The following is a circular letter addressed from the Home Office on the subject oj Explosives, as under:— • PRESSING. SIB, HOME OFFICE, m. h April, 1883. I am directed by the Secretary of State to inform you that it appears to him desirable that the attention of the Local Authorities and of the Police should be directed to the importance of exercising special and vigilant observation with a viesv to preventing the acquisition by persons for unlawful objects not only of Explosives adapted for such purposes, but of the materials with which, if possessed of a little technical knowledge, they would be able to manufacture Explosives. With a view to assisting you in exercising such observation, I beg to enclose a Memorandum which has been drawn up by II. M. Chief Inspector of Explosives, and which enumerates the more important of the materials which are capable of being more or less readily applied to the production of Explosive. It would be desirable that you should take immediate steps to bring this Circular under the notice of all Pharmaceutical Chemists, Chemists and Druggists, Drvsalters, Oil and Colourmen, and Manufacturers of or v ' ' Dealers in Chemicals within your jurisdiction, and other- wise obtain for it such publicity as may be practicable in order that any suspicious cases of purchase or possession may be promply brought under the notice of the Police. I am at the same- time to call your attention to certain provisions of the Explosives Act, 1875, e. g. Section 69, which directs that " It shall be the duty of every Local Authority to carry into effect the powers vested in them under this Act," and to the powers of appointing officers ( Sections 69 and 75), and the con- siderable powers of search and seizure conferred by Sections 73, 74, and 75. You will not fail to observe that Section 73 gives a power to search for ingredients of an Explosive as well as for the Explosive itself, while the Explosive Substances Act, 1883, which incorpo- rates the same powers, extends them to the search for and seizure of any apparatus for firing Explosives. Section 23 of the Explosives Act, 1875, imposes upon the occupiers of factories, magazines, stores, and registered premises the obligation of taking all due precautions for preventing unauthorised persons having access to the factory, magazine, or store, or to the Explosive therein or in the registered premises, and attention should be at once called to any case in which it may appear to the Local Authority that this obliga- tion is [ imperfectly discharged. The Local Authorities should also require their officers to direct the particular attention of the occupiers of all stores and registered premises within their jurisdiction to this obligation. I am also to insist upon the importance of the Local Authority availing themselves of the powers which the Explosives Act of 1875 confers upon them of appointing competent officers to carry out the Act within their jurisdiction; and these officers should be enjoined to direct their particular attention to the prevention by every means in their power of the illegal manufacture and possession of Explosive. I am to add that a reward of £ 100 will be given to any person ( other th& i a person belonging to a Police Force in the United Kingdom) who furnishes information whieh may lead to the discovery and conviction of any person who may be engaged in the illegal manufacture of Explosive, in any case in which it is shown to the satisfaction of the Secretary of State that such illegal manufacture constituted a serious infraction of the law, and was being carried on for a criminal purpose. Independently of the purchase of explosives ( such as Dynamite, Blasting G- elatine, Guncotton, Tonite, Poten- tite, and Detonators) specially adapted for blasting, and therefore generally available for destructive purposes, by persons who may not be reasonably supposed to require the same for industrial objects, suspicion should attach to the acquisition in notable quantities of all or any of the materials adapted for the making of explosives when the person seeking to purchase the same is unknown to the seller, or is not known to require such materials for trade purposes or other legitimate use. Among the substances which fall within this category may be specially enumerated the following :— * Nitric acid " I especially in their mora Sulphuric acid J concentrated forms. Glycerine. Saltpetre. Chili saltpetre ( Nitrate of sodium). Chlorates ( especially Chlorate of potash). Picrates. Picric acid. Phosphorus. MURDER AND MALICIOUSLY WOUNDING. The woman described in Police Gazette of 18th instant as waited for child murder at Hay Mills, near Birmingham, has been apprehended. Mr. Supt. Yardley, ACOCKS GREEN. — Bow- street, April 27. ARSON AND WILFUL BURNING. About 2.30 a. m, on 18th instant, a stackyard, at Wem, Salop, was discovered on lire, when about 28 tons of Hay, 28 tons of Straw, Swede Turnips, Timber, Implements, Carts and otber things were all destroyed. Supposed tha act of an incendiary. Information to Mr. Supt. Howells, WHITCHWECH, or to Sergeant Osven, WEM, Salop.