THE POLICE GAZETTE I PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 29, 1884. VOL. I., No. 70. RBQTJLATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should ' be addressed to THE EDITOE OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, 3. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue ( f the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the a> Hole in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the pay- ment must be given, and the exact conditions be clearly stated. 6, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of los. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the nane of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property miist he guarantied by an officer of not Im rank than or qnctUaaus thereto- 8. Announcements of all persons to be apprehended or of stolen property bear a number, and ar alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in tht POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will le uhollv responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed . " Drummond § Co.," lust Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor, IDENTIFICATION OF BODIES. UNCLAIMED The attention of the Editor has been directed to the want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- tified. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor will be glad to print any information which it may be considered desirable to publish. IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact that all photographs of prisoners in custody, trans- mitted to the Convict Branch of the Metropoli- tan Police Office, for purposes of identification, are seen by the police or warders who visit all Erisoners under remand, in the Metropolitan Police • istrict three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warder. PROPERTY STOLEN. LANARKSHIRE. 1— Stolen, on the night of 24th ult,, from an Explosive Store at Carfin, 65 lbs. of dynamite, in two wooden boxes 27 inches long by 12 inches wide, one containing 15 lbs., the other 50 lbs., all in 5 lb, packages in 13 pasteboard boxes. The Boxes were taken into the plantation in which the store is situated and broken open, one of the packages being afterwards found in a field close by. Suspicion is attached to THREE MEN, of the following description: — 1st, age 35, height 5 ft. 8 or 9 in., complexion very dark, curly black hair, small black moustache; 2nd, height 5 ft. 8 or 9 in., complexion and hair rather dark; 3rd, age about 18, height 5 ft. 6 in.; all dressed in dark clothes, round felt hats, and carrying handbags, who on the evening of the above day visited a man named Patrick McDermott, who resides near the stores, It is specially requested that traders dealing in deto- nators be asked to exercise every precaution in guarding against selling them to unknown or suspicious persons, and that any particulars which appear capable of affording formation, direct or indirect, in connection with the matter, be immediately communicated by telegram to Chief Con- stable McHardy, R. Warrant issued. 3.— D Division.— For obtaining a black diagonal frock coat by false pretences— JOHN WILLIAMS, age 60, height 5 ft. 10 in., complexion fair, hair, whiskers ( shaved on chin) and moustache grey, smart appearance ; dress, black diagonal frock coat, dark grey trousers, brown tweed vest, black hard felt hat. Warrant; issued. 4— D Division.— For obtaining £ 5 by false pre- tences— WILLIAM REN, SHAW, alias COOK, age 25, height 5 ft. 7 in., complexion pale, hair light brown, moustache fair, eyes ( weak) blue, slim build ; dressed in light suit. Warrant issued. 5.— E Division.— For stealing £ 8 2s. 6d. — CHARLES HENRY RUSHTON, age 19, height 5 ft. 5 in., complexion, hair, and eyes dark ; dress, blue serge jacket, light tweed vest, dark tweed trousers, black felt hat. Native of London, Warrant issued. 6.