All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprthens- ion is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the a> ' Acle tn question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the pay* ment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed pa/ rtiadars, at a cost of \ bs. per portrait, dtid of Is. id. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Etery announcement, if for the apprehension of a person, must be guaranteed by the signature of an offieer of not less rank than Superintendent ; and, if the itame of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, » f the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less r « nk than Inspector, or analogous thereto. 8. Armouneements of all persons to be apprehended or of stolen property bear a number, and ar' alphabetically arranged by comties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in thu POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the faet, referring to the number of the announcement for insertion til the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication'. 11. Announcements for the Friday issue should be forwarded so as to' be rceeircd not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must he clearly written on one side of the paper only, be in the usual form, and accompanied bg u covering letter. 12. All payments must be in advimee, either at the office, Great Scotland Yard, by cheque, crossed " Ihruaunond f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZHTTB through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning properly lost or persons missing can only be accepted as adverttsementt. C. E. HOWARD VINCENT. COUNTY OF SOMERSET. APPOINTMENT OF CHIEF CONSTABLE. Candidates for the office of Chief Constable, which will become vacant on the 1st of July next, are requested to address their applications in writing ( marked " Chief Constable"), stating age, & c., to the Clerk of the Peace, Wells, not later than the 7th May next. Copies only of testimonials should accompany appli- cations, but the originals should be forthcoming in the event of an applicant being required to attend before the Police Committee. The pay of the Chief Constable - vill ( subject to the approval of the Court of Quarter Sessions) be £ 500 per annum, with an alliance of a house ( as' herein- after mentioned) and ilOO per annum to cover all expenses and allowances whatever, except, printing, advertising, telegrams, postage, and stationery. He will be required to reside in the house occupied by the present Chief Constable at Glastonbury; he will occupy the house rent free, but he will have to pay the usual tenant's rates and taxes, and for gas and tenant's repairs. The salary above- mentioned will include remunera- tion for all duties performed, whether as Chief Constable under the Contagious Diseases ( Animals) Act or otherwise. The appointment will be during the pleasure of the Justices in General Quarter Sessions assembled, and subject to such regulations as they may from time to time make. >" The following regulations, made by the Secretary of State, apply to the office :— His age, unless he is promoted or transferred from another office in the police, or under other special circumstances to be approved of by the Secretary of State, must not exceed 45 years. He must be certified by a Medical Practitioner to be in good health and of sound constitution, and fitted to perform the duties of the office. He must be recommended to the Secretary of State • by the Magistrates, in whom the appointment is vested, as a person of good character and qualifications. Canvassing of the Justices by candidates or their friends, whether personally. or by letter ( except by printed circular enclosing testimonials, if any), is viewed with disfavour by the court. The Editor desires to call attention to the fact that all photographs of prisoners in custody, transmitted to the Director of Criminal Investigations, for purposes of identification are seen by the police or warders who visit all prisoners under remand, in the Metropolitan Police District three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warder. METROPOLITAN POLICE DISTRICT. MURDER, j 7 <£ 100 REWARD. Whereas at 1,15 p. m., on Sunday, the 9th March, 1884, ANNIE YATES was found dead at No. 12, Burton Crescent, St. Pancras, supposed haying