POUCE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 11, 1884. VOL. I., No. 30. BEGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. , . . . 2. Particulars concerning persons whose apprehension is sought will be inserted in one tssue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ' itolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per .. portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; if the name of such personbe required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city. or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an r ~>- r of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or in 13. Advertisements are accepted for the POLICE GAZETTE through Mr. lames Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact that all photographs of prisoners in custody, transmitted to the Director of Criminal Investigations, for purposes of identi- fication are seen by the police or waiders who visit all prisoners under remand, in the Metropolitan Police District three times a week. This system, established in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office containing the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warder. IDENTIFICATION OF UNCLAIMED BODIES. The attention of the Editor has been directed to the want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been identified. It having been sug gested that the particulars should be inserted in the POLICE GAZETTE, the Editor will be glad to print any information which it may be considered desirable to publish. METROPOLITAN POLICE DISTRICT. IMITTIRDEIR,, £ 100 REWARD. Whereas at 1.15 p. m., on Sunday, the 9th March, 1884, ANNIE YATES was found dead at No. 12, Burton Crescent, St. Pancras, supposed having been suffocated by a man unknown ; and whereas a verdict of Wilful Murder against some person or persons unknown has been returned by a Coroner's Jury :— A Reward of £ 100 will be paid by Her Majesty's Government to any person ( other than a person belonging to a Police Eorce in the United Kingdom), who shall give such information and evidence as shall lead to the discovery and conviction of the murderer or murderers; and the Secretary of State for the Home Department will advise the grant of Her Majesty's gracious PARDON to any accomplice not being the person who actually committed the murder, who shall give such evidence as shall lead to a like result. METROPOLITAN POLICE DISTRICT. 2. WHEREAS about 1 a. m on the morning of 26th February 1884, an EXPLOSION with felonious intent was caused in the Cloak Room of the London Brighton, and South Coast Railway, Victoria Station; and WHEREAS about 5.30 p. m. the preceding day, 25th February, 1884, a brown leather portmanteau, 18 inches long, 11 inches wide, and 8 inches deep, containing dynamite and clockwork arrangements for exploding the same, was deposited in the Cloak Room of the Great Western Railway, Paddington Station; and WHEREAS between 6 and 8 p. m. on the same day, a black American cloth portmanteau [ much worn] 22 inches long, 11 inches wide, and 9* inches deep, also containing dynamite, and similar arrangements to explode contents, was deposited in the Cloak Room of the South Eastern Railway Company, Charing Cross Station; and WHEREAS between 7 and 8 p. m. on the same day, a black leather bag, about 18 inches long, by 9 inches deep, with nickel fastenings, also containing dynamite, and similar arrangements to explode the contents, was deposited in the Cloak Room of the London, Chatham and Dover Railway, Ludgate Hill Station. All with felonious intent. Of the above reward, £ 1,000 will be paid by the Secretary of State for the Home Department to any person ( not being a member of a Police Force in the United Kingdom), who shall give such information and evidence as shall lead to the discovery and conviction of the person or persons by whom these crimes were caused or attempted, and the Directors of the London, Brighton and South Coast, Great Western, South Eastern, and London, Chatham and Dover Railway Companies, will pay on the part of each of those Companies a reward of £ 230, in addition to that offered by Her Majesty's Government, for the same information, and the Secretary of State for the Home Department will advise the grant of Her Majesty's most Gracious to any accomplice, not being the person who actually committed the crime, who shall give such evidence as shall lead to a like result. The following are the descriptions of Five Men supposed to have been concerned in these outrages:— 1st.