— P Division— Woodcut portrait and descrip- tion of REBECCA SARAH BRIGGS, whose appre- hension is sought for stealing, 12th ult., 1 long massive gold Maltese neckchain, four links ball pattern, plain gold cross attached ; 1 plain silver locket, with raised band across ; 1 silver necklet, Prince of Wales pattern; 1 plain broad buckle bracelet, silver bevelled edges ; 1 gold and green enamelled bracelet, imitation links; 1 silver brooch, and earrings to match, daisy pattern ; 2 gold rings ( one garnet in centre and pearl each side, one garnet set round with pearls, worn at band), 1 plain cambric pockethandkerchief, border with deep Maltese lace; 1 pair black lace elbow mittens, 1 green Russia leather purse, three compartments, containing £ 2 10s. gold ; 1 lady's blue leather handbag; 1 aluminium and imitation opal bracelet; 1 silver bracelet, daisy pattern; 1 dark green silk umbrella, ivory hook and silver- plated handle ( rather worn), and a piece of Maltese lace for neck— age 17 ( looks older), height 5 ft. 2 in., complexion fair, hair ( parted on right side, thrown back, wavy, and bushy on forehead), of prepossessing appearance, and fluent in speech; dress, black cash- mere costume, brown straw hat, trimmed velvet and cream- coloured tipped feather, low French kid shoes. May be found in the company of prostitutes. £ 5 REWARD. 7— Y Division— For stealing, 15 th inst., a dark chestnut gelding, 5 years old, 13 hands 2 inches, near fore and off hind leg white, white streak on nose, long thin tail, curly mane; a dog cart, painted chocolate colour, picked out red, tail board broken ( piece nailed inside), silver- plated caps on wheels, " Mason " thereon, Wynn, No. 22, Esher- road, on shaft; a set of brass mounted harness ( square mounts), and a nose bag— A MAN, who hired the horse and trap, age 20, height 5 ft. 4 in., complexion dark, no whiskers or moustache ; dress, black pilot jacket, large buttons, cord trousers, hard felt hat. The above reward will bo paid by Mr. C. Webb, 5, Elthorne- road, Upper Holloway, for his apprehension and conviction and recovery of the property. 8.— Y Division— Escaped from H. M. Prison, Holloway, 15th inst., while undergoing three months' imprisonment for felony— JOHN HARRIS, age 21, height 5 ft. 3 in., complexion and hair dark, eyes blue, oval face, proportionate build, scar on nose and left arm ; dressed in prison clothes without jacket. A gardener. Information to be forwarded to the Metropolitan Police Office, 4, Whitehall Place, London. S. W, CITY OF LONDON. 9.— Forstealingmoney— HENRYPERCY FISHER, age 20, height 5 ft. 3 in., complexion very fair, had stye on right eye ; dress, blue serge suit, and hard felt hat. A sailor, and may endeavour to obtain em- ployment on board ship. Warrant issued. 10.— For fraud- THOMAS H. JONES, age 23, height 5 ft. 8 in., complexion fair, hair light brown, moustache light, eyes blue ; dress, respectable. Lately resided with his friends at Helmsley, Yorks. Warrant issued. 11.— For embezzlement— GEORGE KNOWLES, age 30, height 5 ft. 10 in., complexion very fair, hair, whiskers, and moustache light, eyes blue, front tooth upper jaw deficient, addicted to drink ; dress, light tweed suit, brown felt hat. Has been a police officer ; a native of King's Norton, Birmingham, Warrant issued. Information to Inspector McWilliam, Detective Department, Old Jewry, London. BERKSHIRE. 12.— Wantage ( County).— For deserting family— JOHN SMITH, age 45, height 5 ft. 10 in., complexion dark, hair ( turning grey) brown, eyes blue, birthmark ( shape of a thumb) on right hip ; dress ( supposed), long brown coat, and high black hat. Attends fairs and markets, carries a black bag, 2 feet by 10 inches, containing ointment and liquid for curing corns. Warrant issued. Information to Supt. Dorrell, Wantage. £ 2 2s. REWARD. 13.— Windsor ( Borough).— For stealing a dapple- grey horse pony, long tail, enlarged joint near foreleg; a village cart, springs painted black, picked out orange colour, monogram " A. H." on tail- board, " Henry Gold, Windsor and Long Acre," on caps of wheels ; a set of harness ( nearly new), metal mountings, " A. H." in monogram on pad and winkers, 22nd inst.