been suffocated by a man unknown; and whereas a verdict of Wilful Murder against some person or persons unknown has been returned by a Coroner's Jury— A Reward of £ 100 will be paid by Her Majesty's Government to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information and evidence as shall lead to the discovery and conviction of the murderer or murderers, and the Secretary of State for the Home Department will advise the grant of Her Majesty's gracious R D O N to any accomplice not being the person who actually committed the murder, who shall give such evidence as shall lead to a like result. IF JEm 200 REWARD, WHEREAS on the afternoon of Saturday, the 29th of March, 1884, EDWIN JAMES PERKINS was found murdered in the cellar of No. 2, Arthur Street, West, in the above city. A reward of <£ 100 will be paid by the Commissioner of Police of the City of London to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information as shall lead to the discovery and con- viction of the murderer or murderers, to which amount, with the same object, a further sum of <£ 100 will be added by Her Majesty's Government, and the Secretary of State will advise the grant of Her Majesty's gracious RDOBT to any accomplice, not being the person who actually committed the murder, who shall give such evidence as shall lead to a like result. Information to be given to the Inspector of the Detective Department, 26, Old Jewry, London, or at any Police Station. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 3.— R Division— For stealing £ 54— HENRY MELLISH, age 23, height 6 ft., complexion, hair and moustache ( slight) dark, dress, long loose brown over- coat, light drab trousers, black hard felt hat. A horse coper. Supposed native of Brighton, where he is stated to have been in custody for horse stealing. May be found in company of low horse dealers at country fairs and markets. Warrant issued. CITY OF LONDON. 4.— For embezzlement— SAMUEL SIMPSON, age 30, height 6 ft. 2 in, stout, complexion fair, hair, mous- tache, and small side whiskers brown ; dress ( when last seen), light dust overcoat, dark trousers, and black soft felt hat, wide brim. Warrant issued. 5.— For fraud— JOSEPH SCALES, 25, Lexham Gardens, Cromwell- road, London, age about 57 or 58. height about 5 ft. 7 in., complexion pale, high forehead, hair, whiskers, and moustache grey; dress, black frock coat and vest, dark trousers, and high black hat. Warrant issued. 6.— For fraud— EDWARD M'DOUGALL STOP- FORD CLAREMONT, late of 32, Devonshire- place, Marylebone- road, London, age 35, height 5 ft. 8 or 9 in., complexion fresh, hair, whiskers, beard, and moustache dark brown, good looking, dress respect- able. Warrant issued. Information to Inspector McWilliam, Detective Department, Old Jewry, London. CHESHIRE. £ 2 Reward. 7.— Stockport ( Borough). — Amended informa- tion of JOHN DIVISION ( see POLICE GAZETTE, Case No. 12, 11th ult.):— SHELIA ZIMMERMAN, alias JOHN DIVISION ( supposed false), age 46, height 5 ft. 6 in., complexion sallow, hair light brown, eyes grey, scar three inches long under left jaw, large scar back of neck, bullet wound near left ajakle. Convicted at King's Lynn in June, 1882, and at Isle of Ely in November, 1882, for felony, in name of HENRY DAVIS. Correct name supposed HARGREAVES. A cabinet- maker and French polisher. Has resided at Thorne, Yorkshire ; Crowle, Lincolnshire; and Keadley, Shef- field ; and is well known at the latter place. Warrant issued.' Information to Chief Constable Staples, Stockport, by whom the above reward will be paid for the appre- hension of Zimmerman and recovery of the property. 8— Stockport ( Borough).— For stealing 6s. 6d. on 18th ult.— A MAN age about 25, height 5 ft. 4 in., stout, complexion fresh, hair; dark brown, dress round pilot jacket, cord trousers ( dirty,) heavy lace boots, red neckerchief with flowers thereon, cloth cap tied across top. This man obtains lodgings and decamps next morning. Stated he was a platelayer and had been transferred from Crewe. Information to Ch. Constable Staples, Stockport. DEVONSHIRE. 9.— Torquay ( County).— For obtaining goods by false pretences— P. OWEN STANLEY ( supposed false), age 40 to 45, height about 5 ft. 9 in., complexion ruddy, hair ( bald top of head) and eyes dark, beard and moustache red, smart appearance; dress, dark diagonal suit, black or drab round felt hat perforated at sides ; accompanied by a woman, age 27 ; height 5 ft. 2 in., complexion pinkish, eyes blue; sometimes wears a respirator. Warrant issued. Information to Superintendent Barber, Torquay. DORSETSHIRE. 