— Age - 40; medium height; hair light brown; moustache fair, rather long; dress, black ribbed cutaway coat, dark trousers, round black felt hat, black ribbed overcoat. An American. 2nd.— Age 28 ; height 5 ft. 4 to 6 in., thin face ; complexion, hair, eyes, and moustache dark ; dress, dark clothes, rough dark overcoat, round hard felt hat. An American. 3rd.— Age 29 ; height 5 ft. 10 or 11 in. ; large round red face ; light brown hair, slight moustache; square built, turns his toes out when walking, soldierly appearance; dress, light tweed tourist suit, lace boots, soft felt hat. 4th.— Age 30 ; height 5 ft. 5 in.; brown hair, full beard ; small features, short thick neck, stiff built; dress, light brown mixture suit, black fur cap, white muffler, lace boots. 5th— Age 25 ; height 5ft, 10in.; fair complexion, dark beard and whiskers; dress, black overcoat, broad brimmed black soft felt hat. METROPOLITAN POLICE DISTRICT. 3.— M Division.—- Woodcut portrait and descrip tion of JOHN OWE N, who absconded, 3rd ult., stealing £ 213, the moneys of his employer, age 22, height 5 ft. 9 in., slight, thin face, complexion sallow, hair and eyes dark ; dress, dark Newmarket overcoat, dark suit under, hard felt hat, which he usually wears oil one side. Native of Southwark, Surrey. 4.— N Division, — Further particulars and de- scription of CHARLES SMITH, alias BLAIR and GRAY ( see POLICE GAZETTE, 14th ult., Case No. 3). It is believed this man has received a number of horses stolen within and around the metropolis re- cently, and disposed of them in the eastern counties. He has stated his intention of visiting Wales shortly, where he may be found at fairs, markets or horse repositories, and horses will probably be sent to him for disposal. When last seen he wore a false mous- tache and was clean shaved with the exception of very small dark side whiskers. Gipsy appearance. CITY OF LONDON. 5.— For embezzlement : GEORGE EDWARD CHALKLEY, age about 40, height 5 ft. 5 or 6 in., stout, complexion dark, hair, whiskers, and moustache black; dress, black frock coat and vest, dark trousers, and high black hat. Warrant issued. 6.— For fraud, ALBERT HURWITZ, age 27 or 28, height 5 ft. 6 or 7 in., complexion, hair, whiskers, moustache, and eyes dark, scar on nose ; dress, respect- able dark clothes. A Jew. Warrant issued. BUCKINGHAMSHIRE. 8.— Newport Pagnel, { County).— For stealing on the 25th ult., at Hanslope, £ 1, A MAN, age 18, height 5 ft. 8 in, complexion fair, hair brown; dress, pilot jacket, dark tweed suit, black felt. hat, and red necktie. Stated he was a clerk, and was making his way to friends at Watford, Herts. Information to Inspector . Moore, Newport, Pagnel. 9.— Stony Stratford { County).— For obtaining, 13th ult., at Wolverton, £ 2 15s. by false pretences, JAMES BUTCHER, age about 25, height 5ft. 4 or 5 in., complexion fresh, hair light brown, moustache sandy, eyes hazel; dress, light tweed suit and black hard felt hat; native of Strangeways, Manchester: and a MAN, age about 28, height, 5 ft. 6 in., complexion, hair, and moustache dark, eyes dark brown ; dress, dark mixture suit, and black hard felt hat. These men are travelling the country with a bay horse and light spring cart, wheels picked out red and brass mounted harness, selling ironmongery, & c. Warrants issued. Information to Supt. CARNARVONSHIRE. 10.— C arnarvon { County).— For stealing, in September, 1882, at Llandudno, a tricycle, No. 9509, makers, Hillman, Herbert k Cooper, Coventry, — HALL, age about 21, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes brown, very large feet; dress, brown suit. Had in his possession a medal marked Hall and Brown, Ludgate- hill and Dublin. Warrant issued. Information to Chief Constable Clayton, Carnarvon CHESHIRE. 11.— Stockport, { Borough).