POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 7, 1884. VOL. I., No. 20. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ^ stolen property, will be prominently inserted., with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph, or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or boi'ough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on W; dnesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drmmnond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in my circular of the 7th of Nov. last. 3.— It is particularly requested that auy complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at, once notified to the Editor. IMPORTANT NOTICE. The Editor has received with satisfaction numerous letters from Chief Officers of Police expressing approval of the New Series of the Police Gazette, and notifying instances of useful information obtained solely thereby, and formerly sought in vain. He will be exceedingly gkd to be favoured with any suggestions for its further improvement. He takes the opportunity of stating that the Tuesday edition is transmitted to the Head Quarters of Regiments and to Her Majesty's ships, and is forwarded with the Friday issue to all the Police Stations in the United Kingdom indicated by Chief Officers of Police. No objection will be made to the extension of this list even to single constables or dctached posts, and no charge whatever will be made. The object of the Editor is to ensure the contents of the POLICE GAZETTE being brought home to eveiy Police Officer in the country, and to this end he seeks to enlist the hearty co- operation of all ranks. The POLICE GAZETTE is also transmitted to Her Majesty's Convict Establishments and Local Prisons, the warders whereof thus being enabled to recognise portraits or descriptions of persons in custody and to provs their former convictions. It is also sent to the principtl stations in Ireland, and the Channel Islands, India, and tie Colonics. The Editor will be happy to receive for notif cation in the POLICE GAZETTE, information concerning vacancies in the Superior Ranks of Constabulary Forces, and also of appoint- ments therein, as well as of any matter of general interest to the Police. SPECIAL MEMORANDUM. METROPOLITAN POLICE DISTRICT. Woodcut and description of JOHN McCAFFERTY, an Irish- American, who was convicted of Fenianism in Dublin in 1867, and sentenced to penal servitude for life, age 44, height about 5 ft. 8 in., dark hair ( now cut short), dark small sunken eyes, dark eyebrows, slightly aquiline nose, sallow complexion, scowling visage, long narrow forehead, small beard and moustache, left hand tattooed. Served as a Captain in General Morgan's Confederate Cavalry, and received a gunshot wound above the right knee. This man is supposed to be now in the United Kingdom organising dynamite outrages, and it is requested that if any information be obtained respecting him, immediate communication may be made to Chief Supt. Williamson, Great Scotland Yard. 2 THE POLICE GAZETTE. TUESDAY, MARCH 4, 1884. METROPOLITAN POLICE DISTRICT. WHEREAS about I a. m on the morning of 26th February 1884, an EXPLOSION with felonious intent was caused in the Cloak Room of the London Brighton, and South Coast Railway, Victoria Station ; and WHEREAS about 5.30 pan. the preceding day, 25th February, 1884, a brown leather portmanteau, 18 inches long, 11 inches wide, and 8 inches deep, containing dynamite and clockwork arrangements for exploding the same, was deposited in the Cloak Room of the Great Western Railway, Paddington Station; and WHEREAS between 6 and 8 p. m. on the same day, a black American cloth portmanteau [ much worn] 22 inches long, 11 inches wide, and 9* inches deep, also containing dynamite, and similar arrangements to explode contents, was deposited in the Cloak Room of the South Eastern Railway Company, Charing Cross Station; and WHEREAS between 7 and 8 p. m. on the same day, a black leather bag, about 18 inches long, by 9 inches deep, with nickel fastenings, also containing dynamite, and