T J E I D E J POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 31, 1884. VOL. I., No. 34. EBGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. • 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per .. portrait, and of Is. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. ' Announcements concerning stolen property must be guaranteed by an r of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit ', o the Editor notice of the fact, referring to the number of the announcement for insertion in r'ie next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written oti one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments ' must be in advance, cither at the office, Great Scotland Yard, by cheque, crossed " Drummond <$• Co.," Post Officc Order payable at Charing Cross. Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James V/ illing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. IMPORTANT NOTICE. The Editor has received with satisfaction numerous letters from Chief Officers of Police expressing approval of the New Series of the Police Gazette, and notifying instances of useful information obtained solely / hereby, and formerly sought in vain. He will he exceedingly glad to be favoured with any suggestions for its further improvement. Tie takes the opportunity of stating that the Tuesday Edition is transmitted to the Head Quarters of Regiments and to Her Majesty's ships, and is forwarded ' with the Friday issue to cdl the Police Stations in the United Kingdom indicated by Chief Officers of Police. No objection will be made to the extension of this list even to Single Constables or Detached Posts, and no charge whatever will be made. The object of the Editor is to ensure the contents of the POLICE GAZETTE being brought home to every Police Ofjiccr in the country, and to this end he seeks to enlist the hearty co- operation of all ranks. AYRSHIRE. IMZTJIR, L- Wliereas about 2 p. m. on Wednesday the l* 2tli of March, 1884, Mr. Robert Rankin, who resided alone in a cottage at Moscow, Galston, Ayr, was found murdered in his dwelling-. He was last seen alive at 10.30 p. m. on Tuesday, the 11th of March, 1884, at an Inn, a short distance from his residence, when lie purchased two gills of whisky, and stated that a young man had called on him, but no person was seen in Ins company. The following property was stolen from the deceased or from his residence by the murderer, viz.: A gold lever watch, No. 34( 511, metal chain attached ( a small portion of which chain was found under tlie collar of deceased), and two gold albert s one twisted pattern, one plain— connected with common wire. It is requested that every possible enquiry may be made with a view to the recoverv of the watch, and the « / detention of any person attempting to dispose of the same, on whom suspicion may rest as having been concerned in the murder. Information to the Chief Constable of Ayrshire, Ayr 2 T H E POLICE GAZETTE. TUESDAY, MARCH 11, 1884. METROPOLITAN POLICE DISTRICT, £ 2,000 REWARD. 2. WHEREAS about 1 a. m on the morning of 26tli February 1884, an EXPLOSION with felonious intent was caused in the Cloak Room of the London Brighton, and South Coast Railway, Victoria Station ; and WHEREAS about 5.30 p. m. the preceding day, 25th February, 1884, a brown leather portmanteau, 18 inches long, 11 inches wide, and 8 inches deep, containing dynamite and clockwork arrangements for exploding the same, was deposited in the Cloak Room of the Great Western Railway, Paddington Station; and WHEREAS between 6 and 8 p. m. on the same day, a black American cloth portmanteau [ much worn] 22 inches long, 11 inches wide, and 9l2 inches deep, also containing dynamite, and similar arrangements to explode contents, was deposited in the Cloak Room of the South Eastern Railway Company, Charing Cross Station; and WHEREAS between 7 and 8 p. m. on the same day, a black leather bag, about 18 inches long, by 9 inches deep, with nickel fastenings, also containing dynamite, and similar arrangements to explode the contents, was deposited in the Cloak Room of the London, Chatham and Dover Railway, Ludgate