— MAN, age ( about) 30, height ( about) 5 ft 6 in., slight, light mous- tache ; dress, black cutaway coat, vest, plaid trousers, high black hat. Warrant issued. The above reward will be paid by Mr. Alfred Horlock, Windsor, for the conviction of the thief and recovery of the property. Information to Supt. Hayes, Windsor. BRECONSHI RE. 14.— Crickhowell ( County).— For rape 6th inst.- WILLIAM WATERS, age 34, height 5 ft. 4J in., com- plexion dark, hair and moustache dark brown, eyes brown, blue mark over left eye ; a collier; native of Beaufort, Brecon. Warrant issued. Information to Supt. Joseph, Crickhowell. CARDIGANSHIRE. 15,— Aberystwith ( County).— For embezzlement— GEORGE SMITH, age ( about) 44, height 5 ft. 6 or 7 in., stout, complexion florid, hair brown, eyes blue, prominent front teeth, subject to epileptic fits; dress ( supposed), dark cloth shooting jacket, vest and trousers, black hard felt hat; last seen in Liverpool about 17 th ult. Warrant issued. Information to Deputy Chief Constable Lloyd, Aberystwith. CHESHIRE. 16.— Runcorn ( County).— For stealing, 23rd inst., from the barque " James W. Fisher," 1 silver English lever watch, maker C. E. Gawne, Dalton- road, Barrow- in- Furness, No. 12206 ; 1 pocket book, containing money and two seaman's discharges in the name of John Robinson; 1 cotton handkerchief, and 1 pair of grey worsted stockings— FRANK , age 20, height 5 ft. 10 in., complexion, hair, and moustache ( small) dark, middle finger right hand crushed and bandaged; dress, black cloth monkey jacket and trou- sers, Wellington boots with wooden wedges in spur boxes, blue pilot cloth cap with strap and sloping peak, military appearance. Supposed native of Kidder- minster, and states he is well known in London. Had in his possession a discharge from the Army Hospital Corps, and a silver medal and star for the Egyptian campaign. Information to Supt. Leah, Runcorn. CUMBERLAND. 17.— B rampton ( County).— For obtaining money by false pretences, 15th ult.— JAMES HENRY GUTHRIE, alias J. L. MAPPIN, age 31, height 5ft. 9 in., stout build, complexion sallow, hair and mous- tache dark brown, broad face, good teeth, smart appear- ance ; dress, respectable. His mode of procedure is to call upon tradesmen and others, and represent that he is a traveller for a firm in London ( false) who manufacture an electric compound for silvering metal articles ; wishes to establish agencies for its sale, and by leaving a few ooxes of the compound he gene- rally succeeds in obtaining a sum of money for a worthless article. This man was liberated from Her Majesty's Prison, Carlisle, on 9th ult., where he had undergone 12 months' imprisonment for a similar offence. Warrant issued. Information to Supt. Russell, Brampton. DERBYSHIRE, 18.— Derby ( Borough).— For the manslaughter of his wife Druscilla Payne, 6th inst,— JONATHAN PAYNE, age 42, height 5 ft. 4 in., slight, hair ( turning grey) brown, moustache sandy, thin face, scar on nose and left cheek, addicted to drink ; dress, loose blue serge jacket, black buttons, dark brown corduroy trousers ( very greasy), light tweed vest, red and black plaid scarf, low shoes, black hard felt hat. A weaver; has worked at Coventry, Congleton, Leek, Nottingham, and Denton ; brother and sister reside at Foleshill, Warwickshire ; native of Derby. Warrant issued. It is specially requested that inquiry be made at lodging- houses, workhouses, & c., and any information be immediately communicated by telegram to Chief Constable Delacombe, Derby. DURHAM. 19.