweed suit, hard felt hat. A commercial traveller, resided at 14, Botany- street, Workington ; a native of Whitfield, Northumberland. Warrant issued. Information to Supt. Taylor, Cockermouth. 24.— Whitehaven ( County).— For stealing a brown and white check coat and vest, and a black and white mixture mackintosh— CHARLES WILLIAM FOR- RESTER KENT, age 18, height about 5 ft. 10 in., com- plexion fair, hair dark brown, eyes grey, large nose and frontteeth; dress, green cloth jacket, dark trousers with blue stripe, lace boots, black hard felt hat; may be wearing the stolen articles; a clerk ; native of Lon- don ; has lately been residing with his uncle at Mel- ville Lodge, Avenue- road, Acton, London. Warrant issued. Information to Supt. Thornburrow, Whitehaven. DENBIGHSHIRE. 25.— Wrexham ( County).— For attempted rape— — " COCKNEY," age about 21, height 5 ft. 3 in., whiskers and moustache ( slight) light; dress, shabby light clothes, light- coloured cap with peak and flaps, militia boots. A rag and bone gatherer; may be found at lodging- houses. Frequents Liverpool, Bir- kenhead, and Chester. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 26 Woodville ( County).— For stealing, 28th ult., a brown double- breasted overcoat, partly worn, two pockets outside, one inside left breast, covered buttons, lining supposed dark, sleeves lined dark material with blue stripe ( lining of one unsewn)— A MAN, age about 26, height 5 ft. 2 in., complexion fresh, hair and mous- tache dark brown ; dress, stolen overcoat, black cloth frock under. May be found singing at public- houses ; supposed to have gone to London. Information to Supt. Sims, Woodville, Burton- on- Trent. 27.— Chesterfield ( Borough).— For larceny— ANN HUNT, age about 50, height 5 ft. 1 or 2 in., slight, complexion fresh, eyes grey, nose ( inclined to one side) prominent; dress, red- grey woollen shawl, button boots. Is addicted to drink and smokes a short pipe ; may be found at lodging- houses or low beer- houses ; a native of Ripley, Yorks. Warrant issued. Information to Head Constable Emery, Chesterfield. DEVONSHIRE. 28.— Honiton ( County). — For stealing a horse ( recovered)— HENRY REDMAN, age about 25, height 5 ft. 6 or 7 in., complexion pale, hair brown, no whis- kers or moustache, sharp thin features ; dress, brown tweed suit, black hard felt hat ; sometimes wears a dark blue ribbed overcoat and light cord trousers. A horse- dealer ; may be found in the company of low horsedealers or gipsies. Warrant issued. ' Information to Supt. De Schmid, Honiton. 29.— Totnes ( County).— For stealing 2 gold rings ( recovered), one wedding ring, and 24 s 9d— QEORGE WILLIAMS ( supposed false), age 35, height 5 ft. 8 or 9 in., complexion fair, hair and side whiskers ( slight) sandy, left eye sunken ( may be glass) ; dress, black cloth monkey jacket, cord vest, blue guernsey, dark cord trousers, black- and- red plaid shirt, blucher boots, wore a wedding ring on little finger left hand, and buckle ring on little finger right. Information to Supt. Yardley, Totnes. DORSETSHIRE. 30.— Blandford ( County).— Escaped from custody at Milborne, 10th inst.— SAMPSON LIGHT, alias JUMBO LIGHT, a gipsy, age 35, height 5 ft. 5 in., complexion fresh, hair brown, beard and moustache ( about a fortnight's growth) dark brown, third finger of left hand disfigured, boil marks on body and legs ; dress, dark coat, dirty plaid trousers, check shirt, red neckerchief, soft felt hat ( all old). May be found en- camped with gipsies; supposed well known in Hamp- shire, Kent, and Sussex. Warrant issued. Information to Supt. Lavender, Blandford. 31.— Dorchester ( County).— For indecent assault, 25th ult.— THOMAS MINTERNE, alias BUDDON, age about 30, height 5 ft. 8 in. or 9 in., complexion dark, hair, whiskers, and moustache dark brown, scar on upper lip; dress, dark blue pilot monkey jacket ( faded), large bone buttons, white moleskin trousers and vest, blue striped cotton shirt, yellow and red neckerchief, lace boots ( heavy), brown felt hat; a navvy, native of Toller. Warrant issued. Information to Supt. Gale, Dorchester. £ 5 REWARD. 