— Bow- st., April 20. FORGERY. Wanted by warrant, for forgery :— JOHN HORTON, a clerk, 37 years of age, 5 feet 5 inches, light brown hair, moustache and Bide whiskers, chin shaved, light complexion, rather pale, slender build, sometimes wears spectacles, polite and gentlemanly in his manner and address, third finger on right hand swollen and disfigured, supposed to be wearing a dark pepper and salt coloured suit. He absconded on 3rd ultimo, and had with him a black leather portmanteau and a black leather dressing case, and is supposed to have a con- siderable account of money in gold in his possesaiou. A re- ward of £ 100 will be paid by the Chief Constable of Man- chester, for such information as will lead to the apprehension of the said John Horton, and 5 per cent, upon amount of moneys recovered, on behalf of the firm defrauded. Stolen from the person at Croxteth Hunt Steeple Chase, on 18th instant :— a gold lever hunting Watch, engine- turned cases, f- plate, compensated balance, enamelled dial, steel hands, jewelled in four pairs extra in gold, No. 10,083, makers— Ptulingtou and HuttoD, Liverpool. £ 10 reward will oe paid for recovery of Watch and conviction of thief. Stolen by means of housebreaking, between 11 a. m. and 12 noon, on 16th instant, from a cottage in the Gloucester Boa' 1, Cheltenham :— a dark rough monkey Jacket, a pair of light cloth Trousers, a black and white plaid Shawl, a woman's short black cloth Jacket, a white Apron, a pillow Case, and an old wedding Ring ( bent) :— supposed by a man, about 37 years of age, 5 feet 9 inches high, thin build, dark hair, brown eyes, dark complexion, a circle in ink left arm, moles on face and neck, dirty looking, whiskers shaved off and always appears to be a few days growth, short stubby moustache; dressed in a dark monkey jacket, light grey cloth trousers, tight fitting, dark cloth cap with peak and txssel on top, all of which is old and much worn; knock- kneed with left leg; frequents tramp lodging- houses. Information to Mr. Supt. Day, Constabulary Office, CHELTENHAM.— Bow- it., April 20. HORSE AND CATTLE STEALING. Description ot a bay Maie, left at Stables in Manchester on 14th instant, supposed stolen :— aged, 15 hands high, white saddle marks, white mark down forehead, in good condition, legs apparently sound, and belly clipped. By a man, middle age, 5 feet 4 inches high, stout build, nose disfigured from piece being taken out, and impediment in speech. Informa- tion to the Deputy Chief Constable, MANCHESTER.— Bow- street, April 27. Stolen'' on 11th instant, from Ealing :— a bay Pony, 12 hands high, hog mane, short tail, star on forehead, and fetlocks white, legs recently clipped, slightly deformed in rump, in good condition ; braes mounted Harness ; a village Cart with well, painted black, picked out green, blue cloth Cushion, imitation sealskin Eug, lined red cloth, and a brown dropthongjWhip. By GEOEGE STEVENS, 35 years of age, 5 feet 6 inches high, florid complexion, full face, stont build, slight moustache ; dressed in brown oveicoat, hard felt hat, appearance of a heavy drinker. Supposed well known » t Watford and in Hertfordshire. Was seen going through Bushy on 11th instant. Warrant issued. Ir formation to the Director of Criminal Investigations, GREAT SCOTLAND YARD. — Metropolitan Police, April 27. Found at Ware, on 12th instant: — a black mare Pony, about 11 Lands high, saddle marks, blind with near eye, short tail, and in fair condition; also a black retriever Dog, with a few white hairs on chest, about 2 years old. Supposed stolen. Information to Mr. Supt. Hyde Clarke, Herts Con- stabulary, WARE.— Bow- street, April 23. Daring the night of 19th instant, a black faced Lamb, of the South Oxfordshire breed, was killed in a field, at Shabbington, and the legs and shoulders cut off and stolen, the carcass was found in the Eiver Thame. Information to Inspector Ray, Police Station, BRILL, Thame, Oxon.