similar arrangements to explode the contents, was deposited in the Cloak Room of the London, Chatham and Dover Railway, Ludgate Hill Station. All with felonious intent. Of the above reward, £ 1,000 will be paid by the Secretary of State for the Home Department to any person ( not being a member of a Police Force in the United Kingdom), who shall give such information and evidence as shall lead to the discovery and conviction of the person or persons by whom these crimes were caused or attempted, and the Directors of the London, Brighton and South Coast, Great Western, South Eastern, and London, Chatham and Dover Railway Companies, will pay on the part of each of those Companies a reward of £ 280, in addition to that offered by Her Majesty's Government, for the same information, and the Secretary of State for the Home Department will advise the grant of Her Majesty's most Gracious to any accomplice, not being the person who actually committed the crime, who shall give such evidence as shall lead to a like result. The following are the descriptions of Five Men supposed to have been concerned in these outrages:— lst— Age 40; medium height; hair light brown; moustache fair, rather long; dress, black ribbed cutaway coat, dark trousers, round black felt hat, black ribbed overcoat. An American. 2nd— Age 28; height -") ft, 4 to 0 in., thin face ; complexion, hair, eyes, and moustache dare; dress, dark clothes, rough dark overcoat, round hard felt hat. An American. 3rd.— Age 29 ; height 5 ft. 10 or 11 in. ; large round red face ; light brown hair, slight mous toes out when walking, soldierly appearance; dress, light tweed tourist suit lace boots, soft felt hat. i 4th.— Age HO; height 5 ft. 5 in.; brown hair, fp. ll beard ; small features, short thick neck, itiff built; dress, light brown mixture suit, black fur cap, white muffler, lace boots. tli.- Age " J."); height 5ft. 10in. ; fair complexion, dark beard and whiskers; dress, black soft felt liat. ache ; square built, turns his • vercoat, broad brimmed black Information [ PRIVAi E OR OTHERWISEJ to be given to Chief Superintendent Williamson, Great Scotland Yard, S. W., or at any Police Station. TUESDAY, MARCH 3, 1884. T H E POLICE GAZETTE. 3 CITY OF LONDON. 7.— For obtaining goods by false pretences, THOMAS ABBOTT, age 24, height 5 ft. 5 in., com- plexion pale, very sharp thin features, clean shaved, hair brown, eyes ( piercing) dark ; dress, light mixture overcoat with cape, black frock under, dark vest and trousers, sometimes wears a high black hat. Warrant issued. 8.— For fraud, FOTIO CON STAN TINE YAlvINTHES, age about 45, height 5 ft. 5 or 6 in., slight build, thin features, hair ( parted in centre), beard, and moustache ( turning grey) dark; wears a high black hat with mourning band; respectable appearance; native of Greece. Is accompanied by his wife, age about 41, complexion dark, short and stout, showily dressed, and addicted to drink. Warrant issued. Information to Inspector McWilliam, Detective Department, Old Jewry, London. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 6.— Y Division.— Woodcut portrait and descrip- tion of WILLIAM LONGRIGG, wanted for fraud, age 64, height 5 ft. 6 in., hair and whiskers dark, turning grey ; dress, supposed dark clothes. Is known at Appleby, Westmoreland, Selhurst, Surrey, and is said to be the owner of three shops in the Western Road, Brighton. Warrant issued. Information to Director of Criminal Investigations, Great Scotland- yard, London, S. W. AYRSHIRE. CARNARVONSHIRE. 12.— Carnarvon ( County). — For forging a cheque for £ 25 in June last, at Cornway, IIENRY DITCHFIELD, age about 25, height about 5 ft. 11 in., long face, good teeth, complexion fair,. hair ( cut short), sandy, eyes ( large) blue ; dress, fashionable long brown overcoat, brown hat. Of gentlemanly appearance, is fond of music, and fre- quents billiard rooms. A native of Rock Ferry, near Cheshire. Warrant issued. Information to Chief Constable Clayton, Carnarvon. CHESHIRE. 13.— Altrincham ( County).