10.— Wimborne ( County).— For arson at Kinson, JOSEPH WILLIAM RABBITS, age 16, height, 5 ft. 3J in., complexion fresh, hair dark brown, eyes brown ; dress, blue coat, browu trousers ( old) and dirty, black round hard felt hat, old boots. Native of Kinson. Warrant issued. Information to Superintendent Batty, Wimborne. - — [ ; ; — GLAMORGANSHIRE. £ 20 Reward. 11.— Cardiff ( Borough).— For stealing, Tth'ultt, £ 236 15s. Od.:— DANIEL DAVIES, age 34 or 35, height 5 ft. 7 in., complexion ruddy, whiskers and moustache sandy, may now be clean shaved, dress grey plaid suit, and black felt hat. A clerk. Has resided at Birmingham. Supposed will endeavour to leave the country. Information to Chief Constable Hemingway, by whom the above reward will be paid for the appre- hension of Da vies and recovery of the money, or in proportion thereto. HAMPSHIRE. 12.— Portsmouth ( Borough).— For fraud, 19th ult., GEORGE ALSTEENS, age about 50, height 5 ft. 5 or 6 in., complexion fair, hair light brown, moustache ( small) sandy, eyes grey, dress dark over- coat, brown suit under, black or brown felt hat ( worn low on forehead), slovenly appearance, and carries his hands in his pockets, a Frenchman or Belgian, speaks broken English with French accent, and gesticulates freely ; has a large sum of money and probably some jewellery in his possession, and may endeavour to go to France or Belgium. Warrant issued. Information to Chief Constable Cosser, Portsmouth. KENT. 13.— Tunbridge Wells ( Borough).— For stealing a tricycle, Premier make, front steerer, ball bearing all over, a MAN, age 45 to 50, height 5 ft. 6 or 7 in; hair, slight moustache and imperial sandy, large scar under left jaw; dress brown tweed suit ( shabby), and black hard felt hat, wore a gold watch chain. Stated he was a pensioner from the army. Supposed same as described in POLICE GAZETTE, Case No. 13, 25th ult. Warrant issued. Information to Head Constable, Embery, Tunbridge Wells. LANCASHIRE. 14.— Prescot ( County). — For stealing, 23rd ult., a gold watch, a link pattern chain, a silver locket and chain, a plain gold locket and chain, 2 gold rings ( 1 set 2 rubies and 2 pearls, the other 2 corals and 2 sapphires), and 17s. 6d. silver— THREE MEN, ages about 26, heights 5 ft. 3 or 4 in., 1st, complexion fresh, hair sandy; 2nd, hair dark brown; 3rd, complexion swarthy, hair dark ; all dress dark clothes and black hard felt hats. Information to Superintendent Barker, Prescot. 15.— Accrington ( Borough).— For obtaining on the 29th Masch last two pairs of boots by false pretences, JOHN HOLT, alias JAMES ROBINSON, and JOHN HOWARTH, License Holder ^ egr. O 41, height 5 ft. 4 in., complexion fair, hair light brown, eyes light hazel, scars right'side of neck, inside second finger right hand, across right shin, on left knee ( large) and palm of left hand, birthmarks right side, right leg slightly shorter than left; dress, fustian trousers and rest. Appearance of a carman. Native of Bacup. His description was inserted in POLICE GAZETTE of 29th February last for failing to report. Information to Chief Constable Beattie, Accrington. 16.— Warrington ( Borough). — Absconded, 18th ult., from the Borough Police Force, stealing a pair of uniform trousers and one set of tunic- numerals— RICHARD HASLAM, age 31, height 5 ft. 7J in., stout, complexion fresh, hair, moustache ( heavy), and eyes dark ; dress, very dark grey tweed suit and black hard felt hat; of good appearance ; has served in the army, and may endeavour to re- enlist or seek employ- ment in another police force. Warrant issued. Information to Chief Constable Hunt, Warrington. LEICESTERSHIRE. IV.— Leicester ( County).— For obtaining money by false pretences, CAPTAIN HERBERT, alias CAPTAIN HERBERT ASTON, age about 50, height 5 ft. 8 or 9 in., complexion sallow, hair ( turning grey) thin, moustache, and long whiskers. Of gentlemanly appearance. States he has been a captain in the 12th Lancers, and has obtained money from officers and ex- officers of the Army and other gentlemen in various parts of the country on the plea that he is in temporary difficulties. Information to Chief Constable Grimston, Leicester. £ 50 Reward. 