32.— Dorchester ( Borough).— For stealing 1 gold wedding ring, 1 lady's gold ring with coral stone, " Flora, 1878," inscribed inside; 1 gold ring, set tur- quoise and moon stones ( some deficient); 1 signet ring set white stone, cut red, crest— arm holding a sword • 1 gold ditto with raised letters " Mizpah;" 1 Mel- ton hunting coat ( worn), T black fancy morning ditto 1 Scotch plaid coat and vest ( worn), " Hill Brothers, 3, Old Bond- street, London, or Major Egertonthereon ;" 1 pair black fancy cloth trousers and vest, 1 light Scotch tweed suit, 1 pair light blue trousers ( new), 1 pair light ditto ( old), 1 gold breast pin set carbuncle stone, and small diamond in centre; 1 brass carriage clock in case, maker, " Streeter, Bond- street, London ;" 1 silver whistle, 1 pair of boots, 6 linen shirts, 1 gold sash, 1 silver cigarette case, crest, 3 arrows tied in centre • £ 4 3s. in money, 3 new silk pocket- handkerchiefs, one blue bird's eye, one white, one white with blue border • 1 German silver single case watch, crystal face " Roberts' patent" and anchor on back— Private ROBERT WORTLEY, alias ALBERT THOMAS, No. 1109, a deserter from the 39th Brigade Depot, age 19, height 5 ft. 4} in., complexion fresh, hair brown, eyes blue, scar on navel; dress, dark tweed suit, black felt hat, or stolen articles; supposed native of Nor- wich. Warrant issued. The above reward will be paid by Major Egerton, Depot Barracks, for his apprehension, and recovery of the property. Information to Head Constable Coward, Dorchester EDINBURGH. 33.— Edinburgh ( County).— Woodcut portrait ( in uniform) and description of WILLIAM AINSLIE ( late troop- sergeant- major Royal Scots Greys), whose apprehension is sought for embezzling £ 60 ; age 32, height 5 ft. 9j in., medium build, complexion sallow hair dark brown, moustache ( heavy) and eyes brown, large mole or wart on left cheek, mark of forage- cap on brow; dress, browncloth overcoat or grey tweed ulster, dark blue serge jacket suit. Is supposed to have left Edinburgh for England by 9.10 p. m. train, 1st inst. A native of Linlithgow. Warrant issued. Information to the Chief Constable, County Build- ings, Edinburgh. ESSEX. £ 10 REWARD. 34.— Southend ( County).— For stealing a dark, clipped mare pony, 12 hands, thick set, white heels, scarred knees, white streak down nose ; a set of plated harness, J. F. on blinkers; a varnished village cart, top part walnut, sides grazed with wheels, 10th inst.— A MAN, who hired the same; age 25, height 5 ft. 6 or 7 in., clean shaved ; dress, brown coat, light check trousers. The above reward will be paid by Mr. George Smith, Southend, Essex, for the apprehension of the thief and recovery of the property. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 35.— Fishponds ( County).— For larceny ( bailee)— WILLIAM BRITTON, age 14, complexion fresh, hair brown, eyes hazel; dress, short black jacket, brown trousers, patched at knees, lace boots, one toe- cap deficient, black felt hat ( all old). A native of King- woocl- hill, near Bristol. Warrant issued. 36.— Fishponds ( County).— For stealing a large size long grey overcoat, pockets on hips and breast, and a brown cigarette case— A MAN, age about 40, height 5 ft. 7 or 8 in., beard, whiskers, and moustache dark brown, often wears spectacles ; dress, long dark overcoat, side- spring boots ( old), black felt hat. This man calls upon clergymen and schoolmasters and FRIDAY, NOVEMBER 14, 1884. T H E POLICE GAZETTE. 3 represents himself to be a schoolmaster out of a situation. Warrant issued. 37.— Fishponds { County).— For larceny ( bailee)— WILLIAM PAYNE, age 12, complexion fresh, hair and eyes dark; dress, short mixture tweed jacket, tweed trousers, side- spring boots, black felt hat. Warrant issued. Information to Supt. Matthews, Fishponds. 38.— Bristol ( City).