— For stealing £ 6 on 3rd January last, at Over Tablev, THOMAS EDWARDS, alias THOMAS EDWARDS TEAGUE, age about 35, height 5 ft. 8 in., medium build, com- plexion pale, hair brown, small side whiskers, eyes brown; dress ( when last seen), brown suit and black felt hat. Warrant issued. Information to Supt. Leighton, Altrincham. 14.— Stockport ( Borough).— For obtaining by- false pretences, 23rd ult., a silver English lever watch, 6s. silver, and food and lodgings, JAMES ANDER- SON ( supposed false), age about 30, height 5 ft. 7 or 8 in., complexion dark, hair ( cut short) black, moustache ( heavy) brown, round features, deep scar side of nose; dress, dark olive green single- breasted overcoat, black ribbed worsted suit under, black hard felt hat, dark tic and pin with Masonic signs. Stated he was a Government Surveyor. Supposed wanted at Altrincham and other places for similar offences. Information to Chief Constable Staples, Stockport. 15.— Stockport ( Borough).— Failure to report.— Supervisee JOHN TWEEDDALE, Office No. 23741, age 33, height 5 ft. 5 in., fresh complexion, brown hair, brown eyes, mole on right cheek. Sen- tenced at Salford, 8th January, 1883, to 12 calendar months and 3 years police supervision for larceny. Liberated 7tli January, 1883. Reg. No. 9615. Information to the Chief Constable, Stockport. DEVONSHIRE. 16.— Stonehouse ( County).— Absconded 29th October last, charged with embezzlement, EI) WARD STEPHENS, age 24, height 5 ft. 6 in., stout, round shoulders, full face, small nose, complexion dark, hair light brown, eyes grey, no whiskers or moustache ( when last seen); dress, dark cloth suit, black round felt hat. A baker; may seek employment as a labourer. Native of Plymstoek, Plymouth. Warrant issued. Information to Supt. Brutton, Stonehouse. DURHAM. 17.— Gateshead ( Borough).— Failure to report.— Supervisee HUGH THOM, Office No. 22630, age 25, height 5 ft. 2 in., pale complexion, brown liair, brown eyes, left shoulder deformed, nicer scars on left shoulder, under chin, and on breast. Sentenced at Lancaster Sessions, 2n( l July, 1883, to 2 months hard labour and 2 years police supervision for larceny. Liberated 1st Sept'., 1883. Register No. if^ s. Information to the Chief Constable, Durham. 4.— T Division.— Absconded 27tli December last, concerned with two others ( since arrested) in stealing jewellery and wearing apparel ( recovered), ANDREW FAIRGRAY, alias MILLIGAN, age about 30 ( looks older), height 5 ft. 9 in., slight build, long thin face, complexion, hair, eyes, and moustache dark, quiet and sly looking, military appearance. A native of Dumfries, and speaks with a Scotch accent. A deserter from 3rd Battalion King's Royal Rifles, at Aldershcrt. 5.— V Division.— For larceny, EDWARD STOCKER, age 36, height 5 ft., complexion and whiskers ( small) dark; dress, dark grey coat, black vest, brown trousers, brown cloth billycock hat, lace boots; right foot injured and walks slightly lame. A stableman. Native of Moreton- in- the- Marsh, Gloucestershire. Warrant issued. TAKEN IN 1882. 9.— Ayr ( County.) — Woodcut portraits ( one taken in 188o, the other in 1882) and description of DANIEL KERR or LAVERTY, alias JAMES WILSON and CURLY DAN, wanted for house- breaking at Ardrossan on 5th inst., and stealing a tea pot, about 7 J- inches high, weight If lbs ; a coffee pot, about 10 inches high, weight 2 lbs. 2 oz.; a sugar basin, about 5 inches high, weight 1 lb.; a cream jug, 6| inches high, weight 9£ oz., all silver, Queen's pattern, and have the English silver Hall mark, viz., Queen's head, lion, etc. The tea pot and coffee pot have the inscription, " Presented to John Barr, Esq., Ardrossan, 1849" thereon, and the initials " J. B." are engraved on the cream jug and sugar basin.— Also within the Burgh of Kilmarnock, on 8th inst., silver spoons and jewellery ( recovered), a brown mixture tweed jacket, a note book containing first- class passes on North British and Caledonian Railways, in name of Hugh Smillie, and a second- class pass on G. & S. W. Railway, for Company's servant ( no name); a pair of black opera glasses, yellow mountings, some Christmas cards, and sheets of note paper with engineering notes thereon.