POLICE GAZETTE PUBLISHED BY AUTHORITY NEW SERIES. FRIDAY, SEPTEMBER 19, 1884. VOL. I., No. 76. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one ksue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the a> ticle in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the pay- ment must be given, and the exact conditions be clearly stated. b. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of " is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the nane of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and ar v alphabetically airanged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in th<> POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in thenext issue. 10. In all cases, the officer signing the request for insertion of any announcement, will le wholln responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, bi/ cheque, crossed " Drummond < f- Co.," lust Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements J. MONEO, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor, IDENTIFICATION OF BODIES. UNCLAIMED The attention of the Editor has been directed to the want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- tified. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor will be glad to print any information which it may be considered desirable to publish. IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact that all photographs of prisoners in custody, trans- mitted to the Convict Branch of the Metropoli- tan Police Office, for purposes of identification, are seen by the police or warders who visit all Erisoners under remand, in the Metropolitan Police district three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warden APPREHENSIONS SOUGHT. CUMBERLAND. £ 500 REWARD. WHEREAS, about 10.45 p. m. on Saturday, 30th uit., an explosion of dynamite, with intent to destroy life and property, was caused at the house of Mr. Thomas Moffat, Crossfield Road, Cleator Moor, Cumberland. The above reward will be paid by Messrs. Brock- bank, Helder, and Brockbank, Solicitors, Whitehaven, to any person ( not being a member of the Police Force in the United Kingdom) who shall give such information as shall lead to the apprehension and conviction of the person or persons who committed this offence. Information to be given to Chief Constable Dunne, Carlisle, or Inspector Anderson, Cleator Moor. METROPOLITAN POLICE DISTRICT. 2.— Central ( Convict Office).— Escaped from custodv, at Bow- street Police Station, 10th inst.— FREDERICK ONSLOW WKAY, Office No. 23378, age 29, height 5 ft. 9 in., complexion fresh, hair dark, eyes brown, scars each side of head, outside left buttock and chin, brown scars right buttock, black moustache, no whiskers or beard, respectable appear- ance ; dress, dark cutaway coat and vest, light trousers, hard felt hat. ; is suffering from spinal disease, and may apply at hospitals or dispensaries for advice. Sentenced at Central Criminal Court on 3rd August, 1881, to 5 years' penal servitude for forgery after previous conviction. Liberated 10th November, 1883. H 722. May endeavour to go to Prance. 3.— B Division.— For embezzlement — HENRY DAMSELL, age 24, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes dark ; dress, dark clothes, hard felt hat. A dairyman. Friends reside at Egliam, Berks, where he may be found. Warrant issued. £ 5 REWARD. 4.— C Division.— For forging and uttering an order for the payment of £ 14 4s.— ALFRED FORD, age 31, height 5 ft. 8 in., complexion fair, hair ( cut short) dark, eyes hazel, smart and erect appearance ; dress, black diagonal frock coat, dark tweed trousers, hard felt hat. His father is an inmate of the Licensed Victuallers' Asylum, and a sister keeps a public- house at Margate. A lawyer's clerk, is an excellent copyist and may apply at stationers and lawyers for employ- ment, which would readily be given him on that account. Warrant issued. The above reward will be paid by Mr. VV. C., issued to HENRY BROCK, who gave a false address, age 27, height 5 ft. 5 in., complexion pale, hair, whiskers, and moustache ( slight) dark, sunken eyes and cheeks, consumptive appearance— A WOMAN, age 24, height 5 ft. 2 in., complexion fair, hair ( hanging in curls down back) dark ; dress, dark, black hat trimmed velvet, respectable appearance. 