— For failing to report- Supervisee THOMAS WILSON, alias WILLIAM PAYNE, Office No. 22097, age 39, height 5 ft. 3 in., complexion dark, hair brown, eyes hazel, scars on face and breast, R. and blue mark on left arm. Sentenced at Southampton Sessions on the 28th June, 1881, to 2 years' imprisonment and 2 years' police supervision. Liberated 27th June, 1883. License Holder HENRY SCOTT, Office No. 25799, age 53, height 5 ft. 6 in., complexion pale, hair dark brown, eyes blue, scars on left loin and knee. Sentenced at Monmouth on 28th July, 1876, to 10 years' penal servitude for rape. Licensed 12th September, 1884. C 1026. Information to the Chief Constable, City Police, Rristol. HABBY and CO., 8, Bichardson- street, Oxford- street, and E. ARTHUB and CO., 23, Calverley- street, Mile End, London. He usually calls upon tradesmen and induces them to purchase a quantity of Stramonium Herbal Cigarettes and promises to have their names inserted in the local papers as the sole agents for the sale of the articles, and to forward handbills for distribution, but fails to comply with either of his promises.— Description— Age about 25, height 5 ft. 9 in., hair light, moustache sandy, of respectable appearance and good address. 109.— The attention of Police is directed to the proceed- ings of a firm known as J. M. VENETTISand CO., who advertise and forward circulars to the various manu- facturing centres, stating that they have established a commercial and commission agency in London, last address, 2, West- street, London, E. C., for the exporta- tion and importation of goods between the various manufacturing towns in England and the Continent and also for the prosecution of trade inquiries. There is good reason to suppose that no genuine business has ever been transacted at their offices, and that the advertisement is published with the intention to defraud. 110.— The attention of Police is called to a female who advertises as MRS. MACGBEGOB, care of Messrs. Drallim and Oliver, 18, Ironmonger- lane, Cheapside, E. C. Her practice is to insert advertisements in the daily papers, stating that she wishes to dispose of ( privately) to an immediate purchaser her complete set of Old English pattern electro- plated spoons and forks, stamped Al quality, for a small sum. By for- warding to persons replying to the advertisement a spoon or fork as a sample, she generally succeeds in obtaining the prescribed sum without sending the remainder of the articles ; and, • if inquiry is made, states that the goods have been forwarded by Parcels Post. MACGBEGOB is the last name which she gives herself; other names, however, have appeared pre- viously, viz., MRS. WENDEBTON, Mrs. MIL- LARD ; and the firm of Drallim and Oliver above referred to is carried on by* a man believed to be her husband. Ill— The attention of Police is directed to the pro- ceedings of a man known as DR. J. R. REID, M. A., L. L. D., alias DR. W. DAYIES, who issues the prospectus of the Royal Imperial Educational Insti- tute, ( fee., & c., 9, Healey- street, Camden Town, N. W., which it is alleged exists for the purpose of preparing pupils for the Universities, professions, etc., obtaining employment for tutors and governesses, placing wards in Chancery, and the children of persons in the Colo- nies and India in suitable homes and institutions, where all the advantages of a superior education may be obtained, & c., & c. This man also advertises constantly for governesses, lady chaperones, & c., and also for good homes in which to place pupils of a superior class, whom, he states, he is able to introduce to clergymen and others without commission, but invariably demands a fee for associa- tion with the " Institute" before he can give any information. As the above address is that of a private house, and Reid appears to be the only person known in connec- tion with the Institute, there is good reason to believe that no real benefit is to be derived therefrom, and that the only object of the advertisement is to obtain the Association fee.
