FOR THis YEAR ENDED 31 DECEMBER 18/ 7- 3. 5 PORT OF NEWPORT ( MONMOUTH). BYE- LAWS and REGULATIONS adopted by the Pilotage Board of the Port of Newport for the Government of Pilots 1 and others. The Limit of this Pilotage is that portion of the Bristol Channel which lies eastward of Lundy Island, up to, and includes 1 King Road and River Usk, as far as the Caerleon Bridge. This Pilotage is not compulsory, but may be obtained over all or a any portion of this district, at the discretion of masters of vessels. Approved by Orders in Council, 26th April 1862, 28th July 1864, 19th March 1865, 30th July 1868, and 13th May 1875. BYE- LAWS, RATES, and REGULATIONS. 1. Every licensed pilot employed in piloting vessels to and from the port of Newport shall be paid the following pilotage rates, according to the registered tonnage of the vessel:— 2. Any pilot who may be required to remain on board any vessel for the convenience of the master, owner, or agent, after he shall have anchored the vessel in Newport Roads, or elsewhere, at the request of the master or owner, shall be entitled to be paid 10s. 6d. per day for every day he may be employed, and any pilot who may be required to move any vessel in the docks, harbour, or river, occu- pying only one tide, shall be entitled to be paid for every vessel, viz.:— £. s. d. Not exceeding 100 tons register - - 5 - 100 tons and not exceeding 300 „ - - 10 - 300 „ „ 600 „ - - 12 6 600 „ „ 1,000 „ - - 17 6 1,000 „ „ 1,500 „ - 1 - - 1,500 tons and upwards - - - - - 1 5 _ Vessels windbound in the water of the Newport district, and retaining the service of a pilot, shall pay 10s. 6 d. per diem. 3. Pilots taken on board of any vessel inward bound to the west- ward of Ilfracombe shall be paid the same pilotage rates as from Lundy Island; but if west of Nash Point or Minehead, and east of llfracombe, the same rates as from Illracombe ; if between Nash Point and the Holmes, the same rates as from Nash Point; and if between the Ilolmes and King Road, the same rates as from the Holmes. The limit for boarding or hailing vessels, hitherto binding upon pilots, shall extend to the distance of 10 miles west of Lundy Island. 4. Pilots discharged from any vessel on the outward voyage between any of the stages mentioned in the above scale of rates shall be paid the same pilotage rates as if they had been taken to the next stage beyond the place where they were discharged. 5. In case any vessel shall be compelled to bear up and return from the westward from stress of weather or accident, the pilot in charge shall be entitled to, and shall be paid one- third of the pilotage charge, according to the distance such vessel may have reached before she shall have put back ; but in no case shall such pilotage exceed one- third of the ordinary distance pilotage, according to the distance so run. And notwithstanding such putting back, the pilot in charge shall be entitled to one pilotage only when such pilotage shall have been fully completed. 6. Every master, owner, or agent of any vessel employing a pilot shall, in addition to the foregoing charges, pay a clerk or collector's fee, as follows, viz.:— All vessels under - - 100 tons 100 tons and under - 300 „ 300 „ „ - - 500 „ 500 „ „ - - 800 „ 800 . „ and upwards s. 1 1 2 5? d. 6 7. No person shall be eligible, or shall be appointed to act as a pilot, unless he shall have served a regular apprenticeship to a pilot of the district for five years, and been at least two years in the coasting or over- sea trade, or shall have been engaged in the coast- ing trade in the waters of the district for not less than five years ; and no person shall be eligible if less than 23 years or more than 45 years of age.* 8. No • Those of the Bristol Channel Pilots who were duly licensed by the town council of Bristol, at the passing of the Bristol Channel Pilotage Act, 1861, may, however, obtain licenses for the Newport District on passing the necessary examination, provided they make application before the 1st day of August 1862. o. i 14.