9.— P D i v i s i O n. — For embezzling £ 20— CHARLES PITTARD, age 23, height 5 ft. 6 in., com- plexion, moustache ( slight), and eyes dark; dress, dark grey jacket, discoloured on shoulders, brown trousers, hard felt hat; is very fond of public- house society. May seek employment as milk carrier, or in a furniture warehouse : a native of Silver Lane- street, Bridgwater, Somerset. Warrant issued. 10.— P Division— For larceny ( bailee) — WIL- LIAM MARJORAM, age 35, height 5 ft. 6 in., com- plexion pale, hair, whiskers ( shaved on chin\ moustache, and eyes dark ; dress, dark tweed suit, black hard felt hat. May seek employment as a watchmaker. Warrant issued. Information to be forwarded to the Metropolitan Police Office, 4, Whitehall- place, London, S. W. BEDFORDSHIRE. 11.— D u n sta b I e ( Borough). — For obtaining money from dressmakers by false pretences— PERRY, age 25, height 5 ft. 7 in., complexion fair, hair and whiskers dark; dress, black cord coat and vest, black and red plaid trousers, brown hard felt hat. Warrant issued. Information to Head Constable George, Dunstable. 12.— Luton ( Borough).— For stealing a silver hori- zontal watch 30th ult.,' No. 74140, Benson, London, on dial, a silver Albert, close pattern, with miniature gun attached— ROBERT FOWLER, age 27, height 5 ft. 5 in., complexion, hair ancl eyes dark, moustache slight; dress, black coat and vest, brown ditto under, light cloth trousers, plaid shirt, white cotton socks, Mack felt hat. A saddler, has been employed as such in the Midland Counties. Warrant issued. Information to Head Constable Jaquest, Luton. BERKSHIRE. 13.— Abingdon ( County).— For stealing a black and white shepherd's plaid shawl at Sheppon, 7th inst — ANNIE DAYIS, age 40, height 5 ft. 4 or 5 in., stout, complexion and hair ( Piccadilly fringe) dark, white spot in right eye, carries right arm, which has been broken, in a sling ; dress, black, trimmed velvet, black jacket and bonnet, trimmed blue flowers. Carried a black and blue knitted wrapper. Information to Supt. Hedger, Abingdon. 14.— Windsor ( Borough).— For stealing 50 sove- reigns, lst inst.— HANNAH NORTH, age about 32, height 5 ft. 5 or 6 in., complexion dark, hair ( grey on top of head) black, scar on forehead, good- looking; dress, supposed black dress and black sealskin hat.— WILLIAM DAWSON, late 2nd Battalion Coldstream Guards, and discharged from Reading Gaol 30th ult., age 20h, height 5 ft. 9| in., complexion fresh, hair ( cut short) brown, eyes grey ; dress, supposed new clothes. A native of Bedale, Darlington, Yorkshire. Warrants issued. £ 2 2s. REWARD. 15.— Windsor ( Borough).— For stealing a dapple- grey horse pony, long tail, enlarged joint near foreleg; a village cart, springs painted black, picked out orange colour, monogram " A. H." on tail- board, " Henry Gold, Windsor and Long Acre," on caps of wheels ; a set of harness ( nearly new), metal mountings, " A. H." in monogram on pad and winkers, 22nd ult.— MAN, age ( about) 30, height ( about) 5 ft 6 in., slight, light mous- tache ; dress, black cutaway coat, vest, plaid trousers, high black hat. Warrant issued. The above reward will be paid by Mr. Alfred Horlock, Windsor, for the conviction of the thief and recovery of the property. Information to Supt. Hayes, Windsor. CARDIGANSHIRE, 16,-- Aberystwith ( County).— For embezzlement— GEORGE SMITH, age ( about) 44, height 5 ft. 6 or 7 in., stout, complexion florid, hair brown, eyes blue prominent front teeth, subject to epileptic fits; dress ( supposed), dark cloth shooting jacket, vest and trousers, black hard felt hat; last seen in Liverpool about 17th July last. CHESHIRE. 17.- Broxton ( County).