Hill Station. All with felonious intent. Of the above reward, £ 1,000 will be paid by the Secretary of State for the Home Department to any person ( not being a member of a Police Force in the United Kingdom), who shall give such information and evidence as shall lead to the discovery and conviction of the person or persons by whom these crimes were caused or attempted, and the Directors of the London, Brighton and South Coast, Great Western, South Eastern, and London, Chatham and Dover Railway Companies, will pay on the part of each of those Companies a reward of £ 250, in addition to that offered by Her Majesty's Government, for the same information, and the Secretary of State for the Home Department will advise the grant of Her Majesty's most Gracious ARDON to any accomplice, not being the person who actually committed the crime, who shall give • uch evidence as shall lead to a like result. The following are the descriptions of Five Men supposed to have been concerned in these outrages:— 1st.— Age 40; medium height; hair light brown; moustache fair, rather long;; dress, black ribbed cutaway coat, dark trousers, round black felt hat, black ribbed overcoat. An American. 2nd.— Age 28 : Iveight •> ft. 4 to 0 in., thin face ; complexion, hair, eyes, and moustache' dark ; dress, dark clothes, rough dark overcoat, round hard f « lt hat. An American. 3rd. Age 29 ; hoight 5 ft. 10 or 11 in. ; large round red face ; light brown hair, slight moustache; square built, turns his toes out when walking, soldierly appearance ; dress, light tweed tourist suit lace boots, soft felt hat. *) 4th.— Age 30; height 5 ft. 5 in.; brown hair, full beard ; small features, short thick neck, stiff built; dress, light brown mixture suit, black fur cap, white muffler, lace boots. 5th.~ Age 25 ; height 5 ft. 10 in.; fair complexion, dark beard and whiskers; dress, black overcoat, broad brimmed black soft felt hat. T H E POLICE GAZETTE. 3 14 •— Stockport ( Borough).— For stealing, 11th inst,, a woman's maroon jacket, cuffs trimmed velvet, small brass buttons down front, a maroon skirt to match, two flounces at bottom, CATHERINE CONNELLY, age about 45, height 5 ft. 1 or 2 in., stout, complexion fresh, hair ( slightly bald) dark, worn combed back, blotches on face ; dress, black skirt, tight- fitting print jacket, green belt with brass buckle, button boots, and dark plaid shawl. Information to Chief Constable Staples, Stockport. DEVONSHIRE." 15.— Stonehouse ( County).— For embezzlement, EDWARD STEPHENS, age 24, height 5 ft, 6 in., stout, round shoulders, full face, small nose, com- plexion dark, hair light brown, eyes grey, no whiskers or moustache ( when last seen); dress, dark cloth suit, black round felt hat. A baker; may seek employment as a labourer. Native of Plymstock, Plymouth. Warrant issued. Information to Supt. Brutton, Stonehousc. DORSETSHIRE. 16.— Dorchester ( County).— For stealing, 27th February, at Upwey, an umbrella ( recovered) THOMAS WEBSTER, age 37,7 height 5 ft. 8 in., complexion pale, beard and moustache dark: dress, dark brown suit, sealskin cap, lace boots with large nails or boot protectors on soles. A baker. He re- presents himself to be a surveyor or engineer in the employ of the Telegraph Department. Information to Supt. Gale, Dorchester. FLINTSHIRE. 17.— Mold ( County).— For stealing a horse clipping machine, ( recovered), A MAN, age 30. height aft. 6in., complexion sallow, hair and side whiskers brown; dress, brown overcoat, blue striped trousers, necktie, with blue spots and plain horse- slioe pin, stand- up collar, black hard felt hat, ( broad brim,) and lace boots. A tramping groom. Information to Dep. Chief Constable, Bolton, Mold, GLOUCESTERSHIRE, 18.— Chipping Sodbury ( County],— For steal- ing, 7th January last, at Olveston, 2 geese, FRANCIS NORMAN, age 42. height 5 ft. 9 in., stout, com- plexion fresh, eyes blue, hair dark brown. A farm labourer and native of Olveston. Warrant issued. Information to Supt. Critehley. Chipping Sodbury. HEREFORDSHIRE, 19.— Hereford ( City).