18.— Leicester ( Borough).— For stealing calf skins — MARCUS PARSONS, age about 30, height 5 ft. 6 in., complexion pale, round features, eyes brown, hair and moustache ( face shaven) black, short neck, broad shoulders, dress, black or dark clothes, tight- fitting trousers, silk or hard felt hat, patent leather boots with cloth tops, gentlemanly appearance. Native of Nottingham. Was seen in Birmingham on or about 19th ult., accompanied by his wife; and F. COOPER, alias JOHN M. BREMNER, age 48, height 5 ft. in., complexion dark, hair ( turning grey) and moustache ( heavy) black, shaves his temples, dress, brown double- breasted Chesterfield overcoat, black diagonal suit, flat heeled boots ( supposed bluchers) with broad toes. Was seen in Oxford- street, London, on 21st ult. These men have been trading together in the leather trade, and may endeavour to leave the country for the Cape or United States. LINCOLNSHIRE. 19.— Lincoln South ( County).— For stealing, 23rd ult., at Norton Disney, 3 double- barrelled guns, a 6 chamber revolver, and a suit of clothes :— WILLIAM CHUDLEY, age about 21, height 5 ft. 8 or 9 in., com- plexion fresh, hair ( parted in centre) dark brown, large mole on cheek, smart appearance, dress grey ( Irish), rough cloth overcoat, grey mixture cloth jacket, brown vest, grey check trousers ( stolen property), black hard felt hat, and white woollen muffler. Supposed a deserter from the 12th Lancers. Was traced to Nottingham on 24th ult., where he pledged the guns, and left by mid- day train for Bristol on his way to Exeter, where he is supposed to be a native. Warrant issued. Information to Inspector Cabourn, Kesteven. STAFFORDSHIRE, 20.— Brierley Hill ( County). — For obtaining money by false pretences, WILLIAM THENLISS alias MACHIN, age 30, height 5 ft. 6 in., complexion ruddy, hair dark, dress dark cloth suit, stated he was a native of Lascelles Hall, Yorkshire, and a professional cricketer. Warrant issued. Information to Supt. Woollaston, Brierley Hill. 21.— Stoke- on- Trent ( County).— For obtaining, 14th ult., a silver Geneva watch and £ 2 5s Od by fraud :— MELLA BANKS, alias Mrs. BELLA, and the COUNTESS PORTO RICA, age about 60, height medium, complexion sallow, round features, hair dark, scar on right cheek and over right eye. Represents that she has a son ( Captain Bell) in the Merchant Service, and has coffee plantations in the West Indies. Pre- viously convicted, and is well- known to police in various parts of the country. Warrant issued. Information to Supt. Haokney, Stoke- on- Trent. 22.— Wa I sal I ( Borough).— Escaped from Walsall Gaol — SAMUEL JACKSON, alias ANDREW KENNION, FREDERICK WALLACE, and SAMUEL SHAW, age 29, height 5 ft. 3 in., complexion fresh, hair and eyes brown, blue mark back of left wrist, brown mark right side of back, left great toe has been broken and is much enlarged. A professional pickpocket. Information to Chief Constable Cater, Walsall. SUFFOLK. 23.— Beccles ( County).— For stealing, 17th ult., a grey horse- pony, 11J hands, aged, scar on back about three inches long ( without hair) and on right foreleg, long mane, and short tail, new white metal harness, wide pad, black split collar, with brass buckle, new light skeleton gig, painted brown, picked out red, ALBERT HALL ( supposed false), alias WILLIAM HUNT, age about 30, height 5 ft. 6 in., hair dark, bridge of nose broken, has a pugilistic appearance; dress, black cutaway coat and vest, speckled check trousers, blue tie, turn- down collar, patent leather boots, cloth tops, hard felt hat; was accompanied by a WOMAN, age about 30, height 5 ft. 7 in., round features, hair brown, scar right side of forehead, dress plaid, black cape with fringe, brown straw hat trimmed brown feather, button boots ; carried a black bag about 18 in. long, containing a large sum of money, chiefly in £ 5- notes; man supposed same as described in POLICE GAZETTE of 11th inst. Case No. 86. Information to Inspector Bard well, Beccles. _ SURREY. 24.— Guildford ( County).— For stealing, 19th ult., a cash box containing £ 20, WILLIAM O'BRIEN, alias W. H. MORRAN, age 19, height 5 ft. 6 in., slight, hair ( curly) dark, face freckled, weak or sore eyes, speaks with Irish accent. A carpenter. Supposed will endeavour to obtain employment at theatres. Warrant issued. Information to Supt. Barker, Guildford. SUSSEX ( WEST). £ 10 Reward. 