— And at Skelmorlie Mains, on 16th inst., a lady's brown sealskin jacket, lined brown satin, which is torn on the right side in front, one or two buttons at neck, hooks down front, clastic round neck, fur cuff and trimmings, two pockets inside, mark, supposed from a burn, on one sleeve, " Arnott k Co." ( supposed) on tab; 18 silver teaspoons ( 12 beaded pattern, 6 fiddle do.), P stamped thereon: 2 or 3 old silver spoons, about £ 34 in £ 5 and £ 1 Bank notes, and about £ 3 in gold, silver, and bronze. Age 36 ( looks older), height 5 ft. 5- J- in., hair ( curly) brown, eyes blue, large forehead, dis- tended nostrils, thin beard, letters " M. F." on left arm; dress, black corded shooting coat, tweed trousers, black and green plaid scarf round felt hat; is a skilful housebreaker, and has been frequently convicted under the Prevention of Crimes Act. Will probably continue his depredations in districts con- venient to towns or cities in which resetters reside. He was liberated from Glasgow Prison on 2nd inst. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BUCKINGHAMSHIRE. 10.— Buckingham ( CounUj).— Woodcut portrait and description of WILLIAM YARNEY, licence holder. Register No. Office No. 23239, who escaped from Buckingham Borough Gaol on 29tli ult., whilst awaiting committal for uttering counterfeit coin and being in possession of moulds for making same, age 32, height 5 ft. 3£ in., complexion dark, hair dark brown, eyes brown, brown birthmark under right eye, slightly pock- pitted, 3 scars on head, scar 11.— Slough ( County).— Further particulars and amended description of JOHN LAMBERT, see POLICE GAZETTE, Case No. 12 of 25th ult.— JOHN GROOMBRIDGE, alias JOHN LAMBERT, also stolen, an olive green coat and vest, a pair of black ribbed cloth trousers, a brown silk umbrella, natural ash handle shape of a closed hand, and a polished gorse, silver mounted walking stick. Warrant issued. Information to Supt. Dunham, Slough. TAKES: IN 1880. right elbow and kneccap, brown spots over shoulder and back ; dress, tweed jacket, spots of paint thereon, mended at cuffs, dark trousers, striped shirt, woollen socks, lace boots. Shepherd, Steeple Claydon, Winslow. 3.— M Division.— Woodcut portrait and descrip tion of JOHN OWE N, who absconded, 3rd inst., stealing £ 213, the moneys of his employer, age 22, height 5 ft. 9 in., slight, thin face, complexion sallow, hair and eyes dark ; dress, dark Newmarket overcoat, dark suit under, hard felt hat, which he usually wears on one side. S HERTFORDSHIRE. 18,— Bishop's Stortford ( County)-— For embez- zlement— ARTHUR SAMUEL CHURCH, ' age 36. height oft. 8in., complexion fair, hair and eyes small ; brown, walks very upright, and has a full broad chest; dress, rough brown overcoat, black under do. and vest, dark mixture trousers, and lacc boots ; a native of Netteswell, near Harlow, Essex. KENT. 19 Mailing ( Count//).— For deserting his wife and children, WILLIAM BARD EN, age about 30, height oft. 8 or 9in . complexion fresh, hair brown, whiskers and moustache sandy; dress, long black cloth coat, blue guernsey under, cord trousers and vest, black hard felt hat, A labourer; native of Yalding, Kent. Warrant issued. Information to Supt. IIulsc, West Mailing. 20.— Mailing ( County).— For disobedience of a justice's order in bastardy arrears — WILLIAM BAN FIELD, age 22. height oft. 8 or 9 in., com- plexion fresh, hair dark brown, eyes grey ; dress, cord jacket and vest ( white buttons), fustian trousers, soft felt hat, heavy lace boots. A labourer, and native of Wrotham, Kent. Sometimes engaged on farms and in brickfields. Warrant issued. Information to Supt. Ilulse, West Mailing. 21— Rochester ( County).— Failure to report.