— For stealing, 27th ult., a silver Geneva stop watch, centre seconds, No. 78194, and 29th ult, a lady's small gold Geneva watch, gold dial, No. 105062, long fine silver ncckchain, small watch key attached. A blue black cloth jacket, trimmed black fur. A plain white flannel petticoat, calico binding— MARY LEONARD, age about 35, height 5 ft. 4 in., complexion pale, hair ( wavy in front) dark, high check bones, masculine appearance, good teeth, one upper front tooth deficient, large scar on chin and temple ; dress, brown trimmed black, old black shawl and bonnet, trimmed red, sidespring boots. A tailoress. Stated she had been employed by Messrs. Coop, Wigan, and has often spoken about Brighton and London. Information to Chief Constable Staples. Stockport. £ 2 Reward. 12.— Stockport, { Borough).— For obtaining, 29th ult., by false pretences, a Rob Roy tricycle, No. 213, two front wheels, 30 inches in diameter, small wheel in centre behind, india- rubber tyres, gun metal hubs, brass gearings, blue cushions, strap across back, seat can be raised or lowered, ordinary handles for guiding the machine, stud gearings, plate on arm extending from seat to back wheel, " Zephyr & Co., Rob Roy, Coventry," thereon— JOHN DIVISION, ( supposed false) age 45 to 50, height 5 ft. 6 or 7 in., hair, moustache ( slight) and imperial sandy, large scar under left jaw, extending from car to chin, intelligent appearance ; dress, brown tweed jacket, light trousers, black hard felt hat. Stated he had been recently dis- charged from the army. Information to Chief Constable Staples, Stockport, by whom the above reward will be paid for the apprehension of Division and the recovery of the property. DERBYSHIRE. 13.— Derby { Borough).— For stealing, 21st ult., a gold watch, chain, key and locket ( recovered) and a large oval gold brooch, yellow stone in centre, a pair of embossed oval shape gold ear- drops, A MAN, age 30 to 35, height, 5 ft. 4 or 5 in., slight, complexion sallow, moustache dark brown: dress, brown over- coat, black felt hat, carried an umbrella; and a WOMAN, age about 30, tall and slight, complexion fair, hair light, small eyes and high cheekbones ; dress, claret colour, Newmarket ulster, dark hat and short black veil, wore a gold chain outside ulster, and carried a small bag and umbrella. They spoke with a foreign accent, and are believed « > be Germans. Information to Chief Constable, Delacombc, Derby. GLOUCESTERSHIRE. 14.— Cheltenham { County).— For stealing £ 10, EDGAR PAGE, age about 32, height 5 ft. 5 or 6 in., complexion pale, hair, moustache, and beard ( straight) dark, eyes large, thick lips, stoops slightly and walks quickly; dress, dark overcoat, ditto under, and high black hat; carries an umbrella. Native of Chelten- ham. May endeavour to emigrate. Warrant issued. Information to Supt, McRae, Cheltenham. HAMPSHIRE. 15.— RingWOOd { County).— For fraudulently ap- propriating, about 10th November last, the sums of £ 2,442 7s. 8d. and £ 6 13s. lid., FRANK JAMES WILSON PACKMAN, M. D., age about 03, height 5 ft. 7 or 8 in., complexion ruddy, thin features, hair ( bald top of head) and whiskers dark, lame left leg and walks with a stick : dress, black frock coat, grey vest and trousers, high black hat. Warrant issued. Information to Supt. Brinson, Ringwood. HERTFORDHIRE, 16.— Watford { County).-— For obtaining money by false pretences, WILLIAM WILSON ( supposed false), age 27 or 2a, height 5 ft. 8 in., complexion fresh, hair brown, nearly blind left eye: dress, dust coat, dark tweed trousers, hard felt hat, carries an umbrella. Warrant issued. Information to Supt. Terry, Watford. KENT. 17.— Borstal, { Prison).— 29th ult., escaped at 8.30 a. m., HENRY BIGNALL, a convict, age 24, height 5 ft. 3J in., complexion fresh, hair brown, eyes blue; dress, prison clothing, drab jacket vest, and breeches, marked with broad arrow, blue stockings with red stripes. Information to the Governor, H. M. Convict Prison, Borstal, near Rochester. KINCARDINESHIRE. 18.— Stonehaven { County).