— For assaulting police, 6th inst.— PATRICK DINGNAN, age 28, height 5 ft. 8 in., complexion, hair and eyes dark, high cheek bones; dress, dark grey suit, straw hat; a native of Carronkill, near Alpin, Roscommon— JOHN COX, age 20, height 5 ft. 9 in., complexion fresh, hair light,' eyes blue ; a native of Kye, near Alpin, Roscommon, ' Warrants issued. Information to Supt. Plant, Broxton. 18.— Runcorn ( County).— For stealing from the flat Antelope at Anderton, between 6th and 7th inst., 1 pair Blucher boots; 1 pair worsted trousers, 1 alarm clock, " George Mills" scratched on back ; 1 car- digan jacket, 1 scarf, 1 felt hat— SAMUEL GOODIER alias " WOODIER" and " SUGAR," age 23, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, large scar on forehead, dirty appearance, maybe wear- ing the stolen clothing. May be found in the company of sailors and low boatmen at clocks, quays, wharves, < fcc. Previously convicted ancl wanted for another offence. Warrant issued. 19.— Runcorn ( County).— For stealing, 2.3rd ult., from the barque " James W. Fisher," 1 silver English lever watch, maker C. E. Gawne, Dalton- road, Barrow- in- Furness, No. 12206 ; 1 pocket book, containing money and two seaman's discharges in the name of John Robinson ; 1 cotton handkerchief, and 1 pair of grey worsted stockings— FRANK , age 20, height 5 ft. 10 in., complexion, hair, and moustache ( small) dark, middle finger right hand crushed and bandaged ; dress, black cloth monkey jacket and trou- sers, Wellington boots with wooden wedges in spur boxes, blue pilot cloth cap with strap and. sloping peak, military appearance. Supposed native of Kidder- minster, and states he is well known in London. Had in his possession a discharge from the Army Hospital Corps, and a silver medal ancl star for the Egyptian campaign. Information to Supt. Leah, Runcorn. 20.— Birkenhead ( Borough). — Woodcut portrait and description of LILY NORRINGTON, alias B0S- 22 ( looks 28), height 5 ft. 3 in., complexion fair, hair light, eyes blue, face shrunken and haggard, good teeth, knits her forehead when speaking ; dress, black cash- mere skirt, slate- coloured jersey, greyish- brown dol- man, red flannel petticoat with broad band, pepper- and- salt straw hat trimmed white lace ancl poppies, lace boots, A prostitute. Warran issued Information to Chief Constable Parker, Birkenhead. EDINBURGH. £ 50 REWARD. 21.— Edinburgh ( City).— For stealing £ 50 and five blank cheques of the Royal Bank of Scotland ; also for forging and uttering one of the above cheques for £ 600— DAVID LOVE, age 26, height 5 ft. 9 in., complexion pale, hair dark brown, moustache ( heavy) dark, small side whiskers, knock- kneed ; dress, black corded cloth walking coat, light trousers, round felt hat; of gentlemanly appearance. A clerk ; native of Paisley, and speaks with a West- country accent. It is supposed that he will endeavour to utter the other cheque and to leave the country. It is requested that immediate inquiry may be made at seaports, railway stations, & c. The above reward will be paid by " The Distillers Company, Limited," 12, Torphichen- street, Edinburgh, for his apprehension and recovery of the property. ESSEX. 22— Brentwood ( County).— For stealing £ 10gold and £ 10 2s silver, from Warley Barracks, 10th inst.—- JOSEPH FOSTER, age 26, height 5 ft. 4} in., com- plexion sallow, hair dark brown, eyes black, cross flags L. S., and clots tattooed left forearm ; J. T. M., heart, anchor, and cross right forearm; dress, uniform of the Essex Regiment; a native of . Stratford, Eesex. Warrant issued. Information to Supt. Dobson, Brentwood. GLOUCESTERSHIRE. 23.— Dursley ( County).— For housebreaking and stealing, 31st ult., a lady's silver Geneva watch, a twisted silver chain with tassel, key, heart, cross, and anchor attached— A MAN, age about 22, height about 5 ft. 11 in., complexion fresh, hair brown, eyes blue large scar between thumb ancl first finger left hand ; dress, long brown overcoat, torn centre of back, side- spring boots ( old), black hard felt hat, carried a small basket. Information to Supt. Harrison, Dursley. 