— License holder HENRY ETHEL, alias GEO. JONES, II. SMITH, and GEO. SMITH, Office No. 23346, age 39, height oft. 9in., fresh complexion, brown hair, light grey eyes, blue mark and scar on right forearm, varicose veins left leg, ankles diseased, mole on right shoulder blade, right hand injured. Sentenced at Maidstone, 17tli January, 1876, to 10 years penal servitude and 7 years police supervision for housebreaking. Licensed 22nd November, 1883, Reg. No. C 63. Information to the Chief Constable, Maidstone. LANARKSHIRE. 22.— Glasgow ( City).— For stealing £ 200, the moneys of his employers— WILLIAM NICOLL, age 19, height 5 ft. 7 in., complexion sallow, hair dark, full facc, large mouth, prominent teeth, slightly bow- legged ; dress, brown cloth overcoat, dark grey suit under, and round felt hat; is in the habit of chewing tobacco. A native of Glasgow. Warrant issued. Information to Chief Constable McCall, Glasgow. LANCASHIRE. 23.— Rochdale ( County).— Failure to report.— License holder JAMES FIELDING. Office No. 23295, age 46, height 5 ft. 8 in., fresh com- plexion, brown hair, grey eyes, lost right forearm, scars on right cheek, left arm and centre of forehead. Sentenced at Salford, 10th January, 1876, to 10 years penal servitude and 7 years' police supervision for larceny. Licensed 20th November, 1883. Reg. No. C. 147. Information to the Chief Constable, Lancashire. £ 10 Reward. 24.— Manchester ( City).— For stealing, 20thinst., £ 230 in bank notes. HARRY ELLIS HART, age 19, height 5 ft. 5 in., complexion sallow, hair dark brown ; dress, dark green coat and vest, dark mixture trousers, and black felt hat; may endeavour to emigrate. It is requested that careful search and enquiry be made at hotels, shipping offices, & e. Warrant issued. Information to the Chief Constable of Manchester, by whom the above reward will be paid for the appre- hension of HART and recovery of the property, or in proportion to the amount recovered. 25.— Manchester ( City).— Failure to report.— Supervisee FRED. TURNER, alias WILLIAM EVANS, JAMES MEREDITH and WILLIAM JAMES, Office No. 23738, age 32, height 5 ft. 5 in., sallow complexion, dark brown hair, eyes grey, pock- marked, blue spot back of left. arm. Sentenced at Salford on the 8th January, 1883, to 12 calendar mouths and 3 years police supervision for larceny ( person). Liberated 7th January, 1884. 26. — JOHN BAKER, alias" SMITH, Office No. 23734, age 22. height 5 ft. 7 in., fresli complexion, brown hair, grey eyes, scars on left temple and over left eyebrow, blue spot bottom of left thumb. Sentenced at Salford on the 9th April, 1883, to 9 calendar months, and 3 years police supervision for larceny. Liberated 8th January, 1884. 27.— WILLIAM HENRY HIPWELL, Office No. 23091, age 31, height 5 ft. 8 in., fresh complexion, brown hair, grey eyes. Sentenced at Salford, 23rd October, 1882, to 12 calendar months and 4 years police supervision for larceny. Liberated 22nd January, 1884. Information to the Chief Constable, Manchester. 28.— Bolton ( Borough).— For obtaining by false pretences, 15th ult., six iron vices, and stealing, on 8th ult., three bicycle bells, WILLIAM HENRY FAIRHURST, alias SMITH, a supervisee, age 19, height 5 ft. 5 J in., complexion pale, pimples on face and slightly pockpitted. hair dark brown, eyes blue ; dress, black morning coat and vest, brown tweed trousers low shoes, black hard felt hat, blue and white necktie with figures of athletes thereon. Has been employed by a dealer in bicycles, and also in a pattern department for ironmongers. Was convicted at Preston Sessions, 18th October, 1882, for stealing a watch, and sentenced to 12 months imprisonment and 3 years police supervision. Frequents music halls. A native of West Derby, near Liverpool. Warrant issued. Information to Chief Constable Holgate, Bolton. LINCOLNSHIRE. 29— Winterton ( County).— For obtaining £ 2 by false pretences, on 13th ult.. at Frodingham, FREDERICK MOSS, age 28. height 5 ft. 8 in., slight, liair and moustache brown, cast in eyes, walks very upright, and carries his head on one side : dress, dark coat, light trousers supposed moleskin), elotli cap, and heavy lacc boots. A labourer: has been in the army. May seek employment at ironstone mines. Warrant issued. Information to Inspector Dain, Winterton.