— Yor obtaining £ 1 by false pretences, 7th ult.,' THOMAS DONALD, alias JOHN STUART, age about 63, height 5 ft. 10in„ hair and whiskers ( turning grey) brown, prominent nose, high cheek bones ; dress, rough dark plaid suit, heavy lace boots. Native of Banffshire. Has been convicted at Kirkcudbright and Kilmarnock names of Robert Craig, Grey and McCuilcch. Information to Chief Constable Weir, Stonehaven. LANCASHIRE. 19.— Chorley { County).— For an indecent assault, JOSEPH WILSON, age 46, height 5 ft. 6 in., com- plexion dark, hair ( turning grey), whiskers and moustache black, eyes brown ; dress, dark coat and vest, dark grey trousers, black soft felt hat. Native of Chorley. Warrant issued. Information to Supt. Beetham, Chorley. 20.— Little Bolton, { County).— For stealing, 24th ult., at Blackrod, two watches ( one silver lever, stop, maker, Thomas Milner, Wigan, on dial, No. 1745, long silver chain attached, one silver, plated or gold hands maker, ( supposed) Richard H. Entwistle, No. 2921), and some silver and copper coins, A MAN, age about 30, height, 5 ft. tin., hair and moustache dark brown, round shoulders, birthmark right of fore he- ad; dress, dark mixtt^ e coat and vest, black cloth trousers, side spring boots, black hard felt hat. Supposed native of Wigan. Information to Supt. Holland, Little Bolton. £ 1 Reward. 21.— Old Trafford { County).— For stealing, 19th ult., at Eccles, a small square brass travelling clock, glass sides, about 8 in. high and 4 in, wide; a lady's small dark brown sealskin bag, containing a Nor- wegian knife, maker, " Wliksted," on blade, a MAN, age about 26, height 5 ft. 6 in., slight, stoops slightly, hair and moustache dark ; dress, black felt hat and low shoes. , The above reward will be paid by Major Chadwiclt, 3 Belgrave- crescent, Eccles, for the apprehension and conviction of the thief or thieves and recovery of the property. 22.— Old Trafford( County).— For fraud, CHARLES ASHLEY, alias HEIRCH FIELD, age 40, height 5 ft. 9in., stout, complexion fresh, hair ( curly), whiskers and moustache ( long) brown. Warrant issued. £ 1 Reward. 23.— OI dT raffo rd{ County).— For stealing between 27th and 28th ult., at Didsbury, a silver inkstand, about 11 in. long, 7 in, wide, and 6 in. high ; two cut glass bottles ( silver tops), taper stand in centre, hollow at bottom for pens. Presented to Richard Allen, Esq., in affectionate remembrance of his late patient and friend, Alice Simpson, engraved thereon — a MAN, age about 26, height 5 ft, 7 or 8 in., slight, com- plexion fair, hair dark, dress dark coat and trousers and black soft felt hat. The above reward will be paid by 11. Allen Esq. Grange Lane, Didsbury, for the apprehension of the thief or thieves and recovery of the property. 24.— Old Trafford { County). — For stealing, 31st ult., at Crumpsall, 5 brooches ( 1 gold, nearly square, C. W. or C. W. W. thereon set grey hair, 1 pearl, oval shape, twisted gold rim, 1 small square gold, hair in centre, 1 jet twisted pattern. 1 silver twisted pattern, pin deficient). 1 lady's gold pencil case, pistol shape ( set 4 or 5 blue stones, one deficient; 3 rings ( 1 gold wedding, 1 gold double hoop with hair between, 1 pearl half hoop) ; 1 silver fruit knife, pearl handle: 1 silver- plated locket with photo of lady and gentleman : 2 enamelled gold shirt studs; 1 smelling bottle with 2 silver tops.— Two MEN and a WOMAN, ,1st, age 44, height 6ft. complexion fair, hair and whiskers ( slight) sandy; dress, dark clothes, soft felt hat, and side spring boots ( old). 2nd, age about 30, height 5ft. lin., complexion hair and whiskers dark, dress dark brown coat and trousers, and soft felt hat. 3rd, age about 38, height 5ft. com- plexion dark, hair dark brown, dress, shawl, and bon- net black. 25.— Old Trafford { County). — For burglary, GEORGE ATKINSON, alias GEORGE BARRATT age about 35, height oft. 4 or 5 in., complexion swarthy, hair dark, teeth ( prominent) discoloured, scar corner of left eye, dress respectable, sometimes wears a light check suit, and other times a dark suit, and soft felt hat. A groom ; has been employed at Leeds and is well known in Piccadilly, London, as the " Mac! Captain " where lie has also been employed. Had in his possession a silver mounted dressing case with initials J. P. and a large black travelling bag, ( stolen property;. Information to Supt. Bent, Old Trafford. 26.— Pem berton ( County).'