24.— Stroud ( County)— For stealing, lst inst., about £ 150 gold— A MAN, age ( about) 28, height 5 ft. 71 in., complexion fresh, liair and moustache ( heavy) brown, eyes grey, lost lst joint off 3rd finger left hand ; dress, black diagonal coat and vest, plaid trousers, black round hard felt hat, button boots. Has served in the Dorsetshire and Somersetshire Regi- ments, and belongs to the lst Class Army Reserve, and will probably be found in the company of soldiers or Army Reserve men. Was seen on the G. W. Railway platform at Gloucester lst inst. Information to Supt. Philpott, Stroud. 7 — N Division FRIDAY, SEPTEMBER 19, 1884. T H E POLICE GAZETTE. S HAMPSHIRE. 25.— Ringwood ( County ).— Yov obtaining two silver watches by false pretences— JOSEPH WAR- BURTON, alias JOSEPH READ and DORSET SHINER, age' 42, height 5 ft. 0 in., complexion fresh, hair ( turning grey) light brown, clean shaved, scar under one eye; dress, moleskin suit, hard black hat, or cap with peak ; a navvy, supposed native of Brid- port, Dorset. Warrant issued. Information to Supt. Brinson, Ringwood. £ 2 REWARD. 26.— Basingstoke { Borough).— For stealing, 5th inst., a 56- inch Excelsior bicycle, painted black, picked out with lines, Bayliss, Thomas, and Co., Excelsior, Coventry, stamped on spring under saddle, straight short handle bar with spoon brake, steel hubs, bright nipple spokes and cranks, " Patent" stamped thereon, two steps, top one shortly screwed on, half of the head of one screw gone — KEMP RICHARDSON, age about 22, height 5 ' ft. 8 or 9 in., complexion fresh, hair light brown, moustache and side whiskers slight, of good ad- dress ; dress, diagonal coat and vest, light trousers, black hard felt hat ; stated he was an engineer, and going to Richmond. It is supposed that the bicycle was sold in the Metropolitan Police District, as he was seen late on the night of 5th inst. riding rapidly in that direction. The above reward will be paid by Messrs. Leavey and Milligan, coal merchants, Basingstoke, for his ap- prehension and recovery of the property. Information to Head Constable Ilibberd, Basingstoke. 27.— Portsmouth { Borough).— For fraudulent bankruptcy— EDWIN FULL, age about 34, height 5 ft. 6 or 7 in., complexion florid, hair light brown, moustache and side whiskers slight, chin shaved, full round face, good and rather prominent teeth, speaks quickly; dress, respectable; occasionally displays masonic emblems on his rings and watch- guard. Is supposed to have a new brown Russia leather port- manteau in his possession, containing a pair of ivory opera glasses, a leather spirit flask with gold stopper and cup, several suits of clothes, and from £ 400 to £ 600 ; is supposed to be accompanied by a small dark female, age about 35, fashionably attired. Warrant issued. Information to Chief Constable Cosser, Portsmouth HEREFORDSHIRE" 28.— Hereford ( City).— For stealing a new suit of clothes ( recovered) and a silver Geneva crystal watch, open face, No. 6609— WILLIAM COTTRELL, alias JOHN SMITH and WILLIAM CURTIS, age 38, height 5 ft. 6f in., complexion fresh, hair and eyes brown, scar over right eye and between eyebrows, tattooed W. C. E. P., anchor, heart, and cross arrows right arm, ring 3rd finger right hand, do. 2nd finger left, flowers both thighs ; dress, slop jacket, grey vest and trousers, cap with peak, and bone buttons in front. Information to Chief Constable Richardson, Here- ford KENT. 29.— Tunbridge Wells ( Borough).— For stealing £ 11 gold, a silver watch, and gold ring— JAMES THOMAS PETERS, age 24, height 5 ft. 6 in., com- plexion, hair, whiskers ( slight), and eyes dark ; dress, blue serge jacket, brown trousers, hard felt hat. A billiard marker ; native of Tunbridge Wells; may be found at Brighton or Yarmouth. Warrant issued. Information to Head Constable Embery, Tunbridge Wells.