— Bow- street, April 23. Stolen between 6 and 10 p. m. on 16th instant, from a meadow at Greenhitlie, Swanscombe, Kent:— a light mouse- coloured mare Donkey, black nose, off hind foot larger than the other. Supposed by two lads— 1st, about 18 years of age, 5 feet high, the'other about 15 years of age, 4 ft. 10 ins. high ; both dressed in dark clothes, and very shabby appear- ance ; were seen the same evening with a donkey and a dark brown cob, saddle back, and about 14 or 15 hands high, going towards London. Information to Mr. Supt. Webster, Kent Constabulary, DARTTORD.— Bow- street, April 20. Eemanded at Evesham, until 21st instant, on suspicion of stealing two dairy Cows :— WILLIAM COLLINS, of Worcester, 28 years of age, 5 feet 6 inches high, fair com- plexion, dark brown hair, grey eyes. One of the cows is a light roan shorthorn, about 4 years old, and in good milking condition ; the other is a red shorthorn, with white belly and two white spot* on back, about 3 years old, and also in good milking condition. Information to Mr. Sapt. Kemp, PER- SHORE ; or to Sergeant Ganderton, EVESHAM, Worcestershire, — Bow- street, April 20. Eemanded at Burslem, till 23rd instant, charged with stealing a grey Mare, aged, 161 hands, turns off forefoot inwards when walking, scar on hocks, strong, and in good condition, not recovered:—- JAMES MALKIN, carter, of Baddeley Green, near Hanley, 38 years of age, 5 feet 2 inches high without shoes, dark complexion, dark hair, turning grey, slight dark whiskers, brown eyes, slender build, a native of Kingsley, near Stoke- upon- Trent; dressed in black tommy hat, dark cloth jacket, brown tweed vest, dark mixture trousers, and strong lace- up boots. States he sold the mare to Alfred Bates or Lawton, of Lawton, Cheshire, who travels the country with hobby horses, and is now supposed to be in the neighbourhood of Shirley wich,. near Weston- on- Trent, or Middlewich, Cheshire. Mare has since been recoveted. In- formation to Mr. Chief Sapt. Hill, BURSLEM.— Bow- street, April 20. Wanted for stealing a dark brown Mare ( recovered), at Burstow, on 18th instanr, two men :— one is 25 years of age, 5 feet 5 inches high, dark complexion, brown moustache, very few whiskers up side of face, proportionate build ; dressed in black frock coat, light tweed trousers, hard felt hat, and lace- up shoes ; had the appearance of a gipsy ; the other is 23 yrs. of age, 5 feet 4 inches high, very dark complexion, large black eyes, black hair and moustache, small dark whiskers up side of face, proportionate build ; dressed in brown tweed trousers fitting tight to the legs, light cloth coat, £. nd old ragged over- coat ; had the appearance of a gipsy. Had in their possession ( but now in the hands of the Police), a dark brown mare Pony, aged, 13i hands high, [ white star on forehead, bang tail, and chipped knees ; and a large dealer's Cart, two steps at each side, cap to off wheel deficient, picked out with white and blue stripes, name on shaft ' James Marney, Croydon, Surrey' ( supposed fictitious). LARCENY AND EMBEZZLEMENT Absconded from Andover on 24th instant, charged on warrant with embezzlement from the London and County Bank, Andover NELSON WILLIAM HOBBS, Bank Clerk, 20 years of age, about 5 feet 8 inches high, stout build, little whiskers, small light moustache, light hair, hazel eyes, and fresh complexion ; dressed in dark overcoat witli velvet collar, hard felt hat, brown striped trousers, and low boots with blue cloth tops. Address of friends— Finhead, West- bury, Wilts. Information to Inspector J. Duke, Hants Con- stabulary, ANDOVER, who holds warrant for his apprehension. — Bow- street, April 27. Stolen from a shop at Pelsall, about 3 45 midn. on 23rd nstant, by means of breaking a large pane of glass and reaching through :— a pair of Trousers, dark grey, man's size ; a pair of brown Ditto, with white stripe ; a Ditto, mixture of brown, red, and white; a dark brown Vest ; a pair of strong nailed watertight lace- up Boots; two hard black felt Hats ; and a pair of striped elastic Braces. Supposed by two youths, lst, 1C years of age, 5 feet 2 or 3 inches high, dark brown hair, rough face ; dressed in long dark brown coat with light coloured stripes, dark troucers, cap with peak, and clogs, and native of Golds Green, West Bromwich. 