— For failing to report- License holder GEORGE JONES, Office No. 23219, age 37, height 5 ft. 5 in., complexion fair, hair light brown, eyes grey, scars top of head, on right hip, in right groin, and on right shoulder. Sentenced at Seeunderabad ( India), the 21st November, 1879, to 5 years penal servitude for military offence. Licensed 10th November, 1883, Reg. No. F. 1173. Information to the Chief Constable, Hereford. HERTFORDSHIRE, 20.— Hertford ( Borough).— For stealing a single- breasted long black ribbed cloth coat, three buttons on tail and each sleeve, collar lined Italian cloth, a MAN, age about 29. height 5 ft. 8 or 9 in., comp- lexion fresh, hair, side whiskers and moustache dark, prominent teeth; dress, brown coat, cord trousers, brown guernsey, black hard felt hat; may be wearing the stolen coat. A bricklayer. Information to Head Constable Jarrett, Hertford. KENT. 21.— Margate ( Borough).— For stealing a bicycle. 1st inst. ( recovered), a MAN MAXTED, age about 24, height about 5 ft. 7 in., complexion and hair fair, square build, dark pimples on face; dress, blue cloth or serge sailor's suit with brass buttons, and peak cap with Messrs. Donald Carrie's badge in front. Warrant issued. Information to Head Constable Romanis, Margate. LANARKSHIRE, 22.— Hamilton ( County).— For stealing-, between 1st December last and 5th inst., 1 gold and 5 silver watches ( the gold and three silver watches ' recovered), WILLIAM M< DONALD ( supposed false;, mge 45 to 50. height 5 ft. 11 in., complexion pale, pock- pitted, hair, whiskers - and moustache dark ( turning grey): dress, blue nap overcoat ( faded;, grey vest and trousers, black cloth peak cap, dark coloured or green tartan necktie. A travelling watchmaker, and carries a small black leather bag. Addicted to drink, and speaks with an Irish accent. Warrant issued. De- scription of 2 watches not recovered:— 1st. A silver lever, cream- coloured dial, steel hards and seconds, black figures, engraved ease, scrati h on dial. No. 2554 : 2nd. A silver verge, white dial, steel ha uls, black figures, plain ease, No. 5362. Information to Chief Inspector Cprmiehael, Ilamilt m. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. neck, has a nervous twitching about the eyes, small front teeth wide apart; dress, black rough cloth cuta- way coat and vest, dark mixture tight fitting trousers, Oxonian shoes, low hard felt hat. A butler. Warrant issued. 3.— C Division,— For stealing £ 311, HERBERT HENRY GOLDSMITH, age 25, height about 5 ft. 9 in., complexion pale, hair and moustache ( small) fair, impediment in speech ; dress, black morning coat, dark trousers, black hard, felt hat; native of St. James's, London ; may endeavour to leave the country. Warrant issued. 8.— Y Division.— Woodcut portrait and descrip- tion of WILLIAM LONGRIGG, wanted for fraud, age 64, height 5 ft. 6 in., hair and whiskers dark, turning grey; dress, supposed dark clothes. Is known at Appleby, Westmoreland, Selhurst, Surrey, and is said to be the owner of three shops in the Western Road, Brighton. Warrant issued. Information to Director of Criminal Investigations, Great Scotland- yard, London, SAY. 2.— B Division. — For stealing, 6th inst., £ 22, CHARLES SMITH, age 27, height 5 ft. 5 in., stout, complexion, hair and moustache fair : dress, dark over- coat, black suit under, blueher boots, low felt hat Discharged from 2nd Battalion Royal Fusiliers, 30tli' June last, and has resided at 7, Ilillbrook- terraee, Land's End, Fulham. Warrant issued. BERKSHIRE. CHESHIRE. 5.— M Division.— Woodcut portrait and descrip tion of JOHN OWE N, who absconded, 3rd inst., stealing £ 213, the moneys of his employer, age 22, height 5 ft. 9 in., slight, thin face, complexion sallowr, hair and eyes dark ; dress, dark Newmarket overcoat, dark suit under, hard felt hat, which he usually wears on one side. Native of Southwark, Surrey. 6.— N Division, — Further particulars and de- scription of CHARLES SMITH, alias BLAIR and GRAY ( see POLICE GAZETTE, 14th inst., Case No. 3). It is believed this man has received a number of horses stolen within and around the metropolis re- cently, and disposed of them in the eastern counties. He has stated his intention of visiting Wales shortly, where he may be found at, fairs, markets or horse repositories, and horses will probably be sent to him for disposal. When last « een he wore a false mous- tache and was clean shaved with the exception of very small dark side whiskers. Gipsy appearance. ' 7.