— South Shields ( Borough). — For obtaining goods by fraud— Captain ARTHUR ERNEST CLEMENTS ( supposed false), age about 36, slight, height 5 ft. 6 or 7 in., complexion sallow, hair ( parted in centre) and moustache ( slight) dark, side whiskers cut short, thin face, good looking, slightly bowlegged, spends money freely, affects a slight American accent; wears when indoors a gold lace uniform and two medals; leftbehindhimlinenmarked" Paget." Thisman represented that he was captain of the American steam yacht " Vixen," lying at Glasgow, preparing for a voyage round the world, and advertised for a lady to travel as companion to his mother and sister, then staying in Paris. Has obtained by false pretences manuscript histories of Captain Walter McLean and a mercantile marine officer named " Douglas," whose names he may use for an unlawful purpose. Supposed same as described in Case No, 31, 18th April last, Warrant issued. Information to Head Constable Moorhouse, South Shields. EDINBURGH. 20.— Edinburgh ( City).— For stealing £ 50 and five blank cheques of the Royal Bank of Scotland ; also for forging and uttering one of the above cheques for £ 600— DAVID LOVE, age 26, height 5 ft. 9 in., complexion pale, hair dark brown, moustache ( heavy) dark, small side whiskers, knock- kneed ; dress, black corded cloth walking coat, light trousers, round felt hat; of gentlemanly appearance. A clerk ; native of Paisley, and speaks with a West- country accent. It is supposed that he will endeavour to utter the other cheque and to leave the country. It is requested that immediate inquiry may be made at seaports, railway stations, & c. Information to the Chief Constable, Police Chambers, Edinburgh. FLINTSHIRE. 21.— Mold ( County).— For stealing a tweed vest, flannel singlet, and a walking stick— WILLIAM HARMANN, age about 35, height 5 ft. 6 in., complexion sallow, hair ( nearly bald) brown, moustache heavy, scar on back of head and right breast, tattooed both arms; dress, grey tweed jacket and trousers, white shirt, black scarf tied sailor's knot, coloured stockings) low shoes. A German, well educated, and speaks English fluently. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. HAMPSHIRE. 22.— Winchester ( City).— For stealing a lady's gold Geneva watch, No. 4948, white dial; a lady's long gold chain, very small close links ; 1 ditto gold ring, set with a cluster of pearls and small diamond in centre ; 1 ditto, Indian make, set with pearls and 2 small blue stones; 1 ditto, set with dark stone and pearl on each side— ALEXANDER DUMONT, age 32, height 5 ft. 7J in., medium build, complexion fresh, hair dark brown, eyes hazel, scars near right eye, left cheek, right arm, between right thumb and fore6nger, mole on back of neck ; dress, dark brown tweed suit, lace boots ( very broad toes), black hard felt hat; a native of Bordeaux, France. Information to Chief Constable Morton, Winchester. HEREFORDSHIRE. 23.— Bromyard ( County).— For housebreaking, 7th inst., and stealing 1 pair of boots ( recovered), 1 blue and white striped shirt, 1 dark cloth vest with white stripes— A MAN, age 30, height 5 ft. 6 or 7 in., com- plexion and hair dark, appearance of a navvy ; dress, moleskin suit, black soft felt hat. Information to Supt. Ovens, Bromyard. HERTFORDSHIRE. 24.— Hemel Hempstead ( County).— For larceny FRIDAY, AUGUST 29, 1684. T H E POLICE GAZETTE. 3 from a till— AMOS KING, age 28, height 5 ft. 8 in., complexion fresh, hair and moustache ( which may be shaved off) brown, eyes hazel; dress ( supposed), dark coat, corduroy trousers and vest, soft felt hat. A brick- layer's labourer; native of Boxmoor, Hernel Hemp- stead. Warrant issued. Information to Supt. Chapman, Hemel Hempstead. KENT. 25.— Folkestone { Borough).— 18th. two £ 5 notes ( numbers unknown), £ 20 in gold, and about £ 6 in various moneys in green cotton bag— a man, who gave name of RICHARDSON, age 30 to 35, height 5 ft. 9 or 10 in., complexion fair, hair dark, moustache ( small) light; dress, light brown suit, striped woollen shirt, round hard felt hat. Stated he belonged to a travel- ling theatrical company. Information to Supt. Taylor, Folkestone. LANCASHIRE. 26.— Old Trafford { County).