2nd, 16 years of age, 5 feet high, dark hair ; dressed in black coat, moleskin trousers, cap with peak, and clogs, and native of Hoisley Heath, Tipton. Both have a dirty appoarance, and sleep in pit hovels, forges, & c. Information to Mr. Supt. Hackney, Police Station, BROWNHILLS, or Sergeant Arnold, Police Station, EDSHALL, near Walaall.- Bow- street, April 25. Charged on warrant with larceny at Tunstall, on 21st instant:— JAMES EYAN, a labourer, 17 yrs. of age, 5 ft. 3j inches high, fresh complexion, light brown hair, hazel eyes, slender build, marks— cut on left ej ebrow and mole on back ; dressed in old dark clothes. Information to Mr. Supt. Hal), Police Station, TUNSTALL, Stoke- on- Trent.— Bow- it., April 25. Stolen from a cottage at Abinger, about 3 p. m. on } 17th instant:— a silver ltver Watch, open face, with silver 1 Albert Chaiu attached ; a large Brooch, set with coloured stones ; a lady's silver watch Guard ; and a red leather Purse containing two half Sovereigns and some Silver. By a man ( who titd Mrs. Elphick's hand and feet, and then ransacked the house) about 22 years of age, 5 feet 8 or 9 inches high, dark complexion, thin face, no whiskers, small moustache, inclined to be sandy ; dressed in dark jacket and trousere, black hard felt hat, and light boots. Information to Mr. Superintendent Lambert, Surrey Constabulary, DORKING.— Bow- street, April 23. Description of GEOEGE E. GOLDS, wanted in Leeds, by warrant, on a charge of embezzlement:— 27 or 28 years of age, but looks older, 5 feet 7 or - 8 inches high, stiff build, no whiskers, thick dark moustache, dark brown hair, which hangs over his forehead, pale face, rather flabby ; generally dressed in a short drab buckskin cover coat, mixed trousers, black chummy hat, lace boots with brass eyelets; carries a cane with silver band and buckhorn handle. In- formation to Chief Inspector Nortcliff, Detective Department, Town Hall, LEEDS.— Bow- street, April 23. Stolen from a dwelling house, between 9 a. m. and 1 p. m. on 17th instant, at Wye :— a scarf Pin ; a Scarf, cream colour, with dark stripes ; aud a pair of women's kid Boots, No. 4 size. By a man 34 or 35 years of age, 5 feet 6 or 7 inches high, no whiskers or moustache, scar on the left wrist; dressed in dark blue trousers, loose dark overcoat, Oxford shoes, and a soft black billy cock hat. Information to Mr. Superintendent Noakes, Kent County Constabulary, ASII- FORD.— Bow- street, April 23. Stolen from a public- house, at Derby, on 19th instant:— a lady's small silver lever Watch, No. 61929, white dial, black figures, gold hands, no seconds band, plain case, had a long old fashioned silver Guard, been repaired near swivel, attached ; also a Vest, which has been fouud sold at Derby. By a man about 22 years of age, 5 feet 2 or 3 inches high, stoutish build, very flushed face ; dressed in shabby clothes and ( believed) hard felt hat; believed to have been abroad. Also from a public- house, during the night of 19th inst. :— a lady's small gold Pencil- case. Information to W. A. Delacombe, Lt - CoL, Chief Constable, Town Hall, DERBY.— Bov>- itreet, April 23. Charged with stealing Corn at Egerton, near Broxton : — GEOEGE SHAW, alias BOFFEY and COEK, about 40 years of age, 5 feet 7 or 8 irches high, fresh complexion, grey eyes, brown hair turning grey, shaves sides of face, a short billy on chin, and walks lame, one leg shorter than the other, travels the country with a pony or donkey and long low covered cart, hawking salt and rubbing stones. Information to Mr. Supt. Plant, County Constabulary, BP. OXTON.— Bow street, April 20. Charged with stealing a Bicycle ( not recovered), at Hodnet, Salop, on 14th instant :— a man, about 19 years of age, 5 feet 6 or 7 inches high, slender build, small dark moustache, no whiskers, was suffering from inflammation in his eyes, was wearing a white hankkerchief on his forehead, nearly covering his eyes ; dressed in dark grey trousers, dark mixture jacket and vest, black billy hat, low boots tied with black ribbon. A man named WILLIAM PAETON, of Shrewsbury, has been apprehended upon the charge of stealing the bicycle, and remanded until 28th instant; bnt the bicycle has not been recovered, which is rather out of repair, the break handle is bent, and there are several scratches and dents on it from falling over, and there is no oil feeder on the liftle wheel, the makers are ' Gordon,' of Wolverhampton, but their names are not on the machine.