— T Division. — For stealing, 21st ult., a quantity of plate, ( recovered), CHARLES THRIFT, age 28, height 5ft. 7in, stout, complexion pale, hair ( curly in front) light brown, eyes blue, rather short 12.— Stockport ( Borough).— For obtaining by- false pretences, 23rd ult., a silver English lever watch, 6s. silver, and food and lodgings, JAMES ANDER- SON ( supposed false), age about 30, height 5 ft. 7 or 8 in., complexion dark, hair ( cut short) black, moustache ( heavy) brown, round features, deep scar side of nose; dress, dark olive green single- breasted overcoat, black ribbed worsted suit under, black hard felt hat, dark tie and pin with Masonic signs. Stated he was a Government Surveyor. Supposed wanted at Altrincham and other places for similar offences. 13.— Stockport.—( Borough).— For stealing. 3rd inst., a box about 30 by 20 inches containing 1 black cashmere shawl ( fringed), large size, 2 odd boots ( 1 straight other pointed toe cap), size 5, 2 grey calico chemises ( patched), .2 pairs stockings ( 1 striped. 1 black), 1 pair of drawers, 1 striped winsey shirt, 1 muslin tie, by a MAN and WOMAN. 1st., supposed — BANN, age about 30, height 5 ft. 6 or 7 in., hair ( short), whiskers, and moustache ( slight * light, long features; dress, brown cloth jacket, dirty moleskin trousers, white cotton muffler, black hard felt hat, clogs ; an itinerant musician. 2nd, supposed ANNIE BANN, age 30, height 4 ft. 10 in,, stout build, hair dark, round features, large mouth, scar from cut in centre of upper lip; dress, black skirt, black princess bonnet, supposed wearing the stolen shawl and boots. 4.— G Divison.— Woodcut portrait and descrip- tion of JOHN HENRY JENKINS, wanted for felony, age 45 to 50, height 5 ft. 9 in., complexion pale, hair, whiskers ( now shaved on chin), and moustache, dark ( turning grey), slightly kme : dress, respectable dark clothes. Has lectured at Radical Clubs in the suburbs, where he is known as WILLIAM PENN CURZON, and frequents the better class of coffee palaces. Warrant issued. 9.— Windsor ( Borough).— For deserting family, LEWIS WILLIAM KNOWLES, age 34. height 5 ft. 7 or 8 in., slight, complexion pale, eyes blue or grey, hair, beard and moustache light brown, long features, high'cheek bones. A linendraper's traveller. Warrant issued. Information to Supt. Hayes, Windsor. CARNARVONSHIRE. 10.— Carnarvon ( County). — For forging a cheque for £ 25 in June last, at Corn way, IIENRY D I T CHF1EL I), age about 25, height about 5 ft. 11 in., long face, good teeth, complexion fair, hair ( cut short), sandy, eyes ( large) blue ; dress, fashionable long brown overcoat, brown hat. Of gentlemanly appearance, is fond of music, and fre- quents billiard rooms. A native of Rock Ferry, near Birkenhead. Warrant issued. Information to Chief Constable Clayton, Carnarvon. 11.— Altrincham ( County).— For stealing £ 6 on 3rd January last, at Over Tablev. T H O M A S EDWARDS, alias THOMAS EDWARDS'LEAGUE, age about 35, height 5 ft. 8 in., medium build, com- plexion pale, hair brown, small side whiskers, eyes brown; dress ( when last seen), brown suit and black felt hat. TUESDAY, MARCH 11, 1884. 23.— Glasgow ( C'ttu).— For stealing £ 200, the moneys of his employers— WILLIAM NICOLL, age 19. height 5ft. 7 in., complexion sallow, hair dark, full face, large mouth, prominent teeth, slightly bow- legged; dress, brcM'n cloth overcoat, dark grey suit under, and round felt hnt; is in the habit of chewing . o tobacco. A native of Glasgow. Warrant issued. Information to Chief Constable MeCall, Glasgow. LANCASHIRE. 24.— Bootle ( County).