— Woodcut portrait and description of ROBERT MILLS, whose apprehen- sion is sought for embezzling £ 28 5s. 6d., age 24 to 25, height 5 ft. 4 or 5 in., medium build, complexion fair, hair, whiskers, and moustache ( slight) light; dress, black worsted dress coat and vest, dark plaid trousers, lace boots, high black hat. Warrant issued. Information to Supt. Bent, Old Trafford. 27.— Blackburn { Borough). — Woodcut portrait and description of CHARLES DABBS, whose apprehension is sought for embezzling £ 10 10s. 7d., 12th ult., age 21, height 5 ft. 7 in., complexion fresh, hair light brown, clean shaved, thick prominent lips, slightly bow- legged ; dress, black worsted coat and vest, grey mixture trousers, black hard felt hat. A carter ; native of Wellington, Salop; friends reside at New Cottages, Longden, Salop. May seek employment on railways or endeavour to leave the country. Warrant issued. Information to Chief Constable Ward, Blackburn. 28.— South port { Borough).— For embezzlement— HERBERT WOOD, alias HERBERT DRAPER WOOD ( a supervisee, Office No. 21976), age 21, height 5 ft. 3 in., complexion fresh, hair, beard, and mous- tache light, eyes grey, mole left cheek; ruptured; dress respectable. Was convicted at Manchester on 18th May, 1880, and sentenced to 6 months' imprison- ment ; and again at Manchester on 15th June, 1882, to 12 months' imprisonment and 7 years' police super- vision. May endeavour to emigrate. Warrant issued. Information to Head Constable Kershaw, Southport. 29 Warrington { Camp, Altcar).— For stealing, 5th June last, from Oxford Barracks, two silver medals, one for " long service and good conduct," one " Afghan- istan 1879- 80," " No. 835, Colour- Sergeant Richard Byrne, 8th Regiment "— CHARLES HENRY ALEX- ANDRIA, age 214, heights ft. 4J- in., complexion fair, hair dark brown, eyes brown. A tailor ; native of St. Mary's, Newcastle- on- Tyne. This man is a deserter from the South Lancashire Regiment. Information to the Officer Commanding 3rd and 4th Battalions, the King's Liverpool Regiment, War- rington . NORFOLK. 30.— King's Lynn { Borough).— For stealing £ 3 10s. and 5 gold rings, one set 5 pearls and diamonds, one 4 large pearls and rubies, one " Mizpah," and 2 wedding— A MAN, who asked to be allowed to go up stairs to wash, age about 21, height 5 ft. 10 in., slim build, complexion florid, hair and moustache ( slight) brown; dress, black coat and vest, light trousers black felt hat. Carried a black leather bag, supposed to contain housebreaking implements; a native of London. Information to Head Constable Ware, King's Lynn, Norfolk, 31.— Yarmouth { Borough).— For obtaining money by false pretences— A. H. A. HARDY, alias ALFRED ALLEN, FOXELL, and ALGERNON PERCIVAL, age ; 21, height 5 ft. 2j in., slight, complexion fresh) hair and moustache brown ; dress, respectable. Was convicted at Lewes Quarter Sessions, 16th October, 1883, and sentenced to 8 months' hard labour for steal- ing money at Hove, Sussex. Warrant issued. Information to Chief Constable Brogden, Great Yarmouth. OXFORDSHIRE. 32.— Oxford { County).— For stealing two pigs ( recovered) 5tli inst.— JAMES EGGLESTON, age 22, height 5 ft. 3 or 4 in., full face, hair dark ; dress, dark coat and vest, cord trousers, hard felt hat. Warrant issued. 33.— Oxford { County).— For forging and uttering three cheques for £ 10 5s. each on the Deal Branch of the National Provincial Bank of England, at Wood- stock, 9th inst.— A YOUTH, age 18, height 5 ft. 8 in., complexion fair, hair light; dress, light grey suit, white straw hat, of i- espectable appearance. Information to Deputy Chief Constable Fernsby, Oxford, or Insp. Oakley, Woodstock. PERTHSHIRE, 34.— Dunblane { County).— For being concerned with another in custody, for horse stealing ( horse re- covered), 18th inst., at Cylross— JOHN HUNTER, age ( about) 24, height 5 ft. 6 or 7 in. slight, complexion fresh, hair, whiskers ( small), and moustache dark; dress, grey tweed jacket, dark cordcd vest and trousers, dark cloth cap with peak, side- spring boots ( much worn). A tramping labourer ; native of Midlothian. Warrant issued. Information to Supt. Stewart, Dunblane.