25.— H ove ( Borough).— For obtaining about £ 250 by fraud :— RICHARD BENHAM, 1, Gresham Build- ings, City, and 66, Queen's- road, Bayswater, age about 30, height about 5 ft. 3 or 4 in., hair and moustache dark brown, occasionally wears eyeglasses with gold rims, smart gentlemanly appearance, dress respectable, and has a Jewish cast of countenance. The above reward will be paid by Mr. William Ward, Blatchington- road, Hove, for his apprehension. Information to Chief Supt. Breach, Hove. YORKSHIRE ( EAST RIDING). £ 50 Reward. 26.— Beverley ( County),— Woodcut portrait and description of HENRY ROBERT LUSCOMBE. wanted for embezzling £ 50, on the 8th February last, age 31, height 5ft. 7in., complexion, hair, and eyes dark, slender build, sharply defined features, aquiline nose, short- sighted ( generally wears glasses), small dark side whiskers and moustache, great toe right foot deficient, which causes him to slightly turn out right foot when walking ; gentlemanly appearance; dress long brown Newmarket overcoat, light cloth trousers, grey coat and vest, black felt hat, carried a black leather portmanteau. A banker's clerk, born at Springbok, South Africa, where his brother now re sides. Warrant issued. The above reward will be paid by the proprietors of the East Riding Bank, Beverley, Yorkshire, for his apprehension. Information to the Deputy Chief Constable, Beverley. WORCESTERSHIRE. 27.— Bromsgrove ( County).— For stealing wear- ing apparel, EDWIN COOMBES, alias DAVIS, age 19, height 5 ft. 3 or 4 in., complexion and hair dark, scar from cut on left wrist; dress, black- ribbed cloth coat and vest, black and red plaid or check cloth trousers ( stolen property) and black hard felt hat. A groom. Native of London. Has recently resided at Redditch. Warrant issued. Information to Supt. Jeffrey, Bromsgrove ; or Ser- geant Moss, Redditch. See Latest Information. PERSONS IN CUSTODY. ESSEX. 28.— Dun mow ( County).— Remanded till 5th inst., for felony, JOHN SMITH, alias BURGESS, age 18, height 5 ft., complexion dark, hair ( cut short and in- clined to curl) dark brown, eyes brown, scars on face, dress brown velvet jacket ( old), cord trousers, brown cloth vest, white scarf, bicycle cap, and shoes ( old). Native of Martha- street, Shoreditch. Dirty appearance. Supposed previously convicted. Information to Supt. Ackers, Dunmow. SHROPSHIRE. 29— S h rewsbu ry ( Borough).— Remancfed atShrews- bury till 11 a. m., 5th inst., for'picking pockets, JOHN SANSON ( supposed false), age 35, height 5 ft. 5i in., stout, complexion fresh, round features, hair thin top of head ( turning grey) brown, eyes light grey, beard and moustache ( heavy) sandy, dress dark overcoat, pocket inside left breast, dark vest, dark mixture trousers, and hard felt hat. States he is a native of Bedford and has been employed in the North. Sup- posed previously convicted and wanted for similar offences. Also for attempting to pick pockets, EDWARD HART ( supposed false), age 60, height 5 ft. 5j in., hair ( turning grey) dark, eyes dark grey, right hand deformed, finger nails first and second finger left hand disfigured, hollow bridge of nose, several small scars back of neck, dress light overcoat, dark suit, and soft felt hat ( all old). Supposed a travelling pickpocket. Information to Chief Constable Harrop, Shrewsbury.. YORKSHIRE ( NORTH RIDING). 30— Northallerton( County).— Remanded at North- allerton till 5th inst., for uttering a counterfeit half- sovereign 24th ult., at Thirsk Races, WILLIAM DAVIS ( supposed false), age 26, height 5 ft. 5 in., com- plexion fresh, hair light brown, eyes light blue, scars ( large) left cheek and bridge of nose, cut right eyebrow,, walks lame left leg from enlarged knee joint, dress black ribbed overcoat, brown mixture tweed suit, black hard felt hat, and lace boots. Information to Dept. Chief Constable Walmsley Northallerton, or Inspector McPherson, Thirsk. 31.— M iddlesboroUgh ( Borough).— Committed to Northallerton Gaol for 14 days' imprisonment for wil- ful damage— RICHARD PlAYNE, age 35, height 5 ft. 7 in., complexion fresh, hair, whiskers, and mous- tache ( slight) dark brown, eyes brown, tattooed bracelet right wrist. A farrier. Native of Ormesby, Norfolk. States he has resided at Great Yarmouth. Supposed previously convicted, and wanted for offences else- where.