— Forstealing, 4th inst., a shirt, A MAN, age 35 to 40, height about 5ft. 7in., whiskers and moustache dark, dress, dark coat, light trousers, hard black felt hat, white muffler. Information to Supt. Weir, Peniberton. • 27.— Liverpool, { City). — For embezzling, on the 12th ult., £ 33 14s. It is requested that enquiries may be made at shipping offices and seaports. Native of Aberdeen. Warrant issued. The above reward will be paid by H. J. Hanger, Esq., Clerk to the Select Vestry, Liverpool, for his apprehension. £ 10 Reward. 29.— Liverpool ( City).— Woodcut portrait and description of WILLIAM JAMES SEFTON, wanted for embezzling £ 49 5s. 3d., on 13tli ult., age 30 to 35, height 5 ft. 7 or 8 in., slight, complexion sallow, hair, moustache ( slight) and side whiskers fair, dress respectable and wears spectacles. Late a collector in the employ of the Cheshire Lines Committee. Warrant issued. The above reward will be paid by David Meldrum, Esq., Manager of the Cheshire Lines Committee, for his apprehension. Information to Chief Supt. Williams, Liverpool. 30.— Manchester, City).— For obtaining £ 12 by fraud, DOUGLAS P. STANLEY, age 33, height, 5 ft. 7 in., complexion light, moustache heavy ; dress, long check overcoat, and black felt hat. Supposed wanted at Hull, Grimsby, and other places for similar offences. Warrant issued. Infotmatioii to Chief Constable Wood, Manchester. 31.— Accrington ( Borough).— For embezzling on the 22nd ult., £ 5. WILLIAM BAMFOKD, age about 36, height 5 ft. 7^ in., complexion fresh, hair, whiskers ( long and bushy), and moustache dark brown, eyes grey or blue, walks quickly and erect; dress, long overcoat, black frock under ditto, black soft felt hat. low shoes. A hawker of coals, has been in the army and has a brother, a blacksmith, residing at Rochdale. Warrant issued. Information to Chief Constable Beattie, Accring- ton. NORFOLK. 32,— Norwich ( Citi/).— For obtaining goods by fraud, Captain WALTER T. METROPOLITAN POLICE DISTRICT. £ 15 Reward. 74.— P Division.— Between 1st and 2nd inst., from a field at Perry Hill, Catford, Kent, 2 horses— 1st, chestnut gelding, about 15 hands 3 in., large splint on outside, near fore leg— 2nd, dark bay or brown gelding, about 15 hands 2 in., short thin tail, both blistered on fore legs, and had no hind shoes when stolen. The above reward will be paid by Mr. T. Tilling, Winchester House, Peckham, for the apprehension of the thief or thieves and recovery of the honses. 75.— R Division.— Between 1st and 2nd inst., from a field at Mottingham, Kent, a red roan mare pony, 8 years old, 13 hands, no shoes, marks on neck caused by rubbing of collar, very fast, high action. Between 4th and 5th inst., from a field at Eltham, Kent, a dark bay mare, 15 hands, star on forehead, and fetlocks white, heavy in foal. The attention of Constabulary Forces is particularly called to the above descriptions, as it is probable the animals have been disposed of in some provincial town, and the attention of the Kent Constabulary is also requested to these and other recent cases of horse stealing which have occurred in the Metropolitan Police District in the County of Kent. This man is an expert safe burglar, and usually operates by gaining access to adjoining premises and cutting through the walls. 2nd.— MICHAEL KURTZ, alias WERTSBERGER, GOODMAN, FOX, and SHEENEY MIKE, age 35, height 5 ft. 3fin., stout build, complexion, dark, hair and eyes black, straight nose, high cheekbones, ink dot on back, and mark on third finger, left hand. An American Jew, and probably speaks German, and is an expert burglar 3rd— JAMES BURNS, alias BOYLE, age 41, height 5 ft. 10 in., stout build, full round face, regular features, complexion ( slightly ruddy) dark, hair black, may be wearing a slight dark beard, eyes blue, straight dignified appearance. A noted bank pick- pocket. These men are associates and will probably join expert thieves in this country with a view to committing larcenies in banks. Had with him a light thick clotli ulster, large white buttons. He gave a cheque for £ 182 3s., drawn on the Stamford, Spalding, and Boston Banking Company, Limited, Northampton, which was dishonoured.