— For failing to report. — Supervisee J AMHS Y ANK, alias HANKEY, Office No. 22887, age 37, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes blue, scars on eyebrows and front of right thigh. Sentenced at Liverpool, 2nd October, 1882, to 12 calendar months and 5 years police supervision for larceny: liberated 1st October, 1883. Reg. No. 886. RICHARD RLKWART DIXON. Office No. 21983, age 33, height 5 ft. 7 in., complexion fresh, hair light brown, eyes grey, prominent nose, and inclines to the light, scais bottom of right thumb and front of left knee, lost several teeth. Sentenced at Durham, the 14th July, 1879, to 5 years penal servitude for larceny ( postman). Licensed 2.0th June, 1883, Reg. No. F. 578. Information to the Chief Constable, Lancashire. grey overcoat, black worsted under ditto and vest, uniform trousers, blucher boots, black hard felt hat. Native of Hadfield, Derby. Late a sergeant and clerk in the above Force; served in the 90th Regiment of Foot 13 years. May be found at a seaport, and will probably endeavour to emigrate. Warrant issued. Information to Chief Constable Dagleisli, Asliton- under- Lyne. 31. — Bolton ( Borough). — For embezzlement, SAMUEL ( ARSON, age 30, height 5 ft. 8 in., slight, complexion fresh, hair, whiskers, and moustache, dark brown, long features; dress, light tweed ( loose fitting) coat and vest, mixture cloth trousers, lace boots, black hard felt hat. Native of Scotland. Warrant issued. Information to Chief Constable Ilolgate, Bolton. .— Barrow- in- Fu rness( i> o; vj)^///).— For failing to report.— License holder MARTIN SMITH. Office No. 20587. age 35. height 5 ft. 8 in., complexion fresh, hair dark brown, eyes grey, scars back of left hand, back of head, right of seat, on top lip, and forehead, lost three top teeth, moles on arms. Sentenced at Preston, the 21st October, 1874, to ten years penal servitude and 7 vears police supervision for felony. Licensed 12th December. 1882, Reg. No. A. 512. Information to the Chief Constable, Barrow- in- Furness. 33. — Salford ( Borough). — For stealing £ 22, CI I ERISA DE CONCITTE, age 24, height 5 ft. 2 in., complexion fair, hair brown, eyes ( large) blue; dress, peach colour stuff, or green satin skirt, brocaded silk, or black satin bodice, brown plaid cloth dolman, or black cloth jacket, black felt hat, trimmed velvet and black feathers, and Derby shoes, high heels. A French and Italian governess. Warrant issued. Information to Chief Constable, Marshall, Salford. 25.— Old Swan ( County).— Woodcut portrait and description of JOHN HOBART HUMPHRIES, alias PROCTOR and LINDSAY, wanted for stealing, at West Derby, on 6th January last, a surplice ( re- covered), age about 32, height 5 ft. 9 in., complexion fair, hair, small side whiskers and moustache " light brown, cast in right eye ; has the appearance of a clergyman of the Established Church, and has de- scribed himself as the Rev. Cooksey, Sedgwick, Norton Thompson and Preston; has often officiated as minister in various parts of the country ; of good appearance and gentlemanly address; has a fine tenor voice and is a good singer. Warrant issued. Information to Supt. Bryning, Old Swan, near Liverpool. 26.— Old Trafford ( County).— For failing to report.— License holder, ENOCH ROLLINSON, alias ROWLINSON, and RAWLINSON, Office No. 23244, age 33, height 5 ft. 8 in., complexion dark, hair dark brown, eyes grey, scars on head, forehead, top lip, thumbs, and left middle finger, slightly pitted, D. on left side, small mole left of belly. Sentenced at Kuntsford, 15th October, 1877, to seven years penal servitude ) for larceny ( servant). Licensed 12th Nov., 1883, Reg. No. D. fl60. 27.— MARY COAKLEY, alias DOI^ D, Office No. 18638, age 43, height 5 ft. 3 in., complexion fresh, face freckled, hair brown, eyes blue, scars on left eye- brow and left leg, ears pierced. Sentenced at Saiford, 31st May, 1877, to seven years penal servitude and seven years police supervision, for felony. Licensed 24th February, 1882, Reg. No. D. 81. Information to the Chief Constable of Lancashire 28.— Old Trafford ( County).— For failing to re- port.— Supervisee G E O II G E BE R R Y, alias JAMES TAYLOR and CHARLES BUCKLEY, Office No. 17880, age 65, height 5 ft. 3 in., com- plexion fresh, hair brown ( bald), eyes grey, legs crooked, scars on top lip, bridge of nose, right side of forehead, on left arm and eyebrows, lost several top and bottom teeth.
