io8 RETURNS RELATING TO PILOTS AND PILOTAGE, PORT OF LIMERICK. BYE- LAWS, REGULATIONS, and RATES of PILOTAGE. REGULATIONS FOR PILOTS. 1. WHENEVER any pilot takes charge of a vessel in distress, at a distance from the harbour, or runs any extraordinary risk such pilot is not to be confined to the rates laid down in the Schedule; but in case of disagreement with the master of such vessel, the matter may he referred to the Harbour Commissioners. 2. A pilot leading the way for any vessel which he may not be able to board, to be entitled to the same pilotage as if on board. 3. Any pilot passing a vessel which has a signal for a pilot flying, for the purpose of taking charge of any other vessel, shall, on satisfactory proof before the Commissioners, forfeit his license. 4. When a pilot takes charge of any vessel, either coming from or going to sea, he is not to quit her, either by day or night, until the service is completed, without permission from the master, or ( in his absence) from the mate of such vessel, and it he should act in opposition to this rule he shall forfeit his license. 5. And if any master or commander of u vessel shall detain a pilot on board her in any part of the river, he shall be liable to pay such pilot at the rate of 5 s per day. 6. Yawls or tow- boats supplied by pilots for attending vessels, shall he paid for the first tide of 12 hours, 5 s. for the boat, and 2 s. 6 d. for each man on board her; and half of those sums for every tide of 12 hours after, while so employed. 7. Any master or commander of a vessel requiring the assistance of a pilot to remove her from one berth to another, shall be liable to pay for such service according to the size of the vessel, a sum not less than 2 s. 6 d., nor more than 5 s. 8. Pilots to take particular care that the captains of vessels under their charge do not cause any of their ballast to be thrown into the river, and in case of any such offence being committed, the pilot in charge is required to give immediate information to the harbour master. 9. Any pilot in a state of intoxication, taking charge of a vessel, or who shall become intoxicated while in charge thereof, on sufficient proof of such offence before the Commissioners, shall forfeit his license. 10. N. B.— In all cases of disagreement or of dispute between shipmasters and pilots, and of whatever nature, application is to be made to the harbour master, wiio will, under the warrant and authority of the Harbour Commissioners, direct and advise the course necessary to be taken; but in no case will a pilot be permitted to resort to legal proceedings, unless in the event of any vessel being about to leave port, and thereby avoid the reference to Commissioners or harbonr master. 11. Every pilot to obey all orders of the Harbour Board or Pilot Committee convened to them by the Secretary of the Harbour Commissioners or the harbour master, on pain of forfeiture of license. 12. Every pilot, on boarding a vessel, to produce to the captain his license, with a printed copy of these Regulations. LIMERICK HARBOUR. AT a meeting of the Limerick Harbour Commissioners, held on Monday, 22nd March 1875, the following amended Pilotage Regulations were finally approved and adopted : — " That the Western pilots shall form themselves into a co- operative body, on the same system as the Limerick pilots. " That a Central Boarding Station shall be established, and the piloting duty taken by all the Western pilots in rotation, and all the earnings be paid into a common fund, to be afterwards equally divided among all the men composing the common body. " That any Shannon pilot shall be at liberty to act as a coasting pilot from Queenstown, but he shall be obliged to pay a portion of the pilotage earned within the Lower Division of the Shannon to the common fund of the Western Station ( as hereafter defined). " That the Boarding Station for the Lower Shannon shall be at Carrigaholt, besides which a pilot resident at Tarbert shall be licensed for bringing up such vessels as may have passed the Station inward without getting a pilot there. " That a party of eight pilots shall be always in readiness at the Station ; viz., two from Kilbaha, two from Rienvella three from Scattery, and the remaining one from any of the other places where pilots reside. " That each such party shall remain at the Station for a fortnight, and be then relieved by eight other men, in like proportions from the places named, in rotation ; but the pilots of each place may exempt from duty any old man, or man disabled bv sickness, as they may agree among themselves, finding a licensed substitute for such absentee. " That the Limerick pilots shall be at liberty to take outward- bound vessels to Carrigaholt, but shall in that case pay two- thirds of the pilotage earned between Scattery and Kilcredane over to the Western Pilots' Fund. But in the event ot it being- inconvenient for an outward- bound vessel to land the Limerick pilot at Scattery, or having made a signal for a Western pilot at Scattery and not obtained one, in either such case the Limerick pilot may take the vessel to Carrigaholt, paying only on^- third of the pilotage between Scattery and Carrigalu. lt. over to the Western Fund ; and in case the Limerick pilot ieaves at Scattery and u Scattery pilot takes charge instead, the pilotage from Scattery to Kilcredane shall be paid in full to the Western Fund. ' " That the proportion of pilotage earned by coasting pilots from Queenstown or other ports to Limerick, to be paid to the Western Pilots' Fund, shall be two- thirds ot what the Western pilot would have earned if he had taken charge of the ship at the Boarding Station. And in the case ot outward- bound ships the coasting pilot ( having in all cases a Shannon° license) is permitted to take charge ot such ship from Limerick, but shall retain only one- third of the pilotage on the upper and western portions of ' he river, paying over the remaining two- thirds to the iunds of the Limerick pilots and of the Western pilots respectively. " That the proportion to be paid by the pilot stationed at Tarbert ( for inward- bound ships) to the Western Fund shall be one- third. " That a hooker pilot- boat shall be provided for the pilots, to be stationed at Carrigaholt, the Western pilots being required to pity halt the price, and are to be halt owners. r ° 1 19 February 1878.
